Measures are taken to exclude the repetition of doleful situation
of 2006. The problem of water supply remained and remains urgent
in Stepanakert. The city is supplied with water from the rivers,
springs and 7 artesian wells. Two filtering stations, three pumping
stations, production laboratory, three emergency brigades, dispatcher’s
service are working. In last year summer the situation of water supply
was too bad concerned with the dryness and other circumstances. As
the head of the closed joint-stock company "Water-pipe-sewerage"
Vladimir Arzumanian stated, this year the situation was comparatively
well-provided. There were no complaints, besides the complaints
sounded by the people of Aivazovsky street. In connection with those
complaints, the head of the company stated that proper recommendations
were given and measures were taken for improving water supply in
above-mentioned street. According to V. Arzumanian, systematically
supplying people with water was their work and they did everything for
not repeating the history of 2006. On June a group of scientists from
RA was in Stepanakert for the prpose of investigation and revelation
of water reserves. As Arzumanian stated, the group consisted of 7
persons, had modern equipments. Their investigation has given its
result and the works have been taken for the first artesian. It is
foreseen to dig artesian near Manoukian and Kamo streets.

The White House continues upholding Richard Hoagland’s candidacy for
the position of the new US Ambassador to Armenia, Charge d’Affaires
a.i. Rudolf Perina told journalists. Nevertheless, he recalled that
it is for the US Congress to take a final decision on approving
Hoagland’s candidacy. "The situation around this issue remains
unchanged," Ambassador Perina noted.

To remind, Hoagland’s candidacy was blocked twice by Senator Robert
Menendez, as Hoagland refuses to recognize the mass killings of
rmenians in the Ottoman Empire as Genocide. Nevertheless, the Bush
Administration is said to wait for the Congress to take its recess,
which usually happens in August, to appoint the proposed candidacy
for the position of US Ambassador to Armenia.

VIENNA (Thomson Financial) – Austrian Airlines AG said it will fly
once a day from Vienna to the recently opened Zvartnots International
Airport in Yerevan, the capital of Armenia. Other major carriers flying
to Zvartnots include British Airways, Lufthansa, Aeroflot and the
airport, which opened in May, expects to see a transit volume of 2 mln
passengers in 2007, AUA said in a statement.

Armenia’s stance towards Armenian-Turkish relations is already well
known. We are waiting for Turkey’s announcement. Since 1992 Armenia
has proposed to set up relations without preconditions," stated Ruben
Safrastyan, an expert on Turkish studies

Turkey strives to establish good terms with all its neighbors. Over
the last few years Turkey has been conducting a policy of splitting
South Caucasus. The country is taking efforts to create a group of
minor allies including Georgia and Azerbaijan. However, this policy
is not favorable for Russia and Ruben Safrastyan thinks Turkey will
bring this program into being with difficulty.

In my opinion Russia will try to hinder, and Turkey will face obstacles
while making its dream come true, said Safrastyan.

According to Safrastyan, Russia pursues certain goals in South Caucasus
therefore the country won’t endorse Turkey’s new policy.

To the question how the July 22 parliamentary elections in Turkey will
affect Armenian-Turkish relations, Safratsyan said, "The situation
in Turkey is hopeless, only an optimist may expect that after the
Turkish election positive moves will be made to improve relations
with Armenia, stated Ruben Safrastyan.

The ruling Justice and Development Party has made two unprecedented
statements. The party inspires hopes for improvement of bilateral
relations, Ruben Safrastyan said.

Safrastyan agreed that the Armenian Genocide has become a kind of
brand for Armenia’s recognition overseas.

Ruben Safrastyan thinks the Turks refuse to recognize the genocide
because they do not want to be labeled as a nation which committed
genocide. Yet uncertainty is another reason for the delay of the
recognition of the Genocide

Radio Liberty Off Air In Armenia

Radio Liberty is the only foreign broadcaster to air programmes on
Armenia’s state radio [EPA]

Armenia’s state radio has refused to extend a contract with the US
government-funded Radio Free Europe/Radio Liberty (RFE/RL).

With elections early next year, the move on Wednesday has prompted
some to fear a clampdown on independent media in the former Soviet
state.

The US Broadcasting Board of Governors (BBG), the agency responsible
for Radio Liberty and other US government-sponsored international
broadcasting, said in a statement that there was "no economic or
other legitimate justification" for the contract to end.

"Armenians go to the polls in eight months to choose their next
president, and therefore it is particularly important that RFE/RL’s
broadcasts … reach the largest possible audience," the BBG said.

Radio Liberty is the only foreign broadcaster that relies on state
radio frequencies.

Earlier in July, a small number of demonstrators protested against
proposed amendments to Armenia’s media law that would prevent
programmes produced by foreign companies from being aired on state
channels.

Radio Liberty would be the only broadcaster effected by such
legislation, but government officials at the time denied that was
their aim.

Ultimately, the amendments were not adopted by parliament. Instead,
Radio Liberty is being taken off the air after contract negotiations
broke down.

The government has argued that Armenia’s state television and radio
are publicly funded and should not take up commercial projects.

Radio Liberty may still air its Armenian broadcasts on private radio,
though these would reach a smaller audience.

DERRY CITY’S Champions League dream came to an end today as they
crashed out at the first qualifying round after a second leg defeat
by Armenian champions Pyunik in Yerevan.

After a 0-0 draw at the Brandywell, Derry needed to score in Armenia
to progress but they were hit by a goal in each half.

Arsen Avetisyan got the opener on 28 minutes after his initial effort
had been saved by City keeper Pat Jennings.

Derry perhaps deserved more from their performance and they had
a chance to equalise in the 61st minute when Darren Kelly saw his
powerful header crash off the Pyunik crossbar with Kasparov stranded.

However the Armenian side increased their lead five minutes later
when Pachajyan’s cross fell to Ghazaryan’s and his deflected shot
made it 2-0 to Pyunik.

The eircom League side felt they should have had a penalty just before
half-time when Ciaran Martyn appeared to be brought down in the area
but the referee waved away the protests.

Early in the second half Sammy Morrow latched onto a free kick deep
in the Pyunik penalty area however his left footed effort went across
the goal. Deery crossed towards Morrow once again at the back post
however the striker headed over the bar under pressure.

In the dying minutes of the second half the ‘Candy Stripes’ threatened
once again from a corner but Kelly’s header was saved on the line by
the Pyunik goalkeeper.

John Robertson’s men will be dissapointed they couldn’t capitalise on
their chances and will now have to concentrate on domestic competitions
for the remainder of the season, starting with the eircom League
match with Galway on Sunday at the Brandywell.

Recurrent Inspections Held In Ararat Gold Recovery Company

The state Ecological Inspection of Armenia started recurrent
inspections of activities of the Ararat Gold Recovery Company
(AGRC). Large-scale inspections in 2004-2006 revealed a fact of
concealment of about 1,6 tons of gold, deputy Head of the Inspection
Marzpet Kamalyan said at a press-conference.

He said that the recurrent inspection was stipulated for appeal
of the previous inspection results by the Company. The inspections
were purposed to consider compliance of the presented data about the
Company’s activity, in particular, regarding the volumes of investments
and gold recovery, with the real data. Commenting on the question if
the owner of AGRC is entitled to sell the Company before completion
of inspections, M. Kamalyan said that this is the owner’s right and
expressed confidence that a potential buyer will try not to sign a
contract before completion of inspections, since violations will be
revealed and he, as an assignee, will bear responsibility for the
Company’s activity.

To recall. by requirement of RA Prosecutor General’s Office, the
inspections in the Company were carried out by the Ministry of Finance
and Economy, as well the Tax Service, having drawn up an Act to the
total sum of about $50 mln. To note, the Company’s owner, the Indian
Vedanta Resources Corporation, is negotiating on sale of AGRC. An
agreement has been signed about intentions with the daughter enterprise
of the Russian Financial-Industrial Group "Industrial Investors",
the "Madneuli" CJSC. The transaction amount may be of $80-90 mln.

Editor of the "Jamanak Yerevan" newspaper Arman Babajanyan, arrested on
a charge of evading the mandatory military service and of falsification
of documents, stopped hunger-strike on Monday.

As ArmInfo correspondent was told at the Penal Enforcement
Administration of RA Ministry of Justice, A. Babajanyan made
such a decision after he met the Head of the Administration Ashot
Martirossian. A. Babjanyan’s health state is assessed as normal. To
note, A. Babajanyan had embarked on hunger strike on 20 July,
because of the decision of the Commission of Conditional Discharge,
which refused to satisfy the petition of Nubarashen Penal Enforcement
Institution’s administration on A. Babajanyan’s early parole.

Iran’s biggest problem may not be politics or the global oil
competition. It could be Paris Hilton.

"Corporate media is dumbing-down the population," said National
Public Radio talk-show host David Barsamian during his talk at UNM-LA
Thursday night.

The author is on tour discussing his latest book, "Targeting Iran,"
a collection of interviews with Noam Chomsky, Ervand Abrahamian and
Nahid Mozaffari that examine the rise of the Islamic regime and Iran’s
relationships with the U.S., Iraq and Afghanistan.

The T-shirt and shorts-clad Barsamian considered reasons why Paris
Hilton’s prison adventure is more newsworthy to Americans than Iran,
and linked the nation’s misperceptions of relevancy and reality to
the causes of the U.S. predicament in the Middle East.

Popular culture is a clue to what’s on people’s minds, he said, and
wondered about a world where sports fans apply the same analytical
vigor to Iran as they do to NFL draftees’ knee conditions.

He described the pawns of corporate media as "lapdogs with laptops,"
singling out Woodward, Bernstein and Connie Chung as journalists who
have become celebrities themselves, sucked in by the very establishment
they use to monitor.

The vocabulary and visual portrayals that the media and U.S. policy
makers use in reference to the Middle East further serve to cloud
American public opinion, he said, as he held up issues of Time and
Newsweek bearing covers of Middle Easterners with ever-scowling faces.

"Use of language shapes and frames the debate," he said. "When they
say ‘collateral damage,’ why can’t they say what they really mean?

‘Civilians were killed.’"

For Barsamian, the government not only has it all wrong, but President
Bush and his administration are committing war crimes.

"The U.S. is ruled by warlords," he said, adding that Iran isn’t a
danger to America; America is a danger to Iran.

"They don’t hate us for our values and freedom," he said, but because
we occupy their country, kill their innocent and take their most prized
resource, oil, with imperial entitlement. "This is what creates the
resistance and deep loathing of the U.S."

America’s ventures in Iran are no accident, he said. They’re "by
design of the U.S. foreign policy."

Amnesia has plagued the nation’s government officials since the 1950s,
Barsamian said, when they failed to listen to President Eisenhower’s
warnings of the dangers of a military industrial complex. Barsamian
insisted that while the term "imperialism" remains on the "no-no"
list of government vocabulary, the world is undeniably dominated by
American culture and power.

The author suggested that Americans remove the veil of corporate
media and "connect."

"One rock in the water can cause many ripples," he said, and displayed
T-shirts of New Mexico anti-conflict groups like Albuquerque’s Stop
the War Machine and N.M. Peace Action in Santa Fe.

"Democracy is in the ICU (Intensive Care Unit)," he said, calling
for citizen activism to breathe new life into government.

After the talk, the self-proclaimed "Armenian from New York who has
to make deals" plugged his merchandise, offering discounts and signed
copies of his books.

Masis Mayilyan: Wrongdoers Must Be Punished

Masis Mayilyan said in today’s briefing.

Masis Mayilyan said there is resource for it, but he needs to think
and make a decision. Although he said no option is ruled out.

posts? According to Masis Mayilyan, "first he must get an offer,
second he must see who the people around Bako Sahakyan are to go on
to make a decision."

With regard to the reported wrongdoing, Masis Mayilyan emphasized
that his proponents fulfilled their function and submitted the full
list of breaches to the CEC, which denied part of the breaches.

"Wrongdoers must be punished to prevent recurrence," he added.
