The Special Investigation Service (SIS) of Armenia opened a criminal
case under the RA Criminal Code’s Article 311 part 4 point 4, based
on the report of citizen G.S.

The SIS website says that during the investigation of the criminal
case opened in connection with the death of that citizen’s son in a
car crash in the city of Gyumri on November 5, 2010, the former head
of the Shirak regional department of the Armenian police accepted
a bribe of $50,000 from the father of the accused person in order
to distort and conceal of the factual circumstances of the case,
write a distorted report and allow the accused to escape punishment.

An investigation is underway.

OPPOSITION MP RAISES QUESTION OF SALE OF WEAPONS TO AZERBAIJAN DURING CSTO MEETING

YEREVAN. – The opposition Armenian MP demanded that the documents
provided during the CSTO session should be translated into Armenian.

Talking to the reporters on the margins of the meeting of CSTO PA
standing committee on defense and security, Khachatur Kokobelyan said
he demanded a translator.

“I do respect Russian language and other languages of the CSTO member
states, but Armenian is a state language of Armenia,” he emphasized.

Kokobelyan said he was surprised to see that the issue of Abkhazia
and Ossetia were not included in the agenda.

During the meeting, the MP offered to include the issue on Russia’s
sales of weapons to Azerbaijan.

“Under the third paragraph of the Agreement on Friendship and
Cooperation between Russia and Armenia, signed in 1997, the parties are
obliged to assist the establishment of peace and reduction of tensions
in every way possible,” he said, recalling that Russia had recently
sold weapons to Azerbaijan, a deal amounting to more than $4 billion.

He noted that in this regard it is unclear how Russia is contributing
to the arms cut. Moreover, in the context of regional tension and on
the basis of the essence of the CSTO, the member countries should be
concerned about whether the organization can be taken seriously when
the sale of weapons was described as a business plan

Kokobelyan believes the Armenian delegates to CSTO PA must be
consistent on the issue and must demand political assessment.

Armenian Minister of Defense Seyran Ohanyan has stated that Volodya
Avetisyan’s detention has nothing in common with his political views.

“I think that what happened has to do with his personal activities. He
interfered in the recruitment process in Armenia’s Armed Forces. It
has nothing to do with his political activities,” Minister Ohanyan
told journalists in Parliament.

Volodya Avetisyan, who is a participant in the Nagorno-Karabakh war,
has been charged with fraud. Specifically, he promised a citizen to
arrange his grandchild’s exemption from military service for $2,000.

A group of freedom-fighters (participants in the Nagorno-Karabakh
war of liberation) believe that Avetisyan is being persecuted for
his civil activities.

cooperation with European structures and is not going to give up its
participation in the Customs Union. Armenian Prime Minister Tigran
Sargsyan stated in Brussels that Armenia, which is under a blockade
from an “unfriendly neighbor” (Azerbaijan), cannot afford revising its
strategic partnership with the Russian Federation and thus risk the
security of the state because Armenia’s safety system is dependent on
Russia. The Armenian PM thinks that to deepen relations with the EU
on the one hand and joining the Customs Union on the other, is not
excluded, and Armenia could benefit from both these directions.

Holocaust Education About More Than Remembering

HOLOCAUST EDUCATION ABOUT MORE THAN REMEMBERING

In the statement that introduces this year’s massive program of
Toronto’s Holocaust Education Week starting next Sunday, Prime Minister
Stephen Harper writes that by sharing the stories of the survivors,
“we can remain vigilant in confronting those who propagate messages
of hatred, anti-Semitism and Holocaust denial.”

When during the Second World War it was possible to help Jews to
escape the Nazis, Canada stood idly by. However, its postwar effort
to provide shelter for survivors has been commendable. Some 30,000
Jews who had lived through the ordeal in various European countries
were brought to these shores and given opportunities to rebuild their
lives. As they and their descendants remember the horrors by seeking
to educate future generations, they also pay tribute to Canada.

Justice Rosalie Abella of the Supreme Court expressed it in her
keynote address at a special evening of music and commemoration
to honour Holocaust educators earlier this month in Toronto. As a
child of Holocaust survivors, born in a displaced persons’ camp in
Germany, she told her parents’ and her story of loss, resilience,
hope and gratitude.

Support for Holocaust education by the prime minister and his
government is significant and important. It’s also manifest in the
fact that the International Holocaust Remembrance Alliance with its
31 member states is currently being chaired by Canada in the person
of Mario Silva. He describes his organization as aiming “to ensure
that the lessons of the Holocaust are not forgotten.”

That’s indeed the primary purpose of Holocaust Education Week. Its
agenda is to tell the truth and point to the implications. Many of the
events are being held not in synagogues and Jewish institutions but
in public schools and libraries, colleges and churches. The Toronto
project is considered to be the most ambitious and successful of its
kind in the world.

In view of the government’s understanding of the purpose of Holocaust
education it’s legitimate to see it as a promise that Canada won’t
stand idly by in the face of present and future atrocities.

But some Canadians aren’t convinced, among them members of the Jewish
Refugee Action Network (JRAN). Writing in the Huffington Post, Bernie
Farber, the former CEO of the Canadian Jewish Congress, speaks for
JRAN when he argues that not since the dark days of the Second World
War, “when Canada became infamous for a refugee policy that purposely
excluded Jews fleeing Eastern Europe,” have we seen such callousness
towards refugees now seeking shelter here.

Today’s victims aren’t Jews but others, among them the Roma. In
Farber’s words refugees are “being denied sanctuary and even basic
health provisions here in Canada.”

Therefore, proud Canadians, including former refugees and their
children, have formed JRAN to plead for those who cannot speak and
stand up for themselves.

Holocaust Education Week is an opportune time to do so. While
expressing their appreciation for the Harper government’s commitment
to commemorate Jewish suffering, many are also urging it to help
alleviate the pain of at least some of today’s countless victims by
enabling them to stay here.

The concern for strangers because, as the Bible has it, “you were
strangers in the land of Egypt,” is the larger message of Holocaust
Education Week. It’s reflected in several of the week’s programs,
such as the commemoration of the Armenian genocide and a documentary
about the plight of the Roma.

A prayer in the Sabbath liturgy of my synagogue asks God to guide
the leaders of our country to be responsive to God’s will “so that
Canada may be to the world an example of justice and compassion.” To
which we should all say: Amen.

At the meeting with reporters today, Sargis Asatrian, an expert
on Azerbaijan, discussed the October 9 presidential elections in
Azerbaijan.

“As expected, the incumbent President Ilham Aliyev was reelected. He
had no serious rival from the opposition. As long as there is
apparent stability in Azerbaijan, he will be constantly reelected,
“the expert said.

Commenting on the cadre changes made following Ilham Aliyev’s
reelection, Sargis Asatrian dwelled on the appointment of Zakir Gasanov
as defense minister. Gasanov has succeeded Safar Abiyeb who held that
post for 18 years.

“A scandal was brewing over Safar Abiyev after the presidential
elections – rumors were circulating that during a meeting with the
U.S. ambassador, he recorded and filmed their conversation, which is
a violation of diplomatic ethics,” Asatrian said.

Besides, in his words, all negative phenomena in the Azerbaijani army
were linked with Abiyev’s name. “So these changes were necessary,”
Asatrian said.

As regards more frequent violations of the ceasefire on the
Armenian-Azerbaijani border, the expert noted that this should
be viewed as a gesture of the newly-appointed defense minister of
Azerbaijan.

“The new defense minister tries to keep up with Ilham Aliyev’s
bellicose statements and remind the neighboring country that the
militarist policy will continue,” Sargis Asatrian stressed.

In response to a question about the neutral position of international
structures and the application of double standards concerning the
ceasefire violations, Asatrian said that the missions conducting
monitoring at the border are not taken seriously anymore.

“They don’t want to make tough statements so as not to offend
Azerbaijan, so to speak, because there are some big plans related to
that country, let alone its oil and gas resources. Azerbaijan is an
alternative oil and gas supplier for the West whose super task is to
get rid of its dependence on Russia,” the expert noted.

According to him, these realities ensure some space for Azerbaijan,
allowing it to maneuver in that space, even in case of tough statements
such as the OSCE/ODIHR assessments of the elections.

The expert said that given that factor, Azerbaijan manages to bribe
some European officials and get positive or neutral assessments. In
order to counter this, it is necessary to intensify efforts in the
sphere of propaganda, Asatrian said in conclusion.

Cassation Court Accepts Grisha Virabian’s Complaint For Examination

Armenia’s Court of Cassation on October 24 accepted for examination
the complaint of opposition activist Grisha Virabian who had emigrated
to Belgium, Aysor.am was informed by Arsen Babayan, the head of the
RA Judicial Department’s International Cooperation and PR Service.

The Sirunian legal advice office filed on September 6 a complaint,
asking the Court of Cassation to review the criminal case in view of
new circumstances.

Let us remind you that in December of 2012, the European Court of
Human Rights sustained the claim of former member of the People’s
Party of Armenia, Grisha Virabian – who was granted political asylum
in Belgium – against the Armenian government. The ECHR ruled that
the government must pay 25 thousand Euros as a moral compensation to
the plaintiff and 6 thousand Euros in compensation for legal costs
(a total sum of 31 thousand Euros).

According to the ECHR website, when examining the Grisha Virabian
case, the ECHR found violations of several articles of the European
Convention on Human Rights. G. Virabian participated in a protest
on Baghramian Avenue in Yerevan on April 12, 2004. He was detained
by law enforcers, beaten up by policemen and taken to the Artashat
city hospital with multiple injuries.

act of genocide, is extensive. Uruguay was the first country to
officially recognize the Armenian Genocide in 1965.

The massacres of the Armenian people were officially condemned and
recognized as a genocide in accordance with the international law by
France, Germany, Italy, Belgium, Netherlands, Switzerland, Sweden,
Russia, Poland, Lithuania, Greece, Slovakia, Cyprus, Lebanon, Uruguay,
Argentina, Venezuela, Chile, Canada, Vatican, and Australia.

SAMVEL ALEKSANYAN’S SUPPORTERS BLASPHEMED THE JOURNALISTS

Today, members of ‘Let’s liberation the monument from an oligarch’
civil initiative tried to enter the “Closed Market”, but Samvel
Aleksanyan’s supporters blocked the road and began to address them
with blasphemy of sexual nature. Alexanyan’s supporters were so
excited that they were addressing similar blasphemy to right and
left, including the journalists, and calling them by saying ‘pocket
dog of grant-eaters’. They were attacking camera operators and
protest-recording journalists with whistles, but the police officers
were not reacting in any form. Later, they were instructing an elderly
man with a mental disorder to attack the journalists. After pushing
and blaspheming, the mentally impaired man picked up the stone and
ran after one of the camera operators. The police intervened.
