UNESCO WORLD HERITAGE COMMITTEE FORUM TO OPEN IN ST PETERSBURG

An international forum of experts will open here on Monday to debate
various proposals to set the borderlines of such UNESCO World Heritage
site as the historic center of St. Petersburg and related groups of
monuments, as well as a final reading of the declaration on this site,
which has the remarkable universal value.

The forum is to last two days in the city on the Neva River. Leading
Russian and foreign specialists in the conservation of the cultural
heritage will participate in the forum. Executive Secretary of the
Russian Commission for UNESCO Grigory Ordzhonikidze and Director of
the UNESCO World Heritage Center Kishore Rao will deliver a welcome
speech to the forum.

High on the agenda of the forum will be the debates on various
proposals to set the borderlines and the buffer zones of the UNESCO
World Heritage site of the historic center of St. Petersburg.

St. Petersburg specialists in the protection of cultural heritage have
been working on the issue already for several years. They have been
specifying the borderlines of the St. Petersburg monuments nominated
as a UNESCO World Heritage site in 1990.

The experts will debate a declaration on the outstanding universal
value of St. Petersburg as a UNESCO World Heritage site. The St.

Petersburg specialists have drafted the document that constitutes
some kind of a visiting card of the northern Russian capital. The
declaration gives all the reasons in brief for declaring the city
as a UNESCO World Heritage site. The declaration reading negotiated
with international experts will be passed to the Russian federal
government. The final reading of the declaration is expected to be
presented at the 35th session of the UNESCO World Heritage Committee
in 2011.

The historic center of St. Petersburg and related groups of monuments
was put on the UNESCO World Heritage list at the 14th session of the
UNESCO World Heritage Committee in Banff, Canada, on December 12,
1990. This UNESCO World Heritage site is unique for the makeup and
scale of monuments and is situated in two Russian federal constituents
(St. Petersburg and the Leningrad Region). The site is made up of 36
components and 136 elements spreading on over 26,000 hectares.

Meanwhile, the distance between the most remote elements of the site
makes about 100 kilometers and even more.

Neither of Jehovah’s Witnesses from 2005 till today has applied for
alternative service: they prefer to be prosecuted, spokesman for
the defense minister Davit Karapetyan said speaking to Armenpress
commenting on the recently raised issue according to which the
sectarians avoid even alternative service.

He said in 2004 and 2005 about 26 servicemen passed alternative service
in our country. The latter though months later boycotted the service
preferring prosecution.

KOHAR delivers concert in Yerevan

KOHAR symphony orchestra and Armenian pop stars held a concert on
Liberty Square in central Yerevan on Saturday.

The concert was accompanied by a first-ever 3D projection mapping on
Yerevan’s Opera House.

Organized by the Domino Production, the concert was followed an
announced fireworks that is said to have taken many citizens aback.

Only a peaceful settlement of the Karabakh conflict can lead to
stability and reconciliation, while the use of force will exacerbate
the situation and deepen the confrontation, Russia and the United
States say.

“We confirm that only the settlement achieved at negotiations may lead
to peace, stability and reconciliation,” says the joint statement of
Presidents Dmitry Medvedev and Barack Obama on Nagorno-Karabakh.

“The new use of force will bring new sufferings and devastation and
will be condemned by the international community,” the statement says.

Further protraction will only put the parties’ commitment to reaching
an agreement under question, the statement said.

We are prepared to attest to the formal adoption of these principles
and assist the preparation of a peace agreement and then support its
implementation with international partners, the U.S. and Russian
presidents said.

Des récents documents sortis des archives turques, combinées avec des
documents privés de Talaat Pasha, confirment que Talaat a en effet été
l’architecte du génocide arménien. Il y a des documents clairs qu’il a
ordonné et a surveillé la déportation générale des Arméniens Ottomans
de 1915 à 1916 et qu’il a suivi le destin des déportés de façon très
proche. Talaat Pasha a reçu des mises à jour quant aux arméniens lors
des différentes étapes de la déportation aussi bien que des
informations sur le destin de ceux qui ont été soumis à un traitement
spécial. Bien que beaucoup de documents ottomans restent toujours
indisponibles dans les archives turques, les informations disponibles
montrent que la thèse de la déportation ottomane était un rideau de
fumée pour l’annihilation des arméniens. Les documents ottomans dans
les archives turques, aussi bien que le carnet de Talaat de 1917
montrent que moins de 100000 arméniens ont survécu à la déportation.
Selon le carnet de Talaat sur le génocide arménien, la plupart des
arméniens de l’Empire Ottoman ont disparu entre 1915 et 1917 ou ont
été dispersés dans différentes provinces de l’Empire Ottoman pour être
assimilés. L’assimilation de force de centaines de milliers
d’arméniens est un indicateur du pouvoir, du contrôle et du but de
l’état Ottoman.

Le carnet de Talaat Pasha sur le génocide arménien est le point de vue
ottoman le plus proche officiellement que nous avons du génocide
arménien. Le carnet a été sans aucun doute rédigé par Talaat Pasha et
ceci pour son utilisation privée. Il n’avait pas été prévu pour une
publication et doit probablement seulement son existence au fait que
Talaat a été assassiné en 1921 et que sa veuve a donné le carnet à un
historien turc qui a en fin de compte l’a publié*.

Aucun tel document n’est sorti des archives turques jusqu’à présent,
quoique les données présentées dans le document puissent être
vérifiées par les documents ottomans disponibles et un examen
minutieux des affirmations.

Selon les chiffres de Talaat 1 150 000 arméniens ont disparu dans
l’Empire Ottoman entre 1915-1917. Ce nombre inclut bien plus de 100
000 arméniens qui se sont enfuis de l’Empire Ottoman en 1915 (et sont
morts en grand nombre de la faim et des maladies), mais il n’inclut
pas des dizaines de milliers de femmes arméniennes et d’enfants qui
ont été adoptés dans des familles musulmanes ou placés dans des
orphelinats d’état pour être assimiler.

Dans cette publication du carnet de Talaat sur le génocide arménien,
l’historien Ara Sarafian étudie le carnet à la lumière d’autres
documents Ottomans. Il présente les statistiques de Talaat en détail
et comprend deux cartes colorées inestimables démontrant le contenu du
carnet aussi bien que des documents Ottomans complémentaires liés au
génocide arménien. Ara Sarafian présente le calcul par Talaat du
nombre d’arméniens, leurs provinces natales et leur emplacement dans
l’Empire Ottoman en 1917.

‘The chances of peaceful settlement of Nagorno Karabakh conflict are
higher than alway’.

The statement came from Russian Deputy Foreign Minister Sergey Ryabkov
commenting on presidents’ Deauville statement.

‘If we compare the resolutions of the last summits, we can draw
several results – a chance for a peaceful settlement is much higher
than before.

We are not on the threshold of a new conflict, we are much closer to
a settlement process. The great coordinated work was conducted and
there is a chance for progress and compromise now’.

Recently the tendency of emigrating from Armenia has been increasing.

This fact causes concerns of state officials and observers in the
country. State immigration service chief Gagik Eganian however
thinks that there is nothing unusual in the process stating that
although immigration increases the process if quite slow. In 2008
Armenia was left by 23 000 people, in 2005 by 25 000, in 2010 by 30
000. it makes 78 000 altogether which is a serious figure for small
country like Armenia. The birth rate is also decreasing. The figures
of the population of Armenia are different according to official and
unofficial data. Officially Armenia has 3.8 mln population however
unofficially It is suggested that there are more than half a million
less.

YEREVAN. – Republican Party of Armenia hails positive statement
issued by the OSCE Minsk Group co-chairing states, spokesperson Eduard
Sharmazanov told Armenian News-NEWS.am.

The statement contains precise signals directed on Azerbaijan’s
destructive approach.

According to him, the statement corresponds to the position of the
Armenian side.

Firstly, presidents of Co-Chairing states called to solve the conflict
peacefully. President Sargsyan, repeatedly urged his Azerbaijani
counterpart to sign an agreement on non-use of force, an offer that
was refused by President Aliyev.

Secondly, the leaders note use of force is unacceptable. Azerbaijani
president has recently mentioned possibility of military solution to
the conflict.

Thirdly, the statement notes use of force would only bring more
suffering and devastation. It also corresponds to the position of
the Armenian side. Azerbaijan unleashed war in Nagorno-Karabakh and
Armenian side have repeatedly stated that the party, which will start
war, will suffer more.

Presidents also called on the sides to prepare their populations
for peace, not war. Only a negotiated resolution of the conflict is
acceptable to Armenia. This part of statement is also a response to
destructive approach of Azerbaijan.

Finally, the presidents mentioned ‘the sides’ rather than the ‘two
sides’, which means they indirectly acknowledge there are more than
two sides, he concluded.

REMEMBERING MIDDLEBOROUGH’S FIRST WWI SERVICEMEN

Following the outbreak of war in Europe in the summer of 1914, in an
effort to maintain the strictest neutrality, President Woodrow Wilson
issued a proclamation August 4, 1914, barring American citizens from
enlisting in the armed forces of the belligerent nations. The order was
largely ignored. Men from across the country flocked to join foreign
armed forces, including men from Middleborough. Demonstrating, indeed,
that it truly was a world war, Middleborough men (many of foreign birth
or with foreign-born parents) would early on enlist in the armies of
Britain, Canada, France and Italy, flouting America’s declared policy
of neutrality and becoming the first local participants in the Great
War some two and a half years before America’s formal declaration of
war against Germany and her allies.

Regardless of which uniform they might don, these men shared one thing
in common – an abiding belief in the honor and rightness of their
cause. The numerous letters written by Middleborough men in foreign
service nearly all indicate the common cause which they shared with
their Middleborough friends and neighbors.

James E. Jones, John McNeil and Earl F. Dempsey were among those
Middleborough residents who enlisted with the British. Dempsey’s
story is reflective of that of the others. Enlisting in the British
Army in July, 1915, he was transported to England aboard a horse ship.

Originally a cavalryman in the 2d King Edward’s Horse, he served in
the trenches as a bombsman, machine gunner and signal man during the
1915-16 campaigns after the command was dismounted when the futility
of employing cavalry on the Western Front was realized. During
the summer of 1916, the low point of the British experience in
France, Dempsey served on special duties as a dispatch carrier,
before rejoining his regiment. He was wounded at the Somme in 1917,
following which he was trained as a gunner in the tank service. On
September 28, 1918, he was again wounded, in the back and neck, by
an exploding shell. The tank in which he was serving caught fire,
and Dempsey badly burned. Nonetheless, he survived the war.

Still other Middleborough men joined the Canadian forces. In 1915,
fifteen-year-old Roger Keedwell left his home on Frank Street to
enlist with the Canadian Army and served some ten months in the
Canadian Grenadier Guards before his father was successful in having
him discharged due to his age. He would later perish as a member of
the American forces in the Argonne.

Kenneth Cosseboom, whose father was a native of New Brunswick, also
served with the Canadian Army. He enlisted in the fall of 1914 and
shipped to France in March, 1915, with the rank of corporal. He served
at the front the majority of the time. In 1916, he was awarded a medal
for bravery in action and received an honorable mention several times.

In March, 1918, he graduated from officers’ training school in France,
and was made a lieutenant and transferred to the 26th Battalion
Canadian Infantry. He was engaged in training Canadian recruits up
until October, 1918. He was wounded in the arm once, and was in the
hospital for six months recuperating.

Herbert M. Jones, like Cosseboom, saw action with the Canadian Army
in France, as a member of a railway engineer company responsible for
constructing and supplying supply rail lines.

John A. P. Lacombe similarly saw service in France as a member of the
Canadian Army and was wounded a number of times. He too recognized
the common cause shared by Americans and Canadians alike. “I am not
in the American army, but in the Canadian, but it is all the same
these days and we are all fighting for the same cause.”

Still other Middleborough men enlisted with the French forces.

Haroutune Haroutunian, an Armenian native, enlisted with a number of
other local Armenians including Sarkis K. Afarian, Madirus Gochgarian,
Dicran Baghdelian and Mihran Piranian, on August 3, 1917, in the French
Army Legion d’Orient, anxious to serve in the front lines against
Germany’s Turkish ally to avenge the Armenian genocide which had been
perpetrated by Ottoman Turkey. The Legion, created in November 1916,
included some 2,000 Armenian Americans. In 1918, Haroutunian wrote his
brother John, “We are ready to attack the Turkish army by orders from
Gen. Allenby. We are very happy at the present time because we are
seeing the surrender of our enemy from our motherland.” Haroutunian
gave voice to the local Armenian community’s willingness to sacrifice
when he wrote Lorenzo Wood on March 16, 1918, that “for humanity and
justice, we will be ready for all happenings”¦”

Six Middleborough residents not recognized on the town’s honor roll,
but two of whom would ultimately make the supreme sacrifice were the
Merluccio brothers who departed Middleborough for their former homes
in Italy where they enlisted in the Italian Army.

Despite the fact that Middleborough men would join the forces of
foreign nations, and might not always consider themselves firstly
as Americans, they clearly recognized the mutual goals which they
shared with native born Middleborough soldiers. The color of the
uniform ultimately was irrelevant. Herbert M. Jones, then serving
with the Canadians in England, succinctly wrote the President of the
Middleborough Red Cross Association, emphasizing the common ideals
shared by all.

“¦We are all fighting for one common ideal freedom from militarism –
an ideal that America has stood for and I hope will continue to stand
for in the years to come”¦. As I go to France, I go as a comrade and
brother in arms to my American brothers. I have worked with them and
played with them and eaten with them. I’m glad to know that I am to
fight in a just cause shoulder to shoulder with your best and bravest.

Many of us will not come back. I only hope that we shall all die to
some purpose”¦. Here’s to the cause – God bless America and Americans
and may they be worthy of their ancestors.

YEREVAN. – “Turkey has taken sides closely with Azerbaijan’s position,”
former Russian Co-Chair of the OSCE Minsk Group Vladimir Kazimirov
stated in an interview with Hayots Ashkharh newspaper.

“It is clear that there is a blood and language relations between
Turks and Azeris, as well as political calculations. However, when
it comes to such a dangerous confrontation, Turkey is close enough
to this dangerous region. I think it should be more unbiased and act
taking into account all the circumstances, rather than be an appendage
of one of the conflicting parties,” Kazimirov emphasized.
