NALBANIDIAN, FASSIER DISCUSS KARABAKH SETTLEMENT

/PanARMENIAN.Net/ Currently in Paris on a working visit, Armenia’s
Foreign Minister Edward Nalbanidian met with Co-chair of the OSCE
Minsk Group, Ambassador Bernard Fassier to discuss the current stage
of the Nagorno Karabakh conflict settlement.

During a meeting with Mr Jean-David Levitte, chief diplomatic adviser
to the French President, Minister Nalbandian presented the new
Armenians leadership’s program on foreign and domestic policy. The
parties also referred to issues of mutual interest and regional
processes.

Edward Nalbandian also met with Andre Santini, Secretary of State for
the Civil Service for a discussion of development of intergovernmental
ties and bilateral relations.

On April 23, the Armenian Minister is scheduled to meet with Patrick
Devedjian, Secretary General of the Union for Popular Movement,
the RA MFA press office reported.

The California Courier 50 Years Old

/PanARMENIAN.Net/ The California Courier, the oldest independent
English-language Armenian newspaper in the United States, is 50 years
old this year, the newspaper’s Publisher Harut Sassounian announced.

In 1958, two young men in Fresno – George Mason (Elmassian) and Reese
Cleghorn – had the foresight to publish an English-language newspaper,
so that those unfamiliar with their native tongue could stay in touch
with community news.

Cleghorn went on to become Professor and Dean of the School of
Journalism at the University of Maryland.

Mason continued publishing the Courier with his popular weekly opinion
column titled, "This and That" and wrote amusing Armenian wisecracks
under the rubric "Uncle Hadji" and "Dear Dickran."

After moving to Los Angeles and becoming a prominent stock broker,
Mason employed a succession of part-time editors and stringers. The
most colorful personality to run the paper was a Japanese-American
by the name of Seico Hanashiro, who worked at the Fresno post office
during the day and published the Courier from his garage in his spare
time. In the process, Seico knew more about the Armenian community
than did most Armenians.

In 1983, Mason hired as full time editor of the Courier a young man
by the name of Harut Sassounian, who subsequently became the publisher
of the newspaper and moved it from Fresno to Glendale.

CBA Issues "Cancer" Silver Commemorative Coin

CBA ISSUES "CANCER" SILVER COMMEMORATIVE COIN

YEREVAN, APRIL 21, NOYAN TAPAN. The Central Bank of Armenia (CBA)
has issued the "Cancer" silver commemorative coin with a depiction
of the Cancer zodiacal sign. The coin was issued under the numismatic
program "The Zodiacal Signs".

The coat of arms of the Republic of Armenia is depicted in the middle
of the obverse of the coin. Below the coat of arms, the nominal value
of the coin is inscribed: "100" and "DRAMS" in Armenian and English
in a circle. The date of the coin’s issue – "2008" is inscribed above
the coat of arms. All this is enclosed in a striped circle. There
is another striped circle between the indicated circle and the
edge. The surface of the coin’s obverse between the two circles is
divided into 12 equal parts, in which the 12 zodiacal symbols are
depicted. "REPUBLIC OF ARMENIA" in Armenian and English is inscribed
in a circle along the edge of the coin.

The reverse of the coin has a depiction of the Cancer against the
background of the starry sky. Above it there is a star made of yellow
zirconium. Below on the right, the symbol of Cancer zodiacal sign is
depicted. All this is enclosed in a striped circle. In the surface
between this circle and the edge, the name of the zodiacal sign is
inscribed in Latin (CANCER) in the top part of the coin and its name
is inscribed in Russian (RAK) – in the bottom part.

Color paints have been used for the design of the reverse. U. Valezhak
is the designer. The commemorative coin was minted at the Polish Mint.

The nominal value of the commemorative coin is 100 drams, it is made
of silver (925 alloy). Its weight is 28.28 grams, diameter – 38.61 mm,
the number of the coins – 12 thousand.

PHOTO EXHIBITION DEDICATED TO ARMENIAN GENOCIDE OPENS IN TARTU, ESTONIA

/PanARMENIAN.Net/ April 21-May 11, the Tartu University, Estonia,
will host an exhibition "First Genocide of 20th Century".

The exhibition is dated to April 24, the Day of Commemoration of the
Armenian Genocide victims, reported the Armenian portal of Estonia.

The exposition includes photocopies of archives, recollections of
witnesses and photographs depicting mass murder and persecution of
Armenians in the Ottoman Empire.

The Armenian Museum-Institute of Armenian Genocide provided historical
data on number of Armenian population, parishes and schools in
1914-1922.

The exhibition was organized by Baltic Armenian House NGO.

The Bureau of the Parliamentary Assembly of the Council of Europe
(PACE) hasn’t set the draft resolution on "The State of the Turkish
Cultural Heritage" going. The draft resolution was proposed by Raffi
Hovannissian, member of the Armenian delegation to the PACE and Leader
of "Zharangutiun" (Heritage) Party.

Although the draft resolution wasn’t passed, it was put into
circulation. The document was signed by 26 PACE delegates.

The document reports that since 1915 thousands of Armenian khachkars
and churches have been either destructed or are on the verge of
destruction in Turkey.

He suggests sending an experts’ group to assess the current state of
the Armenian heritage in the territory of Turkey.

"Cultural heritage are priority values if we speak of European
standards and normalisation of Turkish-Armenian relations, and it’s
here that these standards should be equally applied as the Armenian
Genocide is also "an assassination of Ìotherland and civilization",
Raffi Hovannissian told A1+.

"Once Turkey wants to memberise the European Union, it must demonstrate
good will and take stock of all Armenian monuments, churches and
castles in the territory of the country."

Note, the Heritage leader says that his proposal hasn’t been backed
by the Republic of Armenia in due way," he says.

"If someone came up with a similar initiative in other countries,
the authorities and society would spare no effort to support him,"
says Raffi Hovannissian. And yet, he hopes that the National Assembly
of the Republic of Armenia will sober up and replace patriotic speeches
by real deeds.

YEREVAN, APRIL 18, NOYAN TAPAN. On April 16 Meline Daluzian (63 kg,
Gyumri) and Nazik Avdalian (69 kg, Gyumri) from Armenia fought in
the women tournament of the European Weightlifting Championship being
held in the city of Lignano in Italy. Meline Daluzian pulled 107 kg,
pushed 128 kg and with a 235 kg biathlon result took first place
receiving one big and two small gold medals. Nazik Avdalian received
similar prizes with a 106 kg+136 kg=242 kg result.

on appointment Armen Movsissyan the Minister of Energy and Natural
Resources, Harutyun Kushkyan the Minister of Health, Aram Harutyunyan
the Minister of Environment and Aghvan Vardanyan the Minister of
Labor and Social Affairs, the RA leader’s press office reported.

By a presidential decree, the Armenian Ministry of Energy was renamed
into Ministry of Energy and Natural Resources.

The EP Committee on Foreign Affairs will adopt on Monday 21 April
its traditional report on Turkey’s "progress." The members of the
Committee will have to look into the draft resolution prepared by
Mrs. Ria Oomen-Ruijten (Christian-Democrat, Netherlands) and the 262
amendments tabled. Mrs. Oomen-Ruijten was also the rapporteur of the
resolution adopted last year.

The new preparatory document seems to be less brief than the former
one which essentially aimed at exhibiting a gesture of goodwill
towards the new elected Turkish government. Nevertheless, it remains
well short of European expectations by continuing in minimizing the
serious breaches of Turkey.

Thus, in the "external relations" chapter, the draft report "calls on
the Turkish government to end the economic blockade and re-open its
border with Armenia" but, in accordance with the rest of the document,
abstains from condemning Turkey. The Armenian genocide issue is dodged
by a wording which "calls on the Turkish and Armenian governments to
start a process of reconciliation, in respect of the present and the
past, allowing for a frank and open discussion of past events".

"This wording is typically dictated by Ankara: by refusing to mention
the Genocide, it is denialist; by sending away Turkey and Armenia, the
genocide is rooted out from the political scene and from the context
of International Law in order to consider it as a tool of the only
conflict between a criminal state and its victims", commented Hilda
Tchoboian, the chairperson of the European Armenian Federation.

The Federation reminds us that the position reaffirmed several
times by the Parliament from 1987 to 2005 consists in demanding
the recognition of the Armenian genocide as a prerequisite for
accession. The Federation highlights that the Turkish regimes have
never progressed on this issue as on others only under constraints of
strong demands, and that any complacency is interpreted by Ankara as
a green light given to its State denial in Turkey and even in Europe.

About 6 (mainly from communist and socialist MEPs) out of the 262
amendments tabled deal with Armenian issues, notably with the Armenian
Genocide.

In a general point of view, the 2008 edition deals with all the
Turkish breaches but by using light and depoliticised wordings: the
innumerable lack of progress observed on crucial issues as the State of
Law, democracy, protection of minorities or freedom of expression are
only considered as "concerns", "regrets" and "repeated demands." Only
the PKK is formally condemned but without any explanation regarding
Turkish State exactions in Kurdistan.

Referring to article 301of the Turkish Penal Code, which penalises
freedom of expression, the draft report only asks for a "reform"
and "modifications" whereas the European civil society and all Human
Rights organizations call for a complete abrogation.

"We believe that this way of proceeding – the one which consists
in enumerating the problems in a technocratic manner by refusing to
give them a political appreciation – reduces the role of the European
Parliament", continued Hilda Tchoboian. "Doing worse than the European
Commission is useless for the Union and its citizens. What Europeans
need is a Parliament which is the conscience of Europe", she concluded.

RA Foreign Minister Edward Nalbandian declared in an interview with
Mediamax that Armenia will continue to strengthen the special strategic
partnership with the Russian Federation, building upon the traditional
friendly ties between our nations.

"We will pursue the development and enhancement of the
friendly partnership with the United States and an intensified
cooperation. Armenia will continue its consistent effort towards
developing increased ties with the Europe, on the basis of
the commitments undertaken within the framework of cooperation
with the European organizations and the common values, which we
share. Armenia attaches great importance to the relations with
those immediate neighboring states, with which we are engaged in a
friendly cooperation, and is ready to exert every effort to improve
the relations with those of our neighbors with whom problems still
exist," the Minister said.

Speaking about the Karabakh conflict settlement, Minister Nalbandian
noted it remains a priority. "I would like to reiterate Armenia’s
commitment to continue the existing process in order to reach
a solution.

However, our readiness alone is not enough. Azerbaijan’s readiness
is also needed for reaching a settlement.

I would like to believe that, together with my Azerbaijani counterpart,
we will demonstrate due responsibility, put aside the practice of
communicating through the media and declarations, and of giving public
lessons and advise.

It is impossible to call for compromise and, at the same time,
declare that the solution will be in the interest of one party only;
to speak of constructive approach and to make militant statements
and openly prepare for a war. Why would this be done? I cannot think
of any other state which would brag about a several-fold increase in
its military budget," the Minister said.

Edward Nalbandian noted that the key issue of the negotiations is the
status of Nagorno Karabakh and it should be resolved through the peace
process, on the basis of a plebiscite, which will give the people of
Karabakh an opportunity for a free expression of their will. "This
is the essence of the current stage of negotiations. I believe that
there is a window of opportunity today, and a solution can be reached
with a political will."

With regard to our relations with Turkey, the Foreign Minister said on
various occasions, expressed our readiness to normalize them without
any precondition.

"The Genocide is a dark page of our common history and together,
we have to turn this page, and together must we build a secure future.

I want to once more reiterate the readiness of Armenia to develop
relations with Turkey without preconditions and our commitment to
make necessary steps to that end.

Establishment of lasting peace and stability and wider cooperation
in our region will continue to remain among our priorities.

The strategic importance of the South Caucasus is not only in its
geographic location and natural riches, but in its position on an
important North-South and East-West axis, which can only be fully
utilized if conflicts are resolved and good-neighborly relations are
established. This will benefit everyone! The Republic of Armenia will
spare no effort to bring that day closer," Edward Nalbandian concluded.

Bill On Refugees And Refuge To Be Submitted To Ra National Assembly

BILL ON REFUGEES AND REFUGE TO BE SUBMITTED TO RA NATIONAL ASSEMBLY SOON

YEREVAN, APRIL 15, NOYAN TAPAN. With the assistance of the Danish
Refugee Council, the Migration Agency of the RA Ministry of Territorial
Administration has worked out RA bill On Refugees and Refuge, which
has been approved by the RA government lately. As Gagik Yeganian,
the agency head, said at the April 15 press conference, the bill will
be submitted to the RA National Assembly soon.

According to G. Yeganian, the law in force has a number of
shortcomings, therefore the system of seeking a refuge has a number
of problems in Armenia. He said that one of the system’s problems
is that the pivotal notions connected with granting a refuge are not
legislatively determined.

Besides, all necessary procedures necessary for granting a refuge
are not clarified.

G. Yeganian said that since 1999, more than 1000 foreigners, from
Turkey, Iraq, Lebanon, Cuba, and other countries, have applied to
Armenia for receiving a refuge. 800 out of them received the respective
status in Armenia. Only in 2007, 289 applications were received from
foreign citizens in the agency’s Department of Seeking a Refuge, 271
out of them for a temporary refuge, 18 for receiving a status of a
refugee. All people seeking a temporary refuge are citizens of Iraq,
who have been given a right of a refuge for one year. And only one
person applying for receiving a status of a refugee has been given
that status.

It was also mentioned that people seeking a refuge are for one month
accomodated at special dwellings created in 2000, for the purpose
of passing medical examination and holding document checkings in a
one-month term.

Then, before the end of the discussion of applications on receiving a
status of a refugee they are accomodated at temporary dwellings. People
seeking a refuge receive a certificate of a seeker of refugee’s status,
a lump sum monetary assistance, 10 thousand drams (more than 30 USD),
free translation and lawyer services.
