“Azerbaijan Chess Federation leadership shows disrespect,
ill-discrimination for the chess players.

They involve who they want in the national team. Just imagine that
those selected to participate in the Olympiad have less rating and
experience than those who are not selected,” two times world champion
among youth, Shahriyar Mammadyarov, told APA exclusively. Saying
weak chess players have been involved in the composition of our
team of women to participate in Olympiad in Turin, Italian city. Mr.
Mammadyarov thinks that the strongest should represent Azerbaijan in
this competition.

“Firuze Valikhanli, Ilaha Gadimova, Turkan Mammadyarova and others
gained experience in international tournaments. They are the
strongest chess players in Azerbaijan. Azerbaijan gained higher
places in Olympiads held in 2002-2004 thanks to them. They shared
-5-8th places winning Armenians in the competition. They have been
removed from the national team now. Do they deserve this disrespect?
Federation leadership is not right”.

He also stressed that he will quit the national team.

“We-most grandmasters are of the same opinion. We plan to quit the
team objecting to this bias. If the federation does not correct its
errors and does not end discrimination against the chess players,
I will quit and will not represent the federation any longer”.

National team chief coach Fikrat Sideifzade told APA that he had
spoken with Mammadyarov about this matter.

“Even we requested him to join the Olympiad. But it is a pity that he
wants to quit the national team because the problem has no relation
to him”.

VIEW: Turkey has to confront its demons – Jonathan Power

The past weighs too heavily upon modern Turkey, even though its
media and intellectuals can be very forthright about these issues.
The Turkish government still needs to open up. Denial is no
substitute for the whole truth. And if Turkey truly wants to enter
the EU it must get on with it, sooner rather than later

Say what you like about the US State Department’s mastery of foreign
affairs, its annual report on human rights practice remains a beacon
of precise, honest and clear thinking. Published two weeks ago it
rightly chided China for going backwards after years of progress.

In Turkey its sharp critique has been well covered in the press,
giving the country a chance to see itself in the round. Despite
phenomenal progress in improving the parameters of free speech and
beginning to confront the legitimate demands of the Kurds, Alevites
and other minorities in recent years, Turkey still has not faced up
to its two big outstanding historical questions: What has it done
with all its Jews and Christians?

A very big question since Istanbul was the seat for centuries of the
Byzantine Church and the Ottoman Empire was the principle place of
refuge for the Jews after they were driven out of Christian Spain in
the fifteenth century. And when will it have an honest discussion
about the disappearance of the Christian Armenians, which some say
was an act of genocide?

If we’re all going to be forced to make the clash of civilisations
the principle item on the geo-political agenda, as the Bush
administration’s new National Security Strategy statement appears to
suggest, then those who oppose such polarisation need to face up to
why this modern, liberal Muslim state par excellence has not come to
terms with its terrible past. Ironically, this law-abiding state, the
creation of the pro-European, Westernising, Attatürk, has a worse
record on these matters than its predecessor, the Ottoman Empire. It
is rarely acknowledged in the West that Islam, in particular the
Ottomans, had a much better historical record than Christianity in
its tolerance of the other religions of `The People of the Book’.

For 700 years Jerusalem was under Muslim rule. The churches were
open. The Jews were given funds to rebuild their synagogues.
Likewise, from the 15th century on, when the majority of Arabs lived
under Ottoman rule, Christians and Jews were recognised and
protected.

Historically, there has never been a sustained, continuous, clash
between these great civilisations. Undoubtedly there have been
particular clashes and until the fall of the Ottoman Empire the
Muslim world won most of them. Yet in victory the Muslims invariably
showed greater magnanimity and tolerance than the Christian powers
when they triumphed. So why is it that the dying Ottoman Empire and
modern Turkey have such a poor record?

Some Turks would say in their defence it is because, since the Great
War of 1914-18 and the break up of the Ottoman Empire by the
victorious British and French, the West has inflicted one grievous
blow after another on the Muslim world. This has pushed Turkey – and
much of the Muslim world in this region – into an uncharacteristic
degree of defensiveness and intolerance.

Caroline Finkel, the author of the big new study on the Ottomans much
praised by Turkey’s most famous novelist, Orhan Pamuk, argues that
maybe it can’t be legitimately termed `genocide’ when 80,000
Armenians have continued to live unmolested all these years since in
Istanbul. Nevertheless, as she told me in her home in Istanbul,
`terrible massacres did take place on both sides. That’s not in
doubt. But the devil is in the detail. No `smoking gun’ has been
found in the Ottoman archives’, although she adds that some documents
could have been lost `perfectly innocently or removed’.

Finkel, while unsparing of the savagery of Ottoman forces in killing
off so many Armenians, reminds her audience that more Muslim Turks
than Armenians were killed in the war and that the fifth column
activities of the Armenians made inevitable their relocation to Syria
and Iraq, well away from the Ottoman-Russian frontline.

An open reckoning of the evidence by an independent panel of
distinguished historians should now be commissioned by the EU and
paid for by the Turkish government. The longer the Armenian issue is
left to stew, manipulated by the ignorant, the more damage to the EU
digestive tract, as the EU entry negotiations proceed, it is going to
cause. Likewise, a separate inquiry into what happened to the Jewish
and Christian minorities needs to be undertaken and why even today
the continued existence of a major Orthodox seminary near Istanbul
remains under threat.

YEREVAN, MARCH 24, NOYAN TAPAN. A group of volunteers and figures of
the Artsakh freedom fight made a statement on March 23, in which they
express a deep indignation “relating to the RA high-ranking officials’
defeatist, even Turks-pleasing process of the negotiations on the
Karabakh settlement.” According to the document, at the operative
gathering of the RA Armed Forces’ high-ranking staff, Defence Minister
Serge Sargsian stated: “What did we want in 88? We wanted the NKAR to
join Armenia, And what else do we want now? We weren’t liberating the
land during the war, but we were annihilating weapon enplacements.

What a liberated land? That is the security zone. No Armenians have
lived there during the last hundred years. Which of you may prove that
Aghdam was Armenian. And placing of peace-keeping troops in the
security zone is beneficial for us.” “The Minister, instead of giving
a worthy counterblow to the anti-Armenian hysteria promoted in
Azerbaijan day by day and to the growing war threat, many times has
already made an attempt to trecherously break the fighting spirit of
the Armenian people and army, to sow defeatist and panic moods among
the highest command and soldiers. This successive befaviour of the
last years is provided by the RA President’s unquenchable wish to own
the post,” is said in the statement.

According to the document authors, “not only Aghdan but many
territories after it are our Fatherland. Undoubtedly Nakhijevan as
well, which was given to the false state of Azerbaijan by the
Russian-Turkish agreement making Armenians victims, Karvajar,
Kashatagh, Kovsakan, Bargushat, Dizak and Haband are unseparable parts
of Armenia and differ from either Martakert and Hadrut or Syunik and
Lori in nothing.” Participants of the Artsakh freedom fight state that
they won’t allow “to sacrifice the Fatherland liberated at the cost of
life of the best Armenian-borns in the war imposed by Azerbaijan to
anybody’s motives aspiring to power.” They also insist that “the
people taken the power by force have no right to present themselves on
behalf of the Armenian people and Armenia,” and “their future
officiating is fraught with disastrous results.” The authors of the
document demand “to stop the negotiations held with Azerbaijan on the
Karabakh issue till formation of legal and national authorities in
Armenia,” and call on “parties of Armenia to undertake the process of
dischargement of the acting RA Minister of Defence.” Arkadi
Karapetian, the First Commander of the Defence Forces of Artsakh,
Field Commander Paykar Ghalumian, rocket-artillery troops officer,
Zhirayr Sefilian, the Commander of the Shushi special battalion, Murad
Ohanian, a member of the “Independence Army” union, Voskan Gulumian,
the Special Regiment Field Commander, Armen Yeghian, the Deputy
Commander of the NKR Defence Army military unit, Gagik Gabrielian, a
member of the “Mahapartner” (prisoners sentenced to death) regiment
and other participants of the Artsakh freedom fight.

KOCHARIAN MEETS BANKERS

YEREVAN, MARCH 22, ARMENPRESS: President Kocharian
met today with chief managers of 14 commercial banks
which make the Union of Armenian Banks.
Kocharian’s press office said the meeting was
centered on ways to raise the effectiveness of the
banking system and attraction of fresh deposits which
he said will help banks to start issuing long-term and
low interest credits. Kocharian also emphasized the
ongoing efforts to reduce gradually the shadow sector
of economy and raise the confidence of people in
banks.
The bankers spoke about legislation shortcomings,
which they said create extra problems. The president
promised that all raised issues will be discussed and
solutions will be found.

STRANGE THINGS HAPPENING IN KARABAKH PARLIAMENT

On March 22 the NKR National Assembly discussed the amendments to the
law on the National Assembly and the bylaws of the parliament. It was
proposed to dissolve the presidency of the National Assembly and set
up an advisory body from the leaders of the groups and factions. There
are two factions in the parliament of Karabakh with 33 seats, the
Democratic Party and the Azat Hayrenik Party, and the parliamentary
group of the alliance ARF-Movement 88.

Twenty-two members of parliament are elected from constituencies and
eleven are elected under the majority system.

The authors of the bill think that the replacement of the presidency
with the advisory body would transform the NKR parliament into a
political body.

Member of Parliament Vahram Atanesyan thinks the amendments
are necessary but it is better to wait until the adoption of the
Constitution. Gagik Petrosyan, the author of the bill, reminded that
there is not a fixed date of adoption of the constitution, which has
been worked out for a long time now. Speaker Ashot Ghulyan stated that
the ideas are acceptable but the mechanisms have not been worked out
clearly. “Changes in this manner will hardly improve the efficiency
of the National Assembly,” said Ashot Ghulyan. The debates on the
bill have brought about strange things. The leader of the Hayrenik
faction Arthur Tovmasyan proposed to withdraw the question from
the agenda. In answer to this Gagik Petrosyan, a member of the same
faction, demanded to ask the opinion of the authors first. Arthur
Tovmasyan left the hall.

Gagik Petrosyan proposed to recall the bill for further
elaboration. This step did not answer several questions,
however. Particularly, in the past ten days President Ghukasyan met
with the leadership of the parliament and, according to the scarce
information, discussed questions connected with the parliament. The
president also summoned up a meeting of the Constitutional Commission.

It is obvious that a process of strengthening power has started,
which was reflected in the March 22 meeting of the parliament.

Ambassador John Evans stated during the opening ceremony of a new
training center of the Armenian frontier troops.

In his words, the U.S. has been for a long time assisting Armenia in

interested in non-proliferation. For a sovereign state like Armenia

BERLIN – More than 2,000 Turkish nationalists demonstrated in Berlin
on Saturday in support of denials that a genocide of Armenians took
place under the Ottoman Empire in 1915.

The protestors demanded among other things the repeal of a resolution
passed by a unanimous vote in the German parliament last year that
called on Turkey to hold an open dialogue on the Armenian massacre.

The resolution has contributed to a rift between Germany and Turkey.

According to independent estimates, more than a million Armenians
were killed in the massacre.

A Berlin court on Friday allowed the demonstration to take place
under strict conditions, included not characterizing the

Armenian massacre as a lie in either speech or on placards.

The march had originally been banned by the police.

National Assembly Declines Initiative Of “Ardarutiun” Faction

YEREVAN, MARCH 20, NOYAN TAPAN. The regular four-days sittings
of the National Assembly started on March 20. There are about
50 issues and 28 international treaties certified by the RA
President on the agenda. Besides the draft laws, the 2004 report
concerning the RA Civil Service Council and the report of the Public
Television and Radio Company Council concerning the 2005 activity,
2006 program of the RA finance and credit policy, 2005-2007 program
on Privatization of State Property as well as the annual report on
the RA Ombudsperson’s activity and violation of the human rights
and fundamental freedoms in the country are among the issues on the
agenda. The Parliament declines by the vote the initiative of the
“Ardarutiun” (Justice) faction to put the draft on creating a NA
ad-hoc committee studying the law violations implemented during the
referendum on the constitutional amendments taken place on November
27, 2005 in the RA, on the agenda of the NA spring session. On March
17 the profile, the Standing Committee on State and Legal Issues
gave a negative response to the same issue. At the NA sitting the
“National Unity” faction was also for the “Ardarutiun” initiative. The
“ARF” and “Orinats Yerkir” (Country of Law) factions were abstaining,
the “ULP” and “RPA” factions and the majority of “People’s Deputy”
deputy’s group didn’t participate in the vote. Victor Dallakian, the
“Ardarutiun” faction Secretary estimated as negative the fact that
the Government gave a negative estimation to the above-mentioned draft
decision’s being put on the NA agenda. He explained not turning to the
Constitutional Court concerning the made violations with the fact that
the above-mentioned body “is an attache’ of the executive power so they
didn’t want to become participants of “a cartoon.” As for the issue,
NA Speaker Artur Baghdasarian mentioned that he publicly condemned and
condemns the electoral falsifications. He also reminded that 4 criminal
actions have already been brought based on the facts addressed by
him to the Prosecutor of the republic, among them judgement on one
case concerning sentencing to 6 months already exists.

According to the NA Speaker, corresponding bodies must give the legal
estimations of the violations implemented during the referendum,
and the political forces may give only political estimations what
has already been done.

develop properly, Georgian Ambassador to RA Revaz Gachechiladze
stated a news conference in Yerevan today. In his words, the Georgian
government is interested in the inflow of the Armenian capital to
the Georgian market and recently the tendency of expansion of the
Armenian-Georgian economic ties can be observed. “Noyan juices, Sigaron
tobacco products and output of Ararat-Cement plant are sold in Georgia.

Georgian lemonade and mineral water is sold in Armenia. But it’s not
enough. Georgia and Armenia are countries with small economy and narrow
market. It would be easier to develop jointly. Private investments
are needed. Armenians build a hotel in Kobuleti. I believe Georgian
investors can build a hotel or a trade center in Armenia as well. Among
the joint projects I would also like to mention the construction of
the Hrazdan-Gardabani new power grid,” the Ambassador said.

Revaz Gachechiladze also noted that if the Kars-Gyumri railway
functioned there would be no necessity in the construction of the
Kars-Akhalkalaki-Baku main.

“Georgia is a transit country and this railway is very important for
the development of its economy.

Unfortunately, it’s not known when the Kars-Gyumri will be put
into operation and whether it will ever happen,” he said. As for
the Iran-Armenia gas pipeline, he noted Georgia will be glad if it
crossed its territory. “All the states of the region will benefit
from the transit of gas,” the Ambassador said.
