Prescient of Armenia Serzh Sargsyan had a phone conversation with
the President of the Russian Federation, Dmitry Medvedev.

Dmitry Medvedev informed Serzh Sargsyan about the issues discussed
at the London Summit of the G 20 dedicated to overcoming the global
financial-economic crisis.

The Presidents of Armenia and Russia discussed issues related to
the Armenian-Russian bilateral political relations and the economic
cooperation.

During the conversation the leaders of the two countries agreed to
hold a meeting in the near future.

Baku. Vikoriya Dementyeva-APA. US Deputy Assistant Secretary of State
for European and Eurasian Affairs Matthew J. Bryza, who is one of
three OSCE Minsk Group co-chairs, gave a press conference in Baku.

According to him, he met with Azerbaijan’s President Ilham Aliyev,
Minister of Foreign Affairs Elmar Mammadyarov, Deputy Minister of
Foreign Affairs Araz Azimov and Minister of Industry and Energy
Natig Aliyev to discus issues on Nagorno Karabakh conflict, security
and energy.

He added that he traveled to Baku to help accelerate the settlement
of Nagorno Karabakh conflict.

The US diplomat underlined the importance of Turkey’s role and help
in the settlement of this conflict.

In his words, progress in the settlement of Nagorno Karabakh
conflict and improvement of Armenia-Turkey relations should happen
simultaneously.

YEREVAN, APRIL 3, NOYAN TAPAN. The Turks try to propose U.S. opening
the Armenian-Turkish border in exchange for U.S. President’s not
recognizing the fact of the Armenian Genocide: Turkey turned the idea
of opening the border into a subject of bargaining and in every way
possible tries to delay the solution of that issue. Historian Yervand
Bozoyan stated in the Urvagits TV program commenting upon the current
developments over the Armenian-Turkish relations and possibility of
recognition of the Armenian Genocide by the U.S.

In his opinion, opening the border plays an important role for Armenia,
but that issue is also important for Turkey, which, however, tries
to bargain with the United States.

Bozoyan considers that recognizing the Armenian Genocide is not
beneficial for the U.S. President and his team today. "Barack Obama
carries out new policy in the East, therefore Turkey becomes a
very important partner, and in that respect the U.S. attaches much
importance to the Armenian-Turkish relations. I do not exclude that
Obama will call for opening the border."

Hayk Demoyan, the Director of the Institute-Museum of Armenian
Genocide, also considers that Turkey tries to give price of goods
to the opening of the Armenian-Turkish border, at that, expensive
goods. However, Armenia, in his opinion, should declare that it is
not going to pay the price for opening the border and to renounce
recognition of the Genocide. "We only wish to establish good-neighborly
relations," he said.

Hayk Demoyan does not exclude the possibility of mediated recognition
of the Genocide by President Obama, that is, according to the
scientist, the U.S.

President in his traditional annual speech on the day of the Armenian
Genocide, April 24 can refer to these or those historic materials
or documents telling about the Genocide. "The most important is the
fact’s being recognized by Turkish society. I do not exclude the
possibility of transformation of thinking, meanwhile I do not want it
to become an illusion, as a special council fighting at the state level
recognition of the Armenian Genocide has been established in Turkey. In
all cases I consider that we should work with Turkish society and do
right diplomatic work in that direction," Hayk Demoyan stated.

To recap, the Turkish-Armenian land border has been closed by
Ankara since 1993, but regular flights operate between Istanbul
and Yerevan. Ankara puts forward considerable progress in Nagorno
Karabakh settlement, as well as Armenia’s renouncing the demand to
recognize as a genocide the events of 1915 in Ottoman Turkey as a
precondition for opening the border. Armenia is the only country in
the post-Soviet space, with which Turkey has no diplomatic relations.

The late leader of the Grand Unity Party (BBP), Muhsin Yazıcıoglu,
who died in a helicopter crash prior to the March 29 local elections,
was worried about the influence of Ergenekon, a political crime
gang accused of attempting to topple the government, over the BBP
youth branches.

According to the sources of Today’s Zaman, Yazıcıoglu had a meeting
of all the branch leaders of Alperen Ocakları, the youth branch
of the BBP, and told them that Ergenekon had been planning to use
the group and that they should be aware and stay far away from all
provocations. BBP officials, who requested to remain anonymous, said
Yazıcıoglu met with an Ergenekon prosecutor in İstanbul. They said
it is very likely that the late leader talked about the ties between
the ultranationalist youth group and the Ergenekon gang.

Alperen Ocakları has been mentioned in the Ergenekon indictment
in relation to the killings of Catholic priest Andrea Santoro and
Turkish-Armenian journalist Hrant Dink. Yasin Hayal, one of the
key suspects in the plot leading to the 2007 assassination of Dink,
was a member of Alperen Ocakları.

When Hayal took the stand at the sixth hearing in the Dink case last
year, he first greeted the members of the press and the "leader of
the Turkish nation Muhsin Yazıcıoglu." He said "Dear Muslims and
dear Alperens, relax. This situation will continue until the BBP
comes to power."

The suspected gunman the Dink case, Ogun Samast, was also a member
of Alperen Ocakları. In addition, Erhan Tuncel, another suspect
linked to the Dink murder, was a member of the BBP. Moreover, lawyer
Alparslan Aslan, who entered the Council of State building in Ankara
in 2006 and fired shots in a meeting room, killing a judge, has been
known for his close association with the BBP.

Yazıcıoglu met with minority leaders

BBP Vice Chairman Selcuk Ozdag said Yazıcıoglu met with some
minority leaders and with Fener Greek Orthodox Partriarch Bartholomew
in September 2008. Ozdag said the meeting was about the problems of the
Greek community living in Turkey. Ozdag also noted that Yazıcıoglu
was planning a meeting in May of this year to bring together Turkish
intellectuals and Turkey’s Greek community leaders. Ozdag added that
they will continue with Yazıcıoglu’s project.

A helicopter crash last Wednesday killed all six passengers on board,
including Muhsin Yazıcıoglu.

As the Ergenekon investigation revealed that the terrorist organization
was allegedly plotting to assassinate Turkish-Armenian Patriarch
Mesrob Mutafyan and another Armenian religious leader in the province
of Sivas, Minas Durmaz Guler, Yazıcıoglu had a private meeting
in February with Guler in Sivas, which is Yazıcıoglu’s electoral
district. Sources say they talked about the Armenian community’s
concerns and problems in Sivas, and that Yazıcıoglu promised
to repair an Armenian cemetery in the province in response to the
community’s demand. With the intermediation of Guler, Yazıcıoglu
also had a telephone conversation with Mutafyan’s aide, Aram AteÅ~_yan.

The Ergenekon investigation also found that Oguz Bulut and Bekir Celik,
İzmir provincial heads of Ulku Ocakları, which is a far-right youth
organization, were gathering intelligence about an Armenian jeweler and
community leader with the aim of assassinating him. This information
was obtained from the computer of İbrahim Å~^ahin, former deputy head
of the National Police Department’s Special Operations Unit, after
he was arrested on Jan. 7 for suspected membership in the Ergenekon
gang. Å~^ahin also served as a police officer in Sivas. In a police
raid on the homes of Celik and Bulut, police seized two hand grenades,
three revolvers, five rifles and many bullets.

Controversy surrounding helicopter crash

Some unanswered questions about the crash raised suspicions whether
the accident was planned in order to assassinate Yazıcıoglu.

The crash investigation team examining the helicopter accident has
discovered that the helicopter had an electronic location transmitter
(ELT), but it was disabled when its antenna was broken by the impact
of the crash, leading to weaker signals. The discovery was also
confirmed by the administrators of Med Air, the company that leased
the helicopter.

The BBP officials said the helicopter should remain at the scene of
the accident until all investigations are complete. They suspect the
crash may not have been the result of an accident.

Huseyin Bozok, the BBP’s provincial chairman in Ankara, said prior
to the crash Yazıcıoglu’s computer was stolen and left in the front
yard of his home after its hard drive was taken. Bozok confirmed that
there were several assassination threats against Yazıcıoglu.

He also said there is a need to question the Kayseri governor, who had
said Yazıcıoglu was alive and to be hospitalized last Wednesday, the
day the accident occurred. The Anatolia news agency recently announced
that it had retracted the report of the remarks of the Kayseri governor
because it was written without verification from official sources.

Collaboration" conference on Apr. 2-3.

The conference is organized by RA Ministries of Economy and Foreign
Affairs and Enterprise Incubator Fund within the framework of Armenia’s
BSEC Chairmanship.

Armenian, Russian, Ukrainian, Georgian and Turkish representatives of
IT and telecommunication sphere will participate in the conference,

"ArmRobotics 2009" open champion will be launched in Yerevan on 3-5
October organized by the Union of Information Technology Enterprises
and supported by the Prime Minister of Armenia.

According to the press and public relations department of the Ministry
Diaspora the focus group of the championship are the students. The
mission of the championship is to join the young scientists, to
interest the scientific potential of the Diaspora, to develop team
thinking, and to contribute to the investment of new technologies
into Armenia.

The final round of the championship will take place in October in
the frames of "Digitec2009" international exhibition.

Foreign Ministry of Armenia denied the statement being attributed
to FM of Armenia Edward Nalbandyan saying ‘opening of the Armenian-
Turkish border has been scheduled after US President Barack Obama’s
visit to Turkey’.

As Head of the Department for Mass Media Relations of Armenia’s FM
press service Tigran Balayan told ArmInfo, the information about the
statement made by Armenia’s foreign minister does not meet the reality,

‘ARMAVIA’ OPENS NEW YEREVAN-ZURICH FLIGHT

ArmInfo. National air carrier of Armenia, ‘Armavia’ Company has opened
a new Yerevan-Zurich flight to be served by A-319 and A-320 airbuses.

According to the Company Director General Norayr Belluyan,
the new direction will be also used as a transit one during the
flights to another European countries, as well as to the USA and
Canada. N. Belluyan also said the new direction will be carried out
three times per week – on Mondays, Thursdays and Saturdays. The ticket
will cost 300 Euro at least. To recall, ‘Armavia’ also schedules to
open Yerevan-Berlin flight in the near future.

At present, ‘Armavia’ carries out over 170 flights per week in more
than 30 directions to the different countries of the world. In 2008,
the Company carried about 640,000 passengers .

"Les séparatistes arméniens du Haut-Karabakh veulent
augmenter la population de la république autoproclamée. Pour
parvenir à leurs fins, les occupants ont élaboré une
â??politique nataliste d’Etat’", s’indigne le journal
azerbaïdjnais Ekho. Pour les autorités du Haut-Karabakh,
l’amélioration de la situation démographique de la
république qui, selon les sources locales, compte 143 000 habitants,
est "une priorité et l’un des éléments centraux de la
sécurité nationale". Cette politique consiste à
"améliorer le taux de natalité et les conditions sociales",
mais également à "attirer des Arméniens de la
diaspora". Selon la ministre des Questions sociales du Haut-Karabakh
Nariné Asatian, le taux de natalité a
légèrement augmenté en 2008-2009 grâce aux
différents programmes publics. Une politique d’incitations
financières y a contribué. "Les jeunes couples
reçoivent une première aide de 1 000 dollars, puis 500, 700
et 1 000 dollars par enfant. Par ailleurs, en novembre 2008, grâce
à des sponsors, la république a célébré
une cérémonie de mariage gigantesque de 700 couples",
explique-t-elle.

Néanmo ins, ces mesures semblent insuffisantes, et l’accent est
désormais mis sur "les Arméniens de l’étranger", note
Ekho. Selon les autorités du Haut-Karabakh, des Arméniens
d’Arménie, de Géorgie, de Russie, de Grèce et du
Proche-Orient sont prêts à emménager sur leur terre
ancestrale. Erevan soutient activement le Haut-Karabakh via le programme
Retour au Artsakh [nom arménien historique du Haut-Karabakh]. Mais,
pour assurer l’avenir de la république, "sa population doit
atteindre au moins 300 000 habitants", alors que depuis plusieurs
années, "seulement 1 000 personnes se sont installées au
Haut-Karabakh de manière permanente" contre une prime de 15 000
dollars par famille et 10 000 dollars pour un militaire, affirme l’expert
