A debate on freedom of expression and respect for religious belief
was held at today’s meeting of the Council of Europe Parliamentary
Assembly (PACE).

APA’s Europe bureau reports from the session that Finish
parliamentarian Snikka Hurskaine presented a report on the basis of
the report of the PACE Education, Science and Culture Commission.

Turkish Prime Minister Recep Tayyip Erdogan addressing the Assembly
talked about the religious situation, religious tolerance and freedom
of expression in Turkey. The Premier responded to the questions of
parliamentarians. Danish parliamentarian Rune Lund stood against
Turkey accusing it of committing genocide of Armenians, occupying
Cyprus and using torture on Kurds. Erdogan in his response called him
"helpless who cannot base on historical facts".

The Prime Minister advocated investigation of the issue on genocide
by historians and said they invite Armenian historians to participate
in this process. Responding to the question "Why did God let the
genocide occur?", Erdogan said there is no genocide in Islam adding
that Islamic community loves all creatures created by God like they
love the Creator.

Armenian parliamentarian Gegamyan accused Turkey of Armenian genocide
and imposing a blockade on Armenia. Gegamyan called on the Turkish
government to recognize the Armenian genocide.

Azerbaijani parliamentarian Elmira Akhundova said populist and
groundless speeches like that of Armenian parliamentarian are
unacceptable in the Assembly. As a response to Gegamyan’s groundless
claims on destruction of Armenian monuments, the Azerbaijani
parliamentarian mentioned the facts on Armenian aggressors destroying
Azerbaijani monuments. She stated that disputed historical issues can
be solved progressively only through inter-religion and intercultural
dialogue.

The "proposals" revealed by the new American co-chair of the OSCE
Minsk Group Mathew Bryza did not find support in Karabakh. The chair
of the Committee of External Relations of the NKR National Assembly
Vahram Atanesyan, Democracy faction, Gagik Petrosyan, representative
of the second political party in the parliament Azat Hayrenik, and the
opposition announced that the package discussed by the presidents of
Azerbaijan and Armenia is against the vital interests of Karabakh. The
proposals on returning territories and holding a referendum in an
indefinite period are unacceptable.

"The impression is that the revelations were addressed to the Armenian
party because they are totally in the interests of Azerbaijan,"
said Vahram Atanesyan.

At the same time, they think in Karabakh that Bryza’s revelations
may be a swansong of the package proposal. Political scientist Davit
Babayan thinks that since the proposals have been published, the
presidents will not discuss them, and a necessity for new approaches
will occur.

The revelations were followed by the statements of the foreign
ministries of Armenia and Azerbaijan, which accused each other of
rejecting the proposals. Moreover, the statements of the foreign
ministries of both Armenia and Azerbaijan suggest that the package
proposal is, on the whole, acceptable. But why is it acceptable it
Armenia insists that sovereignty will be granted to Karabakh and the
proposal is unacceptable for Armenia.

It is interesting that when an Azerbaijani member of parliament was
asked why Armenia disagrees to the idea of sovereignty of Karabakh,
the member of parliament was surprised: "Why Armenia? We offered this
proposal to Karabakh."

However, as far as it is known, Azerbaijan did not propose anything
to Karabakh. Now it is not clear whether Armenia should answer instead
of Karabakh.

ISTANBUL, JUNE 27, NOYAN TAPAN – ARMENIANS TODAY. On Sunday, June 25,
as the culmination of the first Pontifical Visit of the Catholicos
of All Armenians to the Armenian Patriarchate of Constantinople,
His Holiness Karekin II celebrated a Pontifical Divine Liturgy in
the St. Astvatsatsin (Holy Mother of God) Cathedral of Istanbul. In
attendance for the Divine Liturgy were Armenian Patriarch of
Constantinople His Beatitude Archbishop Mesrob Mutafian, high-ranking
archbishops and bishops of the Armenian Church from Armenia and the
Diaspora, among them the primates of the dioceses of North America,
Germany, Damascus, Romania and Bulgaria, the Vicar General of the
Araratian Pontifical Diocese, the Chancellor of the Mother See of Holy
Etchmiadzin, representatives of sister Churches, Mr. Karen Mirzoyan
(Representative of the Republic of Armenia in Turkey), and hundreds
of Armenian faithful.

His Eminence Archbishop Khajag Barsamian, Primate of the Diocese of
the Armenian Church of America (Eastern), and His Grace Bishop Vicken
Aykazian, Diocesan Legate for the Eastern Diocese and President of
the National Council of Churches of America, assisted His Holiness
at the Holy Altar during the Liturgy.

During the sacred Divine Liturgy, His Holiness addressed his message
to the faithful, using as the theme of his sermon, the words of Christ:
"Because I live, you shall live also." (St. John 14:19). The Catholicos
of All Armenians first offered thanksgiving and glory to the Almighty,
for granting him the gift of visiting the Armenian Patriarchate of
Constantinople in this pontifical visit, and for the opportunity
to offer the liturgy under the cherished and prayer-filled arches
of the historic cathedral with His Beatitude Mesrob and his beloved
faithful flock.

As he continued his message, the Pontiff of All Armenians stated,
"Christ is alive, as are all who believe in Him – the Savior of the
world Who was crucified for us, buried and rose again on the third
day. Our people were taught and raised in this manner. With this
belief and by the vision of the Illuminator, our people built Holy
Etchmiadzin on our native soil, received the letters of Mashtots as a
heavenly gift, became firmly established in their Christian identity,
and when the time came, accepted ‘death with meaning’ in the name of
that faith, while living and creating with God at their side.

"Truly, our people did not desire to live without God. The
testimony of this spiritual reality is presented in its most
compelling manner through the six-century history of the Armenian
Patriarchate of Constantinople. The names of the great patriarchs
are immortal, who selflessly cared for the people entrusted to them;
and protected, raised and strengthened them with the light of faith,
transmitting the noble virtues of their graceful minds and faithful
souls to the generations. Immortalized also are the names of those
in the arts, education and science, as well as their works and
contributions. Treasures created with faith, which draw a wide path of
illumination upon the pages of our history, shaped a path of creation
and progress. With the power of faith, the Armenian Patriarchate of
Constantinople continues to carry the lamp of illumination…

"Being with you during these past few days, we once again had the
experience that our people always keep and protect the sacred mystery
of a renewing life in their deepest inner spaces. Not even the Armenian
Genocide was able to extinguish that light, when it appeared that
life itself would end within the borders of the Patriarchate. In the
trials of our people, the spirit alive with faith found the strength
to be reborn and live yet again, to do good works, create goodness
and aspire towards goodness. The greatest inheritance we received
from our forefathers was faith in God, in our Lord Jesus Christ. You,
dear ones, and your parents kept and nurtured the faith in your souls,
transforming it into love for one another, laboring for each other
and for the glory of our Apostolic Holy Church.

"…Glory to you O Lord, that you directed our footsteps here
from the Mother See of Holy Etchmiadzin, and we became the witness
to the blossoming national and ecclesiastical life, and faithful
and traditional spirit of our people. We came from our cherished
cradle of faith, so that together, Pontiff and people, through the
commemorations, exhortations and traditions of our holy fathers,
could testify with our unified prayer under the halls of this holy
church – that our Armenian nation is steadfast and unshakeable in its
oath sealed with God. It is loyal to the holy legacy of its forebears
and with its oath of unity with Holy Etchmiadzin."

The Catholicos of All Armenians continued by exhorting the Armenians of
Istanbul to continue to create and flourish with the same dedication
and love, keeping all of their national institutions strong and
vibrant. His Holiness addressed words of thanks to His Beatitude
Mesrob and the members of the Religious Council of the Patriarchate
for the warm reception which had been prepared during these days of
his first pontifical visit to Istanbul.

His Holiness also extended his appreciation to the ranks of clergy of
the Armenian Patriarchate, to all administrative lay council members
and committees, the devoted choir members of the churches, national
organizations and associations, charitable institutions, teachers,
artists, and representatives of the Armenian press, for their fidelity
to national values and their brave and selfless devotion.

At the conclusion of his fatherly message to the Armenians of Istanbul,
His Holiness bestowed His Beatitude Mesrob with two panagias and a
pectoral cross from Holy Etchmiadzin as a symbol of the Pontiff’s
appreciation for the years of service and dedication of the Armenian
Patriarch of Constantinople.

According to the Information Services of the Mother See of Holy
Echmiadzin, following the Liturgy, a reception was hosted in the hall
of the Patriarchate in honor of His Holiness. During his remarks,
the Pontiff of All Armenians expressed his thanks and appreciation
to the chairman and all members of the Pontifical Visit committee
of the Patriarchate for their efforts in successfully planning and
implementing a well-organized and most enjoyable visit.

YEREVAN, June 26. /ARKA/. Tigran Torosyan, Armenian National
Assembly Speaker and Republican Party’s Vice Chairman, thinks newly
established political parties will be unable to outdo his party in
2007 parliamentary elections.

Asked by Golos Armenii newspaper about his view on new-created
parties Bargavach Armenia (Prosperous Armenia) and Union in the Name
of Armenia, Torosyan ruled out this probability.

Bargavach Hayastan hasn’t even convened its congress, Torosyan said
calling into question the party’s ability to obtain necessary public
support. He is convinced the party has no capacity needed for that
and will fail to accomplish in campaigning for parliamentary seats
unless resorts to violation of political game rules.

At the same time, he welcomed new parties thinking they will add
a fresh blood to Armenia’s political life, which has stalled for
recent time.

However, Torosyan pointed out some circumstances should be taken
into consideration.

"It these two parties, like many other parties, try to put emphasis
on such aspects as money and administrative measures, they will
jeopardize the whole Armenian multi-party system, not only themselves.

YEREVAN, JUNE 26, ARMENPRESS: The fourth regular meeting of
the Armenian-Bulgarian inter-governmental commission on economic
cooperation that opened today in Yerevan will discuss a wide scope
of issues such as transport, communications, trade, agriculture,
social security, yuth, sport and nature protection.

The Armenian cochairman of the commission, transport and communication
minister Andranik Manukian, said there are many obstacles to boosting
bilateral contacts, the main, according to him, is the absence of a
direct air communication between the two countries. He said officials
on both sides could not agree which country’s carrier should operate
the flight because air companies consider it unprofitable.

The Bulgarian cochairman, Nikolay Vasilev, who is a deputy minister
of state management and administrative reforms, said unlike strong
political ties, economic contacts between the two nations are
very weak. He said last year the bilateral trade amounted to only
$85 million, of which $6-7 million were Armenian exports. Andranik
Manukian underscored boosting relations with Bulgaria because in 2007
January 1 it is set to become an EU member.

Ararat Zurabyan, the leader of the All-Armenian Movement Party, thinks
that the governments of Armenia and Azerbaijan are not different. Both
are illegitimate and both cause trouble to their societies. Therefore
the resolution of the Karabakh conflict is delayed, said the leader
of AAM June 24 at the Azdak Club. According to him, there is not a
family in Armenia that would like the war to begin. "We are not going
to take Baku. If we had had the opportunity, we would have captured
it, and winners are not tried.

Unfortunately, we did not have the opportunity and we could not have
had," says Ararat Zurabyan.

Unlike the ARF principle of genetic incompatibility, the AAM believes
that both peoples will remain neighbors forever and are doomed to
signing a peace. Especially that there is a precedent. "Germany and
France, which had serious disputes, are partners, and it was positive
for their societies," says Ararat Zurabyan.

With regard to the former and present approaches towards the conflict
over Karabakh, Ararat Zurabyan said the best way of evaluating a
person is comparison of his former and present words. "People who
alleged a 8000 km Karabakh, have nothing to yield, not a strip of land,
became very tolerant at once. Whereas the AAM always said that Lachin
and Kelbajar are a security area and cannot be considered. The other
regions will be returned," says Ararat Zurabyan. According to him, the
settlement should be acceptable for Armenia, Karabakh and Azerbaijan.

"The right for conciliation should be passed over to the generations,
not the threat of war," says the leader of the AAM, and adds that
it would not be bad to delay the question of the status of Nagorno
Karabakh. "Delaying the question of the status for some 30 years
might be positive, and there might be no borders in 30 years. Who
would think in post-war Europe that borders would become conventional?"

Opening the border would be double benefit for Armenia, believes
Ararat Zurabyan. "After signing a peace these oligarchic, monopolistic
relations will vanish. Because it is impossible to open borders and
wait for somebody to get the protection of the government to import
sugar or fuel," says the leader of the AAM.

YEREVAN, June 23. /ARKA/. The index of Armenia’s economic activity
amounted to 70.1 out of the 100-point measurement in the 2nd quarter
2006 against 70.5 in the 1st quarter 2006 (72.2 – 2nd quarter 2005,
71 – 3rd quarter 2005, 53.6 – 4th quarter 2005).

At the same time, the final averaged index of economic activity in
the 2nd quarter 2006 totaled 99.4% of the previous quarter’s level
(0.6% decrease). As compared to the 2nd quarter 2005, this index
decreased by 2.9% in the 2nd quarter 2006.

According to the Central Bank of Armenia, the index of economic
activity is calculated on the basis of averaged method of evaluations
and expectations of respondents concerning production volumes, orders
for production and expected changes of production reserves.

Starting from 2005 the CBA has begun quarterly surveys of
non-financial, financial organizations and households.

The surveys are aimed at evaluating the change of the current
situation compared to the previous period, economic expectations of
the respondents, and to calculate and publish aggregative economic
indices based on the survey results. More than 600 organizations of
the industrial, construction and service sectors were selectively
investigated.

The surveys were held on Internet, by means of phone calls and direct

Moscow cops stop mostly minorities

Racial profiling study on Metro shows minorities are 22 times more
likely to be singled out than whites.

MOSCOW

Levon, who declines to give his last name, says his visit to Moscow has
been a nonstop nightmare of police harassment and extortion, especially
whenever he enters Moscow’s underground transit system, the Metro.

"The police always check me, and often they detain me claiming my
papers are false," says the swarthy, middle-aged Armenian sports
trainer. He’s spent the past three months in Moscow caring for an
ailing family member. "The police only let me go when I pay a bribe,
usually about 500 rubles ($18). It happens at least twice a week. Every
time I go outside, I feel like I’m heading for some unpleasantness."

Stories like Levon’s abound in Moscow, where anecdotal evidence – and
a new study – show police routinely single out dark-skinned migrants
from former Soviet republics as well as citizens from Russia’s own
southern regions for document checks that often lead to detention,
harassment, and paying of bribes.

Still experts say they are shocked by the results of a new study
showing the scope of racial profiling by police in the Moscow Metro. It
found that non-Slavs – are almost 22 times more likely to be stopped
than those who look like fair-skinned ethnic Russians.

By comparison, a similar survey in the US found that blacks traveling
on a New Jersey highway were almost five times more frequently targeted
by state police than whites.

"In effect, any non-Slav can expect to be treated like an illegal
alien by Moscow police," says Galina Kozhevnikova, deputy director
of the Sova Center, a nonprofit group that works on civil rights
issues. "The growing xenophobia in society is bad enough, but it’s
clearly much worse in the police. Something urgently needs to be done."

Experts say the study results are particularly disturbing
at a time when hate crimes by skinhead and neo-Nazi groups are
rising. Ms. Kozhevnikova, whose organization tracks ultra-nationalist
activities, says that 18 people have been killed and 147 injured in
racist attacks in Russian cities so far this year.

The United Nations special rapporteur on racism, Doudou Diene, told
a Moscow press conference last week that Russia is suffering from a
post-Communist "ideological vacuum" which aids the proliferation of
xenophobic and racist ideas. During his visit to Russia, he met with
resident Africans, Roma, and other minorities who told him they are
regular targets of violence.

The study, in which monitors observed more than 1,500 police document
checks at 15 Metro stations over a five-month period in 2005, concluded
that Moscow police are engaged in "massive ethnic profiling." The
practice is unlawful discrimination, a violation of the equal rights of
citizens under the Russian Constitution and the country’s international
commitments. For example, the United Nations Race Convention prohibits
racial discrimination with respect to "freedom of movement," and
guarantees the "right to equal treatment" by judicial officials.

Anita Soboleva, executive director of Jurix, the lawyers’ group
that conducted the survey with funds from George Soros’ Open Society
Institute, says "Police ethnic profiling reflects social attitudes
against people who look ‘different.’ This racist approach appears to
be deeply ingrained in police procedures."

While many of the estimated 3 million "migrant" workers in Moscow come
from former Soviet republics in the Caucasus and Asia – and even as
far afield as China and Vietnam – many others are members of Russia’s
own 20 million-strong Muslim community. The study suggests that Moscow
police treat all non-Slavs alike, whether Russian citizens or not. "The
danger here is that non-Slavs are made to feel themselves second-class
citizens in the capital of their own country," says Olga Schedrina,
a researcher at the government’s Institute of Sociology in Moscow.

At one downtown Moscow Metro stop covered in the study, non-Slavs were
85 times more likely to be stopped than fair-skinned people. "We’re
very concerned that police conduct toward non-Slavs… will reinforce
social prejudices. People think, ‘if the police do it, that must be
right,’ " Ms. Soboleva says.

Police and state officials have been given copies of the study,
released this month, but have yet to comment on it. The authors say
that identification-checking sweeps through Metro stations not only
raise social tensions, they appear to be a misuse of resources in
the battle against crime and terrorism: Only 3 percent of the 1,500
checks witnessed by survey monitors found any kind of infraction,
in most cases very minor ones.

"We hope to dialogue with the police about this, because it
seems certain that their energies could be better spent," says
Soboleva. "Defenders of police practices usually say this approach
is because of the high rate of ethnic crime, but no statistics back
this up. Nor is there any evidence that these document checks of
the population have ever slowed down any terrorist actions. It’s not
clear they have any good purpose at all."

Russian police have the right to check anyone’s ID, and hold him
or her for up to three hours while documents are verified. Even the
slightest problem, such as lack of Moscow residential registration,
can lead to detention of up to 48 hours.
