Speaker Tigran Torosyan stated June 22 that there is no reason to be
optimistic about the parliamentary assembly of the South Caucasian
countries. Several months ago the former speaker of the National
Assembly Arthur Baghdasaryan made a statement with different contents,
even considering it possible that the South Caucasian Parliamentary
Assembly may kick off in January 2007. Tigran Torosyan thinks it is
a wish, and he would not mind it. However, as someone who is well
aware of parliamentary processes, Tigran Torosyan said there are no
guarantees that this wish will come true. "There is as much optimist
about this matter as about the conflict over Karabakh, for in both
cases the key reasons are the same," said Tigran Torosyan.

/PanARMENIAN.Net/ During its Spring Session in 2006 the Armenian
National Assembly adopted 103 laws and ratified 36 international
agreements, Armenian Speaker Tigran Torosyan stated at a news
conference in Yerevan. In his words, during the work of the Parliament
changes were introduced to the legislation resulting from new edition
of the Armenian Constitution. "Making Armenian legislation comply
with the Constitution is a necessary commitment of Armenia to the
Council of Europe," Torosyan noted.

The Speaker specially noted that "in the new edition of the
Constitution not only the President, but also any citizen of the
country can address the Constitutional Court, which fits international
standards," he said.

As of fulfillment of Armenia’s commitments to the CE, Torosyan
remarked that most of these are already met and can be assessed as
"good". He reminded that the latest report on Armenia was presented
at the PACE session in autumn 2004. "A more complete report on Armenia
is expected to be presented in October 2006.

It is of high importance to us, as it will speak about the new
edition of the country’s Constitution. The most important thing to
us is holding parliamentary and presidential elections in compliance
with democratic and international standards," the Armenian Speaker
underscored.

YEREVAN, JUNE 21, NOYAN TAPAN. 2094.6 tons of goods of total value of
11.8 mln U.S. dollars was brought to Armenia as a humanitarian aid
in this January-April instead of correspondingly the 4097.8 tons of
goods and total value of 18.5 mln U.S. dollars of the same period of
the previous year. According to data of the RA National Statistical
Service, instruments and apparatuses made 38% of the received aid,
chemistry production and production of industrial branches connected
with it made 18.8%, machines, equipments and mechanisms made 12.3%,
paper and products of paper made 9.9%.

Samtskhe-Javakheti region can be conditionally divided into two or
even three groups, political scientist Hrazdan Madoyan stated in an
interview with PanARMENIAN.Net. In his words, first group includes
organizations created by Armenians in Javakhk itself. "Their
differences refer to the tactical moves for struggle for their
rights. However, they are united that the policy of Georgian
central authorities within past 100 years and before was of accented
anti-Armenian nature. It is aimed at expelling Armenians from the
region, where they have lives for at least 3000 years, or changing
the demographic situation to make Armenians minority without a right
of vote. This group of organizations really reflects the opinion of
the people," Madoyan remarked.

The second group, in Madoyan’s opinion, is composed of organizations
functioning or registered in Armenia.

"The authority of these is not large. These organizations avoid
everything which can be interpreted as politics," he said.

"The third group is represented by odious organizations or
personalities like Georgian MP Van Bayburt, who serve not to Georgian
authorities, but individual leaders. Tbilisi guides them and Javakhk
has a respective attitude towards them," Madoyan said.

He also reminded of various Georgian organizations in Javakhk. "They
are all extremely nationalist, they deny opportunity of cooperation
with Armenian organizations and pursue the official court of "Javakhk
without Armenians." Past year owing to the launching of the plan
of Turkization of Javakhk, activation of Turkish organizations is
noticeable in the region: leaflets threatening Armenians are spread,
which may also be provocation of Georgian special services," Madoyan
underscored.

The Catholicos of All Armenians Garegin II will leave today for
Istanbul. In the framework of the visit the Catholicos will be welcomed
by Ecumenical Patriarch His All-Holiness Bartholomaios. During the
meeting the religious leaders will discuss issues related to the
two Churches.

The Catholicos will meet also representatives of the Armenian community
of Constantinople.

Biological purification is almost not carried out in the Airing
Cleaning Station, announced Romik Kosemyan, the head of the Yerevan
municipality Administration of Environmental Protection.

The guest of the municipality briefings thinks that the cleaning
costs much and there are no options for that: either the international
structures must engage in it, or loans must be made.

Speaking about the green areas of the capital, Mr. Kosemyan reminded
that about 101 thousand 400 trees and 35 thousand bushes have been
planted in the city this spring.

He claimed that 220 hectares of land have been planted and that will
be obvious in a few years when the trees blossom. 60-80 hectares
have not been planted yet. The process will be over in 2007. about
1 billion AMD has been invested.

1) Matthew Bryza to Visit Karabagh Conflict Region

YEREVAN (Yerkir)–Newly appointed American co-chair of the OSCE Minsk Group
will pay a visit to the Karabagh conflict region, said Azeri Foreign Minister
Elmar Mamedyarov.
According to Mamedyarov, the three co-chairs in charge of mediating the
regulation process will meet with the OSCE Permanent Council on June 22 in
Vienna to discuss the current stage of the settlement.
~SThe co-chairs have already proposed to hold a new meeting at the level of
Foreign Ministers and received my consent. In Vienna, Matthew Bryza will
officially assume his duties. After this he will alone visit Baku and
Yerevan,~T
he said.

2) Czech Senate to Discuss Armenian Genocide Recognition in Fall

YEREVAN (Armenpress/PanArmenian)Members of the Czech Senate committee on
foreign and defense issues said during an official visit to Armenia Monday
that
they hope the Senate will adopt a resolution recognizing the Armenian
genocide.
At a meeting with members of an Armenian Parliament committee on foreign
affairs, Jaromir Stetina, who organized a conference on the Genocide in the
Czech Senate two months ago, said he hoped the Senate would pass a resolution
recognizing Armenian genocide this Fall.
During the meeting, Parliament Members also discussed strengthening relations
between the two countries, legal and cultural cooperation, and Turkey~Rs bid to
join the European Union.
Armen Rustamian, chairman of the Armenian Parliament committee, said the
European Union is not only a geopolitical space but also a system of
values. He
said that in order to join the European family, Turkey should share European
values including recognition of the Armenian genocide.
~SUntil Turkey recognizes the Armenian genocide there will be no guarantee the
crime will not be repeated,~T Rustamian remarked.
The Czech Parliamentarians agreed with him, noting that the EU-Turkey talks
could last between 10 and 15 years during which Turkey~Rs domestic and foreign
policy should be brought up to European standards.

3) Armenian Plane ~QDid Not Malfunction before Crash~R

(AP)–The Armenian airliner that crashed into the Black Sea last month killing
all 113 people aboard was intact, had its engines operating normally, and had
enough fuel to land, a Russian commission said Monday.
The Armavia Airbus A-320 was under manual control of its pilots up to the
moment of the May 3 pre-dawn catastrophe near the Russian port of Sochi, the
Transport Ministry commission investigating the disaster said in a statement.
The commission, which based its conclusions after analyzing the plane’s "black
box" flight recorders, did not attribute blame for the crash.
Prosecutors have dismissed the possibility that terrorists brought the plane
down, and officials point to rough weather or pilot error as the likely cause.
Armavia officials have suggested that air traffic controllers were at least
partly to blame, giving the pilots improper instructions.
The commission said it planned further analysis of the recorders and computer
modeling to determine a cause. The flight was en route to Sochi from Yerevan.

4) Statue of Archbishop Ashjian Unveiled in Armenia

A life-size statue of Archbishop Mesrob Ashjian was unveiled Sunday in the
Armenian village of Moughni, in honor of the man known for his charitable work
and devotion to the church.
The statue, designed by Ara Shiraz, is located in the yard of the school
named
after Archbishop Ashjian, who faithfully served the Armenian Church for half a
century, including twenty years as the Prelate of the Armenian Apostolic
Church
of the Eastern United States and Canada.
Prior to his death in 2003, Ashjian lived in Armenia where he undertook
extraordinary charitable work including the care of orphans, the elderly, the
re-transmission of the faith to the people after 70 years of communist rule,
bringing back to life centuries-old monasteries and churches, and the
publication of hundreds of historical and literary books.
In Moughni, Archbishop Ashjian revitalized the village through the renovation
of the St. Gevorg church and the building of a community center.
The statue will remind residents of his contribution to the village and to
Armenian society at large.

5) IMF Praises Armenia~Rs Economic Growth

YEREVAN (RFE/RL)–The managing director of the International Monetary Fund
(IMF), Rodrigo de Rato, praised Armenia for continuing ~Simpressive~T growth of
its economy, which looks set to remain in double digits for a sixth
consecutive
year.
De Rato reiterated over the weekend the IMF~Rs highly positive assessment of
the country~Rs macroeconomic indicators after what he described as ~Svery
productive~T talks in Yerevan with President Robert Kocharian and other senior
Armenian officials.
~SArmenia~Rs economic performance has been impressive in recent years:
double-digit growth since 2001 in an environment of low inflation; a
strengthening external position; a reduction in poverty; and, more recently, a
notable improvement in tax performance,~T he told a news conference.
~SThe authorities have done a commendable job in maintaining sound
macroeconomic policies,~T de Rato said. They will therefore be rewarded with
$34
million in additional IMF loans to be disbursed in the next two years, he
added.
De Rato was in Yerevan to participate in a high-level conference of the
so-called Dutch group of 12 countries, including Armenia, affiliated with the
IMF and the World Bank. Armenian growth was a big feature during the two-day
gathering that was attended by finance ministers, central bank chiefs, and
other top officials from those nations.
Official statistics put the Armenian economy, still reeling from the
post-Soviet slump of the early 1990s, on track to expand by more than 10
percent this year.
~SEven China is not achieving that sort of growth,~T said Jeroen Kremers, a
member of the IMF~Rs governing board representing the Dutch group. ~SThat~Rs

According to the National Statistics Service, the proportion of Armenians
living below the official poverty line fell from 56 percent to 34.6 percent
between 1999 and 2005. The Armenian Government says this shows that the growth
has benefited not only the small class of wealthy citizens but the population
at large.
De Rato also spoke about key economic challenges facing Armenia, such as tax
evasion. He said he urged Armenian leaders to improve tax and customs
administrations in a ~Stransparent and non-discretionary manner.~T Kocharian was
quoted by his office as telling de Rato that his Government is doing its best
to tackle the problem.
The IMF chief further praised the Kocharian administration~Rs monetary
policies, defending the appreciation of the Armenian currency, the dram.

YEREVAN, JUNE 16, NOYAN TAPAN. Prospects of further development of
jewelry making and diamond cutting in Armenia were discussed at the
June 16 meeting of the RA President Robert Kocharian and members of
the Board of the World Union of Armenian Jewelry Makers, who are in
Yerevan in order to participate in an annual meeting of the union.

According to the RA President’s press service, R. Kocharian underlined
the necessity to take new steps to promote this sector of the Armenian
economy.

The board members presented their proposals and ideas to the Armenian
President. They intend to hold a big international jewelry making and
diamond cutting exhibition-conference with the participation of many
global leading companies in Yerevan in 2007. Besides, the union’s
office will move to Yerevan, which, in their opinion, will enable
Armenia to cooperate actively with famous companies of the sphere.

R. Kocharian welcomed the union members’ initiatives to use their
potential for the good of the country and assured that their proposals
will be examined in detail in the shortest possible time and then
put in practice.

The damages of water pipes in Gyumri have become more and more frequent
recently. They are mainly the result of worn-out pipes. As a result
of the damage in district N209 15 liters of water is lost per second.

The damages are very difficult to eliminate in this district.

Years ago when the district was founded the central heating system
and the water pipelines where constructed together. No it is very
difficult to find them as the pipes are deep under the earth. The
absence of necessary equipment also makes the issue rather problematic.

There is a similar problem in Mush district. Works are carried out
in order to repair the pipelines.

Noravank Monastery To Be Included In Unesco World Heritage List In 2

NORAVANK MONASTERY TO BE INCLUDED IN UNESCO WORLD HERITAGE LIST IN 2007

Yerevan, June 16. ArmInfo. International experts are developing a
plan of management of Noravank monasterial complex in the territory
of Armenia, which will allow to include this monument in the UNESCO
World Heritage List, says ICOMOS expert David Michelmore.

He says that the monastery may get into the list in 2007. The Armenian
authorities have already applied for the inclusion but there are
still some problems with management, tourist routes and agricultural
activities in nearby villages. In order to resolve these problems
almost 10,000 h around the monastery and 5 nearby villages will be
declared as a specially protected area.

Noravank is one of the best known monuments of medieval Armenia. It
is 122 km away from Yerevan. It was built in XII-XIV and was the see
of Sunik bishops. The most ancient part of the complex St. Karapet
was built in IX-X.

To remind, already on UNESCO list are Hakhpat monastery (II-IV),
Echmiadzin Cathedral and Churches, ruins of Zvartnots (II-III),
Gegard monastery.
