Dear Construction Workers,

Ladies and gentlemen,

I warmly congratulate you on your professional holiday – Construction
Worker’s Day and wish you all robust health and every success.

Any professional holiday is a good opportunity for praising the
experts, as well as speaking about shortfalls openly and publicly.

I want to emphasize that construction inclusive of public sector
activities provides for a significant share in the GDP and provides
for a tangible amount of budget revenue. Your efforts give birth to
more beautiful, more durable and more reliable residential buildings,
as well as public, cultural, health care and sporting facilities,
bridges and roads.

The building sphere of republic has finished the last year with
appreciable enough results. It concerns to the construction which is
carried out both on budgetary funds, and due to a private sector. Work
of huge scale is done in a direction of school construction, is
especial in areas, numerous public health, cultural, sports objects
are constructed or repaired.

You may be aware of those ambitious programs formulated for this year.

However, the global financial and economic crisis forced us to
reconsider them. Some activities have been carried over to the
end-of-year.

Nevertheless, I am convinced that ow ing to my government’s anti-crisis
action, we will be able to minimize losses.

I do believe that crisis is just the moment for flexible thinking, as
well as for courageous and ambitious projects. Recently the Government
approved a program on launching a tourism center on the basis of
Tatev monastic complex. The establishment of an agro-tourism hotel
complex in Gokht community is under design. You may be well aware of
successful implementation of development programs available for Jermuk,
Dilijan, Tsahkadzor. Financing sources have already been identified,
corresponding timetables are out, and I do not see any obstacle for
their realization.

Dear builders!

I am convinced that you will henceforth be as much hard-working,
account taken of today’s challenges which imply efforts in the
direction of well-balanced territorial development, dealing with
ill-managed urbanization of the country, as well as the restoration
of architectural heritage and cultural – historical environment in
our towns.

You are entrusted the serious task of providing housing in the disaster
zone, improving living standards for vulnerable households and offering
higher quality of life for the population as a whole.

Once again, I congratulate you and wish you all creativity and
purposefulness in your difficult, but highly appreciated mission of
providing the population with high-quality, earthquake-resisting and
reliable buildings.

as the new permanent representative of Armenia to the United Nations.

Prior to this assignment, Nazaryan served as Armenia’s Ambassador to
the Islamic Republic of Iran.

The Initiative Group of the Republic of Artsakh collects signatures
in favor of the program to make the released areas a territory of
vital national interests and in favor of the establishment of a fund
to inhabit them.

The collection of signatures has caused some concern in
Karabakh. Imagine a person, who for many years has lived in an
information vacuum, and now young people turn to them calling to sign
up to the requirement of the liberated territories? The response is
unambiguous: "are you crazy? No one will ever allow this. Even the
Turks say that lands are conquered with blood". However, nevertheless,
they sign the appeal, because it is not about the surrender or the
protection of territories but their economic development.

The only thing, which they dispute, is that the development of
the liberated territories is seen in isolation from the rest of
Karabakh. "Did you go crazy? We have one land and we should develop
it all".

Anxiety in Karabakh is evident only in the eyes of people. The
country is being built, is developing, this year there has been un
unprecedented number of tourists in Karabakh, with the majority from
Armenia. Everyone wants to see the land for which the Presidents of the
United States, Russia and France made an unprecedented statement. A
country, the lands of which are controlled in words by anyone –
America, Russia, Turkey, and even Armenia, but in reality people
isolated from all over the world, who do not imagine all the noise
their land arouses in the world.

Different people join the collection of signatures: militaries,
civil servants, students. Perhaps under pressure of the "bottom"
the Karabakhi authorities, will finally seriously think to repair the
Stepanakert-Agdam-Martuni road, rather than to build a road bypassing
the domestic Agdam.

Ankara: Istanbul Modern to host major Sarkis Exhibit

ISTANBUL MODERN TO HOST MAJOR SARKIS EXHIBIT

Turkish-born Armenian conceptual artist Sarkis.

The Ýstanbul Museum of Modern Art will host a comprehensive
retrospective of works by well-known Turkish-born Armenian conceptual
artist Sarkis next month.

Born Sarkis Zabunyan in Ýstanbul in 1938, the Paris-based artist,
the recipient of the 1967 Prix de la Peinture a la Biennale de Paris,
is best known for his audiovisual installations.

Titled "Site," Sarkis’ upcoming show will cover all phases of
the 70-year-old artist’s half-century career. In the exhibition,
scheduled to open Sept. 10, Sarkis will review the different periods
of his art together for the first time in an attempt to reinterpret
and reconstruct them, Ýstanbul Modern said in a written statement.

Set to run through Jan. 10, 2010, the exhibition will be "a lavish
audio-visual feast whose menu begins with the gouache studies on
paper that the artist did in the early 1960s and continues with his
pitch-dark installations of the 1970s, with his institutionally
critical arrangements of the 1980s, with his neon studies of the
1990s and finally with his cross-cultural, interdisciplinary work,"
the museum said.

Sarkis will rebuild Ýstanbul Modern’s exhibition spaces into "a
vast city filled with evidence of his own past" for the exhibition,
"bringing conceivable aspects of Ýstanbul — locations, figures
and events — together" in his works, which will be summoned from
various museum collections, for the exhibition. "Site" will feature a
selection of Sarkis’ works from his own studio and from such leading
art museums and institutions as the City Museum of Modern Art in
Paris, the Museum of Modern Art Ludwig Foundation (MUMOK) in Vienna,
the Centre Pompidou in Paris, the Surp Pýrgic Armenian Hospital Museum
of Ýstanbul and the Hessisches Landesmuseum Darmstadt in Germany.

An extensive program of sidebar activities organized by Sarkis
at the museum will complement the works on display throughout the
exhibition. The museum’s movie theater will also offer a selection
of films that influenced the artist’s career.

Serge Sargsyan met with the students, who were given scholarships
from the "Luys" foundation. The students entered a number of famous
universities of the world. The Armenian Prime Minister Tigran Sargsyan
also took part in the conversation.

Serge Sargsyan congratulated the students for their success. He
noted that such an opportunity has been a dream for many youths,
which came true today. Serge Sargsyan stated that the possibilities
of the Luys foundation are increasing, and it is planned that this
initiative will be an example for analogue projects.

The students wondered how Serge Sargsyan imagines the future of the
students, who got scholarships from Luys, as even in case of good
education, a good job is not secured.

Serge Sargsyan stated that now there is a big problem of lack of good
cadres. Serge Sargsyan handed certificates to the students and wished

Medvedev Proposes That Russian Army Be Deployed Beyond The Country’s

MEDVEDEV PROPOSES THAT RUSSIAN ARMY BE DEPLOYED BEYOND THE COUNTRY’S BORDERS

/PanARMENIAN.Net/ RF President Dmitry Medevedev has introduced to
parliament a bill on reforming the federal law "On Defense". New
Amendments envisage procedures for establishing armed forces’ control
beyond Russia’s national territory, President said Monday in Sochi,
in a non-official meeting with parliamentary faction leaders.

As specified by Kremlin press service, amendments were elaborated in
compliance with clause 5 of recommendation appendix, drawn up after
President’s February 17 meeting with Federation Council members. They
are aimed at "creating a legal mechanism enabling President to
effectively use RF armed forces beyond the country’s borders."

President will be probably vested with the right to be the sole
decision maker in the sphere for repelling attacks against Russian
troops deployed beyond the country’s borders, repelling or preventing
aggression against another state, protecting RF citizens, combating
piracy and ensuring security of sailing vessels.

Formerly, president had to obtain Federation Council’s consent for
deploying armed forces beyond the country’s borders.

In July 2006, RA State Duma approved legislative amendments, enabling
President "to make decision on deploying armed forces detachments and
riot police forces beyond Russia’s borders, for combating terrorist
acts against Russia or Russian citizens or stateless individuals
residing in Russia."

The amended version of the appendix concerning emergency situations
reads as follows: "repelling aggression" or preventing possible
aggression against third states.

Jermuk, timed to the 80th anniversary of the legendary Armenian chess
player and 9-th World Champion Tigran Petrosian.

The ceremony was opened by the president of Armenia Serzh Sargsian,
who, in his welcome address congratulated the participants of the
tournament and expressed his gratitude to grand master Levon Aronyan
for his brilliant achievements in the international arena.

"Today, Armenia has been the focus of the chess world. To conduct a
tournament of such level as FIDE Grand Prix is honorable for every
country. It is no coincidence that this tournament is taking place
in Armenia, and dated to the 80th anniversary of Tigran Petrosian,"
the President of the Republic of Armenia said.

settlement process, the state of democracy in Armenia, in particular
the situation regarding the political prisoners and prospects of the

August 7 meeting of the first Armenian President Levon Ter-Petrosian
and the U.S. Co-Chair of the OSCE Minsk Group Matthew Bryza.

The Karabakh conflict must have a peaceful solution, Collective
Security Treaty Organization (CSTO)

Secretary General Nikolai Bordyuzha said in a Moscow-Yerevan TV bridge
dedicated to the CSTO informal summit.

"I hope that meetings between the Armenian and Azerbaijani presidents,
which have intensified lately, will bring practical results.

There is no alternative to the peaceful settlement of the Karabakh
conflict. Last year’s events in the Caucasus showed that the use of
force does not help to resolve problems," he said.

Bordyuzha welcomed the active and efficient work of the OSCE Minsk
Group cochairmen.
