RF Minister of Emergency Situations Sergey Shoygu anticipates
positive outcome of the search for the black boxes of the crashed
“A-320” plane. According to Russian sources, the Minister said this
today after the selective consultations at the Ministry. Sergey Shoygu
affirms that the serious difficulties connected with the search for the
black boxes are associated with the relief, accumulation of sulphuric
acid and existence of planktons, which considerably restricts the
visibility. According to Shoygu, the signals of the radio beacons do
not mean that the black boxes will be found, since these are located
as deep as 680 meters under water, and the search area makes 15 sq. m.
“The submarine brought to the place of the tragedy allows to anticipate
positive results. It is extremely important to reveal the exact reason
of the disaster to prevent reoccurrence of similar tragedies in the
future. We do everything for the sake of this,” Russian Minister of
Emergency Situations said.

18 BODIES OF PASSENGERS OF ARMAVIA’S CRASHED PLANE FOUND IN BLACK SEA
Yerevan, May 3. ArmInfo. 18 bodies of passengers of the crashed A-320
plane of the Armavia company (Armenia) have been found in the Black
Sea, report Russian sources. Also found are debris, fragments of
bodies, baggage. The plane fell 300 meters deep into the sea.
It was produced by Airbus Industry, the biggest European concern,
in 1987 for short and medium distance flight. It flew for the first
time Feb 22 1987.
The search is underway. The plane was making a crash landing. It
flew from Yerevan to Sochi and got lost from radars 02:15 AM. The
prosecutor’s office of Sochi has instituted criminal proceedings in
the case “violation of the rules of aircraft exploitation.”

Action Plan within the European Neighborhood Policy (ENP) will be held
in Yerevan on May 3, reports the Press Service of the Armenian MFA.
Representatives of concerned departments of Armenia and the European
Commission will take part in the negotiations. Armenian Deputy FM
Armen Bayburdyan will lead the Armenian delegation, while Hugues
Mingarelli, the European Commission Director for Eastern Europe,
Caucasus and Central Asia, will head the European delegation. Matters,
over which the parties did not manage to reach an agreement, will be
discussed during the meeting.

Agency for International Development (USAID) envisages to implement
within the framework of the “Society’s Participation in Local
Self-Government” a program of 50 thousand U.S. dollars grants. Three
social programs will be implemented in the cities of Akhaltskha, Vale
and in a village. But, according to the “A-Info” agency, choice of
participants of the draft discussion taken place on April 26-27 was
held by discriminative principles. Particularly, representatives of
all the 5 Armenian rural councils, who represent 15 villages, were not
invited, when all the Georgian rural councils were represented. Two
Armenian representatives of public organizations were invited, and the
number of Georgians was more. The Armenian participants of the
discussion expressed their dissatisfaction on that occasion.
Nor Zhamanakner Party’s First Spring Rally Passes in Pouring Rain
NOR ZHAMANAKNER PARTY’S FIRST SPRING RALLY PASSES IN POURING RAIN
YEREVAN, APRIL 28, NOYAN TAPAN. Several hundreds of people took part
in the rally organized on April 28 by the Nor Zhamanakner (New Times)
party in the territory adjoining Matenadaran. The party had brought
part of the rally participants by buses from the Armenian regions. Nor
Zhamanakner party Chairman Aram Karapetian had to speak in the pouring
rain before the rally participants. According to Karapetian, the
Armenian power structures have become the adjunct and the obedient
fawner of the authorities. He considered impermissible the
intervention of the power structures in the political processes. The
rally participants organized a procession from Matenadaran towards the
buildings of RA Police and National Security Service. Reaching the
buildings of these organizations the people shouted “shame” and
whistled with the colored whistles given by the organizers. They also
gave the representatives of the departments written complaints
prepared by them beforehand, in which they mentioned the attack of the
police on unarmed people early in the morning of April 13, 2003, the
search at the opposition parties’ offices, the recent attack on the
guard of the party Chairman, etc. The participants of the procession
were accompanied by a great number of policemen who were ensuring
observance of traffic rules. The policemen were very polite and no
unpleasant incident took place. To recap, the rally and the
procession were sanctioned by the Mayor’s Office. The participants of
the procession again moved towards Matenadaran where the event
ended. Aram Karapetian declared that as many people took part in the
rally as it was necessary for not breaking the traffic rules. He said
that the next rally will be organized before the building of the
Public Television. According to Aram Karapetian, the Public
Television refuses to give him the permission to speak on TV even on a
paid basis and he will go to demand a permission to speak on TV.

Why do people in the country like Armenia climb to power? To earn
money, in particularly in illegal ways. And why do people aspire to
earn money / it isn’t spoken of necessary money for food and clothes/?
For filling higher posts by investing that money. And so on. In short
we deal with the chain of dialectics here about which Hegel and Marx
have written a lot. And using the latter’s idea we can draw the
universal formula of so called `political life’ of Armenia;
`money’-`authority’-`money1′-`authority1′ , `money2′-`authotrity2′
etc. Where the difference of `money1′ and `money’ is equal to the
effectiveness of authority levers and «authority1» minus
«authority» is equal to the sums given to the voting
mass and officials.
The logic of coming parliamentary elections is just in this
formula. Naturally the nominated parties and candidates won’t say;
«I want to become a deputy for keeping my property and become
more wealthy». They will speak about nation, country,
democracy, Karabakh and other right things. But those words will be
pronounced mechanically and `in favor of ethics’, nobody believes in
those words any more, and the essence of motivations is hidden in the
above-mentioned formula.
Starting the pre-electoral campaign is meaningless without money. We
everybody remember how Lyov of Alraghats whose first and last read
book is the Alphabet, won the professor Ludmila Haroutiunian in the
parliamentary elections in 1999. We should have good relations with
the authority for earning money otherwise we’ll be bankrupted or
arrested whatever powerful oligarch you are. And more, young persons
from power structures say politely to wealthy person before every
pre-electoral campaign; `You earn money in this country, so you must
pay’. And those wealthy persons pay money in favor of a candidate of
the authority.
Consequently the opposition doesn’t have any chance in the coming
parliamentary elections and some percents will be written for it for
the CE doesn’t get angry. Certainly the opposition can find
alternative sources of money out of Armenia. But it will be the worst
version.

striving for extending cooperation with the European Union and
NATO is not aimed against Russia. RA National Assembly Speaker Artur
Baghdasarian declared this on April 27. “I am for intensive development
of our relations with the European Union and consistent integration to
the European structures,” Artur Baghdasarian told a journalist in St
Petersburg. As radio Liberty informs referring to the Interfax news
agency, in connection with Armenia-NATO relations NA Speaker said:
“We have an individual partnership actions plan but this is only
cooperation. No issue of membership to NATO is included in the agenda
of Armenia’s foreign policy”. Artur Baghdasarian is taking part in
the special sitting of RF State Duma in St Petersburg dedicated to
the 100th anniversary of the Russian parliamentarianism.

According to “Boston Globe” famous newspaper the US politicians and
different organizations of different communities join to the fight
of the US Armenians for teaching the history of Armenian Genocide in
the US schools.
The suit of a teacher of one of the schools in Massachusetts and
Turkish organizations is heard in the Boston Court demanding to
add Turkish standpoint in the part about Armenian Genocide in the
schoolbooks of history. The newspaper also informs that the Armenian
organizations of Massachusetts State held a demonstration of protest
in front of the Court of Boston. The representatives of local Jewish
and Irish communities, the Public Prosecutor and deputy Governor
of Massachusetts took part in it. They both fight for the post of
Governor. ”Boston Herald” newspaper also alludes to the Armenian
Genocide, which sites the opinion of the expert of the Institute of
Studying Genocides in Harvard Helen Fain; ”It was a Genocide with
all standards. It is even offensive and amusing to argue with those
who deny it”.
While the US Turkish and Azerbaijani communities are also active
these days.
They have decided to hold joint actions of protest till April 26
opposing the Americans who are going to commemorate the anniversary of
the Armenian Genocide. A group of Turkish and Azerbaijani activities
will gather in Washington at the Embassy of Turkey and will express
their complain against propaganda of Armenians. According to ”Trend”
the Azerbaijanis and Turks ask with those actions the arrangements
prepared by Armenians, including the concert of System Of A Down
rock group.
The agency mentions, “Turk diplomats have asked Turks and Azerbaijanis
to be patient and not to react to the Armenian slanders. The activists
of Azerbaijani-American organizations will gather in the Time Square
of New York and will hold a demonstration exposing the Armenians
as liars. The head of organization Tomriz Azeri informed about it
last month.
By his words “the Azerbaijanis intend to hold a conference in New
York and inform the American society about slaughter of Azerbaijanis
in Karabakah, in particularly in Khojalu”.

Despite the rainy weather the Tsitsernakaberd monumntal complex was
even more crowded this year in comparison with the previous years. From
the early morning people have been paying their tribute of respect to
the innocent victims of the Armenian Genocide by the Ottoman Turkey
from 1915-1923.
At about 11 the Governmental delegation headed by President Robert
Kocharyan as well as the delegation of the religious representatives
headed by Patriarch of All Armenian visited Tsitsernakaberd.
What is the symbol of April 24, what evaluation should be given
to the fact, what should be the attitude of the world towards the
Great Genocide and what does Armenia do for that? These are the
questions that are still on the agenda. “There were countries which
recognized the fact of the criminal action and those where monuments
were erected. The achievements are obvious and year by year more and
more countries realize that this was a criminal action against the
whole humanity,” RA NA vice Speaker Tigran Torosyan says.
The dean of YSU faculty of sociology Lyudmila Haroutyunyan is deeply
sure that justice will triumph and the world will recognize the fact
of the Great Armenian Genocide.
The Ukrainian Ambassador Extraordinary and Plenipotentiary in Armenia
Alexander Bozhkoy thinks: “Today we have to remember and learn a lesson
from the dark days of the history as after the Armenian Genocide there
came Hitler camps, artificial hunger (“gladomor”) in the Ukraine, and
Stalin massacres in the end. Thus, we must remember about all that.”
Talking about the symbol of April 24 Armenia’s chief Procurator
Aghvan Hovsepyan emphasizes: “Today all of us respect the memory of
the innocent victims of the Great Armenian Genocide and we must do
our best not to limit it within this one day.”
