announced opening of World Religions international project.

>>From July 26 to August 9, 2011, in the framework of the project,
one of four planned expeditions to Armenia started, including Andrey
Gribenyuk, Armen Jagaryan and Sergey Polivec.

The team is in Yerevan for shooting an album Armenia from the cycle
of World Religions global international project. The Master and the
team will visit historical and spiritually valuable places of Armenia,
a state with a-thousand-year history. The meeting with the Catholicos
of All Armenians Karekin II is planned.

Rostov-na-Donu Marche Fano union is the organizer of the
photo-project. The goal of the project is to show spirituality,
architecture, uniqueness and culture of the world religions through
photography.

The project is calculated for 5-7 years and covers all available
and known religions of the world. Upon completion of each project a
photo album including top professional photos with partners’ logotypes
and advertising agencies info will be issued. The project stipulates
highlight on orthodox Christianity, catholic Christianity, religion
and culture of ancient and contemporary Armenia, on islam, buddhism,
iudaism and hinduism.

Large-scale photo-exhibitions are also planned in Europe, U.S.,
Australia and countries of Asia and East.

The project is being implemented under the aegis of the head of
Novonakhichevan and Russian Eparchy of AACh, Bishop Ezras Vartkes
Artsruni, People’s Artist of USSR Armen Jigarlhanyan, President of
international foundation to the memory of A.Babajanyan Ara Babajanyan,
and other famous personalities.

SCR: Armenia Train Transported 13317 Passengers As Of Aug 1

PanARMENIAN.Net – As of August 1, Armenia train has transported 13317
passengers exceeding 2010 results by 20%.

According to South Caucasus Railways (SCR) passenger transportation
department, 11895 and 1422 passengers were transported in July and
June respectively.

Armenia train, following Yerevan-Batumi-Yerevan route launched
operations on June 15. Yerevan-Batumi train trip takes 16 hr 37 min,
a way back lasts 16 hr 55 min.

13.3% Year-On-Year Rise In Prices For Medical Services Recorded In A

13.3% YEAR-ON-YEAR RISE IN PRICES FOR MEDICAL SERVICES RECORDED IN ARMENIA IN JULY 2011

YEREVAN, August 2. /ARKA/. Prices for medical services in Armenia
rose 14.1% in July 2010, compared with December 2010 (13.3%
year-on-year increase), Gurgen Martirosyan, chief of the Armenian
National Statistical Service’s division in charge of international
data comparison, said Tuesday at a news conference. In July, compared
with June, they grew 0.6%.

According to statistical reports, 6.3% year-on-year inflation was
recorded in the country in July 2011. This inflation was mainly due
to 9.6% hike in food, alcohol and tobacco prices and 3.1% rise in
prices for nonfoods.

Prices for services climbed 2.3% in July 2011, compared with the same
month a year earlier.

PASTORAL VISIT TO SINGAPORE BY REV FR NORAYR PATANIAN

Sydney, Australia – Reverend Father Norayr Patanian, long-serving priest
of the Armenian Apostolic Church of Holy Resurrection, made a pastoral
visit to the Armenian Community in Singapore from 22-27 July 2011 under
the patronage of His Eminence Archbishop Aghan Baliozian, Primate of the
Diocese of the Armenian Church of Australia and New Zealand.

Father Patanian was warmly welcomed by the small, close-knit community
who gathered together on the Saturday evening for a social occasion and
again on Sunday at the Armenian Apostolic Church of St Gregory the
Illuminator where the Reverend Father celebrated the Divine Liturgy.
Also present for the weekend were Armenians from Malaysia.

Father Patanian was accompanied to Singapore with his wife, Yeretsgin
Sonia.

The Armenian Apostolic Church of St Gregory the Illuminator is the
oldest church in Singapore and is located at 60 Hill Street Singapore.

Church Must Not Interfere In Politics, Scholar Says

CHURCH MUST NOT INTERFERE IN POLITICS, SCHOLAR SAYS

“If our Church is criticized, I think it should most strongly be
criticized for being totally indifferent,” Vardan Devrikyan, Deputy
Director of the Institute of Literature, Armenian National Academy of
Sciences (ANAS), told journalists on August 2. “Vardanants [an Armenian
religious festival] was defamed, and no response. The role of Mashtots
is being reconsidered, no response. This latest absurdity [expert in
monuments Samvel Karapetyan’s statement on revival of Chalcedonian
Christianity], no response again. I just cannot understand this
attitude,” he said.

According to Devrikyan, the Church must not interfere in political
life. On the other hand, it must play a serious role in resolving
socio-economic problems. Responding to Tert.am question as to whether
it is possible to remain politically neutral and play a role in
socio-economic life, the scholar said that “social problems turn into
political ones only when people say certain problems will be resolved
if certain forces come to power. The Church must voice its opinion
on social problems without, however, taking up a political stance,”
Devrikyan said.

ISTANBUL, 1 août 2011 (AFP) – Le Conseil militaire supreme (YAS), qui
examine chaque annee l’evolution des carrières au sein de l’armee
turque, a entame lundi une reunion de quatre jours sur fond de
crise entre l’armee et le gouvernement, après la demission de quatre
importants chefs militaires.

La reunion annuelle du YAS a debute sous la presidence du Premier
ministre Recep Tayyip Erdogan en l’absence du chef d’etat-major,
le general Isik Kosaner, et des generaux qui commandaient l’armee de
terre, la marine et l’aviation, demissionnaires vendredi, a rapporte
l’agence de presse Anatolie. Les quatre officiers superieurs
ont demissionne en raison d’un desaccord avec le gouvernement
islamo-conservateur sur la promotion de militaires de haut rang
incarceres dans des affaires de complot contre le regime.

Les chefs de l’armee exigent que les militaires en detention puissent
beneficier de promotions, meme s’ils sont en prison dans l’attente de
la fin de leur procès, ce que refuse le gouvernement, selon la presse.

Le Premier ministre, Recep Tayyip Erdogan, a nomme tard vendredi
soir le commandant de la gendarmerie, le general Necdet Ozel, chef
d’etat-major des armees en exercice. Le general Ozel a par ailleurs
ete nomme chef de l’armee de terre.

Les deux nouvelles fonctions occupees par le general Ozel donnent a
penser qu’il sera nomme chef d’etat-major, a l’issue de la reunion
du YAS. Quarante-deux generaux, soit plus d’un sur dix, et plusieurs
dizaines d’officiers d’active ou a la retraite, sont actuellement
incarceres dans le cadre de complots presumes visant le gouvernement.

Vendredi, six nouvelles inculpations de generaux ont ete prononcees,
pour complot contre le gouvernement et la creation de sites internet
de propagande antigouvernementale.

L’un des inculpes, le general Nusret Tasdeler, participe a la reunion
du YAS au titre de commandant de l’armee de l’Egee, selon Anatolie. Le
president Abdullah Gul doit rendre public jeudi les decisions du YAS.

PanARMENIAN.Net – Prime Minister of Armenia Tigran Sargsyan visited
briquet department of Askeran’s Avetaranots village wood-processing
plant on August 1, where biofuel production is set, according to the
Governmental press service.

Sargsyan emphasized importance and efficiency of biofuel production
program for Nagorno Karabakh economy.

“Economic system of Nagorno Karabakh gains stability, since economic
system must ensure its sustainable development in different
situations. From this viewpoint, I consider this program to be
highly perspective, first of all in terms of national security,” said
the Prime Minister adding that the program will have multiplicative
effect, as it boosts economic development, use of local raw material,
creation of job opportunities, as well as efficient forest management
to be realized in future.

The program is designed to make an obvious economic influence, as
the energy sphere spending will fall by minimum 30% which means that
production capacity and efficiency may rise, bringing forth a serious
budget influence.

House Appropriations Committee Review Of 2012 Foreign Aid Bill Postp

HOUSE APPROPRIATIONS COMMITTEE REVIEW OF 2012 FOREIGN AID BILL POSTPONED.

PanARMENIAN.Net – The House Appropriations Committee “mark up”
of the 2012 Foreign Aid Bill, originally scheduled for August 3rd,
has been postponed.

In respect of this ANCA calls on U.S. Armenians to use additional time
and address their Congressmen to join efforts to confirm maximum aid
volume for Armenia in 2012.

Particularly, $60 million in economic aid to Armenia is aimed to
strengthen its independence and to help offset the devastating impact
of dual Turkish and Azerbaijani blockades; at least $10 million in
military aid to Armenia, with the understanding that, based on a
long-standing practice and in the interest of regional stability,
Azerbaijan does not receive any more military aid than Armenia.

Oil-rich Azerbaijan, for its part, should not receive any assistance
at all, as long as it continues to blockade, threaten, and attack
Nagorno Karabakh; at least $10 million in development aid to Nagorno
Karabagh. Please strongly consider 1) insisting upon the inclusion of
language directing this aid for “developmental” purposed in order
to ensure that it is spent in the most cost-effective manner, 2)
including specific language setting $10 million as a minimum, in light
of the Administration’s past practice of spending considerably less
for this program than Congress has intended; maintain Section 907 of
the FREEDOM Support Act, and include a provision to end military aid
to Azerbaijan if its leadership continues to threaten to renew Baku’s
aggression against Nagorno Karabakh or Armenia.

July 27, the House Appropriations Subcommittee on State, Foreign
Operations and Related Programs approved the Fiscal Year (FY) 2012
State-Foreign Operations Appropriations Bill, which calls for $40
million in economic assistance to Armenia, reported the Armenian
Assembly of America (Assembly).

The Subcommittee’s Bill did not specify funding levels for Nagorno
Karabakh. However, Congress has routinely called for up to $10 million
in annual U.S. assistance.

While the Administration’s budget request provided $3 million in
Foreign Military Financing (FMF) for Armenia and Azerbaijan, and
$450,000 more to Azerbaijan in International Military Education
Training (IMET), the Subcommittee’s draft legislation did not
specifically delineate funding levels, but did call for military
parity for Armenia and Azerbaijan.

The Subcommittee’s Bill also restated the six customary exemptions
for humanitarian and other assistance to Section 907 of the Freedom
Support Act. Section 907 of the Freedom Support Act was enacted in
1992 and requires the Government of Azerbaijan to take “demonstrable
steps to cease all blockades and other offensive uses of force”
against Armenia and Nagorno Karabakh.

Earlier, Armenian Caucus Co-Chair Frank Pallone (D-NJ) circulated a
letter urging his U.S. House colleagues to support expanded U.S. aid
to Armenia and Nagorno Karabakh, and a number of other pro-Armenia
provisions in the Fiscal Year 2012 foreign aid bill.

In his letter, Rep. Pallone, called upon his fellow Representatives
to join with him in co-signing a Congressional letter asking
the bipartisan leadership of the Appropriations Subcommittee on
State Foreign Operations to support the inclusion of the following
provisions: At least $60 million in economic support funds for Armenia;
At least $10 million in development aid to Nagorno Karabakh; The
strengthening of Section 907 of the FREEDOM Support Act and maintaining
military aid parity to Armenia and Azerbaijan; The removal of barriers
to U.S.-Nagorno Karabakh contacts and communications; Support for
the reinstatement of Nagorno Karabakh in the OSCE Minsk Group peace
process; At least $10 million in military aid to Armenia.

Editorial: A Reading List For Ambassador Ricciardone

EDITORIAL: A READING LIST FOR AMBASSADOR RICCIARDONE

Responding to a question during a breakfast with the Diplomatic
Correspondents Association in Ankara recently, U.S. Ambassador to
Turkey Francis J. Ricciardone called on Yerevan and Ankara “to deal
with their history in a way that is open and honest and just.”

U.S. Ambassador to Turkey Francis J. Ricciardone The comment,
eerily reminiscent of the “just memory” discourse of Turkish foreign
minister Ahmet Davutoglu, was preceded by the glorification of the
latter as “an eminent world class scholar and historian.” After
lavishing praise at Davutoglu, Ricciardone noted that he himself is
“an amateur” when it comes to history, and mentioned a World War
I book he is currently reading, titled The Berlin-Baghdad Express:
The Ottoman Empire and Germany’s Bid for World Power. The book, by
Bilkent University professor Sean McMeekin, refers to 1915 as the
“Armenian massacres,” and considers genocide denier Gunther Lewy’s
The Armenian Massacres in Ottoman Turkey: A Disputed Genocide “by
far the best overview on the subject.”

This is not a book review where we discuss the merits-which are
many-and shortcomings of The Berlin-Baghdad Express. However,
as far as 1915 is concerned, the book clearly suffers from an
obsession with “Armenian atrocities,” “Armenian uprisings” sweeping
through the region, “Armenian partisans,” “Armenian guerillas,” and
“Armenian bandits.” On the other hand, the systematic deportation
and massacre of Armenians has received little if any attention,
and scholarly papers exploring the role the Berlin-Baghdad railroad
played during the Armenian genocide are not even considered worthy
of a mere footnote by the author.

Yet, Ambassador Ricciardone cites this book as an example of how, in
the context of 1915, “[t]here’s a lot of great scholarship that wasn’t
possible 15 years ago. And it’s now coming out because Turkey is more
confident of itself and more willing to have scholarly examination
of the records of the past.”

Below, we present a short list of books published in recent months
that might help Ambassador Ricciardone’s deal with 1915 in a way that
is more “open and honest and just.”

1-Confiscation and Destruction: The Young Turk Seizure of Armenian
Property by Ugur Ungor and Mehmet Polatel (Continuum, 2011)

The book’s title is self-explanatory. The authors summarize thusly
the theft of Armenian property during the genocide: “The Young Turk
political elite played the decisive role in the subjugation of the
Ottoman Armenian economy to an ideologically legitimized process of
mass pillage. Local elites collaborated in this endeavor by assisting
the militias that came to deport and murder Armenian shopkeepers,
manufacturers, craftsmen, peasants. Moreover, ordinary Turks, such
as direct neighbors, bazaar merchants or refugees from the Balkans,
profited from the confiscation policy in different ways. Altogether,
these classes and groups contributed to the economic destruction of
Ottoman Armenians and the construction of a Turkish national economy.”

2-The Armenian Genocide: A Complete History by Raymond Kevorkian (I.B.

Tauris, 2011)

This 1000-page monumental book is the most comprehensive history of
the Armenian Genocide ever written. The author examines the genocidal
process by zooming in on Armenian-populated towns and villages across
the Ottoman Empire.

3-A Question of Genocide: Armenians and Turks at the End of the
Ottoman Empire edited by Ronald Grigor Suny, Fatma Muge Gocek, and
Norman Naimark (Oxford University Press, 2011)

In this book, 15 experts on the Armenian genocide and Ottoman history
delve into the history and historiography of the genocide, and discuss
the continuities between the Young Turks and the Turkish Republic.

4-The Making of Modern Turkey: Nation and State in Eastern Anatolia,
1913-50 by Ugur Ungor (Oxford University Press, 2011)

The author examines the violent destruction of the multi-ethnic fabric
of the eastern provinces of the Ottoman Empire. He notes that these
provinces “became an epicenter of Young Turk population policies and
the theatre of unprecedented levels of mass violence.”
