Reception organized in New York honoring President Serzh Sargsyan

On the second day of the trip to USA, President Serzh Sargsyan has
partaken on September 23 in the reception organized on the occasion of
the 20th anniversary of Armenia’s Independence. The event has been
organized by Armenian Embassy to USA, Armenia’s permanent
representation to UN and American-Armenian organizations.

Panorama.am reporter tells from New York the reception hosted not only
President Sargsyan and the Armenian delegation, consisting of Foreign
Minister and Diaspora Minister, but Armenian diplomats to USA, US
Congressman Frank Pallone, representatives of Armenian community. US
Secretary of State Hillary Clinton also intended to arrive but,
because of some urgent issues in Washington, Mrs. Clinton didn’t
manage to leave for New York and sent her warm greetings to Mister
President and the participants of the event.

President Serzh Sargsyan delivered remark to the event and awarded the
participants, who among others in Armenia and Diaspora, were assigned
to state awards.

Iranian official: Documents displayed in Armenian Genocide Museum
prove the reality

`Before visiting Armenian Genocide Museum, we didn’t know much about
the issue, thus the topic should be much spoken about abroad, and the
documents displayed in the museum confirm the reality,’ said Baman
Ahmadi, the head of Iranian delegation to Armenia, to Panorama.am.

Referring to the Armenian-Iranian relations, the official has said:
`Armenia and Iran have high level relations. The relations are well
developing and expanding, mutual visits between Yerevan and Isfahan
sister cities will contribute to the strengthening of cooperation.’

The Iranian Armenian community also contributes to the development of
Armenian-Iranian relations, particularly, according to the Iranian
official; Armenians of Isfahan are faithful citizens of Iran.

Turkish government returns Armenian-Turkish protocols to parliament

Turkish Ministers’ Council returned to the country’s parliament the
Armenian-Turkish protocols, which, together with other draft laws,
were declared null and void in late August.

This step is official Ankara’s gesture to Yerevan, Turkish Takvim
daily writes. The government of Turkey decided to restore 166
international agreements – including the Armenian-Turkish protocols – of
the 171 agreements left from the previous legislative period.

On August 22, the Turkish government had declared null and void,
together with other draft laws, the protocols, on establishing
diplomatic relations and strengthening bilateral relations between
Armenia and Turkey, which the two countries’ FMs – Edward Nalbandian and
Ahmet Davutoglu – had signed in Zurich, Switzerland, on October 10,
2009.

Pursuant to Turkish parliament’s internal regulations, those draft
laws that are not finalized during the given legislative period are
considered null and void. So, the documents were removed from the
agenda of Turkey’s lawmaking body, since the 23rd legislative period
had ended. But there is a point in the law which says the government
or the MPs can restore a draft law, Turkish Anadolu News Agency
reported.

To note, once the two FMs had signed these protocols, they were
introduced to the parliaments of both countries for ratification. On
April 22, 2010, Armenian President Serzh Sargsyan had declared the
suspension of the ratification process, noting that the Turkish side
is not ready to continue the dialogue with Yerevan without
preconditions, as is envisioned by the protocols. At the same time,
however, Armenia maintained its signature under the protocols.

project for 2012

KIEV. – Ukrainian and Armenian custom authorities agreed on
cooperation project for 2012, unn.com.ua reports quoting press service
of Ukrainian State Customs Service.

Cooperation project for 2012 between Ukrainian State Customs Service
and Armenian State Income Committee under the Armenian government
reached to the agreement during the visit of the heads of the
departments. Head of Ukrainian Customs Service Igor Kaletnik and his
counterpart Gagik Khachatryan, who arrived in Ukraine with a
delegation signed united project on struggle against customs
violations.

The document offers effective regulations of information exchange on
identified violations of good transactions and people violating the
customs. The agencies will also work on qualifying the employees and
improving the staff.

`There is a new and a very effective way to put into practice for the
first time. It is the exchange of preliminary data when making a
customs declaration between the customs services of Ukraine and
Armenia. The declaration will electronically reach to the customs
service before the actual cargo arrival,’ Igor Kaletnik stated.

The sides added that goods turnover between Ukraine and Armenia showed
a progress in 2011. Goods turnover grew to 28% (over $157.4 million)
for Jan-Aug based mainly on the export from Ukraine.

On the Independence Day, the president awarded Vardan Mamikonyan Medal
to the deputy chief of the General Staff of the Army, Haykaz
Baghmanyan. And yesterday the military prosecutor Kostanyan finally
refused to mention the room of Baghmanyan’s bodyguards in the criminal
case on the death of Tigran Ohanjanyan, the serviceman allegedly
killed by electric shock in the military unit of Karchaghbyur.

In 2006, Baghmanyan’s bodyguards lived in this room 5-6 meters from
which the body of the serviceman was found.

`I say Mr. Kostanyan, in your presence, we asked several people, and
they confirmed it was their room. So why don’t you mention it as the
room of the bodyguards, and you mention it as radio station?’ says
Tigran’s father, Suren Ohanjanyan. The military prosecutor answered:
`What’s the difference how it will be mentioned?’

The father of the victim hoped the military prosecutor would make the
investigators mention this room in the chart of examination and
further interrogate the bodyguards, but on hearing the military
prosecutor’s answer, he lost patience, interrupted the meeting and
left the room. Kostanyan had just enough time to remind that he
returned to Ohanjanyan’s case upon the instruction of the president.

The young man who returned from the Russian city of Piatigorsk in 2006
died in mysterious circumstances in a year after starting his military
service. His death was reportedly caused by electric shock. Meanwhile,
Tigran’s parents are sure that their son was beaten to death by the
bodyguards of Lieutenant-General Haykaz Baghanyan, the commander of
the corpus and Serzh Sargsyan’s friend. They joined other parents who
had lost their sons during their military service at peace time. Suren
saw Serzh Sargsyan behind the fence of his office five years later. He
promised the parents that the new military prosecutor will deal with
the cases of soldiers.

First Tigran’s parents did not believe that the fake story would
change. They announced that their son was killed by the bodyguards who
were not even summoned to court.

But when Kostanyan visited Vardenis, the military unit of Karchaghbyur
and officially announced that the scene had been falsified in the
records, the parents were again full of hope. This statement kept them
inspired for another 6 months. The parents of soldiers continued to
roam from one instance to another, living with hopes coming PR
bubbles.

The PR bubble finally burst on September 16 when the new investigator,
Levon Petrosyan, presented the protocol of the investigative
experiment to Suren Ohanjanyan. The document read that the injury on
Tigran’s neck could have been caused by contact with the electric
wire.

`I was present at the investigative experiment. They had found a boy
of nearly the same height as Tigran. They had him touch the freshly
painted wire but the line was never perpendicular. The line of his
neck was straight. They falsified the protocol to match with the
forensic conclusion.’

The protocol of the examination of the place was not drawn up in the
presence of the performing group as the attorney of the victim had
demanded but months later. Ohanjanyan’s attorney Seda Safaryan says:
`In fact, they were unable to simulate a picture through the
investigative experiment to combine the contact of the neck and hand
of the victim with the wire of the radio station. I think at first
they were ashamed of recording the opposite thing because the factual
circumstances do not correspond with the reality. After months of
expectation, the false statement that the neck injury could have been
caused by contact with the wire was finally included in the document.’
I am afraid they tend to cover up the case, she says.

Most details of the case simply do not exist. The bodyguards do not
exist, there is no law which allows the chief of the General Staff to
have bodyguards, the room of the bodyguards does not exist either. And
the room is mentioned as a passport check point rather than the room
of bodyguards.

P.S. We expected to get the answers to several questions raised in
this article from the Military Prosecutor’s Office of Armenia but
nobody answered our questions.

Violations of ceasefire accord by the Azerbaijani front troops on the
Line of Contact with Nagorno-Karabakh and Armenia have increased
recently and continued during the past week.

According to a press release by the Defense Army of Nagorno-Karabakh,
the Azerbaijani front troops violated the ceasefire accord for about
900 times, firing more than 6000 random and targeted bullets from guns
of various caliber.

The Defense Army said that the violations of the ceasefire accord were
of continuous character mostly in the territories of the Republic of
Nagorno-Karabakh.

The Azerbaijani front troops were most active in the noon of the
Armenia’s celebration of its Independence Day, the statement said,
adding that they were all attempts to apparently somehow spoil the
festive atmosphere in Armenia.

The Karabakhi forces took relevant steps and retaliated upon
necessity, sending a worthy response, the statement added.

YEREVAN. – The Committee for Protection of Zhirayr Sefilian’s RA
Citizenship Right has asked Swedish Royal Academy Professor Aramayis
Mirzakhanyan to launch a signature campaign, among participants of the
4th Pan-Armenian Forum, to grant Armenian citizenship to Karabakh war
veterans and opposition members Zhirayr Sefilian and Sarkis Hatspanian.

Mirzakhanyan was in the Armenian capital Yerevan and he attended the
Pan-Armenian Forum.

The aforesaid Committee’s coordinator Aghavni Sahakyan on Friday
submitted to Armenian Presidential Staff the petition addressed to the
President. 58 Diaspora Armenians, who participated in the Pan-Armenian
Forum, have signed under this petition with the abovementioned request.

WASHINGTON, Sept. 22 — The International Monetary Fund issued the
following news release:

An International Monetary Fund (IMF) mission led by Mr. Mark Horton
visited Yerevan during September 7 – September 20 to conduct
discussions for the Third Review of the Extended Fund Facility
(EFF)/Extended Credit Facility (ECF) arrangements. At the conclusion
of the visit, Mr. Horton issued the following statement:

“Discussions were productive and there was progress on the set
of policies and actions for the rest of 2011 and 2012. Further
discussions will be conducted in Washington, DC during the Annual
Meetings of the IMF and the World Bank later this week.

“Overall macroeconomic conditions have improved. As a result of a
rebound in the agricultural sector and dynamic industry and services
sectors, growth outturns are set to improve this year in line with
our previous projection of 4.6 percent growth. With less supportive
external conditions, the growth projection was reduced to 4 percent
in 2012 with risks markedly tilted to the downside. Inflation has
significantly moderated, driven by falling global commodity prices
and the agricultural rebound. Headline inflation reached 4.8 percent
in August (year over year), and is expected to remain subdued in the
rest of 2011 and 2012.

“Program performance remains broadly satisfactory. The fiscal balance
has continued to improve, with the overall deficit expected to come
down to below 4 percent in 2011 from 5 percent in 2010. In order to
ensure debt sustainability, the deficit is expected to continue to
be reduced in 2012. However, the government still expects to create
fiscal space to support private sector-led growth and reduce poverty
with the implementation of a strong package to increase tax revenues.

The package will be based on new legislative initiatives and renewed
tax administration efforts.

“The Central Bank continues to show a commitment to a flexible
exchange rate and the inflation targeting regime, engaging in limited
foreign exchange interventions to smooth volatility. Central Bank
also continues to further improving tools to monitor risks in the
banking system.

“The structural agenda continues to progress, with signs of improvement
in the business environment mainly in the area of inspection,
competition legislation, business registration processes, and VAT
refunds.

“The mission met with President Serzh Sargsyan, Prime Minister Tigran
Sargsyan, Minister of Finance Vache Gabrielyan, Central Bank Governor
Arthur Javadyan, Minister of Economy Tigran Davtyan, Minister of Energy
and Natural Resources Armen Movsisyan, Minister of Agriculture Sergo
Karapetyan, as well as senior government officials, representatives
of the international community, the banking and business sectors,
and civil society. The mission would like to thank the authorities
and the citizens of Armenia for their warmth and hospitality.”

Armenia is independently maintaining the balance of forces with
Azerbaijan, Defense Minister Seyran Ohanian said after the military
parade, which marked the 20th anniversary of Armenian independence.

“We are maintaining the balance of forces with Azerbaijan without
the assistance of a third force,” he said.

“Quality is more important than quantity. The same principle prevailed
in the Karabakh War years,” the minister said.

“We care about quality, from the training of every soldier to the
coordination of military units, and about our combat spirit. That is
what our soldiers display,” he said.
