Karabakh troops thwart a fresh infringement attempt by Azerbaijan

The Azerbaijani side undertook an infringement attempt at about 23:20 last night, the NKR Ministry of Defense reports.

The front divisions of the NKR Defense Army were quick to spot the advancement of the rival pushed the Azeri troops back to their initial positions.

The Defense Army incurred no losses as a result of exchange of fire.

The Ministry said the rival suffered losses, but probe into details is still under way.

The Azerbaijani side fired more than 12,000 shot in the direction of the Armenian positions on March 7-8, forcing the Defense Army take retaliatory measures.

The Defense Ministry also dismissed earlier reports, claiming that the Armenian side had opened fire at shepherds in the direction of Chaylu village.

 

ISIS makes life threats to Facebook, Twitter heads

The dreaded Islamic State miltant group has made life threats to Facebook founder Mark Zuckerberg and Twitter CEO Jack Dorsey in a new video which shows their photos riddled with digitally added bullet holes, mocking the social media websites’ attempts to block terrorist content from their platforms.

In the 25-minute video, the IS claim they are fighting back against efforts by the social media giants to wipe their platforms of accounts promoting terrorism.

The video includes a direct threat to the tech entrepreneurs, branding them allies of the American “Crusader government”.

Pictures of Zuckerberg and Dorsey can be seen being blasted with a hail of bullets in the amateur footage which emerged. The video, titled “Flames of the Supporters” and released by a group calling themselves “the sons of the Caliphate army”, ends with a direct threat to the two men, ‘The Sun’ reported.

A slide toward the end of the video reads, in English: “To Mark and Jack, founders of Twitter and Facebook and to their Crusader government. You announce daily that you suspended many of our accounts and to you we say: is that all you can do? you are not in our league. If you close one account we will take 10 in return and soon your names will be erased after we delete you sites, #Sons_Caliphate_Army”.

In a separate slide, they also claim to have hacked more than 10,000 Facebook accounts, 150 Facebook groups, and more than 5,000 Twitter accounts.

Russian footballer faces UEFA disqualification over Putin shirt

Bottles were thrown at Lokomotiv Moscow’s team bus and a Russian player sparked controversy on the pitch with a picture of Vladimir Putin on his vest in a game against Turkish side Fenerbahce on Tuesday, the Associated Press reports.

Turkish police detained three people after bottles were thrown as the bus headed for the Europa League match in Istanbul’s Sukru Saracoglu Stadium.

Police said the three people were drunk and that one of the bus’ windows was slightly cracked.

Turkish media reported that those responsible were Fenerbahce fans.

Lokomotiv is almost certain to face disciplinary action from European soccer’s ruling body after its midfielder Dmitri Tarasov pulled off his shirt to reveal a portrait of Putin and a slogan supporting the Russian president on his vest.

Beneath the portrait of Putin, who is wearing a Russian navy cap in the picture, the vest read in Russian: “The most polite president.”

Political statements are not allowed by UEFA at its competitions.

Tarasov later defended his behavior, telling Russian agency R-Sport: “It’s my president. I respect him and decided to show that I’m always with him and prepared to give my support.

“What was written on that shirt was everything that I wanted to say.”

Late last year, UEFA rejected calls to separate Russia and Turkey in the draw for this summer’s European Championship – and also the two countries’ clubs in the Europa League draws.

Tuesday’s first leg match was in the Europa League’s Round of 32.

Lokomotiv lost the game 2-0.

Russia Sends humanitarian aid to Latakia residents

Two Russian Il-76 planes have delivered some 50 metric tons of Russian humanitarian aid for residents of conflict-torn Syria, reports.

The cargo includes food, medicine, clothing, school supplies, as well as toys and treats for children. It will be distributed among residents of cities blocked by militants from terrorist organizations, such as Islamic State.

Earlier, a new batch of humanitarian aid prepared jointly by Russia and Syria was delivered to the Syrian city of Deir el-Zour (ez-Zor), besieged by IS militants.

EAFJD comments on results of the vote on anti-Armenian reports at PACE

Today the Parliamentary Assembly of the Council of Europe (PACE) held a heated debate on two reports on Nagorno-Karabakh: “Escalation of violence in Nagorno-Karabakh and the other occupied territories of Azerbaijan”, by rapporteur Robert Walter (UK) and “Inhabitants of frontier regions of Azerbaijan are deliberately deprived of water,” by rapporteur Milica Marković (Bosnia and Herzegovina). The Parliamentary Assembly rejected the report by Walter and adopted the report by Markovic.

Since November 2015, the European Armenian Federation for Justice and Democracy (EAFJD) had carried out extensive work in 20 Member States of the Council of Europe, elaborating on the essence of the reports and exposing their biased character. The European Armenian Federation was also in Strasbourg and closely followed the vote.

Both draft resolutions evidently lacked thorough, impartial research, selectively left out crucial facts and in general cause harm to the negotiation process of the Nagorno-Karabakh conflict. The OSCE Minsk Group had previously issued statements, the latest one being a joined press release, urging PACE not to undermine the negotiation process.

The rejected draft report by Robert Walter was evidently a word-for-word reflection of the official Azerbaijani and Turkish stance on the Nagorno-Karabakh conflict. In her report, Milica Markovic, who never visited the reservoir, used this humanitarian issue as a pretext in order to make highly biased statements on the Nagorno-Karabakh conflict in general. A brief comparison of the draft resolution and of the technical report, which should be the basis of the draft resolution, makes it clear that Ms. Marković deliberately exaggerated the consequences of potential danger. On the other hand, she left important facts, stated in the technical report, out of the draft resolution, since this information did not fit in with her biased intentions.

EAFJD President Kaspar Karampetian said: “Today the Council of Europe rejected the highly biased and inflammatory report by Robert Walter. Thus, the results of today’s vote can be generally considered positive. The current Azerbaijani Government and Mr. Walter did not succeed in their efforts of using the Council of Europe as an instrument for anti-Armenian war-rhetoric. It was encouraging to see the level of support and mobilization.”

“Unfortunately, the Parliamentary Assembly of the Council of Europe adopted the rather partial report by Milica Marković on the Sarsang reservoir. It is clear that since the beginning Ms. Marković intended to use this humanitarian issue in order to draft a report reflecting the Azerbaijani perspective on the Nagorno-Karabakh conflict,” stressed Karampetian.

“Now the task of the Armenian diplomacy should be raising awareness on the environmental and human rights problems of the Armenian citizens in bordering areas, facing similar problems, caused by Azerbaijan” concluded the President of EAFJD.

PACE adopts report on Sarsang water reservoir

With 98 votes for, 71 against and 40 abstentions the Parliamentary Assembly of the Council of Europe voted to adopt the report on Sarsang water reservoir. The report titled “Inhabitants of frontier regions of Azerbaijan are deliberately deprived of water” was prepared by  Milica Markovic of Bosnia and Herzegovina.

The Assembly earlier a biased anti-Armenian report on “Escalation of violence in Nagorno-Karabakh and the other occupied territories of Azerbaijan.”

Canadian Armenian community maintains support for Syrian refugees

By the time 10,000 Syrian refugees have arrived in the country, Canadians will have fine-tuned their welcome act into a national ritual.

Tuesday was expected to be the day that the 10,000th Syrian refugee arrives in Canada. Two planes carrying 465 refugees were scheduled to arrive at Toronto Pearson International Airport sometime Tuesday, although it’s not known when they will land. Pearson reported some flight cancellations and delays due to snowy weather conditions earlier in the day.

A plane carrying 155 was also bound for Montreal.

When they land, hundreds of volunteers and aid workers will have already arranged shelter, food and clothing for their first night in Canada. Most refugees who land in Toronto will stay at a hotel such as the Toronto Plaza Hotel in North York, where they will find a hot meal and even winter coats.

From there, many will be picked up by volunteer private sponsors who have helped set them up with an apartment and guarantee their financial security for at least one year.

About half of the refugees who have arrived so far have been privately sponsored by groups such as the Armenian Community Centre of Toronto. Since Dec. 10, when the first plane arrived, the centre has accepted more than 700 refugees, says one of the refugee sponsorship organizers, Apkar Mirakian.

It was during that first arrival, Mirakian said, that the refugees started what became a kind of welcome tradition. Instead of bee-lining for the community centre, where they would meet their sponsor family, they headed straight to the adjacent church.

“They wanted to go to the church, because they had to thank God and Canada. God because he gave them an opportunity for living now, and Canada because it gave them an opportunity to live in Canada,” Mirakian said.

Mirakian said that volunteers have been doing everything to make sure the Syrian’s transition to Canadian life is as smooth as possible, but that there are no guarantees.

“I hope there won’t be any regrets, when they don’t find a job or they come into difficulty. We’re trying to keep them — nobody falls through the wire mesh, we’re trying to hold them all together,” Mirakian said.

The biggest obstacles facing refugees right now are finding shelter and work.

“The rest will fall into place, when they’re working and have a place to live.”

Right now, most refugees are spending their first night in Canada at a hotel near the airport. But when vacancies run out — possibly as early as next week — refugees will be headed to Canadian Forces Bases Valcartier, Kingston and Borden.

Space is available for 6,000 people at various bases and facilities throughout Ontario and Quebec, with an additional 7,000 spots also in reserve if needed, the Forces say on their website.

The Red Cross is working with the government to prepare the bases in advance. Chiran Livera, a spokesperson for the organization, said the Red Cross Canada doesn’t expect any refugees to arrive at the military in the next few days, but that they are prepared to welcome them as soon as they are needed.

“We’ve been on the bases for the last couple of weeks now,” Livera said. “We’re ready to go.”

It might not be ideal — escaping war-torn Syria only to spend your first few nights on a military base. But Livera said the facility is well equipped and provides a lot of services, such as private rooms, recreational facilities and internet access.

“In that sense it’s like a little town,” he said. “For sure there will be soldiers there doing their regular work that they normally do, but I think everyone is there to support the refugees and they will receive a very hospitable welcome.”

Approximately 70 Canadian Armed Forces members have returned from Jordan and Lebanon, where they were part of a broader government effort to bring 25,000 Syrians to Canada by the end of next month.

“All it takes is seeing one little one the same age as my daughter — smiling because they are going to Canada,” said Maj. Drew Willis, who was among 68 soldiers who arrived to waiting family members early Tuesday at Canadian Forces Base Gagetown in New Brunswick.

About 150 soldiers remain overseas helping process applications and conduct medical tests on the thousands of Syrians who are still passing through the screening process.

Mirakian, who is of Armenian origin, said that when he immigrated to Canada in 1967 he was overwhelmed by the help that Canadians gave him, and he wants to repay the favour.

“That’s why I want to help, that’s why I’m here. Because I’m a Canadian of Armenian origin and Canada has always taught me to be a different man than the rest of the world,” he said.

Armenia’s UN Amb. elected President of the Executive Board of UNDP, UNFPA and UNOPS

On 11 January, Armenia’s Permanent Representative to the United Nations, Ambassador Zohrab Mnatsakanyan was elected President of the Executive Board of the United Nations Development Programme’s (UNDP), UN Population Fund (UNFPA) and UN Office for Project Service (UNOPS), the Organizations’ governing body, for a one-year term.

The Executive Board is made up of representatives of Member States and is mandated by the UN General Assembly to provide inter-governmental support to and overall supervision of the activities of UNDP, UNFPA and UNOPS. The Board meets three times a year ensuring that the three Agencies remain responsive to the evolving needs of programme countries.

“2016 will be a pivotal time for our Board and sister-agencies in light of the recent adoption of the new set of the Sustainable Development Goals (SDGs). The year will also be critical in view of the mid-term review of the strategic plans for 2014-2017, as well as the upcoming discussions of the new cycle of Quadrennial Comprehensive Policy Review, which remains the main political mechanism for member states to assess the effectiveness, efficiency, coherence and impact of the UN development system’s support to national development efforts”, – stated Ambassador Mnatsakanyan in his acceptance remarks.

Award-giving ceremony at NKR President’s Office

On 28 December a solemn ceremony of awarding individuals registered outstanding achievements in various spheres of the republic’s life and a group of the Defense Army’s servicemen and freedom fighters took place at the Artsakh Republic President’s residence. Artsakh sportsmen who registered high results in 2015 were handed in financial rewards.

In his speech President Sahakyan underlined that the state valued and appreciated very much the patriotic activity and service expressing hope that the awards would give impetus to raising the work efficiency on a consistent basis.

The Head of the State congratulated the attendees on the coming New Year and Christmas wishing everyone peace, robust health, happiness and all the best.

Primate of the Artsakh Diocese of the Armenian Apostolic Church Archbishop Pargev Martirosyan, National Assembly chairman Ashot Ghoulyan, premier Arayik Haroutyunyan and other officials partook at the ceremony.

Russia says Turkey’s statements on Karabakh ‘destructive’

Turkey’s statements on Nagorno Karabakh are destructive, Russia’s Permanent Representative to the OSCE Alexander Lukashevich has said.

Ankara declared earlier it would do its utmost to ensure the “return of territories in Nagorno Karabakh to Azerbaijan.”

“The attempts to defend one of the parties to the Karabakh conflict are destructive and cannot have any continuation,” Lukashevich said, speaking to Rossiya-24 TV Channel.
