DRIVER OF MAYOR OF GYUMRI DIES

The driver of the mayor of Gyumri Vardan Ghoukassyan Varazdat
Ghoukassyan died in the hospital today of the wounds received during
the Monday assassination attempt on the mayor.

The mayor and his deputy Gagik Manukyan are in the hospital in a grave
condition. They have undergone surgery. The doctors can’t yet say if
they will need repeated surgery.

La petite communaute armenienne de la region (l’Union des Armeniens
du Centre compte 250 adherents dont 180 en Touraine) profite de
l’officielle " Annee de l’Armenie en France " pour organiser a Tours
quelques manifestations a caractère culturel.

" L’UAC est precisement une association culturelle, ouverte a tous,
Armeniens, Franco-Armeniens, Francais. " Projections defilms,
conferences, expositions, spectacles, cours de langue sont
regulièrement mis sur pied par l’UAC.

Une exposition s’est ouverte le 31 mars pour un mois au château de
Tours, avec, d’une part, les oeuvres picturales de huit peintres
connus, dont Artur Martyrossian, ainsi qu’une dizaine d’artistes
plasticiens armeniens vivant en France (lire ci-dessous). Autre temps
fort : l’exposition " Armenie 3.000 ans d’histoire ". Et une ensemble
armenien (Navasart) se produira dimanche 15 avril a l’espace Malraux
de Joue-lès-Tours (16 h 30).

Alain Garabedian, president de l’UAC, espère faire decouvrir a tous un
peu de l’histoire et de la culture du pays de son père : " L’Armenie
est riche de 3.000 ans d’histoire. Ce fut le premier Etat chretien,
avec l’adoption de l’Eglise apostolique, bien avant Rome.

Les Armeniens, après le genocide de 1915, sont venus en France assez
nombreux, a Paris, Lyon, Marseille, Grenoble. La diaspora armenienne
compte entre 6 et 7 millions d’habitants, plus qu’en Armenie meme
(4 millions). " Ne a Tours, Alain Garabedian rappelle que sa ville
natale a consacre par le passe une large part au cinema armenien : "
En 1993, l’UAC organisait aux Studio le 1 festival de cinema armenien,
puis un second en 1995. Toute la richesse et la diversite creatrice des
cineastes d’Armenie et de la diaspora furent explorees et presentees
a un très nombreux public. " Le 19 mars, l’UAC projetait aux Studio
plusieurs films dont " Sayat Nova ", de Sergueï Paradjanov, le plus
connu des cineastes armeniens avec ses " Chevaux de feu ". Quant
au plus connu des cineastes francais d’origine armenienne, Robert
Guediguian, il etait venu a Tours, le 29 juin 2006, presenter son "
Voyage en Armenie ".

The Å~^iÅ~_li Office of the Public Prosecutor adjudicated that
historian Taner Akcam who in his article, published in the AGOS
journal, wrote the sentence " I believe that what happened between 1915
and 1917 was holocaust," was innocent, the Turkish Daily News reports.

The Office of the Public Prosecutor stated that using the word
"holocaust" is within the lines of freedom of speech and does not
contain an expression of insult against Turkey. The decision was
announced 12 days after the assassination of Hrant Dink, who was
judged in violation of Article 301 of the Turkish Penal Code (TCK)
for also expressing the word "holocaust."

Taner Akcam has backed his former colleague, Dink, with the
article which said, "If using the word ‘Holocaust’ is a crime then
I am committing it at least once every single week. I have to be a
collaborator in Hrant’s alleged crime in order to clear this situation
of injustice." The Office of the Public Prosecutor ruled on Jan. 30
that the sentence authored with Akcam’s pen did not constitute an
offense and was within the limits of freedom of speech.

/PanARMENIAN.Net/ The U.S. tops the Grant Thornton International
Super Growth Index for the third year running. 44% of US companies hit
‘super growth’ status, an increase of 5% over the previous year. The
Index measures the country with the highest proportion of "super
growth" companies.

This year Armenia (38%) has replaced India in second position.

‘Super growth’ companies are defined as those which have grown
considerably more than average. To identify ‘super growth’ companies,
Experian Business Strategies, the economics consultancy, took four
key indicators to create a weighted index. The four indicators were:
absolute growth in turnover (adjusted for inflation); the percentage
growth in turnover (adjusted for inflation); absolute growth in
employee numbers; the percentage growth in employee numbers. By this
measure, 23% of all privately held businesses surveyed worldwide are
classified as ‘super growth’.

/PanARMENIAN.Net/ The European Union is ready to resume talks with
Turkey for full membership. The talks will be resumed on Thursday and
will cover business and industry. The information was confirmed by
Turkish MFA Spokesman Levent Bilman. He did not rule out participation
of Ali Babacan in the talks, reports RIA Novosti.

The talks with Ankara were partially frozen last December during an
EU summit. The decision was taken over Turkey’s unwillingness to open
its air and sea ports for Cyprus.

YEREVAN, MARCH 27, NOYAN TAPAN. Change of Orinats Yerkir (Country of
Law) Party representative in RA Central Electoral Commission (CEC) is
envisaged: OYP representative in CEC, Artashes Avoyan is nominated as
a candidate for deputacy by proportional system for the forthcoming
parliamentary elections.

As A. Avoyan informed Noyan Tapan correspondent, OYP leadership
applied to RA President’s administration with the request to change
its representative in CEC.

According to RA Electoral Code, CEC staff is established by RA
President’s decree, on the basis of proposals of bodies forming the
Commission.

A. Avoyan did not wish to mention the name of the person replacing him
in CEC until the respective decree is publicized. According to NT’s
information, member of Party Board Sona Sargsian will represent OYP in
CEC instead of him.

Kazakh Prime-Minister commiserated to Armenia people because of
Armenian Prime-Minister death

ASTANA. March, 26. Kazakhstan Today. Kazakh Prime-Minister Karim
Massimov has sent a telegram of condolence because of Armenian
Prime-Minister Andranik Markaryan sudden death, reported Kazakh
Prime-Minister press-service.

"With deep regret I have found out the sudden death of Armenian
Prime-Minister Andranik Markaryan. Competent politician left the
life. He was for sure honest and respectable person. Armenia lost its
true son who contributed a lot in economic and political development
of the country. I announce my deep regrets to Andranik Markaryan’s
relatives and all Armenian people", – stated in the telegram.

As reported earlier, Andranik Markaryan who led the Government since
May 2000 died Sunday morning at the age of 56. By tentative data,
death came as a result of infarct.

In Washington yesterday, Deputy Chief of General Staff Gen. Ergin
Saygun said that Turkey has done its utmost to prevent passage of the
Armenian resolution in the US House of Representatives. Attending the
26th Annual Conference on Turkish-US Relations, Saygun told reporters
that Chief of General Staff Gen. Yasar Buyukanit had also exerted
great efforts against the resolution during his recent talks with
officials in Washington. Saygun also pointed to Ankara’s concerns
about how European Union member states deal with terrorist PKK
militants in their borders. He said that PKK supporters were acting
freely in European countries and were engaged drug and weapons

RA government resigns over PM’s death

resignation over untimely decease of Prime Minister
Andranik Margaryan. New PM will be appointed in 10
days. This is the decision taken March 26 during an
extraordinary cabinet sitting presided by Robert
Kocharian. According to the Constitution, after
resignation or death of the Prime Minister the
government announces resignation. After the President
accepts the resignation the cabinet members proceed
with the office duties until a new government is
formed. The President appoints new Prime Minister
within 10 days after the government’s resignation. The
government is formed within 20 days after the PM’s
appointment, reports IA Regnum.

Andranik Margaryan died from infarction on March 25
afternoon.

RA Government held an extraordinary sitting today, chaired by
President Robert Kocharyan. With a silence minute the government
respected the memory of RA Prime Minister who died of heart attack on
March 25. `We have lost a statesman, colleague and friend who headed
the Armenian Government for 7 years in the 15 years’ history of our
Independence, and these seven years were the best in the history of
our state. Even occupying this high position, he remained modest and
tolerant. We all shall remember him primarily for his human
characteristics. Andranik Margaryan left us at a very responsible
moment, and we as a government should find correct solutions to come
out of the current situation,’ President Robert Kocharyan told members
of the Government.

In compliance with Article 55 of RA Constitution, the President
accepted the resignation of the Government. The President instructed
the resigned members of the Government to continue their work before
the formation of a new government. He underlined that the ministries
and agencies have a lot to do in the framework of the annual agenda of
the government.
