/PanARMENIAN.Net/ The EU-Armenia cooperation coordinating commission
held Friday a meeting chaired by head of commission, Armenian Prime
Minister Tigran Sargsyan.

The commission took note of the reports on the status of EU-Armenia
Action Plan under the European Neighborhood Policy, the priorities and
actions for 2009, the programs implemented under the European
Neighborhood and Partnership Facility (ENPF), the educational and
judicial reforms.

The ministries and agencies concerned were charged to submit by
January 15, 2009 individual action plans and financial estimates under
the ENPF. They were also told to submit before the deadline of
February 1, 2009 priority statements for discussion at the next
commission session of January 17, 2009, the government’s press office
reported.

The European Union has welcomed the Nov.2 Moscow declaration and the
Dec.4 Helsinki declaration on the Nagorno-Karabakh conflict, EU foreign
policy chief Javier Solana told an Azeri news agency on Thursday.

It has become even clearer that a military solution to the
Nagorno-Karabakh conflict is not an option after the Russia-Georgia
conflict in August, Solana told the Trend News Agency.

"In this spirit, we welcomed the Moscow declaration of 2 November and
the declaration of Helsinki of 4 December, as they confirmed that all
sides sign up to the need for a peaceful solution. We fully support
the Minsk Group and we ready to help in any way we can, for instance
through confidence-building measures and people-to-people contacts,"
he said.

The conflict between Azerbaijan and Armenia began in 1988 on Armenian
territorial claims over Azerbaijan. Since 1992 Armenian Armed Forces
have occupied 20 percent of Azerbaijan including the Nagorno-Karabakh
region and its seven surrounding districts.

Some 10 percent of the Azeri population was displaced due to a
series of bloody clashes both between and within the two neighboring
countries.

In 1994, Azerbaijan and Armenia signed a ceasefire agreement at which
time the active hostilities ended. The Co-Chairs of the OSCE Minsk
Group are currently holding peaceful negotiations.

The conflict in Georgia has demonstrated the vulnerability of the
region as well as the complexity of the conflicts and the high risks
related to them, he added.

Regional cooperation and constructive dialogue are hence more essential
than ever for the region’s stability, prosperity and progress, he said.

"In this context, we welcomed the recent signs of rapprochement
between Armenia and Turkey as a basis for the normalization of
bilateral relations. We strongly encourage both parties to continue
this path and pursue constructive dialogue", Solana said.

Progress in resolving the Nagorno-Karabakh conflict will also
facilitate the normalization of relations between Azerbaijan and
Armenia, he said adding there is now a momentum that should not
be lost.

"We actively encourage any form of regional cooperation and
constructive dialogue leading to stronger ties between the countries
in the region as the best way to create prosperity and stability
for all. Don’t forget that the European Union is itself a very good
example of regional co-operation and of how conflicts can be overcome,"
he added.

Helsinki and Moscow declarations, signed by Armenian and Azerbaijani
officials, called for a "peaceful resolution" to the countries’
dispute over the province of Nagorno-Karabakh on the basis of "binding
international guarantees", taking a step further towards resolution
of the conflict.

L’opera, realizzata dall’artista romano in collaborazione con il
maestro vetraio Silvano Signoretto, sara esposta permanentemente nel
salone degli specchi dello splendido Palazzo Zenobio nel sestriere
di dorsoduro a Venezia. L’opera si ispira inoltre ad un verso di una
poesia del poeta armeno Daniel Varujan e l’anfora centrale è tutta
nera, dedicata alle vedove e donne armene. Il lavoro del maestro
Agostinelli è estremamente soggestivo e dialoga con gli specchi del
salone riproducendosi all’infinito.

apology to Armenians.

"This move will have harmful consequences," Brigadier General Metin
Gurak said.

Meanwhile, the presidential press center has said that President
Abdullah Gul eyes recent discussions in the Turkish public opinion
and academic circles over the 1915 events as a sign of existence of a
democratic discussion atmosphere in Turkey which is more civilized
and freer than in many other countries and as Turkish people’s
reconciliation with their history and their self-confidence.

The center also expressed President Gul’s profound regret that the
issue was distorted for some political purposes, although his views
are well-known, Hurriyet Daily News reports.

Some 14 thousand people have already signed the online public apology
for the Armenian Genocide.

To counterbalance the campaign, activists of Sabanci University
launched a website with photos of Khojalu to demand pardon from
Armenians. The number of petition signatories exceeds 40 thousand.

election of one individual President of the republic. In other words,
if the amendments are adopted, the head of state will be entitled to
file his candidacy more than twice.

After consideration in the Constitutional court, the issue will be

YEREVAN, DECEMBER 19, NOYAN TAPAN. On December 9, 2008, the European
Commission approved the list of countries eligible to use the EU’s GSP+
(GSP – Generalized System of Preferences) trade regime for sustainable
development and efficient governance. The countries can make use of
the GSP+ trade regime in the period of January 1, 2009 up to the end
of 2011.

Among the countries to use GSP+ system are Armenia, Georgia,
Azerbaijan, Bolivia, Colombia, Costa Rica, Ecuador, El Salvador,
Guatemala, Honduras, Mongolia, Nicaragua, Paraguay, Peru, Sri Lanka
and Venezuela. The precondition for using GSP+ system is ratification
and efficient use of the conventions adopted by the United Nations and
the International Labor Organization (ILO), as well as 27 international
conventions. The conventions are related to human rights, major labor
standards, environment and governance principles.

GSP+ allows countries to export about 6,400 types of goods to EU
market at zero or considerably reduced customs duties (the reduction
of customes duties makes: for cigarettes – up to 52%, various natural
juices – 30%, fruit – 20%, vegetables – 14%, fish products – 20%,
and honey -17%).

In 2007, the trade conducted within the framework of GSP+ system
amounted to 4.7 billion euros. The exporters from the countries using
GSP+ system paid customs duties by 357 million euros less than they
would pay in case of using GSP.

On December 8, after a 3 hours interruption, between 11 a.m. and 2
p.m, the website posting the petition of the Turkish intellectuals
who apologize to Armenians "for the Great Catastrophe of 1915" erased
the 73 pages on which the names of 13,315 signatories brought together
in three days were registered.

Editor-in-chief of the "Marmara" newspaper Rober Hatechian told
"Radiolur" today that the website brought about a hurricane in
Turkey. The statement of a Turkish MP that the creation of the website
was tolerated because President Abdullah Gul’s mother is Armenia
also attracted great interest. "All this burst like a bomb. However,
all the convictions are addressed to that Deputy."

Currently Turks are actively trying to check the truthfulness of the
Deputy’s words. Before that, Gul’s Press Service issued a statement
saying that President’s words on the events of 1915 were incorrectly
quoted. "My words were presented incorrectly. Besides, the issue of
Armenian origin has become a sort of swearword," Gul’s statement reads.

Last evening discussions on the issue were launched on all Turkish
TV channels. Rober Hatechian’s impression is that the facts of those
apologizing to Armenians are more grounded.

Today Turkish Army General20Metin Gurak joined the initiative of "We
expect an apology." He said the initiative of apologizing to Armenians
"is wrong and will create harmful consequences."

On Wednesday, Turkish Prime Minister Tayyip Erdogan said he neither
accepts nor supports the campaign. He added the campaign offers no
other benefit than "stirring up trouble, disturbing our peace and
undoing the steps which have been taken."

According to Rober Hatechian, the hurricane will continue for another
few days, since tonight the CNN Turk will air the second part of
"The Sorrow of the Society; 1915; Turks and Armenians," which will
attempt to answer some questions. In particular, it will turn to the
question of how the Armenian and Turkish peoples, who lived together
on the lands of Anatolu became enemies, how the Turkish took the
decision to exile the Armenians, which became the milestone of the
break of relations.

The film introduces the views of famous intellectuals, historians,
artists and researchers on the matter.

Running ahead of the events, the press supporting the Armenian
Pan-National Movement has recently reported that the Council of
Directors of the "Millennium Challenges Corporation" discussed
the issue Armenia on December 11 and gave our country a "bad"
mark. That means neither rejecting nor delaying the regular "transfer",
because the country does not comply with the criteria of "democratic
governance".

In the language of the revolutionaries, this means that Armenia
refuses to close the "March 1" case and release the organizers and
perpetrators of the mass disorders without holding a trial. They
even ify the amount of the rejected or delayed sum: around 7 thousand
dollars which is envisaged for the reconstruction of rural roads and
the renovation of the irrigation system.

Whereas, as stated by ARA HOVSEPYAN, Head of the Armenian Office of
the "Millennium Challenges" corporation, the Council of Directors
couldn’t have delayed or rejected the request submitted by Armenia
for the simple reason that the committee held its regular session or
rather, the meeting devoted to "the course of the implementation of
the reforms initiated by the RA Government over the recent months"
on December the 11th.

And the board of managers of t he "Millennium Challenges-Armenia"
non-commercial state organization submitted its request for the 6.8
million Dollars (to be allocated for the first trimester of 2009)
on December the 12th.

That’s to say there has not yet been any discussion over the issue
whether or not to satisfy the request. The discussion is to be held
during the coming week, and the decision will be made by the 24th
of December.

As mentioned yesterday by Nerses Yeritsyan, Minister of Economy,
Armenia has no serious problems in connection with two of the three
groups of issues to be evaluated by the committee (quality of life,
economic policy, management of natural resources etc.), and the main
target of the corporation’s concern are the post-electoral developments
imposed on the country by the radical society, i.e. "violence,
imposition of a state of emergency, mass arrests, restrictions on
rallies and freedom of the press."

It is, by the way, with such "serious concerns" that the corporation
refused to allocate means from the foundation for hiring contractors
within the frameworks of the road-construction program (envisaging the
construction of road with a total length of 273 km.). In response,
the Government of Armenia proposed to allocate 16.8 million Dollars
for starting the preliminary stage of the program. And the "Millennium
Challenges" corporation generously agreed to that and gave Armen ia
"additional time" for improving itself with the hope of "seeing
signals" testifying to Armenia’s compliance with its obligations.

Actually, instead of receiving funding from the "Millennium
Challenges" corporation, the Government itself "provides funding"
to the organization. Furthermore, as reported by the Armenian office
of the corporation, the above-mentioned sum of 16.8 Dollars "has not
yet been exhausted". That’s to say, Armenia can still get by without
the funding of the corporation.

In such circumstances, there arise several questions.

For instance, how long should the Government ask different
organizations for help, being well-aware of the fact that the funding
may be suspended at any moment with political considerations? Besides,
if the Government refuses to proceed with the activities discontinued
by the Directors of the "Millennium Challenges" corporation, what are
they going to do with the contractors? Are they going to terminate
the contracts on grounds that the owners of the sums have regretted
about their plans and do not care whether the road, irrigation network,
or the rural infrastructures will be renovated?

Perhaps, it’s really time to rely only on our potentials? Especially
considering that the Armenian businessmen of the Diaspora and
especially Russia have promised and are ready to make investments in
the amount several milli on dollars in Armenia. And what’s more, they
do not advance and preconditions and do not blackmail the authorities;
they do not threaten to punish the Armenians, teaching them how
to live. Neither do they think whether to give the neo-Bolsheviks
permission for organizing spontaneous rallies or to restrict their
"constitutional" right to stage a coup and turn the centre of the
capital city into a battlefield.

And last but not the least: how long are the radicals going to fix
their gaze on the West, praying that they would apply sanctions
against us, and jump with joy every time they hear someone say a
couple of bitter words about Armenia?

() has increased its capital by 300 million drams
to 6 billion 90 million drams (about 20 million USD). According to
information of the bank, the additional capital will allow the bank
to expand and continue developing next year. As a result of the
capital increase, the share of ProCredit Holding AG makes 67.49%,
that of the European Bank for Reconstruction and Development (EBRD)
– 16.67%, and KfW Bank (Germany) – 15.84% in the authorized capital
of ProCredit Bank.

ProCredit Bank is going to remain faithful to its main direction
of activity: crediting of very small, small and medium business
and establishing long-term cooperation with customers. Besides, the
bank will continue developing the tradition of savings in Armenia –
based on the conviction that savings give long-term stability to
households. The purpose of the bank is to increase the share of its
customers’ money by laying stress on savings of private persons.

To recap, Procredit Bank started operating in Armenia on February
5, 2008.

It is a bank with 100% foreign capital and provides a comprehensive
package of banking and financial services in Armenia. ProCredit Bank
in Armenia is a member of ProCredit group composed of 22 financial
structures operating in Eastern Europe, Africa and Latin America. These

Ankara slams a move by Turk intellectuals to offer a public apology
to Armenians, over what Yerevan describes as massacre.

"I neither accept nor support this campaign. We did not commit a crime,
therefore we do not need to apologize," Hurriyet daily quoted Turkish
Prime Minister Tayyip Erdogan as saying on Wednesday.

Erdogan stressed that such initiatives only reverse the positive
steps taken by Turkey. He added the issue was still being discussed
by historians.

Nearly 200 Turkish academics, writers and journalists have launched
a website issuing an electronic apology to Armenians regarding the
1915 incidents. The campaign urges people to show their support by
joining the website.

The move has drawn fierce criticism in Turkey.

Yerevan alleges that up to 1.5 million Armenians were slaughtered
in orchestrated killings by the Ottoman Empire in 1915. Armenians
believe the deaths should be recognized as ‘genocide’.

Ankara, however, put the figure at 300,000 saying as many Ottoman
Turks were also killed in the civil unrest during the Ottoman Empire’s
collapse.
