AVERAGE PRICES OF APARTMENTS INCREASE BY 2.5% IN YEREVAN AND BY 6.4% IN MARZES IN FIRST QUARTER OF 2008 AS COMPARED WITH FOURTH QUARTER OF 2007

YEREVAN, MAY 14, NOYAN TAPAN. 35,085 real estate-related transactions
were concluded in the first quarter of 2008: their number grew by
14.1% on the same period of 2007 and declined by 25.4% on the 4th
quarter of 2007.

According to data of the State Committee of the Real Estate Cadastre
adjunct to the Armenian government, purchase-sales made up 84.2%,
donations – 14.8%, and exchanges – 0.9% of the total number of
alienation transactions (12,495). 30.9% of real estate alienation
transactions were done in Yerevan.

32.2% of alienated real estate were apartments.

The number of real estate alienation transaction declined by 3.3%
in the 1st quarter of 2008 as compared with the same period of last
year and by 29.8% as compared with the 4th quarter of 2007.

In the 1st quarter, 61% of real estate sale-purchase transactions in
Yerevan were transactions on sale-purchase of apartments. The number
of transactions on sale-purchase of apartments in Yerevan declined by
14.9% in the 1st quarter of 2008 on the 1st quarter of 2007 and by
35.8% as compared with the 4th quarter of 2007. The average market
prices of apartments sold in Yerevan grew by 2.5% per square meter
as compared with the 4th quarter of 2007.

In particular, the price of a square meter in Yerevan’s Kentron
community made about 472.4 thousand drams (about 1,523 USD), in Arabkir
– 387.6 thousand drams, Kanaker-Zeytun – 298.2 thousand drams, in
Nor Nork – 259 thousand drams, Avan – 259.4 thousand drams, Erebuni –
260 thousand drams, Shengavit – 269.2 thousand drams, Ajapniak – 264.5
thousand drams, Davitashen – 276.9 thousand drams, Malatia-Sebastia –
255.5 thousand drams, and in Nubarashen – 145.4 thousand drams.

1,253 apartments were sold in marzes (provinces), except Yerevan,
in the first quarter of 2008, which is less by 12.3% as compared with
the same period of 2007 and by 22.4% as compared with the 4th quarter
of 2007.

The average market prices of apartments in marzes grew by 6.4% in
the 1st quarter of 2008 on the 4th quarter of 2007. In particular,
the price of one square meter made (in thousand drams): in Ashtarak
– 115.3, in Aparan – 31.4, Talin – 43.9, Artashat – 97.5, Masis –
123.5, Vedi – 80.4, Ararat – 63.9, Nor Hachn – 115.1, Byureghavan –
88.6, Yeghvard – 106.8, Hrazdan – 60.7, Tsakhkadzor – 136, Jermuk –
121.5, Dilijan – 82.5, and Ijevan – 113.1

Humanitarian, Nobel nominee addresses local school

SOUTHFIELD — Missiles were aimed skyward, but planes carrying food
and medical supplies landed anyway to aid besieged Armenians at the
Azerbaijan-Armenian border.

Though not widely known in the United States, this humanitarian
campaign during Azerbaijan’s attempt to wipe out the Armenian enclave
of Nagorno-Karabakh in the early 1990s was led by Lady Caroline Cox,
former Deputy Speaker of Britain’s House of Lords and human rights
advocate.

Cox, a Nobel Peace Prize nominee, retold the dramatic stories of aid
and rescue Friday morning to more than 160 middle and high school
students at A.G.B.U Alex & Marie Manoogian School, an Armenian charter
school in Southfield.

Showing photos of survivors and cities reduced to rubble — the less
graphic images of the resulting devastation — Cox said everyone has
a responsibility to help those who are neglected and oppressed around
the globe.

"We can’t do everything, but each one of us should say to ourselves:
we must not do nothing," she said.

Chief executive of Humanitarian Aid Relief Trust (HART), Cox has
visited Armenia more than 60 times, as well as the war-torn region of
Darfur, Sudan.

At another scheduled speaking engagement at the Meadow Brook Theatre
Friday evening, Cox will be awarded the 2008 Nightingale Award for
Excellence by Oakland University officials and honored with a
reception on the Rochester Hills campus.

At the Manoogian School, students for their part gave Cox $500 to help
run a rehabilitation center in Nagorno-Karabakh that serves disabled
children and is financially supported by HART.

Abigail Newman, 16, of West Bloomfield, said she was struck by Cox’s
compassion.

"I t makes me relieved to know that it’s not just my school and not
just my community that’s interested in Armenia," said Newman, a junior
in high school. "It brings such hope for the future."

GENOCIDE

The following information was released by the office of California
Rep. Jim Costa:

Today, Congressman Jim Costa (D-Fresno) sent a letter to Ambassador
Marie L. Yovanovich, the new nominee to be the United States
Ambassador to the Republic of Armenia. Costa asked Ambassador
Yovanovich to answer questions about her feelings on the events that
happened in Turkey between 1915 and 1923.

"It is important that the United States fill this empty diplomatic
position in Yerevan, Armenia," said Costa. "But before she is
confirmed by the United States Senate, it is critical for my
constituents and me to know her thoughts on the first genocide of the
20th century: the Armenian Genocide."

Ambassador Marie L. Yovanovitch of Connecticut, is a Career Member of
the Senior Foreign Service, Class of Counselor, and was nominated on
June 3, 2005 to serve as the next Ambassador Extraordinary and
Plenipotentiary of the United States of America to the Kyrgyz
Republic. She was confirmed by the United States Senate on June 30,
2005.

Dear Ambassador Yovanovich:

Congratulations on your recent nomination to be our Ambassador to the
Republic of Armenia. Your experience and current service as Ambassador
to the Kyrgyz Republic makes you an ideal candidate to serve in
Armenia.

As you are well aware, the United States has not had an Ambassador in
Yerevan since former Ambassador John M. Evans correctly stated the
slaughter of 1.5 million Armenians between 1915 and 1923 was the first
acknowledged genocide of the 20th century. I believe it is in the best
interest of our nation to have this position filled, but it is also
important that my constituents know your views of the Armenian
Genocide, as this issue can strengthen or hurt our relationship with
the Republic of Armenia and the Armenian-American community.

It is, by any reasonable standard, established history that between
1915 and 1923 the Ottoman Empire systematically killed an estimated
1.5 million Armenians and drove hundreds of thousands of others into
exile from their ancestral homeland. The record of this atrocity is
well documented in the United States Archives and has been universally
accepted in the International Association of Genocide Scholars and the
broader historical and academic communities.

Two days after the Ottoman Empire launched the genocide, the New York
Times reported a story with the headline "Kurds Massacre More
Armenians", and followed up this story for the next year with reports
of the mass slaughter occurring in the Ottoman Empire. On October 4th,
1915, the Times ran a front page article about a report from the
Committee on Armenian Atrocities discussing exactly what was happening
to Armenians in Turkey. "The report tells of children under 15 years
of age thrown into the Euphrates to be drowned; of women forced to
desert infants in arms and to leave them by the roadside to die; of
young women and girls appropriated by the Turks, thrown into harems,
attacked, or else sold to the highest bidder, and of men murdered and
tortured."

My district is home to many of Armenian-Americans, and many want to
know your views on the Armenian Genocide. I would like you to respond
to the questions below so I can get an insight on your opinion of the
Armenian Genocide and how you plan to resolve this ongoing issue
between Turkey and Armenia.

1. Under the 1948 Convention on the Prevention and Punishment of the
Crime of Genocide, which the U.S. is a party, it was decided that
genocide occurs when three criteria are met. In your view, does the
killing and exile of 1.5 million Armenians meet these criteria? If it
does not, please explain why it does not.

2. On March 15, 2007, Assistant Secretary of State for European and
Eurasian Affairs Daniel Fried testified before the House Foreign
Affairs Committee and stated that the question of the Armenian
Genocide "should be resolved not by politicians, but through heartfelt
introspection by historians, philosophers, and common people."
However, in 1998, a group of 150 scholars of history, theology and law
encouraged their governments to officially recognize the Armenian
Genocide as such. Is this the type of "heartfelt introspection" from
"historians, philosophers, and common people" that Secretary Fried
spoke of? If so, why has the United States not recognized the Armenian
Genocide? If it does not, please explain why.

3. Have you done any personal research on the Armenian Genocide? If
so, what is your personal opinion about the events that occurred
between 1915 and 1923?

4. What is your plan to strengthen ties with the Armenian-American
community?

5. Is there a plan to bring Turkey to the table and discuss with them
the facts of the Armenian Genocide?

A United States ambassador to a foreign nation has to clearly know and
understand the pulse, feeling and thoughts of those nations’ citizens
to effectively design a diplomatic program while they are working
there. For example, an ambassador to Cambodia would need to
acknowledge their genocide because it has shaped the psychology of
that nation today. It has shaped the way the citizens of Cambodia look
at world events, political threats, cooperation with other nations,
and trade policies. The same is true for Israel or Rwanda. Denying a
traumatic event such as genocide, one cannot create, nor implement,
honest and effective diplomacy, nor gain the trust of that nation in
conducting bilateral relations.

cautious policy toward Iran. Exploiting the factor of

in the Iranian society, thus playing in Washington’s
hands, which views the situation as a good platform to
be used against Tehran,’ chairman of Mitq analytical
center, historian Eduard Abrahamyan said in an

Head of Armenian Church leaves for Vatican

YEREVAN, MAY 6, ARMENPRESS: Head of the Armenian
Apostolic Church, His Holiness Karekin II, has left
today for Vatican at the invitation of Pope Benedict
XVI. The information department of the Mother See Holy
Etchmiadzin told Armenpress that in Vatican Karekin II
and Benedict XVI will discuss ways to make cooperation
between the two churches closer.
The information department said on May 6-9 Karekin
II will meet with Benedict XVI, then with Cardinal
Walter Kasper, he will visit also the Saleziani Papal
University. On May 9 Karekin II will participate in a
conference at the Papal Eastern Institute dedicated to
the Armenian Church Liturgy. Karekin II and Benedict
XVI will participate in the joint ecumenical ceremony.
On May 10-13 Karekin II will meet with
representatives of the Armenian community of Italy, he
will chair a ceremony marking the 50-th anniversary of
the establishment of the Armenian Church of Forty
Saint Children in Milan. The Armenian Catholicos will
also visit Venice and the Armenian Catholic
Congregation on Saint Lazarus island.
During his visit Karekin II will be accompanied by
senior clergymen. and faithful Armenian benefactors.

YEREVAN, May 5. /ARKA/. National Statistical Service of Armenia says
referring to Social Ministry that 219 children ` 105 girls and 114 boys
– are included in lists for adoption.

According to the lists, 66 of them were one-year-old and below babies,
42 kids from one to six years and 39 babies under six months.

32 are 10- to 15-year-old teens. Other 26 are 6- to 10-year-old kids
and the age of remaining 14 ranges from 15 to 18.

National Statistical Service of Armenia says 82 subject to adoption are
single mothers’ children, 50 have both parents. 44 children are left
without parents’ custody, 18 are orphans, 16 have only one parent,
eight foundlings and one is the child of divorced parents.-0-

PUPILS’ CONFERENCE DEDICATED TO 20TH ANNIVERSARY OF ARTSAKH LIBERATION
WAR HELD IN LEBANON

BEIRUT, MAY 6, ARMENIANS TODAY – NOYAN TAPAN. A pupils’ conference
dedicated to the 20th anniversary of the Artsakh liberation war took
place in the Yerevan center of Burge Hamud on May 4.

As Azdak reports, 38 10th and 11th form pupils from the National Levon
and Sofia Hakobian college, Saint Hripsimyants secondary college,
Armenian Katoghike Mesropian Higher college, Armenian Evangelical
college, Armenian Evangelical Shamlian-Tatikian college and National
Haraj-Galust Gyulbenkian college took part in the conference.

The opening speech of the conference was delivered by Maro
Anushahotian. She stated that the objective of the conference is to
re-estimate the 20th anniversary of the Artsakh liberation struggle, as
well as to touch upon the importance of the liberation struggle.

A top Azerbaijani official has dismissed as "unserious" US Secretary
of State Condoleezza Rices’ remarks about the state of democracy
in Azerbaijan.

Ramiz Mehdiyev, head of the presidential administration, also appeared
to be ridiculing Rice’s statement that Azerbaijan needs to do more
to improve its democracy than neighbouring Armenia does.

"According to Condoleezza Rice’s logic, the February-March events in
Armenia should be repeated in Azerbaijan before she can say anything
positive about Azerbaijan," Azad Azarbaycan TV showed Mehdiyev telling
reporters. "I view this as an unserious statement."

Mehdiyev was referring to Armenia’s post-election clashes that left
10 people dead.

He said that Azerbaijan would "follow its path" despite pressures
from international organisations.

Mehdiyev also promised that the forthcoming 15 October presidential
election would be held in a "normal, transparent, democratic
atmosphere".
