SPEECH BY LEVON TER-PETROSYAN AT THE RALLY HELD ON 23 SEPTEMBER 2011

Dear compatriots,

It seemed as though all had been said about the bandit, criminal
and illegitimate regime in Armenia, and that one would rarely find
anything else to add. However, shocking news dispels that impression
and gives us the chance to look at the issue from a totally different
angle. I’m referring to the scandalous releases of Wikileaks, which
shows that the United States knew more about the essence of Armenia’s
government than we did. In other words, thanks to careful and detailed
reports prepared on a regular basis, the U.S. diplomats accredited
to Yerevan were perfectly aware that

1. Not only did the 2008 presidential elections not meet international
standards at all, but they were also orchestrated by large-scale
electoral violations, stuffings, electoral bribes, assaults, the use
of administrative resources, the horrible exaggeration of number of
voters, the creation of unequal opportunities for the candidates’
campaigns that had an essential impact on the results of the vote.

2. The OSCE Office for Democratic Institutions and Human Rights
Office (ODIHR) observatory mission had given an evaluation of the
February 19 presidential elections under the pressure of OSCE and
PACE parliamentary delegations and as a result of a consensus reached
between certain OSCE-member states.

3. When taking a decision on the 2008 presidential elections, the
RA Constitutional Court was also subject to pressure, but this time,
it wasn’t on the part of foreign powers, but the Armenian government.

According to U.S. diplomats’ information and observations, the
court had been inclined to uphold the appeal for the results of the
elections, but had been forced to take a different decision due to
threats and Robert Kocharyan’s demand (Wikileaks, 08YEREVAN199, 226).

4. In addition to the presidential elections, the 2008 elections for
district head of Kentron district in Yerevan and the 2009 elections
for Yerevan’s council of elders were massively and systematically
falsified.

5. The government established in Armenia is in its nature a
kleptokratia with Robert Kocharyan and Serzh Sargsyan at the top.

6. Thanks to its close relations with the authorities, the oligarchs
have also obtained a tremendous political weight and have become the
base of the bandit regime and one of the most basic instruments for
falsifying elections.

7. The principle of independent courts is fully breached and distorted.

8. All electronic means of information, that is, all radio and
television stations are under full control of the government.

9. The authorities are creating illegal hindrances for the opposition’s
even limited propaganda and are denying their appeals for holding
rallies with groundless explanations.

10. In relation to the 2008 presidential elections and the events of
March 1, hundreds of opposition members were politically persecuted
for their political actions and were sentenced to prison for different
periods for phony cases and under groundless charges. The trials have
taken place with violations.

11. Even though the U.S. and the European Union-member states,
as well as official representatives of international organizations
have never used the term “political prisoner” to describe citizens
sentenced to prison for the presidential elections and the events of
March 1, the words “political prisoners” and “political detainees”
have been mentioned in the diplomats’ reports on the mentioned people.

12. During the presidential elections, especially after the murders
of March 1 and the declaration of a state of emergency, in addition
to opposition figures, the opposition’s supporters and even average
citizens have been politically persecuted as well. Many people have
been fired, starting from nine diplomats and the prosecutor general
and ending with university professors, teachers, employees of budgetary
institutions and private companies.

Many of you are surely aware of all this, except for certain details
that are not new because America’s notion of Armenia’s reality
almost falls in line with the Armenian National Congress’s notion. Be
rest assured that the confidential reports sent by the embassies of
the European Union-member states in Yerevan have the same content,
meaning that the U.S. has been aware of all the defective phenomena
in our country, starting from the falsification of elections and the
corruption and ending with the violations of democratic liberties and
human rights. The West has also been well aware that Serzh Sargsyan
didn’t win in the 2008 presidential elections and seized power by
force, but closed its eyes and did everything to legitimize and
strengthen his power.

A detailed study on the Wikileaks documents shows that the most
important, if not the only issue that concerns the U.S. is the
normalization of Armenian-Turkish relations. That topic runs like
a red line in the numerous reports sent from the U.S. Embassies in
Yerevan, as well as Ankara and Baku. It shows that America doesn’t
have any other strategic interest in Armenia, besides, perhaps the
Nagorno-Karabakh conflict settlement. However, it still looks at that
from the angle of normalization of Armenian-Turkish relations.

Mentioning all this, I don’t doubt the true goal of the United States
and the European Union. I am fully convinced that the normalization
of Armenian-Turkish relations and the Nagorno-Karabakh conflict
settlement are in the interests of not only international security
and cooperation, but first and foremost the interests of countries and
nations in the region, including Armenia and the Armenian people. The
error in the policy led by the United States and the European Union
countries is not the goal that they are pursuing, but the road that
they are taking. They have laid an exclusive card for Serzh Sargsyan
in those processes without taking into account the importance of
Armenian society’s opinion and the need for the people’s support in
solving those issues.

Any deal made at the price of democracy and human rights is doomed to
failure if not in the short run, then definitely in the long run. The
United States’ and the European Union’s unreserved support for Serzh
Sargsyan has not faciliated, but has complicated the implementation
of their major goal, and proof of that is the labyrinth created
for Armenian-Turkish relations and the Nagorno-Karabakh conflict
settlement.

The United States and European Union countries must finally
understand that the normalization of Armenian-Turkish relations,
the Nagorno-Karabakh conflict settlement, thesolution to Armenia’s
domestic issues such as eradication of corruption, the restoration of
legitimacy and the improvement of the social-economic state are only
possible in the case of the formation of truly elected, law-abiding
and trustworthy authorities.

Regardless of the West’s behavior, the Armenian people will in no
way adapt to the thought of having a bandit, uncivilized government
in its own country. The Wikileaks revelations instill more conviction
and determination to free the country of the bandit regime and restore
constitutional order in the country. Leading the pan-national movement
with responsibility, the Armenian National Congress has always aimed
at reaching its goal through peace, legally, by engaging in dialogue
with the authorities and trying to get out of the political crisis
in a civilized manner. However, it seems as though the word “civil”
is strange to the authorities, and they only understand through
pressure, which is also mentioned in the U.S. diplomats’ reports
(Wikileaks, 09YEREVAN137).

Thus, from this day forth, we must add our pressure and organize
more frequent rallies, as well as force the authorities to fulfill
the following demands through other mass measures:

1. Hold snap presidential and parliamentary elections by the end of
this year.

2. Make essential amendments in the RA Electoral Code before the
elections by including in them our suggestions.

3. Reveal the ten murders of March 1 and start criminal persecution
against those responsible within three months.

4. Release political prisoner Tigran Arakelyan and quash the cases
instigated against the seven ANC youth activists.

5. Lift the illegitimate ban on street trade in Yerevan.

6. Declare as invalid the decision on demolishing kiosks in Yerevan.

7. Terminate the perversion of the architectural image of Yerevan
and ban the construction of tall buildings in the capital.

8. Prohibit by law the practice of the persecution of high-ranking
officials, National Assembly deputies and local self-government body
heads against the media and journalists.

It is clear that meeting the first two demands is harder. So, we
deem it necessary to declare that we are not maximalist and that
we are ready to treat the authorities’ reasonable mutual concession
seriously. As I had mentioned in my previous speech, there will be
a serious turning point or a final specification in the issue of
overcoming the political crisis in Armenia in September-October,
and you will see that during our next rally to be held on September 30.

ANCA DISCUSSES PLIGHT OF GEORGIAN ARMENIAN COMMUNITY IN MEETINGS WITH GEORGIAN LEADERS, U.S. OFFICIALS AND COMMUNITY LEADERS

Armenian National Committee of America Chairman Ken Hachikian conducted
a series of high-level meetings with Georgian authorities and Armenian
community leaders in the organization’s efforts to call broader
attention to the plight of the Armenian community in that country.

“This trip was an excellent opportunity to have a frank and open
discussion with Georgian authorities and our own U.S. representatives
in that country about the opportunities and challenges facing the
Armenian communities in Javakhk and Tbilisi,” said ANCA Chairman
Ken Hachikian. “In the upcoming months, we look forward to working
with the Administration and Members of Congress and exploring ways
to expand cooperation with our compatriots in the region.”

In a week-long trip to Georgia’s capital Tbilisi and the Armenian
populated Samtskhe-Javakheti (Javakhk) region, Hachikian was joined
by ANCA Communications Director Elizabeth Chouldjian in discussing
the Armenian American community’s concerns about the socio-economic
situation in the regions and efforts to maintain the Armenian culture
and language of the community in the broader tapestry of Georgia’s
cultural diversity.

Hachikian and Chouldjian met with Georgian Foreign Minister Grigol
Vashadze, Cultural Minister Nikoloz Rurua, and representatives
of the Ministries of Education, Justice, Regional Development and
Infrastructure, Regional Integration and the National Security Council,
which assisted in coordinating the meetings. They also discussed
U.S. policy and assistance efforts in the region with U.S.

Ambassador to Georgia John Bass, outgoing USAID Country Director
Jock Connelly and Millennium Challenge Corporation Resident Country
Director Jim McNicholas.

In Javakhk as in Tbilisi, the ANCA representatives spoke with a broad
range of Armenian representatives of non-governmental organizations
and the Armenian Church. The ANCA looks to continue this dialogue
with Armenian community leaders, the Georgian government as well a
U.S. Administration and Congressional leaders in an effort to help
address the needs of the local community.

Armenian Prime Minister Tigran Sargsyan participated in an enlarged
meeting of the Bureau of the Group of the European People’s Party in
Bucharest, Romania, Sept 22.

The Armenian premier delivered a speech at the opening of the meeting.

Among the speakers were also President of the European People’s Party
(EPP), Wilfried Martens, Romanian Prime Minister and PD-L President
Emil Boc, Prime Minister of Belgium Yves Leterme, Moldovan Prime
Minister Vlad Filat, Group Chair at the European Parliament Joseph
Daul and others.

Among the attendees were also European Parliament members, civil
society representatives, NGO leaders, scholars and journalists.

In his speech, the Armenian premier expressed the confidence that
Armenia’s membership in the EPP will facilitate its integration and
cooperation with the European Union (EU). This is in harmony with
the Armenian government’s policy, he added.

Built on the principle of overcoming difficulties through dialogue and
cooperation, the EU is especially eligible for stimulating an identical
process in the South Caucasus. Confidence, tolerance and communication
are keys to successful regional cooperation, the Armenian premier said.

NKR Foreign Ministry Hosts Meeting With Youth From Russia

The acting foreign minister of the Nagorno-Karabakh Republic (NKR,
Artsakh), Vasily Atajanyan, received on Friday a group Armenian and
Russian young people from the Russian region of Volgograd.

According a press release by the NKR Foreign Ministry, the youth
representatives are in Karabakh in the frameworks of a project called
Travel to Armenia.

Project Director Hrachya Nersisyan, who is also the head of the Union
of Russian-Armenians in Volzhskiy town, appreciated the initiative,
considering it a good opportunity for enhancing the intellectual
potential of the youth, contributing to their moral and patriotic
education and boosting ties with their compatriots in Armenia and
Artsakh.

Upon the guests’ request, Atajanyan briefed them on the Karabakh
liberation war and the current peace talk over the settlement of the
NKR-Azerbaijani conflict. He also addressed the demographic situation
in the country and other issues. Atajanyan stressed the importance of
similar visits, considering them a key component in the strengthening
of the Armenia-Artsakh-Diaspora relations.

The guests promised to continue the visits to Karabakh, involving
more and more young people in the project.

Aram Manukyan: Original Copy Of Independence Declaration Not Lost

Armenia’s Declaration of Independence is where it is supposed to be,
says Aram Manukyan, the chairman of the Armenian Pan-National Movement
(a central political force in the opposition alliance Armenian
National Congress).

Speaking to Tert.am, Manukyan said that neither the original copy
of the Declaration (dated August 23, 1990) nor the Supreme Council’s
decision (dated September 21, 1991) have been lost.

It comes after Amatuni Virabyan, the director of the National Archive
of Armenia, said their institution does not have the Declaration
text signed by Armenia’s first president, Levon Ter-Petrosyan (who
is currently the leader of the opposition alliance).

“We do not have the original Independence Declaration signed by
Levon Ter-Petrosyan. We have a sealed copy with a sample signature
and consider it to be the original. They say there were three
copies. One is at [Ter-Petrosyan’s] disposal; Aram Manukyan has the
other copy though he has told me his car was looted and the document
was unfortunately inside. As for the third copy, I guess [speaker of
independent Armenia’s first parliament] Babken Ararkstyan has it,”
Virabyan told a news conference on Thursday.

Manukyan, who was the first to read out Armenia’s Declaration of
Independence in 1990 as a member of the then Supreme Council, said he
had cleared up the matter with the directors of the National Archive
and the History Museum and the individuals in charge for the National
Assembly’s archives.

“The original copy of the August 23, 1990 Declaration of Independence
is kept in the History Museum and is being showcased there now,
as part of the Independence Day exhibitions. As to the September
21 Supreme Council decision, its sealed and signed copy is in the
National Archive,” he said.

Referring to Virabyan’s statement that one copy had been stolen from
his car, Manukyan added: “I have lost only the draft which I read
out immediately; it was not the official document.”

During today’s meeting with reporters Ambassador of Romania to Armenia
Crina Prunariu refused to comment on the statement of her country’s
President in Baku that Nagorno Karabakh comprises part of Azerbaijan
and the conflict should be solved on the basis of the principle of
territorial integrity.

The Ambassador declared that her country fully supports the Minsk Group
efforts, expressing confidence that this format of settlement has not
yet exhausted itself. At the same time she did not deny that Romania
has its energy interests in the region, meaning the oil resources
of Azerbijan.

Mrs. Prunariu reminded that Romania was one of the first countries
to recognize the independence of Armenia in 1991, the two countries
established diplomatic relations on December 17 of the same year.

According to the Ambassador, the friendship between the Armenian and
Romanian peoples has a history of over 600 years. The first Armenian
Church was opened in Bucharest in 1401. Armenians play an important
role in the educational and cultural life of Romania. Two Armenian
MPs are represented in the Romanian Parliament.

“There have been nine high-level visits over the past 20 years,
more than 30 agreements have been signed. The Armenian-Romanian
relations are actively developing both in bilateral format and within
international organizations, particularly the Black Sea Economic
Cooperation Organization,” she said.

According to Mrs. Prunariu, the development of economic relations
is hindered by transport issues and the consequences of the
financial-economic crisis.

In Armenia, Political Parties Debate On Parliament Election System

Seven months ahead of the parliamentary elections in Armenia
discussions on proportional (party-list) and majoritarian (single-seat
constituency) voting systems are being held among political circles
mainly raising one issue, that is whether Armenia needs majoritarian
representation.

The approach to both voting models varies from one political force to
another. Some do not accept the single-mandate system, others believe
the future lies with the proportionate representation model only;
there are also those who say that regardless of the format elections
should be free and fair, in which case it won’t be just a reproduced
government and democracy would rule in Armenia.

At the discussion organized by the Armenian center for political
and international studies Armenian parliamentarians presented their
perspectives.

Ruling Republican Party faction member, MP Hovhannes Sahakyan said
the talks over the issue are untimely since there is an election code
regulating all these processes and ratio.

“In order to have a 100-percent proportionate voting system we should
shape the kind of environment where the role of political forces in
that field would be 100 percent,” says Sahakyan. “The Republican
Party never said it is against adopting a 100 percent party-list
representation system, however I believe under the given circumstance
it’d be a premature step.”

The opposition shows a rather critical approach to the single-mandate
constituency. They believe that all the shortcomings of the Armenian
public administration system stem from it: oligarchic structure,
voting violations, election fraud, and deficit of legitimacy.

According to political analyst Ruben Mehrabyan the majoritarian
system is a Soviet heritage, which has long exhausted itself. Mainly
apolitical district authorities get elected through this system, he
says, and often by fraud and violations. And the one-chamber National
Assembly yet lacks effective mechanisms of province representation.

Prosperous Armenia party member, MP Naira Zohrabyan believes that the
issue of greatest concern to today’s society is fair and transparent
elections rather than giving preference to any of the two voting
systems.

She says that a person’s right to elect and be elected is provided
for by the Constitution.

“The Constitution says that a person has a right to nominate
him/herself, meaning s/he has a right to be elected. And even if we
transfer to 100-percent proportionate system, what shall we do with
that provision in the Constitution?” says Zohrabyan, adding that
Prosperous Armenia’s goal for the future is a total proportionate
system.

Heritage party deputy chairman Ruben Hakobyan believes that such
discussions could yield any result if Armenia were a country of law.

“The authorities lack political will of holding elections, and the
civic society is not active. So far the fairest elections in Armenia
have been the 1990 parliamentary elections,” says Hakobyan.

Armenian Revolutionary Federation Dashnaktsutyun member, MP Armen
Rustamyan is convinced that the elections are an effective tool for
the reproduction of the authorities, and in our country where democracy
has no real roots such debates cannot be of any actual significance.

He raises a different question: how many of the single-mandate MPs
represent the opposition?

“The authorities would never give up the majoritarian constituency
system, as that, too, is a reproduction tool. We should have
established party-list representation system long ago, in order for
proper political parties to be shaped in the country, and so that
74-80 existing parties were not just parties by name and took part
in the elections as well; in that case it would become clear which
of them are real parties. It is the road the rest of the world has
passed,” says Rustamyan.

Heritage’s Hakobyan says that the single-seat constituency candidates
do not bring a new political word into the parliament.

“Many of the political parties feel reluctant to even put these
candidates on their lists and end up sending them to single-seat
constituencies,” he says.

Hebrew, Armenian Languages Departments Gain Popularity In Turkish Un

HEBREW, ARMENIAN LANGUAGES DEPARTMENTS GAIN POPULARITY IN TURKISH UNIVERSITY

PanARMENIAN.Net – The number of students registered in the departments
of Hebrew and Armenian languages at Kayseri’s Erciyes University (ERU)
in Turkey has increased this academic year, contrary to concerns that
Turkey’s currently stormy political relationships with Armenia and
Israel would result in decreased interest, Today’s Zaman reports.

The departments of Hebrew and Armenian were opened at ERU last year.

The university’s assistant rector, Professor Metin Hulagu said that
the departments have seen more interested students this academic year
than in their debut year. Last year 12 students were registered in
the Department of Hebrew Language and Literature, which is the only
one in Turkey, while 28 applied to register in the department this
year. The Department of Armenian Language and Literature also saw an
increase, with 15 applicants and 12 registered students this year,
up from six last year.

“The number of students who wanted to study Hebrew and Armenian
increased by more than 100 percent compared to last year. Twenty-eight
students applied to the Department of Hebrew Language and Literature
this year, and 20 of them were registered. Fifteen students applied
to the Department of Armenian Language and Literature, and 12 of them
were registered,” Hulagu elaborated.

The professor said he has observed that today’s youth appreciate a
realistic approach to evaluating world events. “Some thought that
students would not be interested in the Hebrew language, due to the
recent political and military troubles between Turkey and Israel,
or in the Armenian language, because of difficult Turkish-Armenian
relations. But we see that this is not the case: our youth are not
put off from these topics by day-to-day politics. They can think
objectively and see the world realistically. I congratulate those
who registered in these departments,” he added.

Professor Hulagu also said that the graduates of the Hebrew and
Armenian language departments are not likely to remain unemployed.

“The graduates of these departments will able to find jobs easily
in both the private and public sectors. Students who study either
of these languages can work in the import and export departments of
big companies because there are not many people [in Turkey] who can
speak these languages, especially Hebrew.”

Haykakan Zhamanak: Another Newborn Dies In Armenia

HAYKAKAN ZHAMANAK: ANOTHER NEWBORN DIES IN ARMENIA

On September 4, the Yeghegnadzor medical center reported a newborn’s
death.

The mother was under supervision of Metaksya Hovhannisyan, Head of the
Vaik maternity hospital, the newspaper reports. The same doctor was
involved in another incident this August: a newborn was transported
from Vaik to Yerevan in a grave state. However, the Yerevan doctors
proved unable to save the babe’s life. Doctor Hovhannisyan was
in charge of the case, and the woman’s relatives brought various
accusations against.

Karine Saribekyan, Head of the Maternity and Child Care Department,
Armenia’s Ministry of Health, told the newspaper that experts
investigated the Sept. 4 case and presented preliminary results. They
reported intrauterine pneumonia of the fetus, which caused its death.

No medical error was reported. Moreover, the Yeghegnadzor doctors
actually saved the woman’s life, Saribekyan said.

President Sargsyan Meets UN Secretary General

On September 23 President Serzh Sargsyan had a working dinner with
the Chairman of the Board of Trustees of the Armenian Assembly of
America Hrair Hovnanian and Members of the Board.

The same day President Sargsyan had meetings the President of the UN
General Assembly Nasir Abdulaziz al Naser and UN Secretary General
Ban Ki-moon.

Serzh Sargsyan congratulated Nasir Abdulaziz al Naser on being elected
Chairman of the 66th session of the UN General Assembly. The parties
stressed the importance of the issues discussed at the session.

President Sargsyan specially emphasized the topic proposed by Nasir
Abdulaziz al Naser on the prevention and resolution of conflicts
through mediating efforts, which coincides with Armenia~Rs principles
of conflict settlement.

During the meeting with UN Secretary General Ban Ki-moon, President
Sargsyan noted that Armenia actively participates in the activities
of this universal organization and cooperates with different UN bodies.

The interlocutors highlighted the UN role in ensuring peace, stability
and security in the world. Reference was made to a number of regional
issues.

In the evening of September 23 President Sargsyan attended a reception
dedicated to the 20th anniversary of Armenia~Rs independence organized
by the Permanent Representation of Armenia at the UN and the American
Armenian organizations.
