YEREVAN, SEPTEMBER 2, ARMENPRESS. Moscow supports the intensification of the OSCE Minsk Group Co-Chairs’ efforts on Karabakh settlement based on the existing mandate, ARMENPRESS reports representative of the Foreign Ministry of Russia Maria Zakharova said.

‘’In the context of the adequate monitoring of the new regional realities, we believe that the troika (the Co-Chairs) can contribute to the strengthening of trust between Yerevan and Baku, as well as to the solution of humanitarian issues. This would give an opportunity to set to the discussions of political issues… The new Russian Co-chair of the OSCE Minsk Group Igor Khovayev is currently on a regional trip. He has already held talks with the Azerbaijani leadership, similar meetings are scheduled in Yerevan’’, she said.

Iran hopes achieving goal of reopening, unblocking roads will not be disrupted in Armenia’s Syunik Province

Tehran hopes that the latest disputes in the Syunik Province border zones, especially in the Kapan-Goris road section, will be resolved in a way that the implementation of the goal of reopening the transportation routes and unblocking won’t be disrupted, the Iranian Embassy in Armenia said in response to an inquiry from Armenpress.

The Iranian embassy said that ever since the new border delimitation issue between Armenia and Azerbaijan has entered the agenda, Tehran has been hopeful that the sides will urgently reach the kind of a mutually-acceptable solution that would ensure the normal course of relations between Armenia and its neighbors—and with minimum consequences. The embassy mentioned that the reopening of regional transportation routes and unblocking has been one of the main clauses of the Armenia-Russia-Azerbaijan statements.

Tehran hopes that the disputes between Armenia and Azerbaijan over general delimitation will be resolved in peaceful atmosphere, and without any tension or disruption in communication routes.

“We hope that the sides will resolve the latest disagreements in the Syunik province’s border zones and especially the Kapan-Goris road section in a way that the implementation of the goal of reopening of transportation routes and unblocking won’t be disrupted. Unfortunately, in the past two days we are witnessing a disruption of transit through this road as a result of the latest developments in the Syunik province, which has caused problems not only for the normal life of Armenia’s civilian population, but also a number of Iranian cargo vehicles carrying out shipments from Iran to Armenia. Due to the difficulty of the existing situation at this road’s 21 kilometer section it is required for the sides to make efforts within the framework of goodwill principle in the direction of ensuring normal course of communication and transit, until reaching an exact and concrete situation over this matter. Thus, we still hope that the disputes related to the general delimitation between Armenia and Azerbaijan will be solved in a peaceful environment without any tension or disruption in communication routes,” the Iranian embassy said.

In relation to the importance of guaranteeing the normal course of communication, the Iranian side stressed that they have always expressed their viewpoints to the authorized bodies of Armenia.

“We are hopeful that parallel to the ongoing negotiations over solving the existing disputes regarding the use of the Kapan-Goris route, the improvement and development works of alternative routes will swiftly take place, so that the conditions return to normal both from perspective of Armenia’s citizens and our commercial relations with Armenia,” the Iranian embassy said.

As reported earlier, the Azerbaijani soldiers have blocked the Shurnukh-Karmrakar section of the Goris-Kapan motorway as of 11pm Wednesday, and they refuse to reopen it. About four dozen cars on this road section were evacuated Wednesday night.

And the Office of the Human Rights Defender (Ombudsman) of Armenia reported that at around 12:20pm on Thursday, the Azerbaijani servicemen had closed off as well the road leading from Goris city to Vorotan village.

Thursday’s trilateral—Armenian-Russian-Azerbaijani—respective talks had ended in the evening, but to no avail. The Azerbaijani side still keeps these road sections closed.

Mkhitaryan and Pepe clash in Porto v Roma


The pre-season friendly between Porto and Roma descended into an ugly brawl when Pepe fouled Henrikh Mkhitaryan, sparking a furious reaction, Football Italia reports.

Pepe had been leaving his foot in several times already during the game, with both coaches Jose Mourinho and Sergio Conceicao repeatedly complaining to the referee.

It erupted at the 64th minute, with Roma 1-0 up through a Gianluca Mancini diving header, when Pepe barged Mkhitaryan over in midfield with an arm raised to his face.

The Armenia international was absolutely furious and reacted angrily, trying to kick out at Portugal international defender Pepe.

Suddenly, everyone piled in, including members of the bench and staff, trying to pull various players apart.

This included Edin Dzeko, who from the touchline was heard saying to Pepe: “Bravo, you’re 1-0 down, now go and cry.”

The referee called a cooling break to calm the situation down, while players continued to discuss the situation in much more civilised terms.

Wisely, Mourinho then immediately substituted Mkhitaryan after the five-minute break in play.

Armenian, Georgian sides discuss transit transportation issues

YEREVAN, JULY 30, ARMENPRESS. Armenia’s caretaker minister of economy Vahan Kerobyan arrived in Georgia on a two-day working visit.

He met with Georgian minister of finance Lasha Khutsishvili.

“We have discussed with my partner the ways of strengthening the cooperation opportunities and economic ties between our countries in different areas, also touching upon the importance of partnership in tax and customs fields”, Vahan Kerobyan said on Facebook.

The Armenian caretaker minister informed that they have also discussed the problems connected with transit transportation through Georgia.

Acting Prime Minister Nikol Pashinyan hosted Nubar Afeyan, Founder and Executive Director of Flagship Pioneering and Moderna Therapeutics, co-founder of the Aurora Humanitarian Initiative.

Nikol Pashinyan greeted Mr. Afeyan and noted. “Dear Mr. Afeyan, I am glad to see you. Last time we met before COVID, right? I must mention that many events have taken place in the world, in our region and in our homeland.”

“We were very excited to see your contribution to the fight against the coronavirus, and we were very pleased with the success that you and your company have had in this area,” Pashinyan added.

“We believe that the situation connected with the coronavirus is currently manageable, the experience we have gained has taught us a lot. We are now trying to vaccinate as many of our citizens as possible,” the acting PM noted.

Nikol Pashinyan said he expects to hear from Mr. Afeyan’s opinion and predictions regarding the future behavior of the coronavirus and to what extent the emergence of vaccines will help to resolve the issue, to what extent it is already in the manageable phase and what are the unpredictable challenges..

“Of course, we have previously discussed issues related to our national agenda and Armenia’s development prospects. I am sure that we will discuss those topics today as well,” he noted.

Nubar Afeyan, in turn, congratulated Nikol Pashinyan on the success of the elections, and hailed the fact that the nation, the country was able to continue the tradition of fair, exemplary elections, which was approved.

“This is a very good sign for our future,” he noted.

“I know that there are many problems for both the country and the nation due to the crises of the last year. I hope we can talk about different approaches to the future, i.e. how to try to be able to make the future brighter and more effective by working together,” Noubar Afeyan said.

Nikol Pashinyan and Nubar Afeyan discussed issues related to the national agenda, the programs of the Armenian Government, the joint programs aimed at the development of Armenia.

Constitutional Court receives appeal from Armenia Alliance challenging election results

The Constitutional Court has received an appeal from Armenia Alliance, the Court’s Press Secretary Eva Tovmasyan informs.

The appeal requests annulling the results of the June 20 parliamentary election or calling a second round.

Eva Tovmasyan said no other appeals were submitted.

According to the final election results announced by the Central Electoral Commission, Nikol Pashinyan’s Civil Contract Party won 53.91% of the vote. Armenia Alliance came second with 21.9%, I Have the Honor Alliance was third with 5.22% of the vote.

Two other forces – I have the Honor Alliance and Zartonk Party – have also announced plans to challenge the election results at the Constitutional Court.

 

Armenian lawmaker raises POW issue at PACE

YEREVAN, JUNE 21, ARMENPRESS. Member of the ruling My Step faction of the Armenian Parliament Tatevik Hayrapetyan has raised the issue of the Armenian prisoners of war illegally held in Azerbaijan during the summer session of the Parliamentary Assembly of the Council of Europe (PACE).

“I would like to quote literally the talk of Azerbaijani President Ilham Aliyev with wife of Turkish president – Emine Erdogan, which took place about a week ago during their visit to occupied Shushi. Emine Erdogan is asking Aliyev whether there are many Armenian POWs held in Baku. In response, Aliyev notes with joy that yes, there are many. Emine Erdogan says “very good, return them in small “portions”. This is their conversation literally, the video is available on YouTube. Azerbaijan and Turkey are members of the Council of Europe, but their leaders behave in this way. This not only contradicts the logic of the international law, but also is just something abnormal and inhuman. And every time we visit here, the families of POWs ask us –what does the Europe do to help return our sons? We answer that “they discuss, condemn and as a result we have return of POWs in small “portions”, meanwhile there are many captives in Baku, and their families are suffering”, the lawmaker said.

She said more than have a year has passed since Armenia, Russia and Azerbaijan signed the ceasefire statement. Armenia has fulfilled its commitments, it’s Azerbaijan that refuses to do that.

“We are very grateful to you, but we want to remind you that it is your obligation to immediately return all prisoners of war in accordance with the trilateral statement. I want to note that peace is not just a beautiful word, we value peace more than any other nation because we know what it is – to lose beloved people, be in war, but peace supposes action, hard work, but the Azerbaijani form of peace means to infiltrate into Armenia’s sovereign territory, hold the Armenian POWs as captive, dehumanize the Armenian people at a state level, and then come here and talk about peace. Azerbaijani colleagues, if you want peace, go back to your country and force your dictator Aliyev to act in accordance with the international law – to return the Armenian POWs and pull back from Armenia’s sovereign territory. We do not want war, no one wants war, but if you want peace, then act”, the Armenian MP said.

Turkish press: Turkey and the 3 elections in the region

Three key elections took place in Turkey’s neighborhood, while Turkish leadership was preoccupied with international summits and events.

In Israel, former Prime Minister Benjamin Netanyahu won an early election on March 23, yet Naftali Bennett managed to form a coalition government with eight parties. Consequently, the incumbent’s 12-year reign ended on June 14.

In Iran, the presidential election, in which moderates and reformists were prevented from contesting, took place on June 18, resulting in a victory for Ebrahim Raisi – a conservative figure.

Finally, Armenian Prime Minister Nikol Pashinian, who suffered a humiliating defeat in Nagorno-Karabakh last year, recently won Armenia’s early parliamentary election.

Still, no one knows how those developments affect the region’s future and Turkey’s relations with those countries.

It was noteworthy that the United States administration played an active role in the formation of Israel’s new government. Curiously enough, a coalition agreement, which excluded Netanyahu, became possible shortly after U.S. Secretary of State Antony Blinken’s visit.

Bennett, who will govern for the first two years, is known for his proximity to settlers and his nationalist and far-right views. Obviously, it remains unclear whether the coalition government, which includes the Israeli-Arab Ra’am party and leftists, can last and how the partners will manage their ideological differences.

For the record, hardly anyone expects Bennett to differ from his predecessors on Jerusalem, the settlers or the West Bank. Indeed, the eviction of Palestinians from their homes in Silwan, a predominantly Arab neighborhood in East Jerusalem, may trigger yet another crisis. Still, Israel’s new prime minister entered office without the baggage that Netanyahu accumulated over the past 12 years.

Will Bennett’s novelty create an opportunity for normalization between Ankara and Tel Aviv? The answer depends on his government’s approach to the question of Jerusalem and the Palestinians. Needless to say, any attempt to remove additional Palestinians from their homes stands to hinder normalization efforts.

It is no secret that U.S. President Joe Biden’s administration intends to ease international pressure on Iran. Tehran’s regional influence will grow at Tel Aviv’s expense if Iranian diplomats manage to conclude a new nuclear deal, despite a conservative president-elect.

Another important point is that the Gulf states have responded to Washington’s partial withdrawal from the region by launching normalization talks with Iran.

The conservatives may have scored a victory in Tehran, but the fact that only seven out of 592 candidates were permitted to contest the election alienated Iranian voters and resulted in a 48% turnout.

Needless to say, Raisi, who was Iran’s chief justice, enjoys Supreme Leader Ali Khamenei’s support and, unlike his predecessor, won’t have to deal with resistance from the Islamic Consultative Assembly. The fact that conservatives have control of the executive, legislative and judicial branches will restore stability in Iranian politics.

Yet the incoming conservative president will nonetheless find it difficult to manage thorny issues like the nuclear deal and normalization with Gulf states.

Raisi, who is on the U.S. and the European Union sanctions list, faces criticism over his alleged involvement in the mass executions of 1988. In this regard, he lacks the credentials to address the United States or Europe. Indeed, doubling down on nuclear power, Shiite militias and expansionism would only serve to weaken Tehran’s hand.

It is no secret that the bilateral relationship between Ankara and Tehran swings between cooperation and competition.

In recent years, the Astana process, together with the aggressive policies of Saudi Arabia and the United Arab Emirates (UAE), as embodied by the Qatar blockade, pushed those two countries closer together.

Yet the Iranians are unhappy with Turkey’s growing influence over the Caucasus as a result of its support for Azerbaijan in the 2020 Nagorno-Karabakh war. Again, Turkey’s pursuit of normalization with Egypt, Saudi Arabia, the UAE and Israel are often seen as attempts to counter Iran.

The Iranian leadership, which intended to de-escalate tensions with the Gulf, made things somewhat harder for itself in regional politics by getting a conservative candidate elected president over domestic considerations.

I do not believe that Raisi’s administration – which faces an uphill battle for influence in Washington, Brussels and the Gulf – will be eager to quarrel with Ankara. That’s why anyone who expects some radical changes in the balance of power between the two countries stands to be wrong.

Last but not least, Pashinian’s victory in Armenia’s early elections suggests that the country will remain a battleground between the West and Russia.

Could the incumbent, who won the election despite his defeat in Nagorno-Karabakh, normalize his country’s relations with Azerbaijan and Turkey? The Turkish leadership promises more trade, an opening and Armenia’s inclusion in a six-party platform in return for Yerevan signing a peace treaty with Baku. It remains to be seen how things will play out.

Threatening international reporter, Azerbaijani soldiers try to conceal spread of the information about invading Armenia

YEREVAN, JUNE 26, ARMENPRESS. A reporter of an international media outlet has applied to the Human Rights Defender of Armenia that he received threats from the servicemen of the Azerbaijani armed forces near Upper Shorja village in Gegharkunik Province.

ARMENPRESS reports the Human Rights Defender of Armenia informs that the Azerbaijani servicemen who are no inside the territory of Armenia in the mentioned section threatened to kill the reporter, including by a sniper.

It has been found that the incident took place 2 kms inside the Armenian territories, where Armenian and Azerbaijani servicemen are located 600 meters away from each other. The reporter was just 100 meters away from the Azerbaijani soldiers, but the incident took place in the territory of the Republic of Armenia.

While carrying out his professional activities, the journalist noticed that the servicemen of the Azerbaijani Armed Forces were behaving aggressively, heard shouts, and then noticed that they were loading their weapons, holding them in his direction, threatening to shoot.

Another Azerbaijani serviceman started behaving more aggressively and irregularly, holding a sniper rifle and threatening to kill him with a shot in the face. The international journalist stopped working in order to avoid unpredictable consequences.

The journalist of the international media informed that they had a visible badge for the Azerbaijani armed forces, that they were a representative of the press, that they had observed all the rules of journalistic work.

The serviceman of the Azerbaijani armed forces tried to hamper the works of the international reporter and prevent the spread of the materials proving the invasion of Azerbaijani forces into the sovereign territory of Armenia. The reporter has also applied the ‘’Reporters Without Borders’’ international organization, which has already made a publication.

Due to the need for personal protection of the international journalist in connection with this particular incident, the Human Rights Defender of Armenia does not publish information about him, but they will be submitted to the relevant international bodies after a joint discussion with the journalist.


OSCE chair welcomes return of 15 Armenian detainees

OSCE chairperson-in-Office, Swedish Foreign Minister Ann Linde has welcomed the return of 15 Armenian detainees.

Welcome return of 15 detainees to Armenia today and handover to Azerbaijan of info that will facilitate demining,” Linde said in a Twitter post.

“These confidence building measures can help create atmosphere for talks under auspices of Minsk Co-Chairs. Happy to work with Georgia, US and EU,” she added,

On Saturday 15 Armenian captives returned from Azerbaijan. In response, Armenia provided maps of some minefields in Aghdam (Akna) region currently under Azerbaijani control.
