Two regional electric power sharing arrangements are being discussed
at the moment, both involving Georgia and Russia. The first model
would link these two countries to Armenia and Iran, the second to
Azerbaijan and Turkey.

At the end of November the Armenian parliament approved an agreement
with Georgia and Iran and in December Baku expressed its interest
in connecting a regional network, when Marlen Askerov, the vice
president of Azerbaijan’s state electric company Azerenerji OJSC,
invited Russia to join Georgia and Turkey in electricity sharing.

Russia’s interests in Armenia’s energy sector-a Russian company
operates the Metsamor nuclear power station-was foreseen as a
possible obstacle to cooperation with Azerbaijan. However, whereas
Baku is yet to comment on the issue, Armenian Energy Minister Armen
Movsesian recently said Armenia would not oppose Russian cooperation
with Azerbaijan.

"Every country has the right to cooperate with its neighbors on
regional projects including those in the energy sphere," he stated.

Tomorrow Komitas Quartet will stage a concert at the Chamber Music
House after Komitas. The group will perform Komitas, Aslamazyan,
Shostakovich.

The art head of the quartet, Edward Tadevosyan, told a news conference
today that the concert is dedicated to the 110th anniversary of famous
violin player Sargis Aslamazyan. Tomorrow, the presentation of the
quartet’s DVD will also take place. Deputy Culture Minister Karine
Khodikyan said that after the concert Edward Tadevosyan will be awarded
with the golden medal of the culture ministry for his contributions
in the music art and also in relation to his 60th birthday. Several
musicians of the group will also be awarded with gold medals.

Komitas quartet was established in 1924. In 1932, the government
awarded the quartet with high name of Komitas.

Ural Airlines keeps selling more and more tickets online. E-tickets
for two more flights (Yekaterinburg-Yerevan-Yekaterinburg flight 2949
and Yekaterinburg-Prague-Yekaterinburg flights 701 and 702) became
available in November 2007. This means e-tickets are used for three
of the carrier’s flights (including a flight to Dubai that has been
using e-tickets since September 2007). Over 300 e-tickets are sold
every month.

The new technology is gradually being employed for flights bound
for Moscow and Saint Petersburg; so far, e-tickets have been made
available for the airline’s staff, but very soon, businesses will be
able to use them, too. The carrier is now busy communicating with the
sales agents who will have to deal in e-ticket sales, the company’s
press officer reports.

E-tickets make the check-in much easier, as all the information about
a passenger gets stored on the company server, so a passenger only
has to have a passport with him or her at the airport. This means one
can buy tickets for relatives or friends who live in a different city,
as they will only have to arrive in time for the check-in.

E-tickets are now available at Ural Airlines’ booking offices
and from their authorized agents (the list is located at

of the former USSR, said Nugzar Ashuba, chairman of the Abkhazian
National Assembly.

Ashuba reminded that Abkhazia more than Kosovo deserves independence,
since the Kosovo issue under the UN consideration is not identical
to the situation.

South Ossetia, Abkhazia and Transnistria are not independent states
and suffer from economic sanctions and embargo imposed on them. If
recognized by the international community, the pressure will alleviate,
according to him.

When asked about Abkhazia joining Russia, Ashuba said, "To become a
part of a state it’s necessary to become a subject of international

Italian ambassador to Armenia Massimo Lavetso
Cassinelli and General Antonio Zambuko. The meeting
was connected with the appointment of General Zambuko
in Armenia as a military attaché.
In the words of defense ministry press secretary,
Harutunyan voiced his hope that the military
cooperation will boost on both sides during the tenure
of Mr. Zambuko.
During the meeting, the sides reflected on the
bilateral political and economic cooperation between
the two countries underscoring the necessity to deepen
that cooperation in the military. The general
expressed readiness to support the military reforms in
Armenia, particularly in the introduction of special
civil service. He suggested deepening military
cooperation in military education, military medicine,
peacekeeping operation and preparation of military
pilots.

Azerbaijani defense minister on the probability of war. Probability of
war has always been 100 percent,’ said Vahram Atanesyan, the chair of
the NKR National Assembly Committee of External Relations.

`The problem is which party is inclined to resolution through war. The
approaches toward this are opposed, and unfortunately the Azerbaijani
side will try hard not to have agreement reached. This is the current
line of the Azerbaijani diplomacy,’ Vahram Atanesyan said. `Different
interpretations of the mediators’ proposals are natural because
diplomacy is when each side interprets the proposals to favor their
interests.’

`Judging from the statement of the Azerbaijan foreign minister in
Madrid, the only unsettled issue is the status of Karabakh, although
this is what the minister denies,’ he noted.

`Apparently, Azerbaijan tends to see the future status of Karabakh
within the borders of Azerbaijani SSR. They focus on internal
self-determination, while the Armenian side views self-determination
in a different light. The situation is complicated because Karabakh is
unready to perceive this methodology of settlement, and this is the
reality. I think this methodology does not match the mood of the

Pair arrested in green card marriage that resulted from Web ads

A Russian woman blatantly stated her objective in her postings. Her
lawyer says she didn’t know such marriages were illegal.

When 24-year-old Yuliya Kalinina turned to the Internet in search of
a husband, she made it absolutely clear what she was looking for in a
relationship:

"Green Card Marriage — Will pay $300/month. Total $15,000," the
Russian national living in Los Angeles wrote in an ad placed on the
Craigslist website. "This is strictly platonic business offer, sex
not involved."

Just in case any would-be Romeos weren’t taking the hint, she added,
"NOT required to live together."

Kalinina’s direct approach was very attractive, drawing the attention
not only of the man who would marry her, but also of agents from U.S.
Immigration and Customs Enforcement.

After nearly two years of what federal prosecutors allege was a sham
marriage, Kalinina and her 30-year-old husband, Benjamin C. Adams,
were arrested last week at separate residences.

Prosecutors say Kalinina leased Adams a new Ford Mustang for his
trouble.

She also took care of the wedding arrangements: Performing the
ceremony was Dmitri Chavkerov, an Internet-ordained minister who also
happened to be Kalinina’s live-in boyfriend.

"I’d say it’s a fairly blatant example of marriage fraud," said
Assistant U.S. Atty. Curtis A. Kin, one of the prosecutors on the
case.

Robert Schoch, special agent in charge of ICE investigations in Los
Angeles, said it was the first criminal case he was aware of in which
people had allegedly used the Internet to engineer a fraudulent
marriage in hopes of obtaining a green card.

According to a criminal complaint filed in U.S. District Court in Los
Angeles, Kalinina began advertising in the personal ads section of
Craigslist in October 2005.

She posted at least eight ads, most of them titled "Green Card
Marriage — Will pay $300/month. Total $15,000."

According to the court papers, ICE agents also obtained e-mails from
Kalinina’s Google account in which she and Adams discussed their
potential marriage.

"How long does it have to last for?" Adams allegedly asked, according
to a Jan. 9, 2006, e-mail.

"Marriage will take 2-3 years (most likely 2)," Kalinina responded.

Adams then told Kalinina that he had bad credit and suggested she
lease a car for him in exchange for agreeing to marry her, the
complaint alleges. The two were married Feb. 17, 2006.

A month later, Kalinina leased Adams a 2006 Ford Mustang, the
documents state. That April, the couple filed paperwork seeking to
establish permanent residency for Kalinina.

When confronted by ICE agents months later, the documents state,
Kalinina and her boyfriend — the man who performed the marriage
ceremony — admitted that the marriage to Adams was a fraud intended
to obtain a green card. Marrying her boyfriend would have done
nothing to help her immigration status, because he is in the country
illegally.

Attorney Dale Rubin, who is representing Kalinina, said his client
has a pending asylum application but was concerned that it wouldn’t
be granted before she was due to leave the country.

He said Kalinina didn’t know it was illegal to marry for a green
card, which he said was evidenced by the blatant language in her ad.

"For some reason, if you’re from Russia, you think the way to get
around a problem is to throw money at it," he said.

Rubin also accused federal agents investigating the case of sitting
back and waiting for his client to commit a crime as opposed to
warning her that what she was proposing in the ad was against the
law.

"They knew about this from Day One," Rubin said, adding that agents
scanning the Internet discovered the ads well before the marriage
occurred. "Do they go to her and say you’re not supposed to go about
it that way? No. They wait until they have a crime."

Kalinina, a slight, soft-spoken blond, appeared in court Thursday,
handcuffed at the waist and wearing leg irons. She listened to the
proceedings through an interpreter as Rubin asked U.S. Magistrate
Judge Jennifer T. Lum to release his client on $15,000 cash bond.

Rubin told Lum that Kalinina was currently in the country legally,
had no previous criminal record and was facing a maximum of six
months in prison for her crime.

She also has a long-awaited hearing in her asylum case scheduled for
next Thursday, at which she will argue that she was persecuted in her
native Russia because of her Armenian heritage, he said. If convicted
of the marriage fraud, she would face deportation after serving her
sentence.

"She has every incentive to fight this case," he said.

Lum ordered Kalinina released on $25,000 cash bond and placed her on
home confinement with electronic monitoring.

Adams’ attorney, Deputy Federal Public Defender John Littrell,
declined to comment.

Susan MacTavish, a spokeswoman for Craigslist, said in an e-mail that
about 30 million ads are placed on the site each month and that users
routinely "flag down" inappropriate ones.

In addition, she wrote, "We use a wide variety of technical measures
to deter fraudulent activity, and are always working to add new ones.
Any ads that are against our terms of use and brought to our
attention we take down immediately, and we do work closely with law
enforcement when the occasion arises."

Frank Johnston, assistant special agent in charge of ICE
investigations in Los Angeles, said he wasn’t particularly surprised
by the blatant language in Kalinina’s ad.

"It’s just one example of what’s out there on the Internet," he said.

4 ratified the Agreement on Additional Financing of the Program on
Development of the Irrigaion Systems signed between the Republic of
Armenia and the International Development Association of the World
Bank on September 19, 2007. In accordance with this agreement, Armenia
will receive a 5 million-dollar credit with a 0.75% interest rate on
concessional terms. The credit is to be repaid in 2018-2027. It will be
used to develop intraeconomic networks of Armenia’s irrigation system.
