Armenia’s Justice Minister Hrayr Tovmasyan has relieved two employees
of Nubarashen plenipotentiary for inappropriate implementation of
duties, ministry’s press service reported.

Second degree specialist of medical services department Nerses
Martirosyan and security service junior specialist Toros Igityan were
dismissed with the minister’s decree after the service examination.

First deputy justice minister Grigor Muradyan has decreed to prolong
the term of examination with 18 days.

L’evento sabato 27 ottobre alle 17.30. Ingresso libero.

Sabato 27 ottobre, alla Fondazione Bottari Lattes di Monforte d’Alba
(via Marconi 16), i musicisti del Progetto Nor Arax (Ani Martirosyan,
pianoforte; Maurizio Redegoso Kharitian, viola; Stefano Zanoli, attore)
e Mkhitar Ketssyan (uno fra i più ricercati cantori armeni e musicista
di kamantcha) accompagneranno il pubblico in un viaggio a ritroso tra i
suoni e le parole della musica armena, dai nostri giorni a Sayat Nova,
il più celebre dei trovatori (“gousan”) e poeti armeni del Settecento.

Il concerto s’inserisce nel programma del festival EstOvest,
organizzato dall’Associazione Xenia Ensemble.

L’appuntamento, a ingresso libero fino a esaurimento posti, è alle
ore 17,30 nell’Auditorium della Fondazione Bottari Lattes. Segue un
aperitivo con degustazione di vini armeni e delle Langhe, offerto al
pubblico del concerto come occasione di confronto tra gusti e sapori
di territori diversi.

Fino al 28 ottobre, inoltre, nelle sale della Fondazione è ancora
visitabile la mostra “Pepi Merisio/Mario Dondero. Diario Fotografico”,
curata da Daniela Trunfio, che pone a confronto due grandi personalita
del fotogiornalismo italiano, presentando una settantina di scatti
in bianco e nero (ingresso gratuito).

Il programma dedicato alle sonorita armene è diviso in due parti.

La prima parte spazia dal padre della musica armena, Komitas, agli
autori più rappresentativi della musica del XX e XXI secolo, come
Aram Khatchaturian, Robert Andriassian, Arno Badadjanian, Hampartzoum
Limondjian, fino al giovane compositore armeno Hovik Sardaryan,
vincitore del concorso EstOvest 2012, al quale è stata affidata
un’opera per viola e pianoforte ispirata ai temi dell’illustre
trovatore. Questo repertorio musicale si mescola alla voce poetica
della letteratura armena, una lingua arcaica che nel secolo scorso ha
dato espressione al dolore e alla speranza di un popolo. Nelle opere
di Osip Mandel’stam, Elise Ciarenz e Daniel Varujan si racchiude una
panoramica di autori del ‘900 che proietta anche uno sguardo verso
il canto cortese di Sayat Nova.

La seconda parte è interamente rivolta a Sayat Nova (1712-1795): il
principe dei “Gusan” o “Ashik”, i trovatori armeni. È l’autore di un
migliaio di opere letterarie (oggi ne rimangono solo 220, per lo più
poesie), scritte in varie lingue: azero, armeno, persiano e georgiano.

Sayat Nova è quasi sempre raffigurato con il kamantcha, strumento
tipico di derivazione iraniana ma diffuso in tutta l’area caucasica
e mediorientale. L’arte dei Gusan – trasmessa da maestro ad allievo
tramite un lungo insegnamento orale ed individuale – è stata appresa
anche da Mikhitar Ketssyan, fra i solisti più ricercati al mondo e
fra i pochi ad incarnare il doppio ruolo di cantore e strumentista.

Nuova e ricca di prime esecuzioni mondiali, l’undicesima edizione
della rassegna EstOvest – in programma dal 19 ottobre al 9 dicembre in
varie sedi a Torino, Savona e nella provincia di Cuneo – privilegia
quest’anno la contaminazione tra vari generi, il contemporaneo e il
popolare, e diverse forme espressive, il suono e la parola.

Il Festival, oggi, è un punto di riferimento internazionale per le
avanguardie musicali. La rassegna è stata ideata dall’Associazione
Xenia Ensemble con l’intento di presentare al pubblico compositori
e musiche poco conosciute e provenienti da pesi lontani.

La rassegna è organizzata con il sostegno della Compagnia di San Paolo,
che ha selezionato l’iniziativa nell’ambito dell’edizione 2012 del

Azerbaijani national writer, journalist and co-chair of the Presidium
of the International Literary Fund, the Secretary of the Union of
Writers of Azerbaijan Chingiz Abdullayev spoke at the Annual Forum
of Azerbaijani Youth Organization of Russia “AMOR: Uniting Hearts”,
held from 12 to 13 October, Moscow.

It is clear that what is happening in the world is the clash of
civilizations, which, unfortunately, is artificially fomented and
provoked. For example, I still do not understand why it was necessary
to allow the creation of the well-known film, because of which there
was a pogrom on U.S. embassies and even the murder of the U.S.

ambassador to Libya – “Innocence of Muslims.” Why should people hold a
public burning of the Koran? I cannot say that I am a religious person,
but I cannot understand why they should offend one religion in favour
of another. I’m against offending all religions; people should not
insult the Prophet Muhammad, as well as Christ or Moses or Buddha.

Similarly, people should not burn either the Bible or the Koran or
the Torah. But when this is done, you realize that this is done on
purpose, and this causes a conflict of civilizations. It is believed
that it will be possible one day to use it in our society, I now have
in mind the whole world, and there is really no alternative to the
policy of multiculturalism. The alternative is universal hatred. The
alternative is when the weakest are oppressed. The alternative is when
minorities are oppressed in their own country. We who passed through
the Karabakh events understand why such a people, peace-loving,
good-natured, friendly, not prone to aggression, as the people of
Azerbaijan, could be raised to the state of this terrible conflict.

Now, of course, we realize that it was a package which demonstrated
the actual state of the Soviet Union, and that this is not a religious
conflict because a Muslim and Shiite state, Iran, supports Armenia,
and an Orthodox state, Georgia, is often on the side of Azerbaijan.

Nevertheless, it was a package, from which many events began.

Unfortunately, the official media do not write about what followed
next, and I’m sure that if I ask you to raise your hands many will
not even be aware that after the collapse of the Soviet Union, for
example, in Tajikistan every sixth man suffered, and the president
of Tajikistan was hanged on a monument to Lenin. Entire villages
were burned. Then, in 1992, the media did not wrote about it –
Gaidar’s government was here, in Moscow, and it was not allowed to
write about it. The American ambassador, who later worked in Baku,
was evacuated by Russian tanks. There is such a stupid argument:
“We collapsed without a lot of blood.” This is absolute nonsense: we
collapsed with a lot of blood. Therefore, an alternative, I repeat, is
always national intolerance and ethnic hatred. And the fact that today
in Europe right-wing parties are gaining the support of the population
and a lot of votes still shows a trend. So, the only way is continuing
to increase cultural education among minorities and bringing them
to the level of the country in which they live. Culture is the only
vaccine against barbarism. But if we reject these minorities – I now
have in mind states with a majority of indigenous people – of course,
the policy of multiculturalism is bound to be an absolute failure. So,
we need to approach this more intelligently, or fascist-nationalist
parties will win. In America, where for so many years, it would seem,
even before 1960s, before Martin Luther King, there was a dark-skinned
oppressed minority, an African-American was elected president of the
United States, though it was almost unbelievable. You know, I would
still not consider that this fact shows a big American victory of
the democratic majority, because they recognize that this is still an
exception to the rule, and the number of blacks both in the Senate and
in Congress does not correspond to the number of the population. But,
nevertheless, it is certainly a great indicator. Is it possible
in other states, for example, in Europe, I mean the victory of the
representative of any minority? I’m not sure of it. And now I say a
nastier thing; I guess, being Azerbaijani, I should not speak about
this, but this will make us think. On the one hand, we always blame
those countries in which there are national minorities that they take
the wrong approach and have improper contact with them – this, by
the way, is written all the time to Vladimir Vladimirovich Putin. On
the other hand, very recently – I have this video in the phone in my
pocket – I specially filmed several queues: a queue to the Van Gogh
Museum, to the Louvre Museum, and to the Orsay museum. I repeat, I
can demonstrate these queues on the phone. Two thousand people stood
in a queue to the new exhibition of Van Gogh’s masterpieces. I reached
its end. My son said to me softly, “Dad, you know, we’re the blackest
people in this crowd.” The two thousand people were Europeans and
Americans. There was not a single Arab. There was not a single woman
in a hijab. There was not one black. I saw two African-Americans –
they were the guards who stood at the door. Then we ask ourselves
the question: why? Why, if we, on the one hand, we say that this is
equality, that this is a dialogue of cultures – so why do we ignore
the cultures of the countries in which we live? Why then do we not
respect the people of the country in which we live, returning again
to the shooting at the wedding? Why do we not respect the Russian
majority, who live in Russia? Why do we not want to take up their
culture? Why are we Muslims behind the Europeans? What is our backlog?

Perhaps, it is in the fact that in the large crowd there were not –
maybe there were Turks, I do not know – but there were not any Arabs
and blacks? There were Japanese and Chinese, yes. Maybe that’s the
problem? Maybe the problem is that we are reluctant to participate
in a dialogue of cultures? Generally, in fact, now it is clear that
Muslim civilization and European civilization are based on different
ideals, and they can meet only with the concept of the general level
of culture. Once again I return to the thesis: Culture is a vaccination
against barbarism. If Europe continues the same reckless policies, I am
afraid that in the suburbs of Paris and in the suburbs of London people
will continue to burn cars, and there will be clashes between youth
and indigenous people. I repeat, the only way is to start a dialogue.

If I understand correctly, in your speech you have said that
the concept of multiculturalism is equivalent to the concept of
internationalism. Is this true, or is there any difference between
them?

There is a difference, of course, because after all we associate
internationalism with the 20th century, the Soviet Union and the
communist idea, though, in general, have never seen anything wrong
in internationalism. And multiculturalism is a new word, coined
already in our time, which indicates that different national groups
and communities can live in a multi-ethnic state and develop quite
normally. I think both things are not bad, though there is little
difference between them; in general, they show that people should
follow the principles of both internationalism and multi-culturalism.

How do you think it is possible that Azerbaijanis and Armenians can
live harmoniously together in the Russian Federation?

I’m sure that, first, they live here together – perhaps you know,
there is practically no precedent of clashes. I have not heard about
any serious incidents concerning Azerbaijanis and Armenians for 20
years. As far as I know, the criminal community agree very well. This
is, of course, a joke; however, those who live in all the cities
of Russia, Ukraine, Belarus, Kazakhstan, the national diasporas of
Armenians and Azerbaijanis, also agree very well. In Moscow, there
was a restaurant called Pomidor, in which Armenians and Azerbaijanis
gathered, listening to music and crying, hugging, kissing, and saying:
“How good it was to live in Soviet times!” I think it is quite possible
to make living in the future quite amicable.

How do you see the future of the relationship between Russia and
Azerbaijan?

It will be very good. The fact is that Azerbaijan is the only country
in the world in which the president studied in Russian and taught in
Russian in one of the best of your universities – MGIMO. Given that
we have not closed any Russian school and have increased several
times the number of Russian-language newspapers and magazines, I
think our relationship in the future will be friendly, brotherly and
the greatest. The relationship of our presidents and respect for the
great Russian culture, the great Russian literature, which has been
and always will be alive in Azerbaijan, are the guarantees of this.

Armenia Agreed To Take Two Superjets For Half A Year

ARMENIA AGREED TO TAKE TWO SUPERJETS FOR HALF A YEAR

Sukhoi Civil Airplanes (GSS) and Armavia that had formerly planned to
give up short-haul passenger airplane Sukhoi Superjet 100 (SSJ 100)
signed a lease contract for six months.

The parties signed an agreement that would come into force after
fulfillment of the customs requirements and lifting of the financial
burden. In the near future air company Armavia will restart operation
of SSJ and will remain the operator and GSS will be the lessor. After
expiry of the initial period the participants will discuss further
actions again. On October 2, MSN 95007 airplane arrived to Yerevan.

The parties continue negotiations on the second airplane (MSN 95021)
built for Armavia in the framework of the contact signed earlier. The
airplane is in the flight testing center of GSS. In August, Armavia
decided to give up the first airplane SSJ 100 purchased from GSS.

Earlier, the air carrier revised the plans to buy the second airliner
supply of which was planned for June. Armavia preferred products of
Airbus and Boeing to SSJ. It was reported that the debt of Armavia
for the first airplane to GSS amounted to $4 million. Initially, GSS
planned to sign a firm contract on supply of six SSJ 100 to Armavia.

fighting which for months, has been affecting the city. The Christian
neighborhoods, in recent times, have been hit by rebel forces fighting
against the regular army and this has caused an exodus of civilians.
This is what a greek catholic priest in Aleppo says in a heartfelt
message sent to Fides, and Fides prefers to guarantee anonymity for
security reasons.
The message, titled “Living as a Christian in the hell of Aleppo,”
explains: “For a long time the Christians of Aleppo have been living
in neighborhoods close to each other: Sulaymaniyah, Aziziyah, Villas,
Telefon Hawaii, Al Jabiriyah, Al Maydan, Al Surian , Al Tilal. These
areas are currently under the control of the regular Syrian army,
while neighboring areas are occupied by the opposition army. That is
why our neighborhoods are daily objects of bombings and shootings by
snipers among the rebels. The bombings are sometimes blind, without a
purpose, and this causes severe damage to homes, or innocent victims
such as bystanders.”
The priest gave Fides the lists of the latest victims in the
community: “Our latest martyrs are Fadi Samir Haddad, Elias Abdel
Nour, Nichan Vartanian, Vartan Karbedjian, Maria Fahmeh and the young
Joëlle Fahmeh, all innocent victims.” He then goes on to explianing
the damage to the structures: “the greek catholic Archbishopric in
Tilal was severly damaged, injuring Fr.Imad Daher. The church of San
Michele Arcangelo and an important monastery of nuns in Aziziyya were
also damaged; a pastoral building of the greek-catholic community,
called “The Hope” was hit, killing three people and causing dozens of
casualties among the civilian population “. Even the convent of the
Franciscan fathers in Sulaymaniyah was hit.
Meanwhile, the text continues, “bombs continue to fall on the area of
Almidan, of Armenian majority, launched by armed opposition groups
which is located in Bustan el-Bacha: they have killed several people,
injured so many and destroyed many houses “. Some groups in the rugged
opposition, where there are also jiahadisti groups, “fire on Christian
houses and buildings, to force occupants to escape and then take

In mid November, BeInteractive IT Company (Armenia) will launch Zangi
(“Call”) next generation telecommunication system, that enables the
system users to enjoy free calls and instant messaging via smartphones
that are working on multiple platforms such as iOS, Android OS,
Symbian, Blackberry and Windows PC. Vahram Martirosyan, CEO of
BeInteractive, tells about the system and the company’s plans in an
exclusive interview with ArmInfo.

Mr. Martirosyan, what are the advantages of Zangi?

Zangi is a new generation telecommunication system that enables people
to communicate like if they were subscribers of the same mobile
network in the same country. The project has been developed for
already two years.

Zangi liquidates the ideas of roaming and borders. Zangi users
communicate as free as in Internet i.e. they do not pay for using an
U.S. Internet resource or any special services. Zangi subscribers can
make free calls to any direction in the world.

There are very few operators in the world that use such systems. These
are Fring and ooVoo (Israel) that companies already have 10 million
and 40 million subscribers, respectively, in the U.S. market; Viber
and Tango (USA), Movistar (Spain) that is a leading ads provider, and
Forfone (Austria). All these new generation operators develop very
rapidly and attract several millions of subscribers monthly as they
provide very cheap and comfortable services.

Due to new technologies, this system offers video calls and instant
messaging, file sharing, screen sharing for free or at extremely low
tariffs.

One of our solutions on Facebook is live video. To organize live video
TV companies need special technologies: cameras, broadcasting
channels, while Zangi enables any Facebook user to organize live video
on his profile for all his friends without any special devices. What
they need is a web camera and Internet.

Moreover, Zangi offers video conferences free of charge, while this
service is paid on Skype. Znangi free video conferences will be
available already this winter.

What are the components of the Zangi system?

The system is a complex of many solutions (including server solutions)
and own software that our engineers had developed for two years. I’d
like to outline the system of registration on the basis of mobile
numbers in all countries. After a subscriber enters his mobile number
to register on Zangi website, Zangi sends an SMS with “pin code” to
activate his account. ZANGI PIN is required to enable a Zangi
subscriber to communicate with any other Zangi subscribers in the
world free of charge using any mobile or Internet device, social media
etc. Zangi Pin is a soft SIM.

Zangi uses VoIP technology, but unlike Skype, on Zangi one can make
calls on the principles of GSM operator and there are no such ideas as
online, offline or a nick. It has become possible due to a number of
innovative solutions Zangi will patent in the USA and Europe. For
instance, BeInteractive has developed a technology of video and voice
transfer for a very low bandwidth speed. We are going to order
comparative testing of our technology and similar services of other
provides of the new generation.

Low Internet traffic leads to noise waives during voice and video
calls provided by other providers, while Zangi needs just 14kb/sec
bandwidth for permanent high-quality voice and video transfer instead
of usual 40-50kb/sec.

Another advantage of Zangi is that it needs no expensive equipment. A
Zangi subscriber can make video calls directly from the system’s
website, from Flash devices without installing software. Already this
winter Zangi calls will become accessible also for the holders of the
devices that support HTML5.

What about the calls from the Zangi system to the numbers that are not
on Zangi?

Zangi subscribers can call to everyone who are not on Zangi at
extremely low rates. You can make sure of that studying the tariffs
for the calls to the networks of all the GSM operators worldwide.
Moreover, incoming calls will be absolutely free for Zangi
subscribers.

The first income item of Zangi will be the payments for incoming and
outcoming calls outside Zangi network exclusive of the traffic costs.
In future, these calls will become cheaper. Outcoming calls inside
Armenia will cost nearly 80drams/min (we have leased the line from a
Canadian operator), while the calls to Europe and USA are much
cheaper. In future we are going to make leasing contracts with the
international operators in Armenia and the calls outside Zangi network
in Armenia will fall in price 4fold alongside with the international
calls.

Another income item will be Zangi-meida services that enables user to
watch, for example, their favorite film while traveling. Subscription
for that service will not be expensive – just 1,000-2.000 drams/month.
To provide such services operators often need to lay fiber-optic
cables, install equipment, while Zangi will need just software
solutions and our service will be available not only on smarthpohnes,
but also on PC and smart-TVs. We have contracts with several travel
agencies and companies operating in other sectors for the use of Zangi
for commercial purposes. There is similar cooperation with the
companies in Egypt, UAE and Canada.

Do you plan sale of a patent?

No. If you mean attraction of investments, we may make an IPO for
instance on the New York Stock Exchange. However, before that we will
need to overcome the first stage of Zangi’s establishment that implies
marketing surveys, attraction of several hundreds or even a million of
subscribers. Only after that we will need big investments.

Do you plan to provide services worldwide?

So far, we have no such possibilities. For instance, Tango started
its activity with a capital of $60 million, while we hadn’t even
$6,000. So, to attract the minimum necessary number of subscribers we
have to thoroughly develop marketing policy and work with the market
segment in abroad. We think we will have 500,000 subscribers in the
spring of 2013.

Thus, BeInteractive may become one of the few Armenian IT-companies to
issue its own final product…

We launched Zangi project two years ago well aware that it is
realization of own ideas that can bring the largest add value. So, we
needed to earn money and the easiest way to do that was fulfillment of
outsourcing orders.

If the government and local companies that pursue modernization
ordered more products form local IT-companies, our IT-market would
grow stronger and enter the foreign market. The government should
create such mechanisms that would boost consumption of local
IT-products. Many large companies developed on the given scheme:
Facebook, Skype, Nokia, Ericsson. Some of those companies can be
considered a state project. An IT company is created on the basis of
an innovative idea, a technological development or a business idea. In
the case of Zangi, we have all the three components. I think that the
government must pay more attention to such companies as BeInteractive,
because such companies may growth very rapidly and make quite tangible
contribution to GDP after a while.

Military exercises are a measure reinforcing stability and peace, said
military expert David Jamalyan.

The Armed Forces of Armenia have been holding active military
exercises for 2-3 months. Now, the Artsakh round is underway which
gives a new direction and makes corrections to the regional situation.

According to Jamalyan, the tone of the military-political statements
of Azerbaijan has changed. Aggression has mitigated, statements are
more defensive, which means they realize the strength of other side.

David Jamalyan says it is something different when we say that we have
a strong army and when we show it.

The new military equipment that the Armed Forces has acquired,
including anti-tank, artillery, air defense, and rockets are able to
appease the enemy’s aggression, says David Jamalyan adding that
special devices are used which do not allow Azeri UAV enter the air
space of Artsakh.

Armenian Ambassador to Mexico Tatul Margaryan presented his
credentials to Felipe Calderón, President of the United States of
Mexico.

Before that the Armenian Ambassador had meetings with Mexico’s Foreign
Minister Lourdes Aranda, Mexican Foreign Ministry’s Director General
for Europe Jose Ignacio Madrazo, newly elected President of the
Mexican Parliament Jesus Murillo Karam and Vice-President of the
Parliament Francisco Arroyo.

Representatives of both legislative and executive authorities of
Mexico hailed the fact that Armenia has appointed an Ambassador to
Mexico after a long break, adding that Mexico would continue its
friendly and balanced policy on issues concerning Armenia and the
region.

Ambassador Margaryan assured, in turn, that the Armenian side was
resolute to develop and deepen the relations with Mexico.

Within the framework of the visit the Armenian Ambassador had a
meeting with the ProMexico state organizations responsible for
promotion of foreign trade.

The village of Koutakan lies 15 kilometres north-east of the town of
Vardenis, not far from the Azerbaijani border.

Most local residents call the village by its old name – Gyunashli. It
was once populated by Azeris and now by Armenians forced to flee
Azerbaijan. The village, at 2,100 meters above sea level, has around
150 residents. It once had triple that number.

One of the main reasons for the decrease is the scarcity of land.

Koutakan Mayor Aharon Abrahamyan says that 500 hectares of the
community’s 1,230 hectares was privatized back in the early 1990s. The
land was divided up amongst 40 families. Another 700 hectares was
leased to twelve individuals.

Local residents claim that the mayor at the time allocated the 700
hectares to friends and relatives.

Today, twenty Koutakan families, including young ones, have no land.

The MaxFruit Company had leased 156 hectares; 105 hectares was leased
by Vladimir Khachatryan, brother of the former mayor; 65 went to Kajik
Avetisyan, a friend of the former mayor. Former Mayor Mikayel
Khachatryan himself has 100 hectares. They all have twenty five year
leases.

`My husband was in the war and came here in 1996. All the land had
been privatized without any advance notification. None of the rules
were followed,’ says Deputy Mayor Karmen Gevorgyan.

Her family only received one-third of a hectare. They grow potatoes on
the land. Grains can’t be grown on such tiny plots.

Residents have complained about the illegal actions of the former
mayor, but to no avail.

Max Fruit had for years been farming on the 156 hectares it had
leased. Last year, however, it didn’t pay the rent nor did it return
the land to the community. The new mayor voided the contract in order
to allocate the land to the villagers.

An auction was conducted and 75 of the 156 hectares have been
distributed to 23 families that had no land. The land has been leased
to them. The privatization process is too expensive for the villagers
to pay.

At about the same time a character names Mkoyi Samvel showed up and
warned the villagers not to work the land, threatening to set it
ablaze if they did.

Residents describe Mkoyi Samvel as a large-scale farmer who presented
himself as a shareholder in MaxFruit.

Mayor Abrahamyan says he has no time to waste on Mkoyi Samvel because
the contract with the company has been legally nullified.

The deputy mayor says that Mkoyi Samvel has been a thorn in the side
of the community since the land was first leased to MaxFruit.

`There was a man from Vardenis who had ploughed and sown the land.
Samvel shows up and tells the farmer to stop all planting or else
he’ll run him over with a tractor. Samvel maintained the land was his
but failed to show any documentation.’

None of the proper state agencies have bothered to study the land
issue in Koutakan. They don’t seem at all interested to get to the
bottom of why the former mayor divvied up so much land to friends and
relatives.

As a result, many ordinary village families have no land to grow food
for consumption or sale. No wonder the village, on the border with
Azerbaijan, has shrunk from 5000 to 150 residents.

Armed rebels tried to enter Armenian districts in Aleppo

The clashes in Syria’s largest city of Aleppo have not stopped during
the recent days. Though the situation in the Armenian districts was
calm the sounds of gunfire, blasts and shelling were heard there as
well.

Primate of the Aleppo Diocese of the Armenian church Zhirayr Reyisian
told Tert.am the situation in Nor Gyugh district has become tensed
after the armed rebels tried to enter the district.

People are still afraid to go out not to become sniper’s victim.
Syrian Armenian sources say stench spreads in some sectors of the
district as a result of the burning garbage. It is impossible to clean
some streets from garbage because of snipers as a result the number of
rats increased. To fight them off people are forced to burn the
garbage which spreads stench more.
