YEREVAN. – A revolutionary educational technology is introduced at the
DigiTec Expo 2013 international technology fair, which is held in
Armenian capital city Yerevan.

The Nairi Consortium on Saturday presented the Nairi laboratory and
educational systems, which are revolutionary in the domain of
computer, job and informatics training, and robotics for Grade 6-10
students.

Introducing such labs in the educational institutions, schoolchildren
and university students will have the opportunity to accessibly and
quickly learn the fundamentals of computer programming, programming of
robots, microelectronics, and ultimately learn to create their own
robots and microelectronic devices.

YEREVAN. – The exploitation of Amulsar gold mine is not hindering
tourism development in the resort town of Jermuk, Mayor Vardan
Hovhannisyan said during the third forum of village communities.

`According to the submitted plan, development of the gold deposit will
not hurt the city. The research is underway. We have appealed to the
President with the request to keep the issue in spotlight. If the
field hinders Jermuk, I think it will not work,’ the Mayor said.

Amulsar deposit is the second largest gold deposit in Armenia after
Sotk. The Lydian International reported resource update of 2.5 million
ounces gold at its Amulsar project.

Varduhie Shapaghatyan, the mother of Aram Mughalyan, the young man
who has been in pre-trial detention for six months on charges of
hooliganism, showed up today at the Prosecutor General’s Office to
deliver an official complaint about the mistreatment of her son.

Aram Mughalyan, charged with burning a bale of hay, had declared a
hunger and water strike to protest violations made in the criminal
case against him and his friends.

Supporters of Mughalyan and civil society activists who are convinced
that Mughalyan was wrongly arrested and charged gathered outside
the Prosecutor’s Office as well, surrounded by a sea of reporters
and police.

Head of Research, The European Geopolitical Forum The announcement at
the beginning of September 2013, in Moscow, by President Serzh Sargsyan
of Armenia’s decision to join the Russia-led Eurasian Customs Union
(ECU) apparently took many by surprise.

Firstly, because in July 2013 Armenia concluded a lengthy four years
negotiation on essential agreements, meant to upgrade its ties with
the European Union (EU), which would be incompatible with joining the
ECU. Secondly, because until recently (i.e. the run-up to the Vilnius
Eastern Partnership summit to be held this fall) enlargement didn’t
seem a top priority for the ECU, the focus being more on making the
customs union mechanisms effectively work for the existing membership.

Thirdly, because the Armenian government didn’t make heard any noises
announcing the intention to join the ECU prior to the statement by
President Sargsyan, as the diplomatic practice would have required.

The unexpected character of the Armenian President’s announcement was
widely reflected in the headlines of the international media. For
example, the Wall Street Journal commented on 4 September that:
“European diplomats were stunned this week by word that Armenia, which
had been heading toward strengthening ties with the European Union,
will instead join a customs union led by Russia-handing the Kremlin a
victory in its tug of war with Brussels for influence in the region”1.

After the dispelling of the initial surprise, high level officials,
political analysts, and members of the civil society have started to
look at the causes, meaning, and implications of this strategic shift
in Armenian foreign policy. The skeptics qualified the move as the
“end of complementarity in Armenia’s foreign policy”2 and warned that
“This pressure [to join the ECU] concerns all four countries (including
Armenia) on the road to association. It’s part of the wider picture,
and the fear that it might provoke a domino effect”.3 Armenia-friendly
civil society claimed that “reforms and achievements in the fields of
democracy, trade regulations and modernizing the administration have
clearly been noticed by the EU and above all represent a great benefit
for the country.”4 Furthermore, solving some of the socio-economic
problems facing Armenia today would actually be “a vital interest
shared by Armenia, Russia and the EU which cannot be ignored”5.

However, experts with a thorough knowledge of the South Caucasus,
and in particular of Armenia’s foreign and security policies goals
and constraints, weren’t astonished as much by the content of the
announcement of the President, as by the unexpected and hasty way
for making it public. For many years, it had been known that Armenia
almost irremediably linked its security and economy, in particular
its energy sector, to Russia. Yerevan chose to partially sacrifice
its independence and sovereignty for the sake of keeping a convenient
status quo in the settlement of the Nagorno-Karabakh conflict against
a shifting strategic balance in favor of an increasingly self confident
and internationally influent Azerbaijan.

To balance its overreliance on Russia, as well as Azerbaijani
strides to get Western support for its cause in Nagorno-Karabakh,
Armenia has cultivated its Western ties while pursuing the European
integration path. In this vein, Elmar Brok, the Chairman of the
Foreign Affairs Committee of the European Parliament, commented on
the Armenian President’s decision: “We know that Armenia is under
incredible pressure from Russia because of the difficult situation
towards Azerbaijan and Nagorno-Karabakh. It is very important that
Nagorno-Karabakh should be solved in a way that such a small country
can find a solution with Azerbaijan on that question in order to
overcome the problems in the region. The European Union, which has
not done it till now, should take much more interest in the solution
of such a frozen conflict”.6 Consequently, a lesson learned from the
Armenian decision to join the ECU might suggest that the EU should
get more involved into finding solutions to the protracted conflicts
in the South Caucasus and Transnistria.

Conspicuously, European integration has had a positive impact on the
political, administrative and socio-economic reforms within Armenia
itself. Therefore, it looks wise that the EU doesn’t put a political
end to Armenia’s European integration path in revenge for its choice
of the Eurasian Union. This way, the EU could:

maintain significant leverage on Armenia, which might prove useful in
bringing up a peaceful settlement of the Nagorno-Karabakh conflict;
avoid playing the dangerous game of drawing new dividing lines
in Europe’s Eastern neighborhood with all its potential security
implications; promote the mutually tolerant co-existence of both the
European and Eurasian integration processes in the strategically
important, but politically sensitive South Caucasus; regional
cooperation could also play a significant role in symbiotically
welding the two integrationist processes together.

However, while Armenia’s sovereign choice to subdue its national
security and economy to Russia needs to be respected, it shouldn’t
be either ignored or sanctioned by the EU. Adapting the Eastern
Partnership policy to the new realities regarding the status of the
country should be high on the agenda of EU’s bilateral relations with
Armenia. The EU should therefore find a realistic way to continue to
nurture Armenia’s European aspirations, while accommodating them with
the requirements of its prospective Eurasian integration. This might
include a revision of Armenia’s Association Agreement to reflect the
new reality, and an assessment of the potential for making the Deep and
Comprehensive Free Trade Agreement ( DCFTA) compatible with Armenia’s
obligations as future member of the ECU. At the end of the day,
inclusion is one of the central features of the Eastern Partnership.

Regarding the potential implications of Armenia’s decision at the wider
regional level, experts have already warned for a couple of years that
the ECU might evolve in the future in a way that might be challenging
the European Union as a “normative power” in its “shared neighborhood”
with Russia. Consequently, “the dilemma of the post-Soviet states:
European vs. Eurasian integration” emerged, placing “third parties,
such as Ukraine [and Armenia, indeed], in the uncomfortable position
of having to choose between joining the Eurasian Customs Union and
setting up free trade with the EU, while focusing both Russia and
the West on competition rather than on cooperation.”7 Furthermore,
“the evolving challenges in Eurasia”, including also the growing
ideological gap between Russia and the West, and the protracted
conflicts have pulled Russia and the West into a new geopolitical
competition, potentially resembling a regional Cold War.

Within this broader strategic context, the Armenian decision to join
the ECU might be just another episode further entangling Eurasia
into that geopolitical competition. It might be seen as a residual
outcome of EU’s and Russia’s shortsighted regional integration policies
undertaking parallel, non-harmonized processes in the same geographical
area. From this perspective, Armenia might have been the first victim
of competitive European and Eurasian integration processes. Unless
the emerging challenges in Eurasia are effectively addressed by
Russia, the United States and the European powers, including Turkey,
within a comprehensive political, economic and strategic dialogue
potentially leading to common approaches and cooperation, sooner or
later, other EU Eastern partners, most notably Azerbaijan, Georgia,
Moldova, and Ukraine, might follow in Armenia’s footsteps while being
pushed into a hasty, though fundamental decision on whether their
future lies with Europe or with Moscow. At that time, the prospects
for redrawing new dividing lines in Europe’s Eastern neighborhood
might have become overwhelming!

gouvernement islamo-conservateur du Premier ministre Recep Tayyip
Erdogan, accuse d’ouvrir une nouvelle brèche dans la laïcite.

La decision, annoncee lundi par M. Erdogan et qu’il a presentee comme
une reforme dans le domaine de la liberte de culte, doit certainement
plaire aux electeurs de son Parti de la justice et du developpement
(AKP, issu de la mouvance islamiste), a l’oree des elections
municipales de mars 2014. Elle n’est d’ailleurs pas une grande
surprise, car pas a pas, l’AKP avait ouvert la voie ces dernières
annees au port du foulard islamique en l’autorisant a l’universite,
dans les tribunaux pour les avocates, et aux examens. Le chef du
gouvernement, dont l’epouse et la fille sont voilees a l’instar des
cadres feminines de sa formation, a proclame la fin de ” l’interdiction
dans les institutions publiques (…) des mesures discriminatoires
pour les femmes et les hommes “.

Ces interdictions doivent en principe rester en vigueur pour les
policiers, les militaires, les procureurs et les juges. Mais le
ministre de la Justice, Sadullah Ergin, a laisse entendre mercredi que
les femmes en uniforme pourront aussi beneficier de ce ” droit ” si
les institutions pour lesquelles elles travaillent leur donnent le feu
vert. L’AKP souligne toutefois que la nouvelle mesure ne s’appliquera
pas au voile islamique integral qui ferme le visage au-dessus des
yeux et sous le nez dans l’administration, car les fonctionnaires
femmes seront obligees d’avoir ” le visage decouvert “. Pour mettre en
~uvre la reforme, le parti gouvernemental se contentera de publier
une circulaire officielle, mettant ainsi fin sans avoir a legiferer
a une interdiction qui s’inscrivait dans la ligne des principes laïcs
voulus par le fondateur de la Turquie moderne, Mustafa Kemal Ataturk.

La Turquie paiera cher pour son soutien aux “terroristes” qui luttent
pour renverser le regime syrien, a affirme le president Bachar al-Assad
dans un entretien accorde a une chaîne de television turque, diffuse
vendredi. “Dans un avenir proche, ces terroristes provoqueront des
consequences pour la Turquie. Et la Turquie paiera très cher”, a-t-il
dit a la chaîne d’opposition Halk-TV.

Le chef de l’Etat syrien etait interroge sur la presence a la
frontière turque de rebelles jihadistes affilies a Al-Qaïda. “Il
n’est pas possible de vous servir du terrorisme comme d’une carte
a jouer et de la mettre dans votre poche. Car (le terrorisme) est
comme un scorpion qui n’hesite pas a vous piquer le moment venu”, a
estime le president syrien. Le gouvernement islamo-conservateur turc,
très hostile au regime syrien, est l’un des plus fervents soutiens
de la rebellion syrienne.

UN SPONSOR DE L’EUROVISION EMBOURBE DANS UN SCANDALE

TeliaSonera est le principal sponsor de l’Eurovision. La societe fait
les manchettes internationales depuis l’annee dernière quand elle a
ete accusee d’avoir paye des centaines de millions de dollars en pots
de vin a Gulnara Karimova, la fille du president de l’Ouzbekistan,
en echange de l’accès au marche de la telephonie mobile dans ce pays
d’Asie centrale.

Mais meme avant, l’operateur etait sous le feu des projecteurs pour
sa pratique consistant a accorder aux pays clients post-sovietiques
un accès aux donnees telephoniques privees et dossiers sur internet
qui ont ete utilisees pour harceler et meme poursuivre des opposants
politiques.

Un rapport d’enquete , diffuse par le programme ” granskning Uppdrag
” en Suède en avril 2012, montrent des cas documentes dans lesquels
des filiales TeliaSonera avaient fourni aux forces de securite en
Azerbaïdjan, au Belarus, en Georgie, au Kazakhstan, au Tadjikistan
et en Ouzbekistan des donnees sur les activites prives de citoyens.

Le co-producteur d’ ” Uppdrag “, Joachim Dyfvermark, a largement rendu
compte des activites de TeliaSonera dans l’ex-Union sovietique. Il
affirme que la compagnie, dont les proprietaires en majorite sont
les gouvernements suedois et finlandais, sciemment fait des affaires
louches afin d’entrer sur le marche lucratif post-sovietique.

” Ils ont pris le risque, sachant la participation de ces pays dans les
crimes contre les droits de l’homme, ils connaissaient le prix qu’ils
devaient payer comme en Ouzbekistan, où ils ont donne de l’argent au
regime ” a dit Joachim Dyfvermark. ” Ils ont eu des licences grâce a
des accords avec les regimes donnant des renseignements aux services
de securite sur leurs clients 24h sur 24 -7jours sur 7. Ils sont
coinces avec des accords avec toutes ces dictatures “.

En Azerbaïdjan, où la liberte de la presse figure parmi les pires
au monde, les documents obtenus par les journalistes d’ ” Uppdrag
“ont montre que la branche locale de TeliaSonera, Azercell, avait
permis que le telephone du journaliste Agil Khalil soit sur ecoute
après avoir publie un article sur les coups qu’il a recu par des
agents du gouvernement pour ses reportages critiques. Khalil a plus
tard fui le pays après une seconde attaque.

Ironiquement, Azercell etait deja devenu tristement celèbre pour le
scandale lie a l’Eurovision en 2009, lorsque des Azerbaïdjanais ont
ete convoques au ministère de la Securite nationale afin d’expliquer
pourquoi ils avaient vote pour l’Armenie le rival regional lors du
concours. Une enquete a revele qu’Azercell avait fourni au gouvernement
les releves telephoniques des Azeris qui avaient exprimes leurs votes
par SMS.

Aucune de ces preoccupations n’a empeche l’European Broadcasting Union,
qui supervise les radiodiffuseurs nationaux dans les 56 Etats membres
de l’Eurovision, de nommer Azercell comme sponsor principal de la
competition a Bakou l’an dernier.

Annika Nyberg, directrice des medias de l’UER, a declare que
l’organisation examine les dossiers de tous les sponsors potentiels
et comprend la liberte d’expression parmi les valeurs formellement
decrites dans les statuts du syndicat.

” Nous ne sommes pas une organisation des droits de l’homme “,
dit-elle. ” Nous sommes une organisation de medias, qui represente
les entreprises de medias. Mais nous avons un ensemble de valeurs
que nous adherons. Et nous regardons les sponsors sur la base de nos
valeurs et sur le fondement d’une cooperation avec eux, et nous sommes
certainement très prudents dans leur choix “.

Nyberg explique que l’UER a decide d’attribuer le nouveau contrat de
sponsoring de TeliaSonera en Novembre après avoir recu des assurances
de l’operateur de telephonie mobile qu’il faisait de son mieux pour
repondre aux preoccupations concernant ses pratiques commerciales
a l’etranger.

L’Armenien Levon Aronian a recule d’une place au classement de la FIDE
(Federation internationale des jeux d’echecs) en passant de la 2ème
a la 3ème place mondiale. Ce recul est la consequence de quelques
parties perdues par l’Armenien lors de tournois, au cours de ces
dernières semaines. Mais depuis 2010 Levon Aronian est toujours
place dans le top 3 des meilleurs joueurs mondiaux. Dans le dernier
classement, Levon Aronian etait devance par le Russe Vladimir Kramnik
et le Norvegien Magnus Carlsen, qui reste numero un mondial. 4 autres
Armeniens sont egalement parmi les 100 premiers mondiaux. Il s’agit de
Sergueï Movsissian (51e), Vladimir Hagopian (59e), Gabriel Sarkissian
(69e), Tigrane Petrossian (90e).

LITTLE ARMENIA-“I have said a thousand times, I am not making
a donation or a grant, but rather an investment… Investment,”
said benefactor and activist Manas Boujikian, firmly stressing that
his generosity is aimed at making an investment in the future and
development of the community.

It was reported earlier that Boujikian and his wife Donalee made
a generous donation of $15,000 to Asbarez on the occasion of the
newspaper’s 105th anniversary.

This week, the Boujikians informed Asbarez management and editorial
board that they are increasing their original donation by $5,000 to
a total of $20,000.

The Asbarez editorial board decided to dedicate the digitized version
of Asbarez’s 1918 archives to Manas and Donalee Boujikian, knowing
full well that the strengthening of independent Armenia has always
been and will always remain Manas’ main objective.

The Asbarez’s archive digitization campaign kicked off with the
Boujikians’ initial donation, with which the archives of Asbarez’s
inaugural year were named after the couple.

“A plane taking off from Armenia’s Zvartnots airport is detected by
Azerbaijan’s Air Defense system after rising 10 meters”

defense system, which very few countries in the post-Soviet area have.

Azerbaijan’s system fully covers the air defense of the country,
said commander of Azerbaijan’s Air Defense Forces, Major General
Altay Mehdiyev, APA reports.

In recent years, Baku has acquired sophisticated anti-aircraft
complexes and radiolocation equipment. S300 PMU-2 Favorit anti-craft
complexes purchased from Russia in 2011 are most powerful among them.

Altay Mehdiyev said that at present, the Azerbaijani Air Defense
system can fully keep control over Armenia’s air space, along with
Azerbaijani. A plane taking off from Armenia’s Zvartnots airport is
detected by Azerbaijan’s Air Defense system after rising 10 meters.

It was also noted that all civil and military airplanes of Azerbaijan
have already been equipped with IFF (Identification Friend or Foe). It
allows the Air Defense Forces to get information about all aircrafts
entering the country’s air space.
