Armenian police structure reforms implementation sitting, headed by
RA National Security Secretary Artur Baghdasaryan , was held.

According to Chief of RA Police Artur Osikyan, reforms to be submitted
for ratification within 4-month period, will promote improvement
in Armenian police structure and establishment of trust atmosphere
between the police and society, as well as struggle against crimes
and public order maintenance.

In his turn, Artur Baghdasaryan welcomed police reforms, stressing
the importance of bringing Armenian legislation into compliance with
European standards, RA NSC press service reported.

will become annual in Armenia. Oracle Corporation (U.S.) specializes
in developing and marketing enterprise software products, NT
correspondent was informed by Armen Karapetian, Director General
of Softline International Armenia – the Armenian subsidiary of
Russia-based Softline International company, a certified partner of
Oracle Corporation.

He said that Oracle Days held on October 20-21 for the second time in
our country showed that the demand for corporate software solutions of
Oracle () is increasing at Armenian companies, as well
as in the banking, financial and state sectors. The broader use of
these solutions requires more targeted work on training specialists
of customer-partner structures. During Oracle Days 2009 in Yerevan,
Oracle’s latest database management systems and information storage
and transmission software aimed mostly at the financial, banking,
and state sectors were presented.

Oracle was founded in Silicon Valley in 1977. Its profit in the first
quarter of the 2010 financial year (announced on 18 September 2009)
made .7 billion, growing by 14% on the previous financial year.

YEREVAN, OCTOBER 23, NOYAN TAPAN. At the October 23 meeting of RA Prime
Minister Tigran Sargsyan and Secretary General of the World Customs
Organization (WCO) Kunio Mikuriya, the sides discussed the programs
being implemented in Armenia and the possible technical assistance,
the seminars on risk assessment to be held for customs officials,
and the issue of Armenia’s most active involvement in WCO.

They touched upon the opportunities of estalishing a training center
in Armenia, its capacities and educational programs. The interlocutors
attached great importance to the simplification of customs procedures
and the introduction of the "one window" principle for businessmen,
which will enable to improve the business climate and reduce risks.

WCO Secretary General welcomed the political support of the Armenian
authorities for the improvement of tax and customs administration,
the press service of RA government reported. Noting that there is
close cooperation between Armenia and WCO, K. Mikuriya underlined the
importance of changing the mentality of Armenian customs employees. In
his words, this change will become possible through cooperation of
the private sector and customs bodies.

Turkey, Armenia Engage

Some last-minute mediation by Secretary of State Hillary Rodham
Clinton salvaged a potentially historic agreement between Turkey
and Armenia. The parliaments of both still must ratify the accord,
but if they do, these longstanding enemies should both be better
off. The U.S. will benefit from an easing of tensions in the region,
which holds strategic importance as well as valuable resources.

Signed by officials in Switzerland Oct. 10, the agreement would reopen
the border between Turkey and landlocked Armenia. It was closed in
1993 by Turkey, which has sided with Azerbaijan in its conflict with
Armenia. The dispute, over the Armenian enclave of Nagorno-Karabakh,
continues, with Armenia still occupying the area. Turkey s prime
minister, Recep Tayyip Erdogan, has sent conflicting signals about
whether the issue must be settled before the Turkish-Armenian deal
can be concluded. Washington has agreed to help resolve the dispute,
but that may not be enough to win over the Turks. Azerbaijan is a
major source of oil and natural gas for Turkey, and, as members of
Turkey s parliament are well aware, it has been threatening to take
its business to Russia.

The accord also calls for opening diplomatic relations for the first
time in the two nations long, antagonistic history. A century ago,
more than 1 million Armenians were killed by the Turks in what the
Armenians rightly insist was genocide. Turkey has steadfastly rejected
the label, punishing its own citizens when they dare to disagree
publicly. Some Armenians strongly oppose the new accord, because it
calls for a joint historical commission to explore the issue. They
fear that such an inquiry will let the Turks deny responsibility
indefinitely, and make it harder to seek compensation.

The genocide question remains enormously sensitive, with members
of Congress seeking annually to pass resolutions sympathetic to the
Armenians. During his campaign, President Obama pledged to recognize
the slaughter as genocide, a vow that now places him in a delicate
position. Turkey is an important U.S. ally that has provided key
support in the Afghan and Iraqi wars, and Mr. Obama is clearly trying
to stay on good terms with its government. Yet an accord would benefit
Armenia as well. Improved relations could have a ripple effect in
the region, reducing conflict, enhancing trade and paving the way
for new oil pipelines to the West.

Secretary of State Clinton faces tough odds in coaxing this agreement
toward completion, but she has done very well so far.

Christians Fleeing Kirkuk

With the deteriorating situation and unstable conditions in Kirkuk,
Christians are considering fleeing the northern city where they have
lived for decades.

Farish Nzarit Gatalian, an Armenian Christian living in Kirkuk, says
that "the lucky person is he who gets a [foreign] visa and leaves
this city."

Fifty-year-old Gatalian, sitting in front of a picture of Jesus in
his home, says that he no longer feels safe in the city and that he
fears for the future of himself and his family. "When I go to work
I’m never sure whether I will return home alive or dead in a coffin,"
he said, explaining his reason for wanting to leave.

According to Gatalian, the plight of Iraqi Christians has becoming
increasingly perilous and he told Niqash that most of his relatives
have already fled the country. "During the past 40 years there were
some 1000 Christian families from Armenian origin but now only 70
families are left," he said, adding that Christians in Kirkuk have
lost all hope of staying in their city.

On the back of the tense political situation in Kirkuk over the status
of the disputed territories, tensions between the city’s four ethnic
groups, Arabs, Kurds, Turkmens and Christians, have significantly
worsened. Kirkuk’s Christians live, for the most part, in Arafa,
al-Mas and al-Masour neighbourhoods. Like other groups in the city,
they say they live in a state of continuous struggle to preserve
their religion and identity.

Local Christians say that they are now targets of armed groups and
tens of them have been killed and kidnapped, while their churches
have been bombed.

Two weeks ago, Imad, a young Christian man was abducted as he left his
home heading to work at a local hospital. Two days later his dead body
was discovered. Shortly before this incident, a Christian doctor was
kidnapped and only released after the payment of a US $100,000 ransom.

While in captivity the doctor was tortured.

Imad Yuhanna Yaqo, a member of the Assyrian Democratic Movement (ADM),
a Christian party, told Niqash that they had recorded "seven deaths
and four kidnappings between April and September. This has led 20
Christian families to flee Kirkuk and go to the Kurdistan Region or
other countries like Syria and Jordan."

Yaqo told Niqash that "the number of Christians in Kirkuk before the
fall of the Baath regime was more than 20,000. This number has dropped
to 10,000 and the number continues to decrease… Most of the emigrants
have family members abroad with the financial means to assist them."

Another ADM member explained the reasons behind the Christian flight
from the city: "The deteriorating conditions, the uncertainties
surrounding the future of Kirkuk, the dreadful conflict between Arabs
and Kurds over the city, the increased violence practiced by Islamic
parties and the weak influence of leftist and liberal parties are
the reasons behind Christian emigration," he said.

Today, those Christians that remain in the city are trying to assert
greater influence by pushing their children to find jobs in government
and security institutions. At the moment the proportion of Christians
in these bodies is negligible compared to other groups.

Salvana Boya is the only Christian in Kirkuk’s provincial council
for the Assyrian National Party and says that "there is only one seat
for every 10,000 Christians in the city… Being the only Christian
member among the 41 provincial council members, I feel that I lack
the support I need," he said.

But according to Boya, there is another problem facing Christians
in Kirkuk: the small size of their families. "Late marriages among
Christians and their reluctance to have big families are major
challenges," he said. "One rarely finds a Christian family of five
or six members."

According to Boya, the issue is as important as any security or
political challenge because it is contributes to the decrease in the
number of Christians and threatens their existence.

Even so, Yaqo believes that there is a larger region-side challenge
facing Christians. "There is a conspiracy to empty the region of
Christians," he said. "We are the weakest minority in the region and
the first victims of these conflicts. Our numbers are very little
and if we continue to emigrate at the same speed the region will very
soon be empty of its Christians."

On October 22, in accordance with the earlier achieved agreement with
the NKR authorities the OSCE mission conducted regular monitoring of
the contact-line of Nagorno Karabakh and Azerbaijani Armed Forces in
the eastern direction of Seysulan settlement of Martakert region, NKR.

>From the positions of the NKR Defence Army the monitoring was conducted
by Coordinator of the OSCE Office, Lieutenant-Colonel Imre Palatinus
(Hungary) and Field Assistants of the Personal Representative of the
OSCE Chairman-in-Office Vladimir Chuntulov (Bulgaria) and Zhaslan
Nurtazin (Kazakhstan).

According to the NKR MFA Press Service, the monitoring passed in
accordance with the planned schedule. No violation of cease-fire
regime was registered.

The monitoring mission from the Karabakh side was accompanied by
representatives of the NKR Ministries of Defence and Foreign Affairs.

to Khachatur Abovyan’s home museums. However, repairs helped reveal
that building was in shabbier state than shown by projecting work.

"Full repairs of the building which will serve as library, depository
and scientific research center requires an additional sum of AMD 15
million," said director of Home Museum Hivhannes Zatikyan.

Khachatur Abovyan -an Armmenian writer and enlightener-democrat,
founder of new Armenian literature and new literary language,
pedagogue and ethnographer – was born in Kanaker, a village in the
vicinities of Erivani (Yerevan). He studied in Ecmiadzin and then,
in Nersisyan Seminary of Tbilisi (1824-26). Later he graduated from
Derpt (currently: Tartusk) university. Upon returning his homeland,
he devoted himself to teaching activity. Abovyan met a hostile attitude
by reactionary Armenian clergy and Tzarist officials for being against
dogmatism and formalism in school education. Beginning 1837, Abovyan
was a supervisor in a Tbilisi district college, and beginning 1843
he held the same post in Yerevan. On April 2 (14), 1848 Abovyan left
his home and never returned.

BOOKS FEATURING FALSE FACTS OF ARMENIAN HISTORY REMOVED FROM UKRAINIAN LIBRARIES

Armenian history in " Conflicts and wars after USSR collapse" book,
Analitika.at.ua center experts launched Ukrainian libraries’ monitoring
in order to reveal books containing false facts of Armenian and NKR
history and replace those by new 2008 editions with verified data.

A lengthy work yielded satisfactory results. In fact, the book was
published in 300 editions, which is the reason it did not reach major
Ukrainian libraries. The books containing false history were found
and replaced in Crimean libraries.

New book editions featuring separate RA and Karabakh history were
presented to libraries, Analitika.at.ua reported.

functions of corporate and retail banking will be separated and a
special department with retail clients will operate since November 1",
said Nerses Karamanukyan, Chairman of Board of the Bank.

"Corporate banking will deal with large clients, medium-sized business,
small and micro-entrepreneurship and individual services will be
concentrated in retail-banking", he said on Monday to the journalists
of ARKA. Karamanukyan said that the first time in the banking system
of Armenia Ardshininvestbank is intended to create a new department
of risk management with its sub-divisions. "Regarding this issue we
will get consulting in the frames of the signed document. The new
structure will operate after relevant changes in the Bank", he said.

On October 19 Iinternational Finance Corporation (IFC) and Armenia’s
Ardshininvestbank signed an agreement on rendering advisory services to
the Bank. "Ardshininvestbank" got license (N 83) from CB of Armenia on
February 27, 2003 for the implementation of banking activity. The main
shareholders of the Bank are Open JSC "Center of Business Investments"
(86,82%) and International Financial Corporation (10%), which became
a shareholder in 2007.

The Bank is the affiliate member of international payment system
MasterCard/Europay, as well as shareholder of the systems of card
operations CJSC "Armenian Card" in the territory of Armenia. As of the
end of July the assets of the Bank made about 320 billion drams.

Azerbaijan’s representative was interrupted during his speech at a
meeting of the Social, Humanitarian and Cultural Affairs Committee,
commonly referred to as the "Third Committee", of the UN General
Assembly. Even at the discussion of the problem of children’s rights,
the Azeri representative attempted to resort to anti-Armenian rhetoric,
mentioning "occupied territories, refugees, children-soldiers and
Khojala massacre." The Chairman, however, run out of his patience
and interrupted the Azeri delegate.

In his turn, the Armenian representative pointed out that Azerbaijani
delegates try to use any platform for anti-Armenian propaganda. In his
speech he elaborated on Azerbaijan’s aggression against the peaceful
Armenian population both in Azerbaijan itself and in Nagorno-Karabakh.

As result, hundreds of thousands of refugees became refugees, tens
of thousands of children lost their parents and were disabled.
