Armenia Fund Renovates Yerevan Nursing Home

Armenia Fund Executive Director Vahe Aghabegians visited Yerevan No. 1
Nursing Home on Wednesday, August 25, where he met with residents whose
lives have changed drastically as a result of $135,000 in renovations.

Armenia Fund completed the upgrading and refurbishing of 27 rooms in the
second block of the building and fully restored the sanitary units and
internal water pipelines of the complex. The project was sponsored by
Armenia Fund’s France and US East Coast Affiliates.

Currently, around 250 elderly people live in the Soviet-era building which
had not been renovated since its construction in 1978.

"We are very grateful to Armenia Fund for all it has done for us," said
Jemma Karapetian, who lives with her husband in one of the newly renovated
rooms. "This undertaking is extremely important for us not only because of
the obvious physical benefits but also because we feel that we’re still
remembered, that somebody cares."

During the emotional meeting, Mr. Aghabegians stressed the importance of
continued implementation of similar projects. The residents, all of them
healthy and self-sufficient participated in the discussion.

"Projects aimed at assisting the most vulnerable members of our society have
always been and will remain a priority for Armenia Fund," said Mr.
Aghabegians. "We must make sure our citizens are not marginalized in their
senior years and that they live them in dignity."

A Point of View: Explaining the Armenian genocide controversy

Posted by Abraham H. Foxman | Comments: 16

A favorite subject for discussion at conferences between Israelis and
American Jews is how little we truly understand each other. While
there is a tendency at times to exaggerate the gap between us,
different perspectives do exist.

One such example has surfaced in the starkly different reactions of
Israelis and American Jews to the recent controversy over events in
the Ottoman Empire during WWI. ADL became ensnared in the controversy
in the New England area about how to describe those events. While we
always acknowledged what befell the Armenians at the hands of the
Ottoman Turks at that time were massacres and atrocities, we did not
use the term genocide. We also do not support a resolution on the
Armenian Genocide currently pending in the US Congress

Armenian Americans in the Boston suburb of Watertown, angered by ADL’s
position — though ADL is just one of many Jewish organizations with
the same position — targeted us. They threatened to cancel our
anti-bias program, "No Place For Hate," if we didn’t change our
position and they engaged in a public campaign accusing us of denial
for not using the term genocide.

In light of the heated controversy and because of our concern for the
unity of the Jewish community at a time of increased threats against
the Jewish people, ADL decided to revisit the issue and came to share
the view of Nobel Laureate Elie Wiesel that the consequences of those
actions against the Armenians were indeed tantamount to genocide. If
the word genocide had existed then, they would have called it
genocide.

Some have asked why it took us so long to say so. The answer is
because over the years we had faced a dilemma. For us, there were
competing moral principles at work. The security and wellbeing of Jews
everywhere in the world is a priority for ADL. In this case it was
listening to the views of the leaders of the Turkish Jewish community,
a community that lives well in Turkey but is still a small community
of 20,000 in a country of 65 million Muslims. A guiding principle for
ADL is that when Jewish communities around the world appeal to us on
matters that may have an impact on their lives, we don’t act as if we
know better. We pay attention.

There was also our concern for the safety and wellbeing of Israel,
whose relationship with Turkey is very critical. After the United
States, Turkey is Israel’s most important ally.

On the other hand, we did not want to ignore the history of the
Armenian tragedy. So, through the years we urged Turkish leaders to
come to grips with the past in a way they had not. And, we referred to
the events as massacres and atrocities. We just did not use the term
genocide.

Our maintaining the equilibrium between two moral imperatives–concern
for the wellbeing of Jewish communities and recognizing human
injustice – was under attack. It wasn’t that only Armenians protested
against ADL’s non-use of the word genocide, but that they were joined
by some vociferous voices in the Jewish community

To be honest, I understood the passion behind these appeals but I was
frustrated and disheartened that these critics were not taking
seriously the dilemma we faced.

While some in the Armenian American community welcomed our change of
position, they remain publicly critical of our not endorsing the
Congressional Resolution, which we continue to believe is
counterproductive.

This has been coupled with criticism from Turkish government officials
(Prime Minister Erdogan called President Shimon Peres urging him to
"do something" about ADL’s decision). Turkish Jews, and many Israeli
officials all wondering how ADL, which has been a leader in promoting
Turkish-Israeli relations and working with the Jewish community in
Turkey could do such a thing.

Therefore, it became apparent to us that at a time when the Jewish
people faces its greatest challenges in decades–the Iranian nuclear
threat, conspiracy theories about alleged Jewish power and disloyalty,
boycott efforts against Israel–we were going to be interminably
bogged down in an internal struggle over the Armenian issue, which
would have had the effect of paralyzing us and making it impossible to
focus on these other monumental challenges.

So we issued our statement. We used the term genocide for a tragedy
that we always acknowledged. We have called on the Turks and Armenians
to create a mechanism so they themselves can reconcile their
differences over the past.

We are not apologetic about the way we have handled this sensitive
subject. At each point of our decision-making we tried to be true to
our principles and priorities.

We will continue to work on behalf of the Jewish people and in the
process to create a more tolerant world for all.

ANKARA: Turkish ministry announces French court decision vs. CDCA

Anatolia News Agency, Turkey
Sept 8 2007

Turkish ministry announces French court decision against Armenian
committee

Ankara, 8 September: Turkish Ministry of Foreign Affairs (MFA) said
on Saturday [8 September] that the decisions made by Paris Court of
the First Instance and Court of Appellate on the case opened by
"Committee of Defence of Armenian Cause (CDCA)" became definite.

The case started in France in 2004 and a decision was made in favour
of Turkey.

The MFA statement said CDCA on 9 July 2004 filed a suit and wanted
Turkish consul-general in Paris to be punished personally and
Internet service provider company France Telecom to be prevented from
giving service to Turkey’s consulate-general on charges that the
consulate-general denied incidents of 1915 and hurt the fundamental
human rights of Armenian community by posting a publishing of the
Strategic Researches Centre in its Internet site.

The statement said the related court overruled the CDCA case on 15
November 2004 and refused the demands of CDCA and sentenced CDCA to
pay the court expenses.

Upon this, CDCA appealed to Court of Appellate and on 8 November 2006
the court in question ratified the verdict of the court of first
instance.

In the reasoned verdict of the court of first instance, it was stated
that the law adopted by the French Parliament on 29 January 2001 on
Armenian issue was nothing but a formal stance and did not put
individuals and particularly a foreign state under obligation.

According to the statement, CDCA later applied to Supreme Court of
Appeals but did not deliver its views to the court within legal
period. The court decided to abate CDCA’s right for suit.

TEHRAN: ICOMOS Envoy Visits "Qare Kelisa" In Iran

ICOMOS ENVOY VISITS "QARE KELISA" IN IRAN

IranMania News, Iran
Sept 7 2007

LONDON, September 7 (IranMania) – A representative from ICOMOS
(International Council on Monuments and Sites) visited Qare
Kelisa (black church), Chaldoran, West Azarbaijan, to review its
qualifications for global registration.

According to CHN, the church is the ninth Iranian monument nominated
for inclusion on the global heritage list in 2007 but it was turned
down by World Heritage Committee due to technical shortcomings.

However, the edifice will once again be considered for global
registration in 2008.

Speaking to the same source, Shahriar Adl, an expert with Iran?s
Cultural Heritage, Handicrafts and Tourism Organization had earlier
said that the ICOMOS official will visit Saint Stepanous Church,
Zoorzoor Church and Qare Kelisa (St. Thaddaeus Church).

Qare Kelisa, which dates back to 1,700 years ago, is named so because
it was originally made of black stones.

According to the Armenians, Thaddaeus who had migrated to the region
to preach Christianity was martyred by the enemies of Christ (PBUH).

His burial site was transformed into a shrine and Armenians from
around the world observe the anniversary of his martyrdom each year.

Republican Party Prepares To Win In First Round And Understands ARF

REPUBLICAN PARTY PREPARES TO WIN IN FIRST ROUND AND UNDERSTANDS ARF DASHNAKTSUTYUN

Lragir, Armenia
Sept 7 2007

The political negotiations among the political parties on the
presidential election are about to end and apparently without any
result, said the leader of the Republican Party Karen Karapetyan
on September 7 at the Friday press club. "I think and I wish there
were two, or even three poles, joined on the basis of ideology, not
against but for the sake of something, and appeared to the public,
I mean the poles, with their programs, approaches, as well as all the
other elements, and the society could make a choice," Karen Karapetyan
says. He underlines that judging by the statements of all the political
figures no such poles will emerge.

"I think four or maybe five opposition candidates will be put up. It
means the pro-opposition audience is distorted, and at the same time
it means it is not clear whether part of this pro-opposition voters
will vote for them or not," Karen Karapetyan says. Therefore, he
thinks that there is no alternative to Serge Sargsyan, the candidate
of the Republican Party. "We will have a determined victory," says
the leader of the Republican faction.

In answer to the question what his thoughts about the ARF
Dashnaktsutyun which says to put up its own candidate who will be
Serge Sargsyan’s opponent, Karen Karapetyan says people always want to
compare with the strong to appear stronger. "I would not understand
them if they compared them with another force. I understand their
plan," Karen Karapetyan says.

He also said they do not worry that the parliament majority and the
government majority puts up a candidate. "We are strong enough, we
know the political forces that will support us, we suppose that a
number of NGOs, as well as people will support us, and our success
will be impressive, and you will become convinced of that," says
the leader of the Republican Party. He thinks they will achieve that
impressive success in the first round of the election. "Considering
the distribution, and the distorted sphere, I think it is realistic
to win an absolute victory in the first round," says the leader of
the Republican faction.

He gave an ambiguous answer to the question whether the Republican
Party which is preparing for the presidential election may consider
an early election in its tactics or strategy. "Considering what is
underway now, there is indeed some time, some one or two months,
for new developments. But I think this stage in the talks is over,
at least for me, regarding the opposition forces and emergence of
certain poles," Karen Karapetyan says.

VARTAN OSKANIAN CALLS ON AZERBAIJAN TO DEMONSTRATE COURAGE AND POLITICAL WILL

Armenian Foreign Minister Vartan Oskanian declared in Yerevan today
that "if Azerbaijan demonstrates courage and political will, it will be
possible to reach serious progress in the conflict settlement process."

Vartan Oskanian said that the only result of the mediators’
meetings with the Foreign Ministers of Armenia and Azerbaijan was
the arrangement about the forthcoming visit of the Co-Chairs.

The Foreign Minister confessed that no progress was reached in the
negotiation process after the Saint Petersburg meeting of the Armenian
and Azerbaijani Presidents.

Vartan Oskanian did not comment on the statement of the OSCE
Chairman-in-Office Miguel Angel Moratinos regarding the necessity to
change of the negotiation format. At the same time Mr. Oskanian said
he’s not sure Moratinos meant the necessity to change the OSCE Minsk
Group." We think the OSCE Minsk Group has not exhausted its potential,"
Vartan Oskanian mentioned.

Genocide by US Congress will considerably contribute to recognition of
the Genocide throughout the world, Francois Hollande, First Secretary
of the French Socialist Party, told ArmInfo correspondent.

Speaking of US-Turkey relations in case of approval of this resolution,
the French politician said that these relations may "get cold" to
some extent.

F.Hollande noted that he doesn’t know whether this resolution will
be approved or not, but if administration in the White House changes

ARMENIA CONSIDERING BAN ON RUSSIAN POULTRY IMPORTS

ARMENPRESS
Sep 5, 2007

YEREVAN, SEPTEMBER 5, ARMENPRESS: Armenia announced today it would put
an embargo on poultry imports from Russia as soon as it receives an
official notification of a bird flu outbreak from Russian authorities.

The announcement made by Grisha Baghian, head of an agricultural
ministry’s department for food safety, comes after Russian media
reports that about 22,000 birds have been culled at a poultry farm
in south Russia’s Krasnodar Territory.

Baghian said though no instance of a bird flu was registered in
Armenia, the authorities are fully prepared to contain any possible
outbreak.

Armenian imports of poultry from Russia amounted to 4.5 tons last year.
