Le Parlement du Kurdistan irakien a donne mercredi son feu vert a
l’envoi de combattants pour renforcer les forces kurdes syriennes
qui luttent contre les jihadistes dans Kobane, où de violents combats
ont repris en soiree.

Le president turc Recep Tayyip Erdogan a par ailleurs vivement critique
Washington pour avoir largue lundi des armes sur la troisième ville
kurde de Syrie, frontalière de son pays, jugeant cette decision
“mauvaise”.

En Irak, la coalition internationale menee par les Etats-Unis a
effectue douze frappes en 24 heures pour repousser un assaut des
forces de l’organisation Etat islamique (EI) près du barrage de Mossoul
(nord), le plus grand du pays, a indique le Pentagone, qui a egalement
fait part mercredi de six raids aeriens près de Kobane.

Reuni a Erbil, le Parlement de la region autonome du Kurdistan irakien
a “decide d’envoyer des forces a Kobane pour (la) defendre”, selon
son president Youssef Mohammed Sadek.

Ce feu vert fait suite a la decision de la Turquie d’accepter le
passage par sa frontière des seuls combattants kurdes irakiens, les
peshmergas, excluant celui de Kurdes turcs ou d’autres nationalites.

“Nous ne savons pas si et quand ces combattants vont passer la
frontière, ils doivent se coordonner avec nous pour que notre combat
soit couronne de succès”, a indique un responsable kurde, Enver Muslim,
depuis Kobane.

Les peshmergas ont joue un rôle crucial en Irak dans la lutte contre
les jihadistes de l’EI lorsque ces derniers avaient lance une offensive
fulgurante dans le nord du pays, en juin, face a une armee irakienne
en deroute.

Ankara ‘ne comprend pas’ –

Les Kurdes qui defendent Kobane reclament depuis des semaines
un soutien accru de l’exterieur pour faire face a l’avancee des
jihadistes, plus nombreux et mieux armes qu’eux.

De violents combats ont repris mercredi soir dans la ville assiegee,
selon l’Observatoire syrien des droits de l’homme (OSDH). Une
journaliste de l’AFP presente a la frontière turque, a quelques
kilomètres de Kobane, a egalement observe que les combats avaient
repris en plusieurs points de la cite, appelee Aïn al Arab en arabe.

Le premier largage d’armes et de munitions effectue lundi par les
Etats-Unis aux combattants kurdes de Kobane a ete l’objet de sevères
critiques de la Turquie.

“Il est aujourd’hui clair que (cette decision) etait mauvaise”,
a estime le president turc Recep Tayyip Erdogan, en expliquant que
ces armes etaient tombees entre les mains du PYD, equivalent syrien
a ses yeux du Parti des travailleurs du Kurdistan (PKK), qu’Ankara
considère comme une “organisation terroriste”.

“Je ne comprends pas pourquoi Kobane est d’une importance si
strategique aux yeux des Americains, il n’y a plus aucun civil”
dans la ville, a poursuivi M. Erdogan.

‘Tentative de genocide’ –

La Turquie a jusque-la refuse d’intervenir elle-meme militairement pour
aider les defenseurs de Kobane, craignant qu’une telle operation ne
profite au regime du president syrien Bachar al-Assad, sa bete noire,
et ne renforce les Kurdes.

Elle a ainsi resiste aux pressions de l’administration americaine,
qui a accorde une attention croissante a Kobane au fur et a mesure
que la ville devenait, aux yeux du monde, le symbole de la lutte
anti-jihadiste.

“L’Etat islamique n’a pas progresse a Kobane ces derniers jours”, mais
“cela peut changer”, a indique mardi le porte-parole du departement
americain de la Defense, l’amiral John Kirby.

Les violences dans cette ville ont pousse depuis le 16 septembre a la
fuite plus de 300.000 personnes et fait plus de 700 morts selon l’OSDH.

Toujours en Syrie, le regime de Bachar al-Assad a annonce avoir detruit
deux des trois avions que lui avaient pris les jihadistes lorsqu’ils
avaient chasse les troupes gouvernementales d’aeroports militaires.

“Les terroristes ont fait voler trois vieux avions mais nos appareils
ont immediatement decolle et detruit deux de ces engins. Le troisième
avion a ete cache” par les jihadistes, a explique mercredi le ministre
de l’Information Omrane al-Zohbi.

De retour d’un deplacement dans le nord de l’Irak, le secretaire
general adjoint de l’ONU Ivan Simonovic, a estime que la minorite
yazidie y etait victime d’une “tentative de genocide” de la part
de l’EI.

Leurs atrocites peuvent etre considerees comme des crimes de guerre
et des crimes contre l’humanite, a-t-il indique.

Armenian Women Activists Protest Against Cabinet’s Plans To Cut The

ARMENIAN WOMEN ACTIVISTS PROTEST AGAINST CABINET’S PLANS TO CUT THE AMOUNT OF MATERNITY ALLOWANCE

YEREVAN, October 23. / ARKA /. A group of Armenian women activists
protested today outside the government building against Cabinet’s
plans to cut the amount of maternity allowance, envisaged by a bill
drafted by the Social Security Service.

The bill sent already to the government’s consideration expands
the number of women entitled to maternity allowance paid by the
government. More specifically, the government plans to start paying
maternity allowance also to non-working women from 2016. Under current
legislation it is paid only to working women.

The amount of allowance to non-working women is to be calculated based
on the amount of minimum monthly salary which is now 50,000 drams.

As for working women, the government wants to define the size of their
allowance based on seniority. Thus, women with one year seniority
at one workplace will be receiving an allowance in the amount of 40%
of their salary. If the seniority is 1-3 years the amount will be 60%,
and if it’s more than 3 years the allowance will be 80% of salary. The
draft law sets upper limit restrictions, saying the amount can not
exceed the minimum wage five times.

“We welcome the government’s decision to pay maternity allowance
also to non-working mothers, but that should not be done not at the
expense of working mothers”, the activist say.

In a letter handed to government officials the women activists argue
that the move if effected will contribute to the reduction in the
number of births among working mothers, increase emigration of the
working population, as well as violate the principles of social and
gender equality. They also say this question could be resolved by
introduction of luxury tax.

According to labor and social affairs minister Artem Asatryan, about
20% of women who receive maternity allowances are enrolled 2-3 months
before delivering their babies. The minister told journalists that
when adopted the revised law will increase the number of beneficiaries
by 30,000 by 2016, which will require additional 8 billion drams.

He said the government is planning to hold parliamentary hearings on
the issue next week and revise the bill by taking into account all
the proposals.

According to the labor and social security ministry, given that by 2016
the minimum monthly salary is to rise to 80,000 drams, a non-working
woman will receive about 365,000 drams in allowances. The allowance
is paid for 140 days. The net amount will be 274,000 drams).

World’s First Wikipedia Monument Designed By Armenian Sculptor Unvei

WORLD’S FIRST WIKIPEDIA MONUMENT DESIGNED BY ARMENIAN SCULPTOR UNVEILED IN POLAND

The world’s first monument in tribute to online encyclopedia Wikipedia
was unveiled in the town of Slubice, on the German border, Wednesday,
Polish Radio reports.

The monument, which stands 2.5m high, consists of four people raising
aloft a globe-shaped puzzle, the latter being the symbol of Wikipedia.

The sculpture itself was created by Armenian-born Mihran Hakobyan,
who studied at Slubice’s Collegium Polonicum.

Town authorities funded the monument, which cost 11,800 euro, following
a proposal from Dr. Krzysztof Wojciechowski, administrative director
of the college.

Wojciechowski argued that the sculpture was an appropriate symbol for
the town, given that the college itself is a cross-border institution.

The Collegium Polonicum is jointly maintained by the Viadrina European
University, which is based in Slubice’s sister city Frankurt (on the
Oder) over the border in Germany, and the Adam Mickiewicz University
in Poznan.

The German and Polish branches of Wikipedia are among the most dynamic,
with the German version the fourth largest (out of 287 languages),
while the Polish version has the twelfth highest number of pages.

Parents Of Dead Soldiers Pushed And Pulled By Police Near Presidenti

The parents of five killed soldiers, perished in peace time, organized
a rally from the Armenian government building to the Presidential
Palace. According to them, the objective of the protest rally was
to remind officials, once more, about the cases of their children’s
deaths, the perpetrators of which have not been revealed and punished
in the past five years.

When the protesters reached the Presidential Palace, police officers
blocked them and demanded that they not walk on the sidewalk of
the Palace. A group of protesters went off on to the busy street,
and then police pushed and pulled them back on to the sidewalk. Nana
Muradyan, the mother of one of the killed soldiers, Valeri Muradyan,
tried to get near the gates of the palace, however, the police pushed
her back, which further enraged her and motivated her to reach the
gates by all means, while demanding not to be pushed. The police,
using force against the woman, explained that they were doing their
job, while Muradyan said that the policemen’s sons didn’t have the
same luck in the military, and that they would not understand her.

“Serzh Sargsyan is the killer,” shouted the soldiers’ parents
multiple times.

The protesters had opened a poster in front of the Palace with the
names and photos of the five soldiers, Tigran Ohanjanyan, Valeri
Muradyan, Artur Ghazaryan, Araik Avetisyan, and Arman Muradyan.

Hovsep Muradyan, the father of Arman Muradyan, told an Epress.am
journalist that their questions were left unanswered, no attention
is given to their children’s deaths, and they want to bring up the
illegalities of the army once more.

“The stork didn’t bring our child for us to keep and raise, while the
army is devouring them, and they have not accused anyone or punished
anyone,” said Muradyan. He noted that if there is no attention given
to the issue after today’s protest, then the next one will have more
people coming to the Presidential Palace.

The parents were promised to meet with a representative from the
President’s office, however, the police presence increased, while no
one came to speak with them. The protesters later left to meet with
Heritage Party MP Zaruhi Postanjyan.

Protests by the families of the 5 soldiers have been taking place
for over 5 years. In 2011, Serzh Sargsyan had a brief encounter
with the mothers near his Palace gates promising to give “special
attention” toward the cases. In July, the current Prime Minister
Hovik Abrahamyan spoke to each mother and promised to help them in
solving their concerns . The parents of the dead soldiers stage a
protest once a week in front of the government building every Thursday.

Armenian President Serzh Sargsyan visited Expo Russia-Armenia 2014
Sixth International Industrial Exhibition in Yerevan, which is running
from October 22 to 24, the President’s press service reported.

The aim of the exhibition is to develop economic, scientific,
technological and cultural cooperation between Armenia and Russia,
to boost joint business as well as trade, economic and investment ties.

Serzh Sargsyan toured the pavilions of the Armenian and Russian
companies representing the fields of energy, machinery building,
metalworking, construction, transport, telecommunication, agriculture,
medicine, pharmaceutics, education, food industry. He familiarized with
the products and spoke to the participants about possible cooperation
and development programs of the companies.

Zarui Postanjan, a member of the Armenian parliament, presented her
version of the opposition platform last week. The lawmaker proposed
that the opposition parties PAP, ANC and Heritage impeach President
Serzh Sargsyan, initiate the prosecution of Sargsyan and Robert
Kocharyan, return illegally privatized or acquired state property,
dismiss and punish judges involved in political persecutions, sentence
members of the police, National Security Service and the military
involved in political murders and persecutions, form a temporary
interim government and hold early parliamentary and presidential polls.

Experts consider the order of steps to be unrealistic. Impeaching the
president requires 2/3 of votes of the parliament with approval of the
Constitutional Court. According to the law, the Constitutional Court
needs to present the accusations of the opposition to the president,
then the parliament starts a vote of censure. The parliamentary
opposition needs 87 votes to declare impeachment. The parliamentary
majority has not been in control of 50 out of 131 votes for the first
time in many years. And even then, the opposition will have problems
with getting the required number of votes. The legal grounds for
impeachment of Sargsyan were prepared by the ANC in 2011. They have
been constantly expanded and adjusted according to the situation. In
other words, Postanjan’s statement has no legal grounds.

Speaking of illegal actions of the government, the legislator ignored
presumption of innocence, only the court decides on guilt. But before
the court, there are many facts and events that need investigating,
first of all the events of March 1, 2008. The opposition has an
insurmountable obstacle here as well: most members of parliament belong
to the RPA, they control the prosecutor general. Obviously, prosecution
of the incumbent president and ex-President Kocharyan is unreal.

The opposition quartet has a much more real order of actions. It plans
to replace the government and start prosecution and investigations
only after that.

At the meeting on October 10, a road map for the opposition’s actions
to oust the government was presented. According to the plan, the
regime needs to stop reproducing using constitutional amendments,
it needs to prepare the legal system for democratic elections and
form a legitimate government speedily. The opposition warned that a
pan-national wave of civil disobedience will be initiated unless the
government complies. The next meeting will be held on October 24,
a common action program will be passed then.

The question is, why did Postanjan need to voice a more radical
position than the opposition quartet? Maybe she is trying to draw
attention to herself and improve her personal rating to use it in
further political processes. Armenia will definitely go through
important internal political processes, but not all people involved
in them today have specified their positions.

TEHRAN, Oct. 20 (MNA) – Iran’s first deputy-president and Armenian
PM Hovik Abrahamyan met today to discuss plans for expanding economic
and cultural ties

During the meeting with Armenian Prime Minister Hovik Abrahamyan on
Monday, Iran’s first Vice President Es’haq Jahangiri said, “a joint
commission supervised by Mr. Abrahamyan and I will also be regularly
held between the two ministries.”

“At present, the volume of trading between Iran and Armenia is
about 300 million dollars,” said Mr. Jahangiri, “we export gas and
in return, import electricity from Armenia. There are other goods
exchanged between the two countries as well.”

“The two countries’ ministers of energy debated mutual projects
including the construction of the third line of an electrical
transmission and a hydropower plant in Armenia, the generalities of
which have been agreed upon,” maintained Jahangiri.

Jahangiri noted that the two countries also discussed and reached
an agreement in various environmental and cultural fields and said,
“since Armenia is now recognized as a Eurasian country, our private
sectors have ample investment opportunities.”

Hovik Abrahamyan, for his part, expressed satisfaction for expansion
of bilateral ties and said, “the joint commission between Iran and
Armenia is of great significance and will promote economic ties.”

Mr. Abrahamyan expressed gratitude toward Iran for the conservation of
the Armenian heritage and their respectful treatment of the Armenians
and said, “I have invited Mr. Jahangiri to visit Armenia. There are
plenty of projects the implementations of which will greatly benefit
the two countries, and my country will do its best to further develop
ties with Iran.”

ANKARA: Armenians Mull Electing A New Patriarch

ISTANBUL — The lengthy absence of Mesrob Mutafyan, the Armenian
Orthodox Patriarch in Turkey, due to his illness, has fueled a debate
in the country’s Armenian religious community regarding whether the
patriarch should be replaced with a successor.

Since Mutafyan, officially known as Mesrob II, began suffering from
dementia in 2008, Archbishop Aram AteÃ…~_yan has been serving as the
head of the church in his capacity as Patriarchal Vicar. A group of
Armenian dignitaries have urged for an election of a new patriarch
though Turkish laws prevent it since a new patriarch cannot be elected
while his predecessor is alive. Another debate is over whether the
new patriarch will be “a co-patriarch” or not.

A patriarchal election is required to be held by the synod and
the synod has to apply to the Interior Ministry after approving the
election. The government ruled out an election of a new patriarch but
a group of Armenians filed a lawsuit for the removal of regulations
blocking the election. The legal process is still underway.

Speaking to Daily Sabah, Bedros Ã…~^irinoglu, president of the
Yedikule Surp Pırgic Hospital Foundation, which represents the
Armenian community, said the community needed a new patriarch,
“either a successor or a co-patriarch.” He claimed that the majority of
community members agreed with the election of a successor. Patriarchal
Vicar Aram AteÃ…~_yan told Turkish daily Milliyet that the election was
“up for debate” but the synod would have the final say on the matter.

Ã…~^irinoglu says that Armenians have no intention of removing AteÃ…~_yan
from his post. “He can be a candidate. What matters here is holding
an election,” Ã…~^irinoglu stated. “AteÃ…~_yan has been serving as an
acting patriarch for seven years. You can’t be an acting patriarch
for seven years,” he said.

Ã…~^irinoglu said that his call for the election of a new patriarch
has found broad support in the community including from the family
of Mesrob II.

Since he was diagnosed with dementia, Mesrob II remains confined to
a Turkish-Armenian hospital in Istanbul where he has been receiving
treatment since 2008. He is the 84th patriarch of Turkey’s Armenian
Orthodox community and succeeded Karekin II in 1998.

BAKU: US Analyst: Azerbaijan Might Regain Some Territory, Lose Indep

US ANALYST: AZERBAIJAN MIGHT REGAIN SOME TERRITORY, LOSE INDEPENDENCE OF ACTION, IF JOINS EURASIA UNION

As Russian-lead the Eurasian Union just welcomed its fourth member
country – Armenia, last week, many in the region and abroad focus on
Azerbaijan’s attitudes in its neighborhood.

For many western analysts, Baku’s strategy of plotting a course between
Moscow and the EU has left it even more vulnerable to Russian pressure
to join the Eurasian Union.

TURAN’s Washington correspondent interviewed Michael Tkacik, Professor
of Government, and Director of the School of Honors at the Stephen F.

Austin State University, who closely follow Azerbaijan policy, over
recent developments in the country and the region.

Q. Discussions about Azerbaijan’s possible future membership to Eurasia
Union seem tocontinue to percolate in the Baku expert community.Some
commentaries on the topic have focused on the role of the Kremlin’s
propaganda in the region in creating a new sense of USSR. If that is
the case, what are the best directions for Azerbaijan to follow?

A. There is little doubt that a successful Eurasian Union — the
“Union” — helps Russia to reassert its historically dominant role
across the region. Russia’s economy is the largest and most central
in the region. Its military is far and away the most powerful. And
its leadership is the most aggressive.

To understand what the best approach for Azerbaijan is, it makes sense
to examine Azerbaijan’s goals in light of Russia’s desires. Primarily,
does Azerbaijan value greater independence but no solution to
Nagorno-Karabakh (NK), or would Azerbaijan sacrifice some freedom
of action in order to resolve NK? By “resolve,” I mean reclamation
of some, but not all territory. This is what Russia might offer
implicitly – some less than perfect resolution to NK in exchange
for Azerbaijan joining the Union and eventually following Russia’s
dictates on issues Russia considers important.

Of course, if Azerbaijan rejects this opportunity, it might find
itself under increasing Russian pressure, and in this case, Russia
would play favorite to Armenia. So then, there is no good solution
regarding the political impact of joining the Union, only solutions
of varying degrees of unpleasantness.

IF Azerbaijan were to join the Eurasian Union, Azerbaijan’s leadership
would need assurances that Russia would work toward resolving the
situation in NK favorably. As I previously indicated in our interview
last year that Russia would prevent resolution of NK – that Russia
would set itself up as the only player that could “deliver” NK –
and this has come to pass.

On a secondary level, beyond the issue of security, belonging to
some sort of customs union would likely be beneficial to Azerbaijan’s
economy. There will be increased economic growth because of the Union,
though how much growth will be siphoned off through corruption is
unclear. In addition to the political cost of less independence for
Azerbaijan, there would likely be some economic price to pay. For
example, Russia would seek greater input into oil and gas decision
making in Azerbaijan, as well as the pipeline networks. It is possible,
of course, that joining the Union could harm economic ties with the
West. But I do not believe Kazakhstan has seen its economic ties to
the West harmed. Western businesses make very rational cost/benefit
decisions on investment. The key here is for Azerbaijan to avoid any
action that would lead to Western sanctions. Barring that, economic
ties with the West should be maintained, while opportunities with
the Union should increase.

Q. Although Azeri government hasn’t yet expressed any interest in the
Eurasia Union, Russian Defense Minister Shoigu visited Baku last week
and signaled fresh defense contracts between the two. The idea of a
“collective defense” system for the Caspian Sea and airspace was also
brought up, with joint naval exercises solidified for next year. This
comes at the time when Azeri government seems to be tightening its
relations with the western countries by cracking down on the civil
society and the US-linked organizations. Many in the region worry
about the country’s security future, as Russia might try to benefit
from this situation by attempting to sway Azerbaijan from a Western
alliance over its defense projects and Customs Union, which could hurt
energy projects directed at Europe and undermine economic freedom and
overall prosperity in the South Caucasus. What actually does Moscow
offer to Azerbaijan in terms of security and its future?

A. Moscow offers what we would call a negative security assurance. To
wit, Moscow will not destabilize Azerbaijan or otherwise harm
Azerbaijan’s security interests — such as NK, — if Azerbaijan
comes to heel and joins the Union. Azerbaijan gives up some level of
independence in exchange for this assurance.

But any agreement with Russia is ultimately a Faustian Bargain. Once
Russia ensnares Azerbaijan in the Union, Moscow will slowly but
surely more deeply tie Azerbaijan to Russia. Azerbaijan will again
find itself tied to Russia’s security interests and to it military
industrial complex. It may be imperceptible at first, but eventually
Baku will realize it has lost significant independence of action. One
might argue that, given Azerbaijan’s size, and given the geographic
neighborhood, this will happen eventually, no matter what Azerbaijan’s
choice. Perhaps — and only perhaps — this is the case. But if so,
Azerbaijan should think very clearly and explicitly about whom it is
getting in bed with.

Q. President Obama last month raised his voice on Azerbaijan’s
narrowing window for civil society and NGOs, but it seems like Baku
officials dismissed Washington’s concerns. Most recently, this week
Azeri government condemned US for ‘interfering into its internal
affairs.’ How would you describe Washington’s alarm on recent situation
in Azerbaijan, and what lesson should the Azgov. take from it with
regard to the future of US – Azeri relationship?

A. As your readers well know, this is a continuing message coming
out of Washington, and a continuing response coming from Baku. What
is interesting about Obama’s speech is the policy changes he discussed.

He intends, through executive order, to provide greater and more overt
support for civil society groups. But one should also recognize that
in America an executive order can be changed by later presidents.

Currently, however, we can look forward to stronger support by the
US for NGOs.

I think there is little doubt that the people of Azerbaijan would
benefit from greater rule of law, less corruption, and enhanced civil
society. Those opposed to greater civil society really have only
their narrow interests in mind. We see the same dynamic throughout
the world, from China’s response to protests in China, to Russia’s
response to a relatively unknown female rock band in Moscow.

Q. While some observers believe that oil rich Azerbaijan charts a third
course between Russia and the West, local critics argues that what
is going on in the country has deeper roots than that. The government
propaganda allows some Azeris to feel united with anyone who believes
that the country is developing and nobody on the outside likes it,
and view the world not as “gray” and full of problems in which they are
“losers” but as one of bright colors in which they are winners… Where
do you think the country is heading to with this trend?

A. I cannot comment directly on domestic issues in Azerbaijan. It
strikes me that there are some people who do not understand the
complexity of some issues. It is always in the interests of some
elites to simplify things in order to mobilize political support from
those who do not understand the complexity of the world. This is most
easily achieved by painting the world in terms of “us versus them.”

In America we too have people who always simplify reality for their
own selfish purposes. Reality, however, is complex and almost always
shades of grey. Arguing that “the world is against us,” oversimplifies
things. It is the role of those with greater understanding and
greater access to information is to remove the deception engaged in
by self-interested parties.

Q. Although Azerbaijan and Ukraine used to have many common interests
in the region, including energy transit, security, but they do not
share the same view on the role of strong civil society. Among the
questions that the local observers increasingly raise after Russia’s
invention to Crimea, are “are border changes among former Soviet
republics possible?” As no country in the post-Soviet space is more
concerned about such possibility than Azerbaijan, given the Karabakh
conflict, what would be your suggestions to the Azeri people and the
government given the current dynamism and reality of the region.

A. Clearly border changes are possible. And Russia seems to be the key
to achieving those changes – either in a state’s interests or against
a state’s interests. This is the Faustian Bargain to which I alluded
earlier. Is NK so important that Azerbaijan is willing to sacrifice
its independence? Russia can and will prevent peace in NK. The
road to reacquiring NK, if it can be done, goes through Moscow. But
the price will be steep. The alternative is to stay independent of
Russia and hope that Azerbaijan can prevent an undesired settlement
of NK. In other words, can Azerbaijan play the spoiler as Russia
has so far? Can Azerbaijan make itself essential to any solution,
and therefore create bargaining power? This is unclear. One begins
to tread dark paths here when one explores how Azerbaijan might make
any undesired settlement of the issue too costly for the other parties.

Unfortunately for Azerbaijan, it lacks the allies to challenge Russia
and Armenia directly if they were to grant Armenia control over NK.

Turkey is one potential ally, but Turkey is occupied with its southern
borders. Iran is another potential ally, but of course relations
between the two states are complex and even an informal partnership
would bring many problems. The US is a third potential ally, but is
unlikely to be helpful until Azerbaijan liberalizes. Even with outside
help, it is not clear that any of these allies can stop Russia from
formalizing Armenia’s seizure of NK, if it chooses to do so. In the
end, only Azerbaijan could so increase the costs to make “swallowing
NK” unpalatable to Russia and Armenia.

There are two positives from Azerbaijan’s point of view. First, Russia
cannot afford another round of sanctions. It has its hands full right
now in Ukraine. Second, even after the Ukrainian issue dies down,
Russia has less overt interest in NK. So it may be possible that
this reduced interest, combined with the international community’s
distaste for such aggression, may temper Russia’s behavior. Still,
the solution to NK must go through Russia. Even more so after Armenia
joins the Union, only Russia can force the sort of compromise necessary
to resolve NK.

AHEAD OF OCT. 24 RALLY: OPPOSITION WORKING OUT “ROADMAP” FOR POWER CHANGE AMID ALLEGATIONS OF RIFTS

While the political troika is getting ready for the October 24
rally by developing a common roadmap for a change of government,
news circulating in the Armenian media suggests that there are
contradictions among the political forces.

“The fact that we all announced about our intentions of change of
government, there is no problem here, and no change, either. Now the
thing is how we move to it,” the head of Heritage’s parliamentary
faction Ruben Hakobyan told reporters on Tuesday.

Thus, Hakobyan addressed all those conversations according to which
there are differences among the opposition forces. For instance, the
Iravunk daily wrote that “according to the sources at the Armenian
National Congress (ANC), quite depressed mood hovels there regarding
scenarios for the continuation of the ‘hot’ autumn.”

According to the daily, if some unconditionally trust ANC leader
Levon Ter-Petrosyan, then, especially some young people think that his
path is a path with a dead-end, and they are ready even to unite with
Nikol Pashinyan’s “Civil Contract” structure or the Heritage Party MP
Zaruhi Postanjyan, who said that the Prosperous Armenia Party (PAP)
has not yet burnt all bridges with the government.

“If the PAP accepts my agenda, then I can say the surgery is done,
and all bridges are burnt,” Postanjyan said referring to the eight
suggestions she had asked to include in the October 24 rally.

According to the Heritage MP, besides starting the process of
dismissing the president of the country from his post, the PAP, the
ANC and the Heritage Party must recognize Serzh Sargsyan and Robert
Kocharyan as criminals, be consistent about their investigation and
imprisonment upon legal verdict.

Postanjyan’s suggestions also include return of illegally acquired land
and property to the state, adopting counterbalancing and restraining
laws, providing the opposition with control levers, adopting law
about lustration, Electoral Code amendment.

However PAP MP Naira Zohrabyan said that they consider the words of
only the Heritage Party president, vice-president, the spokesman,
as well as the words of the head of the faction.

To show their unity, the head of the Heritage faction, Ruben
Hakobyan said that the Heritage and its leader Raffi Hovannisian will
participate in the rally even in the absence of a common agenda.

Such an approach, according to the political analyst Yervand Bozoyan,
is correct, because any other scenario will be in favor of the
government.

The political analyst told ArmeniaNow that President Serzh Sargsyan
taking a time-out – i.e. delaying the process of the constitutional
reform for four months, by means of media and all other informational
means, will try to achieve discrepancy among the three political
forces, and four months later he will pass the constitutional reform
for his own reproduction.

“All this is so clear that there is no need to speak. The purpose of
the troika must become the opposite process, they must unite even more,
consolidate, because if the government tries to disperse the troika
from one side, meanwhile they must try to disperse the government
from the other,” Bozoyan said.

“Whoever is tactically strong, that one will succeed,” he added,
emphasizing that the troika has big potential for success. “The
government has done everything so that there is such a potential –
poverty, widespread emigration, it will be shameful for the troika
not to use that potential.”
