stupid”, said participant of Karabakh war, chairwoman of Women’s NGO,
Lieutenant Aida Serobyan.

“How can azerbaijanis be in war with us, when we won having no weapon
and now we are fully armed”, said she.

Mother of Dushman Vardan, Zaruhi Shamyan said that even if we have
war, we will win, as Armenian soldier has a liberating spirit and
not invading.

“By the way, I wish to stress that I am not a mourning mother. I am
a mother of a hero. My son’s tomb creates earth of giving birth to
new heroes”, said she.

Armenia Must Be First To Recognize Nagorno-Karabakh

One of the presidential candidates and Chairman of the Heritage party
Raffi Hovannisian believes that Armenia must be the first to recognize
independent Nagorno-Karabakh without any preconditions.

The opportunity was missed. Twenty years have passed and the fears
that recognition would thwart the negotiation process and increase the
probability of war are in the past, Mr Hovannisian told journalists
on Monday.

According to him, it is time for Armenia to have constitutional /de
jure/ authorities that would assume the responsibility for citizens’
rights, national interests and Armenia’s sovereignty, but, first of
all, would recognize Nagorno-Karabakh’s sovereignty and integrity.

“After that we will ask Russia, which recognized Abkhazia and even
Ossetia, and the West – the USA and Europe – which went as far as
Kosovo, ‘what is your international law if you do not recognize our
interests, security and sovereignty of Artsakh [Nagorno-Karabakh],”
Mr Hovannisian said. He noted that his election program envisages
recognition of Nagorno-Karabakh, which, however, will not lead to
a war.

A war is possible if Azerbaijan ever feels stronger than Armenia.

This is Armenia’s right and Armenia must not allow anyone to threaten
its borders or soldiers, Mr Hovannisian said.

He believes that servicemen on the frontline must be experienced,
specially trained and service on contractual basis. Moreover, they
must be well aware of their choice.

The blog post of the UK Ambassador to Armenia caused heated debates,
many members of the RPA, including Eduard Nalbandyan, the Minister
of Foreign Affairs, called it “politically incorrect,” described her
action as interference in the internal affairs of Armenia. When asked
during a conversation with Aravot yesterday whether this wasn’t
a violation of diplomats’ professional ethics, Arman Melikyan,
a candidate for president and a former Minister of Foreign Affairs
of the Nagorno-Karabakh Republic, said: “I consider it as a way of
expressing an idea by an interested party. As for the overreaction
of the RPA members, when they beg money abroad, don’t they think that
foreign countries interfere in Armenia’s internal affairs by that?

When they call on this government not to engage in fraud, this suddenly
arouses resentment. Let them not engage in fraud. I am sure there
will be no such posts then.” We also inquired whether the candidate
for president shared the ideas of Ms. Ambassador on the parliamentary
opposition’s approach to the presidential election. Let us remind
that Katherine Leach asked the following question: “Are these parties
not standing because they lack finance, because they lack trust in a
fair result, or because they are not really opposition parties as we
would normally understand the concept?” In Arman Melikyan’s opinion,
those are rather grounded concerns. “The parliamentary opposition
isolated itself, although I think that the parliamentary election was
uniquely intriguing. This election basically offered an opportunity to
deprive the Armenian National Congress (ANC) of the monopoly of being
opposition, and it was carried out rather skillfully. Appearing in
the parliament, the ANC found itself next to the Prosperous Armenia
Party (PAP) and the Armenian Revolutionary Federation (ARF), which
had become opposition, and naturally, it was cornered. During the past
few months, we have seen the ANC weaken. So it was a very successful
action taken by the government, and I think that the ANC, the PAP,
and the ARF didn’t participate in the election for different reasons.”

The Armenian government overreacted to the PACE monitoring mission’s
preliminary report on our election too.

Let us remind that it was about correcting voter registration lists and
public mistrust in the electoral processes. In response to Aravot’s
question regarding this, Mr. Melikyan noted: “Speculations about
voter registration lists are a way to distract attention from the
main issue. Voter registration lists will always need to be corrected;
there is always an issue of dead people or newly-born people. At the
end of the day, inaccuracies will

hardly have a considerable impact on the outcome of the election.

Whereas the absence of thousands of people from Armenia opens up
opportunities to use their votes in favor of the ruling party’s
candidate without them knowing about it.”

Ex-Mp Addresses Letter To Armenia’s Education Minister

Anahit Bakhshyan, Deputy Director of the National Institute of
Education, addressed an open letter to Armenia’s Minister of Education
and Science Armen Ashotyan.

In her letter, Ms Bakhshyan responded to Mr Ashotyan’s arguments,
stating that presidential candidates’ meetings with higher school
students are not a violation of law.

Ms Bakhshyan is not concerned over this fact, which has nothing to
do with her work, nor is she going to stop her activities.

“Yes, it was thanks to Mr Ashotyan that I was appointed to this
post and I am not going to stop this activity. The fact that I have
addressed an open letter to Mr Ashotyan is evidence that my letter and
activity are not only in conflict. Rather, they are complementary,”
Ms Bakhshyan said.

Also, she puts a number of questions in her letter not as deputy
director of the Institute of Education, but “as Anahit Bakhshyan.” And
Mr Ashotyan himself expressed his regret over her not being an MP now.

In her letter to her superior, Minister of Education Armen Ashotyan,
Ms Bakhshyan states that Armenia’s laws on education do not prohibit
presidential candidates’ meetings with students.

We would remind readers that Armenia’s Minister of Education Armen
Ashotyan responded to one of the presidential candidates Raffi
Hovannisian’s statement on his meetings with students of Armenia’s
higher schools. He noted that such meetings are a violation of
Armenia’s Constitution.

ISTANBUL. – Following the recent attacks that were made against the
Armenians in Istanbul’s densely-Armenian-populated Samatya district,
Mayor Mustafa Demir of Istanbul’s Fatih Municipality paid a visit to
the district’s Surp Kevork (Saint George) Armenian Church and extended
his condolences to the Istanbul-Armenian community.

Demir visited the church on Sunday, and the local Armenian community
representatives briefed him on these assaults. Also, he met with
relatives of the victims and extended his condolences, Istanbul’s
Agos Armenian bilingual weekly reports.

Also, Mustafa Demir said they will see to it that the Samatya
residents will no longer be concerned for their safety, and stressed
that security cameras will soon be installed at Samatya.

To note, as a result of the recent attacks against elderly Armenian
women in Istanbul’s densely-Armenian-populated Samatya district since
December 2012, a woman was killed, two others lost one of their eyes,
and an attempt was made to kidnap another.

The Hurriyet’s report that French President Francois Hollande
will visit Armenia on April 24, on the Armenian Genocide Victims
Commemoration Day, may be a provocation, Tigran Balayan, Armenian
Foreign Ministry Spokersperson told ArmInfo.

Earlier, citing sources in the Elysee, Hurriyet reported that French
President Francois Hollande is planning to visit Armenia on April 24,
the date Armenians commemorate the Armenian Genocide. Hollande accepted
the invitation of Armenian President Serzh Sargsyan in November 2012
to visit Armenia in 2013, Hurriyet reported, adding that Hollande
aims to issue a “strong genocide message” to the Armenian community
living in France before local elections in 2014.

“The Foreign Ministry of Armenia traditionally informs the public
and Mass Media of forthcoming visits of diplomats to the country at
the proper time,” Tigran Balayan said.

Earlier, Foreign Minister of Armenia Edward Nalbandian said in a
joint press conference with his Latvian counterpart Edgars Rinkevics
that after the visit of Armenian President Serzh Sargsyan to France
an arrangement was made on a state visit of the French President
Francois Hollance to Armenia in 2013.

Hovannisian has appealed to the Defense Minister for a permission to
visit military units during his campaign.

However, Hovannisian has not received an answer so far, he told
reporters on Monday after visiting the Victory Park where he laid a
wreath at the Eternal Flame (photos).

“Army must be open for all candidates. The same refers to educational
institutions. I am hopeful I will be able to visit the army – the
source of our pride,” he said.

Presidential candidate noted certain reforms must be carried out.
