The offender is now facing five years in prison after two sports bags
were seized by officers at Moscow Domodedovo Airport

Endangered birds worth more than £80,000 were seized by airport
security when a man tried to pass them off as hand luggage.

The five rare Russian saker falcon chicks were found in the smuggler’s
two sports bags as he went through customs at Domodedovo Airport in
the Russian capital Moscow.

A customs spokeswoman said: “The man was headed for Armenia and
officers became suspicious when they saw something move inside the bag.

“When he was stopped and asked about it, he seemed confused.

“When we opened the bag we found the three birds with hoods on their
heads and their beaks tied up to stop them making a noise. Two birds
were in a second bag.”

Saker falcons which can have a wing span of over four feet are found
in a wide arc from eastern Europe to western China.

CEN Rare: Falconry is a popular sport in Arab countries

The chicks rescued at Moscow airport are believed to be from the
Siberian region of Khakassia.

Numbers have been in decline because of a loss of habitat and poaching.

The birds are frequently the target of smugglers who sell them to
Arab countries where falconry is a popular sport and favourite pastime.

The customs spokesman said: “They are often smuggled out with little
or no regard for their well-being.

“Smugglers do not really care about the state of them. They sometimes
die of thirst or suffocation.

“Fortunately, these ones were in an okay condition. Although the man
was flying to Armenia we believe the birds’ ultimate destination was
an Arab state.”

The birds were taken to a local nursery and the man now faces five
years for smuggling.

The ANCA-ER Freedom Award is presented to individuals who have made
tremendous contributions toward recognition of the Genocide and
who have pursued other issues of importance to the Armenian American
community. Earlier recipients have included U.S. Ambassador to Armenia
John M. Evans, Pulitzer Prize winning author and current U.S.

Ambassador to the United Nations, Dr. Samantha Power, U.S. Senator
Robert Menendez, the late U.S. Senator Edward M. Kennedy, former U.S.

Senator Robert Dole, former U.S. Senator Elizabeth Dole, and Baroness
Caroline Cox.

Robert Morgenthau was born in New York City in 1919, into a highly
regarded political family. His grandfather, Henry Morgenthau, Sr. was
the United States Ambassador serving in the Ottoman Empire during World
War I and is regarded as the most prominent contemporary American
Politician to speak against the Armenian Genocide. As the Armenian
massacres continued unabated, Morgenthau and several other Americans
decided to form a public fundraising committee that would assist the
Armenians. The Committee on Armenian Atrocities (later renamed the
Near East Relief), raised over $100 million in aid, which would equal
to $1 billion today. Morgenthau’s father, Henry Morgenthau, Jr. served
under Presidents Roosevelt and Truman as the Secretary of the Treasury.

A lawyer by training, Robert Morgenthau continued his family’s
tradition of public service, serving as District Attorney of New
York’s Manhattan Borough from 1975 to 2009, making him the second
longest-serving district attorney in United States history.

After graduating from the New Lincoln School, Deerfield Academy,
and Amherst College, he enlisted in the United States Navy, serving
for four and a half years, during World War II. He attained the final
rank of Lieutenant Commander and served as the executive officer of
both the USS Lansdale and the USS Harry F. Bauer. He saw action in
both the Mediterranean and Pacific theaters, mostly aboard destroyers.

Morgenthau graduated from Yale Law School in 1948.

Amman, October 29 (Petra) — His Majesty King Abdullah II on
Wednesday warned of the forceful displacement of Arab Christians
in some unrest-hit neighboring countries and said they played a
significant role in the evolution of the Arab-Muslim civilization
throughout history.

Welcoming Armenian President Serzh Sargsyan, who started an official
visit to the Kingdom, the King said that Jordan is making major
endeavors to highlight the true moderate image of Islam by introducing
the Amman Message and A Common Word initiatives and hosting various
interfaith forums to promote dialogue and understanding between various
faiths. His Majesty the King and the Armenian president explored ways
and means to cement bilateral ties, especially in the economic sphere
and tourism. They also discussed a number of issues and developments
related to the Middle East.

The Armenian president said his country is keen on strengthening
relations with Jordan and coordinating with the Kingdom on issues of
common interest. He hailed Jordan as a model for security, stability
and moderation in the Middle East and the world.

They stressed the need for efforts to reach a just and comprehensive
peace in the Middle East, based on the two-state solution.

King Abdullah underlined that Jordan, along with regional and
international partners, is working to ward off the threat of terrorism
and extremist ideology that targets everyone without exception. The
talks dealt with unilateral Israeli measures and violations against
Jerusalem’s Muslim and Christian shrines, namely the Al-Aqsa Mosque,
threatening peace prospects and regional stability. The two leaders
discussed Syria and called for a political solution to the crisis which
has been raging for years now. King Abdullah and President Sargsyan
oversaw the signing ceremony of a number of agreements and memoranda
of understanding and hoped to enhance cooperation in various domains.

Amman, Oct. 29 (Petra) Armenian President Serzh Sargsyan praised
Jordanian-Armenian ties and pointed to his talks with His Majesty
King Abdullah II today that aimed at forging closer ties between the
two countries in various domains.

During a visit to the Senate on Wednesday where he met with Senate
President Abdul Raouf Rawabdeh, the Armenian President highlighted
the strong ties between his country and Arab and Islamic countries
as well as the keenness to further enhance them in various fields.

Parliamentarians could play a significant role in enhancing relations
between countries, adding that Armenia is interested in promoting
parliamentary ties with the Kingdom, he said.

Rawabdeh, on his part, stressed the importance of this visit in
bolstering relations between the two friendly countries.

The Armenian President and the accompanying delegation also visited
the Lower House of Parliament where he met with House Speaker Atef
Tarawneh and a number of deputies.

He welcomed the formation of a Jordanian-Armenian friendship committee
which he said will have positive impact on relations between the
two countries.

The Armenian President and the House speaker reviewed
Jordanian-Armenian ties and ways to further boost them, mainly in the
parliamentary field in addition to the current situation in the region.

President Sargsyan said his visit to the Kingdom will contribute to
strengthening ties between the two countries.

Tarawneh spoke about reforms being implemented by Jordan in various
fields in addition to the burden shouldered by Jordan as a result of
hosting Syrian refugees.

Pasadena: Moving Forward: New Chairman Claims Internal Probe Clears

MOVING FORWARD: NEW CHAIRMAN CLAIMS INTERNAL PROBE CLEARS ARMENIAN GENOCIDE MEMORIAL COMMITTEE OF ALLEGED IMPROPRIETY

Responding to allegations of financial impropriety made by its former
chairman, former Pasadena Mayor Bill Paparian, the Pasadena Armenian
Genocide Memorial Committee (PASAGMC) issued a statement last week
indicating an internal investigation into Paparian’s claims found no
wrongdoing involving the group’s finances.

“After a thorough review by the board, it is clear that the allegations
made by Mr. Paparian represent, at best, a gross distortion of the
facts and, at worst, a concerted campaign to mislead the community,”
the statement reads. Paparian served as the group’s chairman until
resigning late last month.

At that time, Paparian’s main complaints were leveled against the
committee’s treasurer, David Gevorkyan, who Paparian said was not
truthful about his work and education history.

“While the board cannot control what the prior chairman says, his
saying them does not make them true. His actions both prior to and
since his resignation were hurtful to the project and not in keeping
with legal ethics,” reads the group’s statement.

Paparian, who could not be reached for comment on this story,
was replaced as PASAGMC chairman by Board member Bernard Melekian,
a former Pasadena police chief and city manager.

Members of PASAGMC board include Melekian and former Assemblyman
Anthony Portantino.

Melekian said that the group has been assured by its CPA that the
PASAGMC’s IRS nonprofit status is current and secure and that there
are no financial irregularities regarding any funds that have been
collected.

“The goal is to finish the project,” Melekian told the Pasadena
Weekly on Monday morning. “We have raised about 50 percent of the
money we need. I think Bill contributed a great deal to the project,
but I think he may have forgotten this is for the community and not
for any one person.”

Great Cities

The PASAGMC has been raising money for an Armenian Genocide memorial
since 2012. The memorial honors the 1.5 million people killed in the
Armenian Genocide by the Ottoman Turkish Regime from 1915 to 1923.

Along with the Jewish Holocaust and the enslavement of African
Americans, the Armenian Genocide remains one of the darkest moments in
human history. To this day, the Turkish government denies the events
ever happened.

The $400,000 monument will be placed on the north side of Pasadena’s
Memorial Park, which traditionally has only ever been used to honor war
veterans. It is scheduled to be completed and dedicated in April 2015
to mark the 100th anniversary of the genocide. According to Melekian,
the group has so far raised about $200,000.

The memorial’s design, created by Art Center College of Design student
Catherine Menard, will include a tripod from the tip of which drops of
water will fall into a carved stone basin. Every drop — 1.5 million
a year — symbolizes a teardrop for a life lost in what has come to
be known as the Great Crime.

Melekian said that the group has confirmed that no money was given
illegally and that the money does not stay in the committee’s hands.

Instead, he said, it is turned over to a community foundation.

Paparian announced his resignation from the PASAGMC in a press release
on Sept. 29. Board members were unaware of Paparian’s intentions
to step down and Melekian — who now chairs the board — said he
was informed about Paparian stepping down after being contacted for
comment by the Weekly.

“California law requires that the board of directors carry out
their responsibilities in good faith and with such care, including
reasonable inquiry, as would be used by an ordinary prudent person,”
Paparian said in his statement. “It is my belief that the board has
failed in that fiduciary obligation owed to the community.”

In his statement, Paparian claimed that some of the professional
background information provided by PASAGMC Treasurer David Gevorkyan
proved to be untrue, including his work as a certified treasury
professional, and his past work as a city employee in West Hollywood,
Sierra Madre and Pasadena.

“I have proudly served the Pasadena, West Hollywood and Sierra Madre
communities,” Gevorkyan told the Weekly. “The accusations that I
have never worked there are false. I would proudly work in any of
these places again. I never claimed to be a full-time employee. I
never made the claim that I was in a relationship with a city that I
was not in and I have never claimed to receive money that I did not
earn. These are great cities doing wonderful things and, if called
upon, I would serve any of them again.”

According to documents found online, Gevorkyan has been serving as an
audit commissioner for the city of Glendale since June 11, 2013. He
is also a Bond Oversight Commissioner for the Glendale Unified School
District, according to the city’s website.

‘No Response’

Writing at thetruthmustbetold.com, blogger Ara K. Manoogian claimed
that Gevorkyan provided possibly misleading information about both
his work history and education.

According to Manoogian, Gevorkyan said he had a bachelor’s degree in
public administration from Cal State, Northridge. He also claimed to
have been in the Berkeley Executive Program (EIP) at UC Berkeley and
was a member of the Association for Financial Professionals.

Although he initially claimed he was a certified treasury professional
(CTP) on his LinkedIn account on Oct. 11, that distinction was removed
from LinkedIn by Oct. 14.

Gevorkyan told the Weekly that he never claimed to be a certified
treasury professional and that the title appeared under the education
part of his Linkedin profile because it was the name of a course he
was taking. He said he did not make the edit on his profile and had
no idea who changed it.

An official at CSUN told the Weekly that Gevorkyan graduated from
the college with a bachelor’s degree in political science, not public
administration, in 2009.

Gevorkyan worked as a paid contractor and as an intern with the city
of Pasadena, according to city Budget Director Richard Davis. An
official in Sierra Madre said he was a volunteer there five years ago,
and another official in West Hollywood was not immediately available
for comment.

A PASAGMC webmaster allegedly removed Gevorkyan’s bio after discovering
the alleged discrepancies with his resume. After he reported the
information to the board, the PASAGMC severed all ties with the
webmaster and took no action on the allegations.

Paparian said he substantiated the claims through a background check
performed by another municipality, which noted alleged discrepancies in
Gevorkyan’s professional and educational background on an application
for an advisory committee in Glendale.

Paparian said Gevorkyan also failed to file the proper documents
with the state Attorney General’s Office’s Registry of Charitable
Trusts, which is required before groups can legally accept charitable
donations.

After the information about Gevorkyan was made known to other board
members, Paparian at the time said “their response was no response.”

A defense attorney by profession, Paparian became the city’s first —
and only — Armenian-American mayor when he served in that position
from 1995-97.

During that time, Paparian successfully campaigned for a memorial
dedicated to soldiers who fought in Vietnam to be placed in Memorial
Park.

“I am the first-born son of a survivor of the Armenian Genocide and
have dedicated myself to the pursuit of justice for the Armenian
nation all of my adult life, and this was a major focus for my 12
years as an elected official,” Paparian said. “For the past two and a
half years I have worked tirelessly on the Armenian Genocide project.”

Controversial Project

The memorial has been controversial since it was first proposed in
2012. In August of that year, a contingent from the Turkish consul in
Los Angeles drew the ire of Pasadena’s Armenian community during an
August 2012 visit to Pasadena when they called the proposed memorial
offensive.

Paparian had a public feud with former City Council candidate Chris
Chahinian, who broke off from the PASAGMC. Chahinian formed the
Armenian Community Coalition (ACC) and proposed a separate memorial to
the victims of the genocide. The ACC memorial is also expected to be
completed by 2015. In an article published in the Weekly in December
2012, Paparian called Chahinian’s submission “a warmed-over reject.”

Chahinian would not comment on the controversy involving PASAGMC.

The ACC is currently raising money for a float in the 2015 Rose Parade
which will be dedicated to the survivors of the genocide.

Exports of Russian gas to Armenia increased from 1.317 billion cubic
meters in January-October 2013 to 1.343 billion cubic meters in
January-October 2014, RIA Novosti reports.

The Armenian energy sector increased gas consumption by 32.9% to 323.6
million cubic meters this year. Gas consumption by cars increased by
6.4% to 352.4 million cubic meters.

The industrial sector reduced gas consumption by 2% to 354.4 million
cubic meters, the population reduced its consumption by 13.8% to
172.9 million cubic meters.

ANKARA: Court Rules For Retrial Of Suspects In Dink Murder Case

COURT RULES FOR RETRIAL OF SUSPECTS IN DINK MURDER CASE

The İstanbul 5th High Criminal Court has agreed to comply with a
ruling from the Supreme Court of Appeals in May 2013 that overturned
the lower court ruling acquitting suspects in the Hrant Dink murder
case of forming a terrorist organization, paving the way for a retrial
of the suspects.

Dink, the editor-in-chief of Turkish-Armenian weekly Agos, was shot
and killed in broad daylight on Jan. 19, 2007, by an ultranationalist
teenager outside the offices of his newspaper in İstanbul. Evidence
discovered since then has led to claims that the murder was linked to
the “deep state,” a term that refers to a shadowy group of military
and civilian bureaucrats believed to have links with organized crime.

Although it has been more than seven years since the assassination,
no satisfactory outcome has been produced by the trial.

The 9th Chamber of the Supreme Court of Appeals overturned the
lower court ruling acquitting the suspects of forming a terrorist
organization, but it said they were guilty of forming an illegal and
armed organization to commit a crime in line with Turkish Penal Code
(TCK) Article 220.

The suspects will now be retried over charges of “being members of
an organization established to commit a crime.”

The court also ruled for the merger of the main Dink murder trial
with the trial of Ogun Samast, Dink’s hitman, at a juvenile court
over charges of “being a member of a terrorist organization.”

In the meantime, a group of people who identify themselves as Hrant’s
Friends has called on the trial of certain public officials for their
role in the murder of Dink over Article 83 of the TCK, which concerns
voluntary manslaughter.

The Dink murder case has been fraught with controversy — as well
as some solid evidence — suggesting that many state officials, from
gendarmerie and police chiefs to bureaucrats, were either negligent in
their duties and ignored signs of an assassination plot to kill the
journalist or, according to the Dink family lawyers’ claims, were in
the know about the plot and did nothing — because they agreed with
it or were part of it or did not care. Other incidents and evidence
that came up during the trial also indicate that there were attempts
to cover up the investigation.

Hrant’s Friends met in front of the İstanbul Courthouse before
the beginning of the trial on Thursday, carrying banners that read:
“We are all Hrant, We are all Armenians, Try them over Article 83.”

Speaking on behalf of the group, Yetvart Danzikyan,
a journalist-researcher, recalled the decision of the Ministry of
Justice that opened the way for the investigation into the public
officials for their role in Dink’s murder, saying, “One stone was
eventually unturned after eight years because the investigation of
some public officials has been possible.”

He said although the state has tried hard to protect public officials,
the court trial has evolved so much that doing this is no longer
possible.

“We don’t know whether we can look at the future of this trial with
more hope. Or is hope an appropriate term to be used for this trial?

But we know that following an eight-year-long fight, one stone has been
unturned. An opportunity has been created to bring public officials
to justice. We should make use of this opportunity to the very end,”
he said.

Danzikyan noted that the nine public officials and all other public
officials who had a role in the Dink murder should be tried not for
negligence but over Article 83 of the TCK, which concerns voluntary
manslaughter.

The lawyers of Dink’s family filed a complaint in 2011 with the
İstanbul Chief Public Prosecutor’s Office against İstanbul Deputy
Governor Ergun Gungör, former İstanbul Police Chief Celalettin
Cerrah, the former chief of the İstanbul Police Department’s
intelligence unit, Ahmet İlhan Gungör, and six other police officers
on the grounds that those public officials were negligent in preventing
Dink’s murder.

After the complaint, the chief public prosecutor’s office applied to
the İstanbul Governor’s Office to ask for permission to investigate
those listed public officials. However, the governor’s office did not
give this permission to the prosecutor’s office. After the governor’s
office’s made its decision, the prosecutors decided not to prosecute.

However, the Dink family filed an appeal with the Bakırköy 8th High
Criminal Court to annul the decision of the İstanbul Chief Public
Prosecutor’s Office not to prosecute.

On May 21 of this year, the Bakırköy court decided to cancel the
decision not to prosecute.

Following the high criminal court’s ruling, the İstanbul Chief Public
Prosecutor’s Office applied to the Ministry of Justice, requesting
that the Chief Public Prosecutor’s Office of the Supreme Court of
Appeals appeal the verdict of the Bakırköy 8th High Criminal Court.

The Ministry of Justice rejected this request, opening the way for an
investigation into the public officials against whom the Dink family
originally filed the criminal complaint.

This recent decision has paved the way for the trial of the
public officials on the charge of negligence in the murder of the
Turkish-Armenian journalist.

Back in January 2012, the 14th Specially Authorized High Criminal
Court — as the court was previously called — acquitted all the
suspects in the case of the charge of being a member of a terrorist
organization. The Chief Prosecutor’s Office of the Supreme Court of
Appeals challenged the ruling, arguing that the suspects had not acted
alone but as part of a criminal organization. Later, the 9th Criminal
Chamber of the Supreme Court of Appeals reversed the acquittal of
the suspects on charges of membership in a criminal organization. The
chamber ruled that the suspects should be retried on this charge.

IMF Predicts 2.6 Percent Growth For Armenia This Year

IMF PREDICTS 2.6 PERCENT GROWTH FOR ARMENIA THIS YEAR

YEREVAN, October 31st. / ARKA /. IMF Resident Representative in
Armenia Teresa Daban Sanchez said today that the country’s economy
will grow this year by 2.6%.

Speaking at a news conference, she said the growth is being affected
primarily by external factors, in particular, by the slowdown in
Russia’s economic growth, the lack of economic growth in EU countries,
which are major trading partners of Armenia and by a drop in the amount
of remittances sent by Armenian labor migrants working in the Russian
Federation, whose national currency has been weakening for months. As
for domestic factors affecting growth Ms. Sanchez said it is the
government’s failure so far to fully meet its 2013 spending targets.

“The state budget had enough resources, but because of some technical
factors, not all the planned projects have been implemented and as
a result the budget deficit made 2.5% of GDP,” said Ms. Sanchez.

She also said the difference between the IMF forecasts and the
government’s projection of 3.3% growth is not essential, adding that
the IMF is more cautious in its forecasts.

She also said the next IMF mission will arrive in Armenia in
March, saying that by that time the IMF may be ready to revise its
macroeconomic forecasts.

for Armenia by one percentage point lower from its earlier prediction

exports to Russia and remittances from hundreds of thousands of
Armenian labor migrants working in Russia.

In August the Central Bank of Armenia also revised downward the
economic growth forecast for 2014 to 3.6%-4.2% from the previous

YEZIDIS PLANNING TO SEIZE BACK SINJAR FROM ISIL – YEZIDI-ARMENIAN ACTIVIST

The president of a Yerevan-based Yezidi NGO said Thursday that their
armed detachments in Iraq have plans to seize back the town of Sinjar
from ISIL militants in the near future.

“We have detachments there, so we are now planning to take back
Shangal’s center, Sinjar. Troops from the Kurdistan Autonomous
Republic will help us in the operations; [we’ll receive backing]
from the Iraqi troops in the south while the Yezidis are entering
the city from the front,” Amo Sharoyan told reporters on Thursday.

He said a delegation of Yezidis, which recently visited the United
States, agreed with Department of State Officials over a plan for
the delivery of military and humanitarian aid.

The activist said he regrets that the issue is no longer under
media spotlight, with the entire attention now being focused on the
developments in Kobane.

Speaking further, Shangal newspaper’s editor, Gurjis Kochoyan, blamed
Turkey for the continuing genocidal policies against the Iraqi Yezidis.

“Sunnis are the main nucleus of the Islamic State, so Turkey, which
100 years ago did the same with the Armenians, is the chief culprit
of the Yezidi genocide,” he noted.
