BAKU: Karabakh conflict can be settled if US, Russia presidents contribute: Bryza

The Armenia-Azerbaijan Nagorno-Karabakh conflict hinders the economic development of the South Caucasus and security in the region, Matthew Bryza, former US ambassador to Azerbaijan and former co-chair of the OSCE Minsk Group, told reporters in Baku June 16.

Armenia keeps the Azerbaijani lands under occupation, said Bryza, adding it is necessary that Armenian troops withdraw from those lands and the parties reach an agreement.

The framework agreement [Madrid Principles] has existed for 10 years already, said Bryza, adding it is necessary to complete this process.

The former OSCE MG co-chair believes that this won’t be possible if the US and Russian leaders don’t contribute to this process.

According to Bryza, when he served as an OSCE MG co-chair, the co-chairs made progress, because the presidents of the US and Russia – George W. Bush and Dmitry Medvedev – paid more attention to the conflict and directly participated in its settlement.

At that time, Russia’s Foreign Minister Sergey Lavrov creatively approached this issue, and he also encouraged the co-chairs to take a creative approach, noted Bryza.

He voiced concern that currently there is no specific policy in the US, not only about the South Caucasus, but also about the whole world.

President Donald Trump, during his election campaign, wanted very much the improvement of relations between the US and Russia, said the former ambassador, reminding that currently an investigation is underway into Russia’s intervention in the US electoral process. Until all these problems are resolved, the improvement of relations between the US and Russia will be impossible, according to Bryza.

The former envoy added that neither Azerbaijan, nor Armenia is interested in the resumption of hostilities on the line of contact.

He believes the deployment of heavy weapons to the line of contact, such as the OSA missile systems, can contribute to resumption of hostilities.

Bryza doesn’t expect progress in the Nagorno-Karabakh conflict’s resolution until the presidents of Russia and the US make their personal contribution to its settlement. They should put this conflict to the agenda of the Russia-US relations, he said, but now the relations are not at a proper level.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.

Music: Jazzman Armen “Chico” Tutunjyan passed away aged 73

Jazzman Armen Tutunjyan passed away today aged 73. Better known as Chico, he led the “Chico and friends” jazz band.

Tutunjyan also practiced teaching. He trained dozens of drummers over 35 years.

The jazzman shared his knowledge in “Rhythm and Movement” – the first-of-its-kind tutorial written in Armenian language published at the end of 2010.

“Basically, there are three things I do – I play, teach and popularize jazz,” Armen Tutunjyan once said.

“I played it once, I play it still and I will always play the jazz I fell in love with a pure, unsophisticated jazz long ago. That’s my musical creed,” he used to say.

Armen Tutunjyan’s death is a great loss for Armenian jazz.

Armenian participant of JESC 2016 will represent Armenia in Junior New Wave 2017

Junior New Wave 2017 will be held in Artek from May 31st to June 1st, during which 13 years old Anahit Adamyan will represent Armenia. We learn this from the official website of New Wave.

Last year Anahit along with Meri Vardanyan has represented Armenia in Junior Eurovision Song Contest placing in the 2-nd position.

By the way, Anahit is the granddaughter of famous Armenian actor Ashot Ghazaryan.

Russia busy at work rebuilding soviet-era air defense umbrella

Speaking to Russian media about the work being done to enhance and strengthen the Joint CIS Air Defense System, Russian Aerospace Forces Commander Col. Gen. Viktor Bondarev said that the creation of a united regional air defense system in the post-Soviet space serves as an excellent opportunity to strengthen the common air defense of Eurasia, Sputnik .

In an for Krasnaya Zvezda (‘Red Star’), the official newspaper of the Russian Ministry of Defense, Bondarev, who also serves as chair of the coordinating committee of the Joint Commonwealth of Independent States (CIS) Air Defense System, said there was a broader significance to the regional air defensive structure, work on which continues to progress.

“On the one hand, the creation of unified regional systems promotes the further development of the Joint CIS Air Defense System, and on the other, it provides an excellent opportunity to strengthen the air defense in this particular geopolitical direction,” Bondarev said.

The commander explained that Collective Security Treaty Organization (CSTO) members Russia, Armenia, Belarus and Kazakhstan have already worked out and signed agreements to improve cooperation within the Joint CIS Air Defense System, and improve the system’s organization and coordination.

“At the moment, work is underway on the practical implementation of these agreements. Similar agreements have been developed with Kyrgyzstan and Tajikistan, and presently they are undergoing procedures for inter-departmental approval,” Bondarev added.

The senior officer stressed that very close attention is being paid to the expanded military-technical cooperation going on in the framework of the Joint CIS Air Defense System.

Specifically, Bondarev explained that “the main of these measures include the supply of anti-aircraft missile systems to Kazakhstan, the provision of modern communications systems to Kyrgyzstan, the supply of aircraft and anti-aircraft missile technology to Tajikistan, and the supply of spare parts and equipment for air defense equipment in Armenia and Belarus.”

On Sunday, Dmitri Shugaev, the head of the Russian Federal Service for Military-Technical Cooperation, the body charged with managing military-technical cooperation with other states, that Russia was on track to continue supplying advanced defense products, including helicopters, air defense system and armored vehicles, to CSTO countries including Belarus, Armenia and Kazakhstan.

Minsk Group’s non-standard statement points out the part responsible for escalation – Nalbandian

Armenia’s acting Foreign Minister Edward Nalbandian had a meeting with Council of Europe Secretary General Thorbjørn Jagland on the sidelines of the 127th Session of the Committee of the Ministers of the Council of Europe in Cyprus.

The interlocutors discussed a number of issues facing the Council of Europe and the routes of their resolution. The Secretary General hailed the effective cooperation established between Armenia and the Council of Europe.

Edward Nalbandian briefed Thorbjørn Jagland on the results of the parliamentary elections held in Armenia in April and praised the Venice Commission’s export support. Reference was made to the developments within the Parliamentary Assembly of the Council of Europe and the need to take practical steps to recover the trust in the organization.

Edward Nalbandian presented the efforts of Armenia and the OSCE Minsk Group Co-Chairs towards creation of conditions conducive to furthering the process of peaceful settlement of the Karabakh conflict.

Armenia’s top diplomat said “Baku is doing the utmost to disrupt the peace process.” Opposing the consistent calls of the OSCE Minsk Group Co-Chairs and the international community to strongly observe the ceasefire regime, Azerbaijan keeps violating the trilateral agreements on ceasefire.”

Edward Nalbandian stressed that “Armenia constantly calls on the OSCE Minsk Group to point out the party responsible for ceasefire violations. “By turning down the creation of an investigation mechanism, Azerbaijan is trying to avoid responsibility for periodic violations of the ceasefire regime,” Nalbandian said.

He added, however, that “the non-standard statement issued by the Co-Chairs yesterday clearly points to the party responsible for escalation.”

Instagram ‘worst for young mental health’

Instagram is rated as the worst social media platform when it comes to its impact on young people’s mental health, a UK snapshot survey suggests, the BBC reports.

The poll asked 1,479 people aged 14-24 to rate which of five popular social media platforms had the most negative effect on their users.

They were asked to score each platform on issues such as anxiety, depression, loneliness, bullying and body image.

Mental health charities urged companies to act to increase users’ safety.

The online survey asked participants a series of questions about whether YouTube, Instagram, Snapchat, Facebook and Twitter had an impact on their health and well-being.

Participants were asked to score each platform on 14 health and well-being issues.

Based on these ratings, YouTube was considered to have the most positive impact on mental health, followed by Twitter and then Facebook.

Snapchat and Instagram were given the lowest scores overall.

Turkey detains opposition newspaper editor

An editor at a leading opposition newspaper in Turkey has been detained for questioning, the Associated Press reports.

Oguz Guven, the editor of pro-secular Cumhuriyet newspaper’s online edition, tweeted Friday “I’m being detained.”

Turkey’s state-run Anadolu news agency said Guven was detained for a news article on the death of prosecutor Mustafa Alper in a traffic accident Wednesday. Details about the article in question have not been released.

Alper, chief prosecutor of Denizli province in southwest Turkey, filed the first indictment against the network of U.S.-based cleric Fethullah Gulen following last summer’s coup attempt.

The Turkish government blames Gulen for orchestrating the coup, which he denies.

Twelve journalists and senior staff members of Cumhuriyet are behind bars pending trial on “aiding terrorist organizations.”

Victory Day, Shushi liberation marked in Yerevan

The 25th anniversary of Shushi liberation and the 72nd anniversary of Victory in the Great Patriotic War were marked in Yerevan.

His Holiness Karekin II, Supreme Patriarch and Catholicos of All Armenians, and Prime Minister Karen Karapetyan attended the event at the Victory Park.

They laid flowers at the memorial to the Unknown Soldier and paid tribute to the memory of heroes that fell in the Shushi Liberation War and the Great Patriotic War.

Following a military parade the Catholicos and the Prime Minister had dinner with veterans.

Karen Karapetyan congratulated all veterans and freedom fighters and wished them robust health.

“Any victory is important in state-building process. As a civilian, as Prime Minister, I want to stress that we, as civilians, have a debt before the Armed Forces, which we can never pay. The maximum we can do is to succeed on the economic domain to advance the victories,” PM Karen Karapetyan stressed.

 

Kabul bomb attack targeting Nato convoy kills eight

A suicide attack on a convoy belonging to the Nato mission in Afghanistan has killed at least eight people in Kabul, officials say, the BBC reports.

The victims were all civilians, a government spokesman said. About 25 other people were injured, including three US service members.

The attack on the group of military vehicles happened next to the US embassy during the morning rush hour.

No group has said it was behind the bombing.

The blast follows a threat by the Taliban to target foreign forces.

One of the vehicles was badly damaged, along with several other passing cars.
