2009 was not a year of achievements, says Stepan Demirchyan, leader of
the People’s Party of Armenia. According to him, the political year
was significant for the signing of the Armenian-Turkish protocols,
the intensification of the efforts to solve the Karabakh issue and
an unprecedented economic downfall.

The Armenian-Turkish relations cannot be normalized at the expense
of national dignity, Stepan Demirchyan told a press conference today.

"It’s hardly possible for the Armenian-Turkish protocols to be ratified
without significant progress in the Karabakh settlement process,"
he said.

According to the assessment of the leader of the people’s Party of
Armenia, President’s Sargsyan’s statement about legislative changes
was made in response to the protraction of the ratification, and did
not mean refusal from the process.

"I don’t think Armenia will withdraw from the process. The world
powers are interested in both the normalization of the Armenian-Turkish
relations and the settlement of the Karabakh conflict," he said.

Prime Minister Tigran Sargsyan visited Akhtala city to participate
in the ceremony of opening of the gas pipeline in Barit district. The
district was gasified with the support of the Armenian Government and
"ArmRosGasprom" Company.

Later Prime Minister Tigran Sargsyan participated in the solemn
ceremony of renaming Akhtala’s school #1 after outstanding statesmen
and politician Andranik Margaryan. This educational establishment
having 130 pupils was reconstructed at the initiative of the late
Andranik Margaryan.

Tigran Sargsyan was awarded a "Golden Pomegranate" memorial medal of
the city of Akhtala.

Tigran Sargsyan and members of Andranik Margaryan’s family unveiled
the plaque dedicated to the late Prime Minister. a film about Andranik
Margaryan’s life and activity was screened during the event.

Citing a continuing slump in construction, one of Armenia’s two cement
factories halted production operations and effectively laid off most
of its 600 workers on Wednesday.

The Mika-Cement company said its factory located in Hrazdan, an
industrial town more than 40 kilometers north of Yerevan, will not
function at least until next spring because of a more than 50 percent
contraction of the Armenian construction sector. It also blamed the
shutdown on this year’s sharp increase in the price of Russian natural
gas heavily used in cement production.

According to Naira Martirosian, Mika-Cement’s director general,
domestic demand for cement has halved this year, resulting in 32,000
metric tons of unsold cement stored at the Hrazdan plant. She said
the company hopes to unload the excess inventory "by the spring."

"When demand recovers, when cement sells and when we run out of cement
stocks, the plant will start working again," Martirosian told RFE/RL.

That would enable the company to recall 350 or so Mika-Cement workers
that were involved in manufacturing operations and will be out of
work during the stoppage, she said.

Martirosian insisted that they have been sent on indefinite leave and,
in accordance with Armenian law, will get the minimum national monthly
wage of 30,000 drams ($80) until returning to work.

However, some of the affected workers interviewed by RFE/RL claimed
to have been formally fired. "They fired us, saying that they will
recall and rehire us later on," said one middle-aged man. He said he
therefore does not expect to be paid in the coming months.

Mika-Cement, which is owned by Russian-Armenian businessman Mikhail
Bagdasarov, exported up to a third of its production to neighboring
Iran and Georgia in 2008. Martirosian said the company has had
virtually no exports this year not only because of the economic crisis
but also the rise in the gas price.

Like the other Armenian cement plant based in the southern town of
Ararat, Mika-Cement greatly benefited from a construction boom that
fuelled Armenia’s robust economic growth from in the preceding decade.

However, profits posted by the company were remarkably modest.

It paid only 180 million drams ($480,000) in various taxes and occupied
191st place on the list of Armenia’s largest corporate taxpayers in
the first half of 2008. The Armenian economy was still expanding at
a double-digit rate during at the time.

ArmInfo. Two cases of ‘swine’ flu death have been registered in
Armenia.

As press-service of Armenian Health Ministry told ArmInfo, one of the
victims of the H1N1 flu is a young pregnant woman, which was taken to
the ‘Erebuni’ hospital from Razdan town. The total of 86 cases of the
‘swine’ flu have been disclosed in Armenia as of 15 December. At the
same time the Ministry says that the flu cases reduced by 300-500 in
the country for the last days.

To recall, the first case of the ‘swine’ flu was registered in Armenia
on 10 November.

/PanARMENIAN.Net/ Ankara has failed to link the Armenian-Turkish
dialogue to Karabakh process so far, said Karen Bekaryan, chairman
of European Integration NGO.

"No document on Karabakh imposing concessions on Armenia has been
signed as yet," he told reporters on Monday.

Nevertheless, Mr. Bekaryan forecast intensification of Nagorno Karabakh
conflict settlement process in the near future. "Being interested
in resolution of the conflict, the U.S. will speed up the process,"
he said.

Asked to comment why the OSCE Minsk Group Co-chairs did not arrive in
Yerevan during their recent regional visit, Mr. Bekaryan said, "It was
done to warn Baku against meddling with the Armenian-Turkish dialogue."

By dissolving the only Kurdish party represented in the Turkish
Parliament, Turkey delivered one more blow on its own reputation,
Karen Bekaryan, Chairman of the European integration NGO, told
NEWS.am. According to him, Turkey has recently committed serious
mistakes in implementing its foreign policy, and has created a serious
domestic political problem for itself by dissolving the Kurdish party.

`The party has just been dissolved, and the event has not yet evoked
many responses outside Turkey, but the dissolution of the party will
not only affect the domestic political situation, but also deliver a
blow on the country’s reputation,’ the expert said. Bekaryan believes
that `Turkey’s attempts to implement an independent foreign policy
worsened its relations with the United States and Israel, which are
Turkey’s traditional strategic partners.’

`Turkey’s relations with Israel came to mutual insults, and its
relations with the United States even worsened when Premier Recep
Erdogan rejected President Barack Obama’s proposal to dispatch troops
to Afghanistan,’ Bekaryan said. `Afghanistan is a priority for the
United States and NATO, and Turkey is the second NATO member-state in
terms of numerical strength,’ he said. `The superpowerful European
lobby’s unfavorable attitude to Turkey will play a great role in the
Turkey-U.S. relations,’ Bekaryan said. He believes that the judgment
on dissolution of the Kurdish party will complicate the negotiations
for Turkey’s membership in the EU.

`Neighboring Iran gave a slap in Turkey’s face by flatly rejecting its
proposal for uranium enrichment. Turkey has tarnished its
international reputation and cannot find any further pretexts for
keeping the Armenian-Turkish border closed. If Turkey refuses to
reopen the border, the world powers will give a prompt response – the
United States and other countries, which are interested in the border
being reopened, will recognize the Armenian Genocide,’ the expert
said.

RA Prime Minister Tigran Sargsyan participated in a round table
referred to as "Human rights protection in Armenia: achievements
and threats," organized in connection with the International Human
Rights Day.

Addressing those present, the Prime Minister stated in part: "States
must carry out progressive actions and programs so that mankind
comes to understand the essence of human rights through education
and a corresponding environment. The set of fundamental values as
specified in the UN General Assembly Human Rights Charter should form
the essence of each of us providing a vital medium like air and water.

Modern societies cannot develop without the respect of human rights.

Life makes no sense without freedom. Our duty is to ensure free
exercise of constitutional rights by any Armenian national considering
all the provisions of Article 30 of the UN Human Rights Charter are
reflected in the Constitution of the Republic of Armenia.

In this context, the head of government highlighted the Council of
Europe-hosted "The future of democracy" forum to be held in Armenia
next year. He also spoke about the human rights-related "European Union
– Armenia" new cooperation framework under the European Neighborhood
Policy and Eastern Partnership programs emphasizing that "actions
like that convey important signals to our society and our citizens."

"Through the medium of education and knowledge, we will be able to
promote respect of human rights in the Republic of Armenia so that
they become a vital necessity to all of us," concluded Tigran Sargsyan
and wished fruitful work to the round table.

officials’ statements concerning the settlement of Karabakh conflict,
Prosperous Armenia MP Naira Zohrabyan says. "We can’t treat them as
something serious unless they are voiced during the talks," she told
a PanARMENIAN.Net reporter.

According to her, Turkey and Azerbaijan make such statements with
domestic policy considerations. Should Turkey link the current
rapprochement process with the resolution of Karabakh conflict Armenia
will withdraw from the process, she finds.

With regard to recent Obama- Erdoghan meeting, Zohrabyan said Turkish
Premier could not have discussed Karabakh issue with U.S. leader since
Obama’s letter to American-Armenian community clearly distinguishes
the two issues from one another.

Touching upon "reasonable timeframes" enshrined in RA-Turkish
Protocols, Armenian MP said the maximum deadline for Armenia is March
2010. "If, by that time, Turkey remains uncertain about ratifying
protocols, Armenia will undertake relevant steps."
