RA Ministry of Defense refutes the assertions about exceeding the
quota of regular armaments.

`We have been repeatedly saying that such statements about Armenia do
not correspond to reality,’ RA Defense Minister’s Press Secretary,
Colonel Seyran Shahsuvaryan told ArmInfo correspondent, commenting on
the statement of the Special Representative of the NATO Secretary
General for the South Caucasus and Central Asia Robert Simmons made in
Baku. According to Azeri media, Robert Simmons had declared, `We have
stated many times that Armenia exceeds the quota envisaged by the
agreement on regular armed forces of Europe. However, Azerbaijan has
also exceeded the quota.

In this regard Colonel Seyran Shahsuvaryan reminded the numerous
check-ups. ` I’m speaking about Armenia,’ the Press Secretary
clarified. `I’m not sure that Simmons has really made such
statement. It is quite possible that he might have been ascribed these
words,’ Seyran Shahsuvaryan added.

YEREVAN, MARCH 15, NOYAN TAPAN. The formulation of the US State
Department’s 2006 Annual Report on Human Rights, according to which
Armenia continues occupying Azerbaijan’s territories – Nagorno Karabakh
and 7 regions, is "rude and unacceptable." The RA National Assembly
Speaker, Vice Chairman of the Republican Party of Armenia (RPA)
Tigran Torosian expressed this opinion at the Urbat Club on March 15.

According to him, this formulation is completely unacceptable for
two reasons: first, it has no relation to problems to be discussed
in a report on human rights problems, secondly, the US is a co-chair
state of the OSCE Minsk Group and should not give such a definition,
especially as no international organization has adopted a document,
in which Nagorno Karabakh is considered an occupied territory. "Even
in the UN Security Council’s resolutions, the territories adjacent to
Nagorno Karabakh are considered as occupied by local Armenian forces
and not by Armenia," T. Torosian noted.

In his opinion, the statement of the US embassy in Armenia, which
was issued after the report, is a "statement, from which it is
impossible to conclude what the matter is about." T. Torosian said that
particularly, the embassy’s statement notes that the US recognizes
Azerbaijan’s integrity. "But nobody has problems with territorial
integrity of Azerbaijan. Moreover, Minsk Group co-chairs said that
over the past few years, 2 principles have formed the basis of the
conflict resolution – territorial integrity and nations’ right of
self-determination."

In T. Torosian’s words, it is obvious that status of Nagorno Karabakh,
and the formulation and scheme of the conflict settlement will
eventually be decided within the framework of the Minsk Group. At
the same time he noted that there are structures, with which Armenia
should activate its work. In the opinion of T. Torosian, in the last
two years, Azerbaijan has activated its work but has not ensured
progress concerning the problem’s solution. The RA NA speaker noted
that these tendencies are dangerous so it is necessary that Armenia
also take more active steps in all directions. "We cannot hope that
this work of Azerbaijan will always be efficient," T. Torosian said.

participate in the World Cup round to be held March 18-19 in
France. Armenpress was told from RA Gymnastics and Acrobatics
Federation that the trainer of the team is Hakob Serobyan. The
team comprises Vahagn Stepanyan, Harutyun Merdinyan and Astghik
Gyulnazaryan.

The upcoming parliamentary elections are more important than any
preceding elections. The reason for this is that presidential elections
will follow next year. All political forces view the parliamentary
elections as the start for the presidential elections.

The other important consideration is that after the constitutional
amendments the new parliament will have a much more important role in
the country’s political life. There are some other considerations of
"local" significance like the participation in the upcoming elections
of Prosperous Armenia and Dashink ("Alliance") Parties that have had
no political activities so far.

On March 7, member of the Armenian Revolutionary Federation (ARF)
Bureau, Deputy Chairman of the National Assembly Vahan Hovhannissian
commented on the pre-electoral situation in the country. Hovhannissian
stated that collection of passport numbers was practiced by some
forces in the past as well, but today this practice has become very
widely spread. Collecting passport serial numbers is internationally
acknowledged as a crime.

Hovhannissian called on citizens not to give their passports to anyone
because if someone gets another person’s passport the latter can be
enlisted in a party as a member, or some crimes can be committed with
this passport, etc.

Hovhannissian then addressed those who collect passport saying that
people can give their passport numbers to ten people but this does not
mean they will give their votes. The law enforcement bodies know about
the practice of collecting passport numbers but cannot do anything
because there are no complaints from people.

Commenting on the increasing volume of charity actions in the run-up
for the elections, Hovhannissian noted that charity can be considered
charity only in as much as it does not entail any trade or any
expectations in return for charity. ARF has been engaged in charity
acts for several decades. ARF does charity through its sister-body –
the Armenian Relief Society. However, the latter’s activities are in
no way related to elections. "If you look at the ARS’ s activities
you will see that the ARS has always worked very actively irrespective
of whether this or that year was an election year."

A number of surveys and prognosis have been made recently. The most
probable percentage for the ARF is indicated to be 10% in these
prognoses.

Hovhannissian noted that more serious studies indicate greater
percentage while some media publicize results of sociological surveys
conducted by some unknown organizations which might be pursuing the
political goal of artificially decreasing ARF’s role and influencing
the voters’ attitude. Hovhannissian believes " buying" sociologists’
services is a very widespread election technology in Armenia. Some
sociologists have offered their services to ARF but the party does
not pay any attention to such manipulations. "Our people are fed up
both with cheating politicians and with cheating sociologists."

Hovhannissian also commented on the US State Department’s 2006
report on human rights protection. The report states that people in
Armenia do not have an opportunity to change the regime in power. "I
do not hinder change of the regime by the people. I call on people
to change the regime and I have always said this. Change of power
through lawful means, change of power through elections without any
hysteria and clashes is a normal phenomenon. If people consider that
a change of power is necessary then they should go for it without
waiting for anyone’s permission," Hovhannissian stated.

Hovhannissian said it’s not a secret that the previous elections
held in Armenia did not fully meet international or European
standards. There are no guarantees that these standards will be met
this time because such guarantees can only be created by voters who
are responsible for their votes. "People who are disappointed and do
not believe in anything saying that they will not go to elections
create opportunities for election fraud," Hovhannissian said. He
called on the voters to be active in the elections and the members
of the electoral commissions to be brave and not to sell themselves.

Hovhannissian stated ARF is one of the political forces that have set a
goal for themselves to prevent all violations in the electoral process.

"We are not like those parties that suddenly announce that they are
the guarantors for fair elections. The state is the only guarantor
for the fair elections but if we are part of the government we are
to some extent responsible for the elections as well. ARF is ready
to take its share of responsibility to prevent violations so that
the voters are not fully discouraged," Hovhannissian said adding, "I
think all stakeholders realize that the tolerance limit for election
fraud is exhausted."

Hovhannissian commented on the Armenian Chess Federation’s recent
statement that they would support the Republican Party in the
elections. Hovhannissian stated that in a free country anyone,
irrespective of his profession, can support whichever force he
wants. At the same time, he noted it is not possible that all chess
players would support one party.

There was a time when a whole class supported only one party because
there were no alternatives. "We believe ARF is the party for everyone
– the peasants, the workers, the intellectuals, the businessmen,
the soldiers. But I think it is not normal to assume that all these
people would necessarily have to support the ARF and we will never
take an approach like this."

Hovhannissian commented on the rather widespread opinion that the
Republican Party and Prosperous Armenia Party will be the main forces
to bid for victory in the upcoming elections. He noted that only those
who can see just one level of political struggle think so. Such people
have no idea about ideological struggle. They see political struggle
only in terms of the number of offices of this or that party.

Answering the journalists’ observation that Stepan Demirchian, one
of the opposition leaders, stated that the government is to blame
for the opposition forces’ failure to form an opposition alliance
Hovhannissian stated that even though the government is not always
unanimous on all issues but it has not intervened in this issue at all.

"Moreover, I believe that such an alliance would be very useful in
terms of healthier development of the society rather than going
to elections in 10-15 pieces," Hovhannissian said. Hovhannissian
believes the united opposition would have more chances of getting
more seats in the parliament and would have a greater political
weight since "any regime is cleaner and works better if it has a
serious counter-balance."

In this context the possibility of ARF’s becoming opposition was
considered.

Hovhannissian noted, "If ARF becomes opposition I can assure you it
will be a highly efficient opposition."

Ruben Khlghatian and "Bargavach Hayastan" (Prosperous Armenia) party
member Arayik Aghababian, were nominated for the Mayor’s elections to
be held in the city of Armavir on March 25. As Gayane Sukiasian, the
Chairwoman of No21 district electoral commission informed the Noyan
Tapan correspondent, according to the lists fastened at electoral
districts, 26 200 voters may participate in the Mayor’s elections.

And the community head’s elections will take place on April 1 in the
communities of Nalbandian and Nor Armavir, the marz of Armavir. In
G. Sukiasian’s words, acting community head, non-partisan Romik
Grigorian was nominated in Nor Armavir, and there are yet nominations
in Nalbandian.

YEREVAN, MARCH 14, NOYAN TAPAN. The goal of the
Information-Consultation Center of CIS Interparliamentary
Assembly’s monitoring mission is to organize long-term observation
of forthcoming parliamentary elections of Armenia and to send the
collected information and results of analyses to the head office in
Saint Petersburg. The mission will be headed by Alexander Torshin,
Vice-Chairman of RF Federal Assembly’s Federal Council. Center Director
Armen Martirosian stated this at the March 14 press conference.

In his words, the Center plans to implement long-term observations
of the whole electoral process through 30 experts in all electoral
districts of Armenia being guided by the principles of Convention
on Standards of Democratic Elections, Electoral Laws and Freedoms in
CIS Member-Countries signed in 2002 in Kishinev.

The Center’s information will be provided to already accredited 12
observers of CIS Interparliamentary Assembly’s Council who will arrive
in Armenia in early May. In A. Martirosian’s words, the Center is
not empowered to give consultation to organizers and participants
of elections and cannot publish the results of its observations
independently. Only the observation mission is empowered to make
official statements and to give estimation to the process of elections.

CIS Defense Chief Arrives In Yerevan For Talks With Armenia’s Leader

CIS DEFENSE CHIEF ARRIVES IN YEREVAN FOR TALKS WITH ARMENIA’S LEADERS

Secretary General of the Collective Security Treaty Organization
(CSTO) of the CIS, Nikolai Bordyuzha, arrived on the three-day visit
in Yerevan Tuesday night. His visit here will last three days.

"Armenia is a reliable and time-tested partner in the system of allied
relationship of CSTO member-states and it cooperates actively with
other countries in the issues of foreign policy and counteraction to
new threats and challenges," – Bordyuzha said.

Armenia’s Deputy Foreign Minister, Armen Kirakossian told Itar-Tass
Bordyuzha will continue dialogue with his Armenian hosts and will
meet with public activists.

The agenda of his visit includes meetings with President Robert
Kocharian and with teachers and students of Yerevan State University,
as well as a trip to the Military University of the Defense Ministry.

"Since Armenia remains a member of the CSTO, its relations with NATO
can’t be viewed as a form of contradiction with other CSTO members,"
Kirakossian said. "In one case, we are CSTO members and in another
case, we cooperate with NATO."

"We consider CSTO to be a cornerstone factor of our security,"
said Defense Minister Serge Sarkissian. As for Russian-Armenian
cooperation in the format of the organization is a crucial guarantee
of this country’s military security.

He recalled that the two countries had formed an effective grouping of
troops that includes units of the Russian military base and elements
of the Armenian Armed Forces.

Le parlement israelien a rejete mercredi une motion reconnaissant
implicitement la realite d’un genocide des Armeniens par les Turcs
en 1915.

"C’est le devoir du parlement israelien, en tant que representant
du peuple juif, de faire connaître son opinion sur la necessite de
reconnaître le genocide armenien", avait declare a l’AFP avant le
vote le depute Haïm Oron, auteur de la motion.

"C’est une dette que nous avons envers le peuple armenien et a l’egard
de nous-memes", avait ajoute M. Oron, membre du parti d’opposition
de centre-gauche Meretz.

Cette motion, rejetee par 16 voix contre 12, invitait le parlement
israelien a se joindre a une journee internationale de commemoration
du genocide armenien, le 24 avril.

Israël, qui a des liens très proches avec la Turquie, un des rares
pays musulmans avec lequel il ait des relations diplomatiques, n’a
jamais reconnu officiellement comme genocide le massacre des Armeniens
par les Turcs en 1915.

Les Armeniens soutiennent qu’un million et demi des leurs ont ete
massacres lors d’une campagne orchestree pendant les dernières annees
de l’empire ottoman.

Ankara dement cette thèse, assurant que 300.000 Armeniens mais aussi
de nombreux Turcs ont ete tues lors d’une revolte armenienne, soutenue
par la Russie.

Armenia does not have on its foreign policy agenda the accession to
NATO, Armenian Foreign Minister Vartan Oskanyan said.

"The main regulating document – the plan of individual partnership
with NATO is so voluminous and substantive that the implementation of
it will take a lot of time," Oskanyan said at a ceremony of opening
NATO’s information centre in Yerevan that he attended together with
NATO Assistant Secretary General for Public Diplomacy Jean Fourne.

The setting up of the Western alliance’s information centre in Yerevan
is one of provisions of the partnership plan.

"Perception of NATO by a part of the public does not correspond to the
new, altered realities – the present-day NATO has succeeded to adapt,
go away from the Cold War times," Oskanyan said.

He said that the opening of the information centre was needed by
Armenia, as Yerevan pursues a multi-vector foreign policy.

"We have large-scale relations with Russia in the security sphere,
we are in the CSTO (the Collective Security Treaty Organisation)
and simultaneously developing the cooperation with NATO within the
framework of the individual partnership plan. The many-year cooperation
has shown that there is no contradiction in that. By means of this
cooperation we shall be able to make a contribution to consolidation
of security in the region," Oskanyan said.

UMBA And Asue To Implement Several Joint Programs

YEREVAN, MARCH 12, NOYAN TAPAN. An agreement on implementation of joint
programs was recently signed by the "Independent Analyses Efficiency
and Competitiveness Center" Fund of the Union of Manufacturers and
Businessmen of Armenia (UMBA) and the Armenian State University of
Economics (ASUE). The document was signed by ASUE Rector Yuri Suvarian
and UMBA Chairman Arsen Ghazarian.

Yuri Suvarian told NT correspondent that taking into consideration
the necessity to promote cooperation of the educational sector
and the labor market, it is envisaged to implement grant programs,
economic analyses, expert examinations, training of banking employees,
studies of labor market demand, as well as to organize round tables
and trainings with the participation of businessmen.
