The Parliamentary Assembly of the Council of Europe yesterday began
its summer session in Strasburg.

Armenia’s compliance with the requirements of Resolution # 1609 has
been included in the Assembly’s agenda as an urgent issue which is
going to be discussed on June 25.

Urgent discussion will be held over the activities of the democratic
institutions in Turkey as well; the Foreign Minister of the country
has been invited to the discussion. The issue of the activities of
the democratic institutions of Azerbaijan was also included in the
agenda of the Assembly.

The session will continue its work till June 27.

The delegation of the RA National Assembly is participating in the
PACE discussions under the leadership of Mr. David Haroutyunyan.

Russia, Moscow, 23 June /Trend News corr R. Agayev/ The ongoing
Nagorno-Karabakh conflict between Armenia and Azerbaijan will be
discussed during the Russia-European Union summit to take place from
26 to 27 June.

"The Nagorno-Karabakh conflict, one of unsettled conflicts in CIS,
will be discussed during the upcoming Russia-EU summit to take place
in Khanty-Mansiysk," Russian permanent representative at EU Vladimir
Chizhov said 23 June during a video press conference Moscow-Brussels
‘Urgent Issues of Relations between Russian Federation and European
Union on the Threshold of Russia-EU Summit in Khanty-Mansiysk on
26-27 June’.

Chizhov said EU does not hide its striving to take a more active
part in settlement of the ‘frozen’ conflicts in the Post-Soviet
area. According to him, Russia sees its EU partners having the same
wish and is ready to discuss the issue in case of avoiding breaking
of current formats of negotiations.

"As to Nagorno-Karabakh, there is the OSCE Minsk Group, there are
three co-chairs in which France represents the EU as well. There are
adequate formats of settlement of Georgian-Abkhazian and Georgian-South
Ossetian conflicts. So, we will discuss the issue in this context,"
Chizhov said.

Migration Negative Balance Recorded In January-May In Armenia

MIGRATION NEGATIVE BALANCE RECORDED IN JANUARY-MAY IN ARMENIA

YEREVAN, JUNE 23, NOYAN TAPAN. Migration negative balance was recorded
in the five months of this year in Armenia, which made 69.6 thousand
people.

That index exceeds the index of the same period of previous year by
2.1 thousand or by 40.6%. As Noyan Tapan correspondent was informed
by Vahan Bakhshetian, the Deputy Head of Migration Programs Department
of Migration Agency of the RA Ministry of Territorial Administration,
in May the negative balance made 9300 drams.

It was also mentioned that migration has a seasonal nature in
connection with New Year holidays and leaving for abroad for
working. According to it, usually a negative balance is recorded in
January-May, positive in June-July, negative in August-September,
and positive in October-December.

A. Bakhshetian also said that passenger flows volumes grow year
by year.

Last year the total volume of passenger flows made 925.2 thousand
people, which exceeds the index of the same period of the previous
year by 16.4%.

YEREVAN, JUNE 20, ARMENPRESS: Today secretary of the National Security
Council of the Republic of Armenia Arthur Baghdasarian had a working
meeting with heads of operative groups of government agencies engaged
in preparation of Rubezh-2008 military games of the Collective Security
Treaty Organization (CSTO) to be held in Armenia.

The presidential press service told Armenpress that during the
meeting relevant instructions and explanations were given for proper
preparation and organization of the games.

The first stage of the games is to start on July 22 in Yerevan.

said Prof. Jan-Hendrich Olberts, the minister of education of German
Saxsonia-Anhalt region.

Hasmik Petrosyan, the Minister of Culture of Armenia said that they
have made some arrangements to strengthen the cooperation in the
protection of historic and cultural monuments.

Trend News’ exclusive interview with the Speaker of the Great National
Assembly (Parliament) of Turkey Koksal Toptan:

Question: Will the Turkish and Azerbaijani Parliaments be able to
establish the Parliamentary Assembly and other unions of Turkic
speaking countries?

Answer: Establishment of the Parliamentary Assembly of Turkic
speaking countries was initiated during the life of the late Heydar
Aliyev. Later Nursultan Nazarbayev made the same initiative. Turkey
has always supported the idea. A meeting of the Deputy Speakers of
Turkic speaking countries’ Parliaments took place in Antalya and
a unified text was developed. Then Astana hosted one more meeting
in March. It was decided to hold a meeting of Speakers of Turkic
speaking countries’ Parliaments at the end of this year. In written
form I invited Turkmenistan and Uzbekistan to join the process, as
only Kazakhstan, Kyrgyzstan, Turkey and Azerbaijan participated in
the first meeting.

Turkmenistan responded that they are watching the process and may
participate in the Parliamentary Assembly at least as observers in
future. Uzbekistan has not responded and we will continue our efforts.

The meeting of the Deputy Speakers decided to involve not only Turkic
speaking countries but also Turkic communities in the process as
observers. I am dealing with the issue through the Turkish Foreign
Ministry. I believe we will achieve an interesting thing. The situation
will definitely clear up by the end of this year.

Question: Armenia and pro-Armenians are still popularizing the
so-called ‘Armenian genocide’ of 1915. Do the Turkish and Azerbaijani
Parliaments take joint measures against deceitful Armenian propaganda?

Answer: Turkey and Azerbaijan stick to the unified position and carry
out the similar work against Armenia’s false claims. There are wrong
and negative opinions about us all over the world under the influence
of the Armenian Diaspora. We are doing our best, our scientists are
working, and we are disseminating scientific research in various
languages to inform the world of the truth. The Turkish Premier Rajab
Tayyib Erdogan called on to jointly investigate the invented ‘genocide’
from historical viewpoint and to study archives. Turkey stated that
it is ready to study archives. If there are any interested parties,
they also can open their archives and help to solve this problem. I
think that this call should be continued. However, it is obvious that
the claims about ‘genocide’ are probably the policy of the Armenian
Diaspora. If Nagorno-Karabakh conflict is solved and Armenia withdraws
from the occupied lands of Azerbaijan, there will be stability in the
region and there will be no problems between Azerbaijan and Armenia
and Turkey and Armenia. If there is stability in our region, it will
be Armenia who will benefit from it.

Question: Greece has proposed Cyprus to be federation. What is Turkey’s
position in this regard?

Answer: We support the existence of two states in the island enjoying
full rights. The position of Turkey should be taken into consideration
while solving this problem. If Turkey’s position is considered, the
problem will be solved completely. Then the proposals on federation
can be discussed. Turkey supports the meeting of presidents.

Question: What kind of meetings and discussions are expected to be
held during your visit to Azerbaijan?

Turkey, Ankara, 17 June / Trend News corr T. Aliyev/ Ankara hosted the
first meeting of Azerbaijan-Turkey Historical Research Fund, which is
intended to research the ‘Armenian’ issue, to prove groundlessness
of Armenians’ claims to recognize the ‘Armenian genocide’ and to
popularize the truth about the issue amongst the international
community. The meeting approved of the administration and structure
of the Fund.

By the decision of the Fund’s trusteeship council, new members were
admitted to the Fund to increase their number from 13 to 52. Turkey’s
9th President Suleyman Demirel was elected the Chairman of the
Trusteeship Council. World-known scientist Ihsan Dogramac, Deputy
Chairman of PACE Samad Seyidov and Chairman of the Azerbaijan-Turkey
Businessmen Association (ATIB) Ahmet Erentok were elected his deputies.

It was decided at the meeting to confer the title of Honorary Chairman
of the Fund to the Azerbaijani President Ilham Aliyev and Turkish
President Abdullah Gul.

Speakers of Azerbaijani and Turkish Parliaments Ogtay Asadov and Koksal
Toptan were elected as co-chairmen of the Fund’s Supreme Consultative
Council. Yusuf Halacoglu was elected Chairman of the Supreme Scientific
Council of the Fund; Director of the History Institute of the National
Academy of Sciences of Azerbaijan Yagub Mammadov, chancellor of the
Baku State University Abel Maharramov and head of the Azerbaijan State
Archive Atakhan Pashayev were elected his deputies. Turkey’s former
Culture Minister Namik Kamal Zaybek was elected chairman of the board.

The Ankara meeting also adopted the Charter of the Azerbaijan-Turkey
Historical Research Fund, determined composition of the financial
commission and approved the budget for 2008.

Reply to Report No. 187 on Nagorno-Karabakh

After the release of your November 14th, 2007 report "Nagorno
Karabakh: Risking War", a group of active and concerned
citizens of Nagorno-Karabakh gathered together at the initiative
of Nagorno-Karabakh Committee of "Helsinki Initiative-92", a
Stepanakert-based peace-building and human rights NGO, to discuss the
recommendations issued therein. Between early December and the present,
four work-meetings and numerous other exchanges on the subject of
those recommendations took place. These meetings and discussions have
led to the formulation of five basic principles of a grassroots model
for the peaceful resolution of the Nagorno-Karabakh conflict. NKC
"HI-92", in the interest of informing your future recommendations,
would now like to share the resulting document with you and your team.

1. The issue of highest most concern for the people of Nagorno-Karabakh
is security. We understand security as having two dimensions: The
first is physical security, which today is guaranteed by the buffer
zone of seven Azerbaijani territories surrounding NKR under Karabakh’s
military control. The second is civic security, i.e., the existence
and development of democratic institutions and protections of civil
and political rights in Nagorno-Karabakh Republic.

2. After security guarantees, the most important component of a
peace settlement is the codification of Karabakh’s final status as
an independent state- the Nagorno-Karabakh Republic.

3. Recognizing that neither Azerbaijan nor the international community
has expressed readiness to immediately accept the independent statehood
of Nagorno-Karabakh, we believe it is of utmost importance to institute
an official "interim" status for the purpose of guaranteeing rights
of Karabakh residents to civic security and development. The interim
period would be characterized by the following developments:

a. Agreement upon an interim governance structure for Nagorno-Karabakh;

b. Bilateral communication between Karabakhians and Azerbaijanis on
the civil society level;

c. Karabakh’s participation in international projects and programs;

d. Karabakh’s integration into international organizations via
observer seats;

e. Karabakh’s direct participation in negotiations on the conflict’s
settlement.

4. A key component of the settlement process, both during and after
the interim period, will be the realization of the right of return
of refugees from both sides to the conflict and their integration
into society. To this day, discussion of the problem of refugees has
focused exclusively on Azeris from Karabakh or Armenia, with no serious
mention of Armenian refugees from Azerbaijan. Respecting the right
of return of Azeri refugees, in calling upon protection of refugees’
right of return and when developing the concrete mechanisms that will
facilitate the return process, we insist that the Armenian refugees
from Azerbaijan (Baku, Sumgait, Shahoumian, etc.) be dealt with on
equal terms with Azeri refugees from Karabakh. A comprehensive and
fair solution to the refugee problem, consistent with the most basic
international human rights standards, will treat all individuals that
qualify as refugees or IDPs identically, independent of their national
identity or current location of residence. Finally, we believe that
a mutually acceptable and practicable resolution to the refugee
dilemma can be reached only through direct discussions between the
elected representatives of Azerbaijan and Nagorno-Karabakh with the
participation of representatives of the two refugee communities. Only
if it is the product of a truly representative and participatory
process will we endorse or welcome any particular program of refugee
return. Whatever form the final agreement takes, the on-the-ground
reality must be one that would guarantee the physical security of
returnees

5. The final settlement of the problem of the buffer zone territories
must be the product of political compromise. In the meantime, we
recommend that the following steps be taken:

a. a mandate for an international peace-keeping force be agreed upon
and put into action;

b. a joint security council composed of Karabakh authorities and
a coalition of international forces be established with powers
of military oversight and temporary governance in the buffer zone
territories.

6. The final step in the peace process must be to establish permanent
governance structures in Nagorno-Karabakh, in the formation of which
all citizens of Nagorno-Karabakh, regardless of ethnic identity,
are able to participate.

you continue your important work in promoting the peaceful settlement

PACE Co-Rapporteurs Arrived In Armenia

Georges Colombier (France) and John Prescott (United Kingdom),
co-rapporteurs of the Parliamentary Assembly of the Council of Europe
(PACE) on the monitoring of Armenia’s obligations and commitments,
are making a fact-finding visit to Armenia on 16 and 17 June, in
order to assess the implementation of PACE Resolution 1609 (2008)
on the functioning of democratic institutions in Armenia.

During the visit, the co-rapporteurs will meet, among others, the
President of the Republic Serzh Sargsyan, the President of the National
Assembly Tigran Torosyan, representatives of the political parties,
both from the ruling coalition and the opposition, representatives of
the extra-parliamentary opposition, including Levon Ter-Petrossian, the
presidential working group for the co-ordination of the implementation
of PACE resolution 1609, the parliamentary working group on the reform
of the electoral code, defense lawyers of detained opposition activists
and representatives of NGOs.

If, at the end of their visit, the co-rapporteurs conclude that
insufficient progress has been made, the Assembly may hold a debate
under urgent procedure on 25 June, at its summer session, on the
functioning of democratic institutions Armenia.
