Today the world celebrates the International Poverty Challenge Day. In
1992 the UN Chief Assembly declared October 17 the International
Poverty Challenge Day.

According to the National Statistics Service in 2004-2007 the index
of poverty in the country has been significantly reduced. More than
300 thousands people managed to meet the poverty.

Since 2007 poverty in Armenia is not so much indeep. But still poverty
is a problem for Armenia as 25% of population is poor.

On October 16, 2008 Mr. Eneko Landaburu, Director General of External
Relations, European Commission, paid a working visit to Armenia. The
main purpose of the visit was to discuss European Union-Armenia
relations, European Neighbourhood Policy and ENP Action Plan
implementation, as well as regional issues and "Eastern Partnership
Initiative".

In the scope of his visit, Mr. Landaburu met with Armenian President
Serzh Sargsyan, Prime Minister Tigran Sargsyan, Minister of Economy,
Mr. Nerses Yeritsyan. Besides, he also met with the representatives
of Armenian opposition, Ombudsmen and former Foreign Minster Vardan
Oskanian.

Mr. Landaburu gave two exclusive interviews to Armenian TV channels,
namely Public TV of Armenia and Yerkir Media TV.

Several French Armenian youth organizations are planning to hold
functions, every Wednesday, beginning from yesterday, demanding to
include the bill condemning the denial of Armenian Genocide into the
agenda of the French Senate.

The functions aim at demonstrating that French Armenian youth condemns
denial policy. The young people will join around the slogan "We will
not allow" and in front of Luxemburg Palace (where the Senate is
located) they will put an informational tent to represent the harm
of denying genocides.

Day.Az interview with famous political scientist and diplomacy Fikret
Sadikhov.

– How do you assess the result of presidential elections in Azerbaijan?

– One of Russian analysts have recently voiced an opinion according
to which "Azerbaijan is already not an eastern despotic government
but not yet a European democracy". I have always been surprised at
the inclination of some Russian political scientists to libel, use
of models and other demonstration of inability to judge reasonably,
based on existing facts and realities, inability or unwillingness to
demonstrate their personal but not repeatedly voiced, often mistaken
thesis of someone else.

Naturally, each country has its own individual way of development. But
Azerbaijan adheres to all standards of democracy. And the elections,
held in our country in conditions of openness, transparency, pluralism
of opinions is another proof of it. I am confident that elections
in Azerbaijan were held better than in neighbor Georgia and Armenia,
where opposite opinion was suppressed and bloodshed was committed by
the powers of these countries.

Elections in our country were held normally and by the level of their
democracy Azerbaijan was quite equal to the developed countries of
Europe, which has old traditions of democratic development.

– You have started the interview with recalling Russian political
scientists. Is the level of democracy higher in Azerbaijan or in
Russia?

– I would not draw parallels between Russia and Azerbaijan for the
level of democracy in Azerbaijan is quite high, the level of political
culture in the society is also high. Azerbaijan enjoys freedom of
speech, thought and expression of will. At the current presidential
elections in our country all components of the democratic development
of the country promoted conduction of open and transparent elections,
which were highly evaluated by all international observers.

In the result, most people of our country willfully voted for working
president of Azerbaijan Ilham Aliyev, who embodies the youth and
political maturity, political pragmatism and European traditions. The
choice of people, under preservation of all components for free
and open will expression by the people, is a proof of Azerbaijan’s
adherence to democracy.

– Georgia, which has no economic attractiveness, has gained great
profits from the use of an image of "an island of democracy in the
Caucasus". Do you think Azerbaijan will be able to outstrip Georgia
and become the most democratically developed country in the region
after the presidential elections, which were held democratically by
assessments of all international experts?

– First all, the political support of the United States and some
European states to the current leadership of Georgia is not connected
with the level of democracy in this country. We have all witnessed
that the current powers of Georgia can apply force against opposition,
send army to the Tbilisi streets in order to avert meetings of those,
who do not agree with the results of the elections in this country and
put pressure on freedom of speech. It all proves that today Georgia
is the US outpost in the South Caucasus region, just like Armenia,
which is considered Russia’s outpost.

In this connection, I think it is incorrect to speak of the democracy
level in Georgia. Moreover, it is incorrect to compare the level of
democracy in Georgia and Azerbaijan. Our country holds an absolutely
independent, multi-directional external policy and the presidential
elections here are transparent, democratic, witnessing no use of force
by powers against those, who think differently, like it was in Georgia.

– In this case, how do you see the next five years for Azerbaijan?

– I think in the coming five years Azerbaijan will strengthen its
leadership in the South Caucasus region. Our country will pay
a special attention to the non-oil sector, continuing to gain
more from the status of a supplier country and a transit state
for hydrocarbons. Measures will be taken to fortify the internal
political stability in Azerbaijan and multi-directional external
policy will continue.

As for the Nagorno Karabakh conflict, all men of sense understand that
the status, which Nagorno Karabakh had had before 1988, will never
be returned again. But I am sure that significant steps will be taken
soon for the resolution of the Karabakh conflict in Azerbaijan’s favor,
taking into account the territorial integrity of our country.

ArmInfo. Armenian Human Rights Defender (Ombudsman) Armen Haroutyunyan
calls on the Police of Armenia to act within the frames of Constitution
and legislation and not to restrict citizens’ constitutional rights.

As the ombudsman’s office told ArmInfo today, on October 13 having
received a signal, the rapid response team of the ombudsman’s office
went to the crossroad of Mashtots Ave and Tumanyan Str, where the
police was hindering an action in favor of sanctioning the opposition’s
rally. At that time there were about 50 people who wanted to hold
a procession despite the lack of the relevant permit. Moreover, the
action participants said that policemen wearing civilian clothes took
away the megaphone from the demonstrators and were roughly pushing
them. A bit later the police allowed them to hold the procession
without a megaphone. As a result, the crowd told the police not
to hinder the procession. Almost 50 policemen started pushing the
demonstrators towards the Northern Avenue and in the presence of
the rapid response team of the ombudsman’s office they took away
the second megaphone from the participants, the source says. "The
representatives of the human rights defender completely fixed what
had happened, and in this connection we call on the Police of Armenia
to act within the frames of the Constitution and legislation and not
to restrict Armenian citizens’ constitutional rights", the statement
of the ombudsman’s office says.

the August events, engendered some neighbor states’ intention to make
good at its expense, Segodnya Russian newspaper reports.

In an article titled "Who will have Georgia’s remnants?" the newspaper
reminds of some Azeri media reports about Azerbaijan’s plans to
grant Azeri citizenship to residents of Georgia’s Kvemo-Kartli
region. Besides, it was reported that Ankara will urge Tbilisi to
grant de facto autonomy to Ajaria and repatriate Turks Meskhetians.

"Some Russian political scientists have already supported the
idea. Orientalist Alexander Sotnichenko thinks that such plans
prove that both Turley and Azerbaijan label Georgia as a failed
state. The fact that a maniac came to power in Georgia is not a reason
to partition this country. In other words, Russia is interested in
change of power but not in destruction of Georgia. Furthermore, the
shift of regime is in the interest of Georgia itself, since it will
save the country from human and territorial loss," the article says.

YEREVAN, October 14. /ARKA/. Armenian Premier Tigran Sargsyan discussed
the world economic crisis issue with IMF Managing Director Dominique
Straus-Kahn, the Press Secretary of the Premier Diana Mnatsakanyan
reported.

The sides discussed oil price reduction trends and their possible
impact on the Armenian economy, the press release says. They also
considered possible opening of an IMF representative office in Yerevan
to support reforms implemented in Armenia. The sides agreed to discuss
the issue on opening an office once again in November when an IMF
delegation is in Yerevan.

Armenian Premier Tigran Sargsyan is in Washington from October 9 to
October 15 to participate in an annual forum of the World Bank and
the International Monetary Fund. The Armenian delegation consists
of the country’s Minister of Economy Nerses Yeritsyan, Minister
of Finance Tigran Davtyan Advisor to President on Economic Issues
Vahram Nersisyants, Head of Government Staff David Sargsyan, Chairman
of the Central Bank Arthur Javadyan, Deputy Foreign Minister Arman
Kirakosyan Armenian Ambassador to the USA Tatul Margaryan and other
officials.

Church Of Holy Sepulcher In Danger

CHURCH OF HOLY SEPULCHER IN DANGER

In danger of collapse is the historic Deir al-Sultan monastery located
on the roof of the Church of the Holy Sepulcher in Jerusalem. This
church is one of the most sacred sites in Christendom. It is the site
both of Golgotha, where Jesus was crucified and also the place where
Jesus was buried, the sepulcher.

A great fear that the monastery’s two chapels and tiny rooms where
its monks live could crumble causing great injury to the countless
visitors as well as the monks who live there as well as the ancient
Church of the Holy Sepulcher.

Recently an engineer examined the structures and reported that the
complex was a "danger to human life." Back in 2004 the Interior
Ministry said it would pay for renovations. Due to a dispute between
the Ethiopian Orthodox Church, the clergy lives at the site and also
the Coptic Church who claim ownership. These two parties cannot reach
an agreement that would allow renovations to proceed. The fact has been
made clear through The Interior Ministry to various church officials
down through the years that it would pay for the work if the various
ownership problems would be resolved among the denominations.

Archbishop Matthias, the head of the Ethiopian Church in Jerusalem
sent a letter recently to Interior Minister Meir Sheetrit and also to
the minister in charge of Jerusalem affairs, Rafi Eitan. He warned
them of the condition of the complex as well as his unwillingness
to come to an agreement with the Copts. The archbishop said, "This
condition is completely unacceptable to us, since we do not recognize
any right of the Coptic Church in the area in question. Moreover,
it is inconceivable that the implementation of emergency repairs
at the holy site would be conditioned on the consent of the Coptic
Church. Indeed, there is disagreement between us and the Coptic Church
regarding the rights at the site in question, but that is precisely
the reason we are turning to the Israeli authorities, as a neutral
factor, to carry out the necessary repairs."

An engineer’s report the church commissioned was submitted by
Yigal Bergman of the construction supervision firm Milav, has
written including others things stating that the complex was in a
"dangerous state of construction. The structures are full of serious
engineering damage that creates safety hazards and endangers the
lives of the monks and the visitors. This is an emergency, also due
to the immediate danger to the site that would damage other parts of
the nearby churches." Also he shared the dangerous problems in the
electrical and sewerage infrastructure of the ancient buildings.

The Deir al-Sultan monastery contains 26 small rooms that are used for
Ethiopian monks, also four services and storage rooms, a large open
courtyard and two chapels that are located one above the other. You
enter this area from the courtyard and exit into the entrance plaza
of the Church of the Holy Sepulcher below.

It is Far from the first dispute between the denominations that share
space in the Church of the Holy Sepulcher in regards to its maintenance
and also the use of its various areas. The three large denominations
that have control of the church are the Greek Orthodox, the Armenian
Orthodox and the Roman Catholics. The smaller denominations rights in
the church are the Ethiopian Orthodox and the Copts and included in
this is the Syria Orthodox. One of the disputes that are known between
the communities surrounds the question of which denomination has the
right to remove a ladder that was placed on a ledge outside an upper
floor window in the 19th century. The ladder stands there to this day
above the main entrance to the church because no agreement can be made.

President Sargsyan Leaving For Bishkek

PRESIDENT SARGSYAN LEAVING FOR BISHKEK

President Serzh Sargsyan is leaving for Bishkek today to participate in
the sittings of the Council of Heads of State of CIS member states and
the Interstate Council of the Eurasian Economic Community (EvrAzES).

The delegation headed by the President of Armenia comprises Foreign
Minister Edward Nalbandian, Permanent Plenipotentiary Representative
of Armenia in CIS structures, Armenian Ambassador to Belarus Oleg
Yesayan, other officials.

The sitting of the Council of CIS Presidents will be opened with the
meeting of the Heads of State, which will be followed by a meeting
in an enlarged format.

The Commonwealth leaders will discuss a broad framework of issues
related to the strategy of economic development of CIS until 2020,
cooperation in the energy sphere in 2009, as well as the further
development of the Commonwealth and the cooperation between member
states in different spheres.

In the capital of Kyrgyzstan President Sargsyan will participate
in the sitting of the Eurasian Economic Community. Armenia has the
status of an observer in that organization.

Armenian-Indian Center To Open In Yerevan

ARMENIAN-INDIAN CENTER TO OPEN IN YEREVAN

YEREVAN, October 8. /ARKA/. Armenia’s Government approved today
Armenian-Indian memorandum of understanding on the opening of a center
for information and telecommunications technologies (ITT) in Yerevan.

"The memorandum will help attract scientific workers and support
employment," RA Minister of Economy Nerses Yeritsyan said at today’s
government meeting.

The minister believes the center will help prepare skilled
ITT specialists, attract more investments in Armenia and boost
exports.
