YEREVAN, August 24. / ARKA /. Armenia will buy buffalo meat only
from five Indian companies, Grisha Baghian, first deputy minister of
agriculture, said today. In 2010 the Government of Armenia approved
a special procedure for import of buffalo meat from India.

A year earlier a working group was set up by the prime minister
to address the issue and several Armenian delegations visited meat
factories in India to be dissatisfied with their sanitary conditions.

The deputy minister said delegations came to the conclusion that
Armenia should purchase meat only from five Indian companies.

According to him, in order to ensure full control over this process,
the government has appointed a specialist to work in India in
collaboration with these companies and give permissions to Armenian
companies to buy meat.

Buffalo meat from India is used in Armenia for production of sausages.

In line with the government decision, only those Indian companies which
have at least ten years experience, have their own slaughterhouse,
processing plants and freezing facilities meeting world standards
can export meat to Armenia.

cables, including one from the former U.S. ambassador to Armenia, Ms.

Marie Yovanovitch.

“Under the shadow of a heavy police presence, the opposition led by
ex-President Levon Ter-Petrossian (LTP) held its second rally of the
year on May 1. LTP accused President Sargsyan of being willing to
pay any price – even denial of the genocide – to remain in power,
as evidenced by his support for the April 22 joint statement with
Turkey regarding normalization of relations. The rally came on the
eve of the May 2 kick-off of the campaign for Yerevan’s first-ever
municipal election on May 31. Despite opposition claims that tens
of thousands attended the event, Emboffs assessed the crowd size at
six-to-eight thousand,” the ambassador wrote.

“The opposition complained that their numbers were reduced by
roadblocks that the police erected in Armenia’s regions to stop people
traveling to Yerevan for the rally. Numerous media outlets reported
on May 2 that most roads leading into Yerevan had been blocked and
public transportation halted only to resume at 5 pm, after the rally
had finished. However, the Chief of Police denied this to Ambassador.”

“LTP charged that President Sargsyan’s support of rapprochement “at
any cost, including renunciation of the Genocide,” was given in order
“to solve the problem of his legitimacy” and “keep his hold on power.”

According to LTP, Sargsyan’s next step will be to “sell out
Nagorno-Karabakh,” she continued.

“LTP then also blamed the Diaspora and former President Kocharian for
setting up Sargsyan to fail on the issue, arguing that they together
had made genocide recognition a centerpiece of Armenian foreign policy
issue over the past decade.”

The ambassador went on to say that “In contrast with the large
turnouts at LTP’s campaign and protest rallies in 2008, the May 1
event paled in comparison. Although the road blocks likely prevented
regional supporters from attending the rally, LTP’s traditional base
of support has always been in Yerevan – where people were free to come
and go on May 1, and where warm weather and a holiday made conditions
ideal for a large turnout. Although one can never rule out the wily
ex-president, slackening attendance at his rallies suggests that his
supporters might be losing faith in his chances to win an election
in the current political climate.

whistleblowing website Wikileaks, in a letter to Turkish Prime Minister
Recep Tayyip Erdogan dated April 25, 2005 Armenia’s President Robert
Kocharian stated readiness to normalize relations with Turkey.

“As two neighbors, we both must work to find ways to live together
in harmony. That is why, from the first day, we have extended our
hand to you to establish relations, open the border, and thus start
a dialogue between the two countries and two peoples,” Kocharian wrote.

As U.S. ambassador to Armenia John Evans said in a classified
diplomatic cable, “concerns are caused by several factors.” “The
letter was immediately distributed in the U.S. Congress with the clear
implication that the process of ‘rapprochement’ and ‘reconciliation’
are underway and that any U.S. action (such as a Congressional
resolution [on the Armenian Genocide]) are unnecessary,” amb. Evans
said. “The Turkish penal code still penalizes citizens for using the
term ‘genocide’ in the Armenian context,” he continued.

Nevertheless, amb. Evans said, President Kocharian’s letter reiterated
the Armenian position: Armenia is ready to discuss any issue, at the
intergovernmental level. “Armenia has no preconditions to establishing
relations and opening borders. All bilateral problems and issues,
including Genocide, can be discussed once relations are established,”
he said.

“Turkey uses three different excuses to explain their maintaining
closed borders. One is Armenia’s insistence on Genocide recognition.

The second excuse is that Armenians have not reaffirmed Turkey’s
territorial integrity. The third excuse is the still unresolved
Nagorno Karabakh conflict,” the diplomat noted.

On August 22, 2011, Turkey’s Grand National Assembly has withdrawn from
the agenda 898 bills, including the Armenian-Turkish protocols signed
in 2009. The new Turkish parliament considers that the issue of opening
of border with Armenia is no longer actual for the country’s political
course. Besides, in compliance with the parliament’s regulations,
a bill that was rejected by the parliament loses its legal force
during six months.

The Hraparak Daily reported that Member of Parliament Ruben Gevorgyan
nicknamed Tsaghik Rubo[Flower Rubo] is not only going to run for the
next parliament but also to take along his daughter. The article noted
Gevorgyan is even ready to sell his market in one of the communities
of Yerevan to ensure a parliamentary mandate for his daughter.

Ruben Gevorgyan’s step is of course virtuous. A real father will never
spare anything for the future of his child. The opinion that a man
must plant a tree, build a house and bring up a son is wrong. Who in
that case should find a job for the son, who should take care for the
future of the son in a country where otherwise there is no future?

Ruben Gevorgyan must know our country well enough.

Several weeks or months ago, we learnt that Eduard Madatyan’s
(nicknamed Curley Edo) son wants to become a member of parliament.

Earlier we had learned that the authorities are going to appoint their
sons as judges. Here is another expression of virtue. Sons, daughters,
daughters-in-law and sons-in-law are gradually acquiring a core role
in the government of Armenia.

Evidence to this is the process of pushing sons and daughters to
parliament, other evidence is the process of uniting their sons and
daughters in sacred bonds of marriage.

For its part, this is evidence to a feeling of hopelessness in the
Armenian authorities, hopelessness in time, which pushes the system to
strengthen the heredity core and genetic crystallization of the
system. This is the last hope of the government in the fight against
civil consciousness, constitutional awareness. The concept of
“insiders” no longer works, and only the concept of “relatives” is
left. Insiders no longer understand each other, and the government
feels that a dance of misunderstanding has set which will paralyze the
system. The only hope is that relatives will at least understand one
other, therefore this large and multi-branch process of
crystallization of the system of relatives has been initiated.

130 School Principals Fail To Be Accredited

The total of 130 school principals of Armenia have failed to be
accredited, Education Minister Armen Ashotyan said yesterday’s meeting
of teachers of Lori region in Vanadzor.

He also added such results are indicative, especially if we take
into account that before the order of accreditation 800 school
principals were working on the termless basis. The minister said
that the competition for the position of principal will be held in
900 schools of Armenia till 1 December.

The process of accrediting has started in Armenian school since 2010
with a purpose to raise education quality in schools.

“Young people from Diaspora created a network of virtual resources
to promote Armenian national interests,” he said.

“The Ministry of Diaspora doesn’t have a precise plan yet, but some
meetings have been already scheduled for the beginning of 2012,”
Mkhitaryan said.

Green Cross International, an environmental organization founded by
former Soviet leader Mikhail Gorbachev, will allocate $8m for building
a solar panel factory in the Armenian city of Spitak.

The factory is expected to produce up to 1 000 units with different
capacities (3-32 kilowatt). The solar panels may be exported to Brazil
and Mozambique, Delovoy Peterburg newspaper reported.

Green Cross International was founded by Gorbachev in 1993. The
organization has affiliates in 30 countries, including US, Latin
America, Eastern and Western Europe, Russia, Belarus, Japan, and
Pakistan.

L’Azerbaïdjan ne peut pas prendre l’avantage militaire sur l’Armenie
malgre ses depenses militaires et reviendra en fin de compte aux
accords sur le contrôle armenien du Nagorno-Karabakh a annonce le
President Serge Sarkissian.

” Le president azeri [Ilham Aliyev] continue a dire que l’Azerbaïdjan
a un tas d’argent, une economie puissante, que sa population est de
9 millions de personnes tandis qu’il n’y a personne en Armenie etc. ”
a declare Serge Sarkissian pendant une visite dans un camp de jeunesse
au Lac Sevan.

” L’Azerbaïdjan a eu seulement un president qui etait plus ou moins
realiste ” a-t-il ajoute dans une reference apparente a Heydar Aliyev
defunt père d’Ilham Aliyev. ” D’autres ont employe la rhetorique
d’aujourd’hui. Et qu’est-ce qui est arrive [en consequence ?] Chacun

Bakou projette d’augmenter ses depenses militaires a 3,3 milliards
de $ cette annee contre 2,15 milliards de $ il y a un an et juste
160 millions de $ en 2003.

S’adressant a plusieurs centaines de jeunes armeniens affilies a un
groupe politique progouvernemental Serge Sarkisian a pretendu que
l’Azerbaïdjan abandonnera en fin de compte ses tentatives de regagner
le contrôle du Karabakh.

Il a explique que ” pendant des decennies, le peuple d’Azerbaïdjan a
ete forme avec l’idee que le Karabakh appartenait a l’Azerbaïdjan et
maintenant le pouvoir en Azerbaïdjan fait face a d’immenses complexes
puisque il n’a jamais essaye d’etre honnetes avec son propre peuple
… et lui dire ” Vous savez peuple c’est une terre armenienne, les
armeniens ont vecu ici depuis une eternite et ce serait … agreable
si nous respections la liberte de ces gens pour qu’eux et nous vivions
heureux. Je suis sûr que ce temps viendra “.

L’Azerbaïdjan a condamne ces propos. Elman Abdullayev, un porte-parole
du Ministère azeri des Affaires Etrangères les a peints comme la
nouvelle preuve de ” la politique non-constructive ” d’Erevan sur
le Karabakh.

” Au lieu de preparer son peuple a la paix et ainsi d’aider au
developpement de la region et au bien-etre, Serge Sarkissian est
radicalise la societe armenienne ” a dit Abdullayev, selon 1news.az.

Azerbaijani MP Aydin Mirzazade called on his French counterpart Guy
Tessier to more deeply study the history of the Caucasus region.

“If Guy Tessier studied the Caucasus region’s history more deeply,
first it would be useful to him, MP Aydin Mirzazade told Trend
commenting on statements made by Guy Tessier, member of the French
parliament faction “Union for a Popular Movement”.

According to the Armenian media outlets, during his visit to the
Azerbaijani occupied territories together with several other French
MPs Tessier met with the separatist regime’s representatives. During
one of the meetings he stated that “the Karabakh people” has the
right for recognition as an independent state by the world community.

The French parliament faction “Union for a Popular Movement”, if I am
not mistaken, is a party, where the President Nicolas Sarkozy is also
represented. Visit of the ruling party’s member to the Azerbaijani
occupied territories and biased statements on Nagorno Karabakh do not
fit in any frame. Such statements by the ruling party’s member, when
France is the OSCE Minsk Group co-chair, which recognizes Azerbaijan’s
territorial integrity, can be only regarded as provocation,” Mirzazade
said stressing that there are many Armenians in the French president’s
party.

“One should take into account that there are many Armenians in
Sarkozy’s party. Earlier, someone Damirchyan was this party’s chairman
for about two years. The member of the party, close to the Armenian
circles and funded by them, did not act diplomatically. Such behavior
is inadmissible,” Mirzazade said while commenting on Tessier’s visit
to Nagorno Karabakh.

Mirzazade said he expects that the European politicians will support
our country’s territorial integrity.

“We expect that the European politicians will urge Armenia to be
respectful to international legal norms. We call on them to get
acquainted with situation of the Azerbaijani refugees. In any case
Azerbaijan will not allow creating the second Armenian state in its
territories,” he said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.
