Under the Auspices of His Eminence, Archbishop Khajag Hagopian,
Prelate, a reception will be held at the Armenian Prelacy of Canada
for all fellow worshippers who wish to be blessed on the Feast of
the Holy Resurrection of Jesus Christ after Divine Easter services
on Easter Sunday, April 16, 2006.

During the Lent period, the Prelacy also hosted weekday lectures on
women Saints and the notion of sacredness at all Armenian Apostolic
Churches across Canada.

Under the Auspices of His Eminence, a drawing contest is being held
on Sunday, April 30, 2006, after Divine Liturgy services in Ontario
and Quebec.

Organized by the Christian Education Council of the Armenian Prelacy of
Canada, in collaboration with Christian Education Committee of local
churches, the exhibit will take place in Toronto’s Hovnanian Hall,
Cambridge’s Armenian community centre, and in the Aharonian Hall for
the Montreal and Laval communities.

The contest, which is open to all students, has two age categories:
the elementary level and the intermediary/high school level. The
deadline for submission is April 21, 2006 and drawings should be
given to the respected church secretarial office of each locale.

The award ceremony will be held at the St. Catharines Armenian
community centre on May 13, 2006, during the Canadian Armenian
National Assembly Representatives (CANAR) banquet, where the best
drawings will be displayed.

Ramil Safarov` s sentence is not fair, his attorney, Adil Safarov
told ANS.

Ramil Safarov has been sentenced by Judge, Andras Vaskuty for life
with possibility to appeal only after 30 years.

Ramil Safarov, has been sent to NATO Partnership for peace courses
of English to Hungary. Several days before the end of course, he
has murdered Armenian officer- Gurgen Markaryan. He justified the
murder claiming that the victim has offended the Azerbaijani flag
and Azerbaijan people.

Both Safarov and his lawyer decided to appeal the court` s decision.

YEREVAN, APRIL 13, NOYAN TAPAN. Gasprom has become an owner of a 82%
stake of ArmRusgasprom, which means that Armenia has no right to
impose a veto on ArmRusgasprom’s decisions. Independent economist
Eduard Aghajanov stated this during the April 13 press conference. In
his words, there is no economic benefit in this deal, since in case of
operation of the 5th power unit of Hrazdan Thermal Power Plant with
Iran, Armenia woull have received huge economic dividents. According
to him, the Armenian section of Iran-Armenia gas pipeline was also
given to Russia which means that there is no longer a hope that
Armenia will become a transit country in the future. In the opinion
of E. Aghajanov, energy security and independence of a country may be
insured only if this country has an alternative. In this sense, not
only Russia but also Iran should have been on the Armenian market. As
for RA Defence Minister Serge Sargsian’s statement that the 5th unit
is “a 3-storied building with only its basement being completed”,
RA National Assembly deputy Manuk Gasparian noted that the cooling
system of the power unit is currently functioning and the 5th unit
considered as a “half-built basement” cost the Armenian authorities
218 mln USD. M. Gasparian said that a preliminary agreement on sale
of the Armenian section of Iran-Armenia gas pipeline will be signed
with Russia on April 14, while the final agreement – on December
31. According to him, it means that Armenia will not receive money
in the event that gas is supplied through its territory.

south-western currents of air, currently the air temperature exceeds
the norm by 3-5 degrees in Armenia. As Noyan Tapan correspondent
was informed from the Meteorological Forecasts Department of
Armstatehydromet, on April 13-14, the air temperature will not
undergo any essential changes and on April 15, will rise by 1-2
degrees. +30 is forecast on April 15 in Yerevan. And on April 16,
the air temperature will drop by 2-5 degrees.

AGBU DAY CAMP SERVES HUNDREDS OF ARMENIAN CHILDREN IN BUENOS AIRES

Buenos Aires, Argentina – In keeping with its tradition of engaging
Armenian youth in cultural and social activities, AGBU Buenos Aires
held its annual day camp for children, ages 3-12, during its recent
summer months.

Beginning mid December ’05 and running through the end of February
’06, the AGBU Colonia de Vacaciones offered a myriad of recreational
activities to hundreds of children. The program attracted 95 campers
in December, 153 in January and 112 in February. Daily activities
included music lessons, playing sports and swimming in the pool at the
local AGBU Alex Manoogian Center, as well as camping trips each month.

Established in 1911, AGBU Buenos Aires is committed to preserving and
promoting the Armenian heritage and culture through educational,

Turkish FM: Armenians Created 450,000 Sites On Armenian Genocide

The Turkish Foreign Ministry has taken measures “to fully inform
the international community” via internet “about the historic truth
that denies statements on the alleged Armenian Genocide.” In these
words, reports the Azerbaijani State Television, Turkish Deputy Prime
Minister, head of the foreign ministry Abdullah Gul has started his
answer to an inquiry by members of the Turkish National Assembly.

Gul announced that Armenians created more than 450,000 sites on the
issue. These sites, mostly in English, French, German, Italian and
Spanish, according to him, propagate “far-fetched genocide.” The
Turkish foreign ministry has prepared, from its part, an appropriate
action plan.

According to the minister, parliaments of 18 countries adopted
resolutions in support of the Armenian statements, and ambassadors
of those countries in Ankara were invited to the ministry and handed
over protest notes. The Turkish government has taken other measures
as well. Bilateral ties with those states are subjected to revision,
some visits of top officials postponed, joint projects frozen,
concluded the Turkish minister.

On April 11 the National Assembly devoted all the three sittings
to the question of confirming the Report on Privatization of State
Property 2001-2003, but this time was not enough. The speeches of
the speakers and committee chairs were put off for the next day.

However, today already it is obvious that the opposition, part of
independent members of parliament and the Orinats Yerkir Party
disapprove the plan. The Republican endorsed it, the Armenian
Revolutionary Federation did not say anything. Both the opposition
and pro-governmental members of parliament point to the low prices of
privatization. MP Victor Dallakyan mentioned that a company assessed
at 5 billion was sold for 976 million, another company assessed at
3 billion was privatized for 150 million. Yet another company with
a value of 125 million was sold for 34 million and so on. Besides,
Victor Dallakyan mentioned a name. The minister of trade and economic
development Karen Chshmarityan bought several buildings on Koryun
Street for only 45 million dollars. “In the same neighborhood a
three-room apartment costs 150 thousand dollars, 75 million drams,”
added Victor Dallakyan to compare, and urged to condemn those facts and
not to adopt the report. The others were not happy with privatization
either. Aghasi Arshakyan, for instance, said it is not privatization
but total pillage. Hovanes Margaryan said Orbita Company assessed at
3.212 billion was sold for 116 million. Only this deal inflicted a
loss of 3.5 billion drams on us. These billions, he said, belong to
the country. Manuk Gasparyan stated that privatization is supposed
to be transparent whereas, he says, there is no transparency at all,
and the deal of Hrazdan 5 was a concealed anti-national deal. Aram
Sargsyan said, “The program of privatization was worked out to
enable pillage. This economic policy is corrupt, if carried on it
will destroy our sovereignty.”

Arshak Sadoyan said, “We give our blood and nervous system to
aliens.” Heghineh Bisharyan said, “The companies that were not included
in the program were privatized on government’s decisions.”

On April 12 the representatives of committees and Speaker Arthur
Baghdasaryan will address the parliament. Arthur Baghdasaryan promised
to bring facts of illegal actions. The speaker of parliament expressed
concern in the form of questions: how does it happen that one of the
two neighboring buildings is assessed at 1000 drams, the other 100

YEREVAN, APRIL 10, NOYAN TAPAN. One may not say that the Karabakh
negotiation process entered deadlock at the meeting of the Presidents
of Armenia and Azerbaijan taken place in Ramboillet recently. Mher
Shahgeldian, the Chairman of the RA NA Standing Committee on Defence,
Internal Affairs and National Security Issues expressed such a
confidence at the April 7 meeting with journalists at the “Pastark”
club. According to him, this was one of the negotiation stages, and
those negotiations have great possibilities to continue. Attaching
importance to the continuous character of the negotiation process,
the speaker expressed an opinion that the year of 2006 may become a
“window” for solution of the Karabakh issue. According to him, it’s
obvious that international structures and negotiators are interested
for the negotiations continue. The speaker found it difficult to say
for what compromises Azerbaijan is ready.

According to him, the martial statements of the Azerbaijani side
do not coincide with the position of the international community as
well as of Armenia, concerning settling the issue in a peaceful way,
and from this viewpoint, the probability of the Azerbaijani side’s
going to compromise must increase. He attached importance to the
circumstance that the universal approach of the international community
but not of separate states exists in this issue. At the same time,
Shahgeldian mentioned that negotiators may propose different models,
but the final solution depends on the conflict sides. The deputy didn’t
agree with the opinion, that the U.S. attempts to speed up solution
of the Karabakh problem. According to him, solution of the Nagorno
Karabakh problem is itself important for the U.S., from the viewpoint
of securing stability in the South Caucasian region. According to the
speaker, it’s impossible to implement directly the model of Kosovo in
Karabakh. But there are approaches in that model which may be used. At
the same time, it’s spoken about the participation of Nagorno Karabakh
in the negotiation process, observing the issue in the context of
the Eurointegration process.

CHAMPAIGN, Ill.

On July 12, 2004, a fire raged in a small village in western Sudan
known as Donki Dereisa. It was not a unique fire by any means, for
there were blazes all around, a result of exploding ordnance and the
flaming torches of the men on horseback who were attacking the village.

Amid the chaos that struck Donki Dereisa that day, there was no reason
to notice this particular fire — it was merely one of many that was
consuming the food and shelter of the village’s inhabitants.

But this fire proved special, because by the end of the day, it
consumed more than food, more than shelter, and more than personal
belongings. Its flames consumed six young Sudanese children, thrown
in the fire like so many pieces of firewood by militants deaf to
their screams and blind to their terror.

Many, if not most, students on this campus have at least heard of
the ongoing genocide in the Darfur region of Sudan. Here in America,
it is a discussion that groans under the weight of statistics:
Four-hundred thousand dead, 2.5 million displaced, four million in
need of humanitarian aid. In Sudan, it is a conflict that cries out
under the weight of lives lost and lives ruined.

The horror of the events in Sudan is so unimaginable that the problem
seems insurmountable. How can we imagine ourselves in the position
of choosing between sending women out to get firewood and risking
rape or sending men out and risking castration or murder?

The answer is, we can’t. The pain is inconceivable. And so we turn
away. We silently accept the deaths of thousands.

The reason why is because we don’t know what else to do. It is
beyond our control, something to be dealt with by governments
and international organizations. According to a recent Zogby
International poll, 62 percent of Americans agree that the United
States “has a responsibility to help stop the killing in the Darfur
region.” Americans want to help, they just don’t know how.

But there are tangible things we can do.

About 100 public companies do business in Sudan with the cooperation of
the Khartoum regime. These companies, mostly Asian but some European,
serve to prop up the economy of a government that commits genocide —
a government that is, simply put, evil.

What students may not be aware of is that their tuition dollars are
going to some of these companies. Hundreds of thousands of dollars
are invested in them through the University endowment.

There is a growing trend across the nation to divest funds in these
kinds of companies, with successful campaigns at Harvard, Yale,
Stanford, and the University of California. While Illinois has
divestment laws that affect the pensions of state employees, our
University could become only the second public university to divest
its endowment, setting an example for other public universities across
the nation.

Pressure must be put on University administration to divest our funds,
or we will be more than inactive in the face of genocide. We will
be culpable.

History is filled with tragedy: a million Armenians dead in Turkey
between 1915 and 1917, two million Cambodians dead under Pol Pot
between 1975 and 1979, almost a million Tutsis dead in Rwanda in
1994. We cannot afford to continue watching these events unfold,
and when it’s all over uttering the empty words “never again.”

Let us follow the example of apartheid in South Africa, when the world
joined together and forced the collapse of a racist and unjust regime,
partly through divestment campaigns at universities like this one.

Let us replace the words “never again” with “not now, not ever.” Let
us do what we can to stop this suffering, let us act here at home,
and let us begin today.

Telephone Conversations with Armenia Tapped in Azerbaijan

Azerbaijan’s constitution ensures privacy of correspondence,
telephone conversations and life, and these norms are derived from
international legal documents, said Rashid Hajili, Director of the
Media Rights Institute, commenting on the statements of the
Communications and Information Technologies Minister’s statement that
telephone conversations and Internet correspondence between
Azerbaijan and Armenia’s citizens are under the surveillance of the
National Security Ministry (NSM).

According to Hajili, telephone conversations can be listened to only
on the basis of special permission, and in concrete cases for
operative reasons. Therefore, mass control is inadmissible. In fact
the Minister confirmed that Azerbaijan’s secret services controls
e-mail correspondence, which is a violation of the basic
constitutional rights of citizens.

Lawyer Isakhan Ashurov is of the same opinion. In accordance with
Criminal-Procedure Code and operative-search activity, listening to
telephone conversations is permissible only on the basis of court’s
decision, Ashurov said. The Minister’s statement testifies to a
dangerous tendency of spying on the population.

The activity of law enforcement bodies must be based on law. If some
concrete people are suspected of committing a crime, it is necessary
to have special permission by court. Interfering with the privacy of
conversations and correspondence is illegal, and materials received
in this manner cannot be used as testimony.

The cochairman of the Helsinki Civil Assembly, Arzu Abdullayeva, said
that it is nearly impossible to call Armenia from Azerbaijan, and
e-mails have been controlled for a long time. On the whole, telephone
communications between Armenia and Azerbaijan support mainly human
rights activists and NGOs involved in the promotion of the conflict’s
peaceful settlement. “Azerbaijan’s leadership officially advocates a
peaceful settlement, which is impossible without society’s support,”
Abdullayeva said.
Therefore, the persecution of people involved in peaceful process
demonstrates official Baku’s questionable position.
