CSTO: The `NATO Of The East’ – Analysis

On May 15, Russian President Vladimir Putin opened in Moscow the 10th
anniversary meeting of the CSTO, the Collective Security Treaty
Organization regarded by many as the `NATO of the East’ or the
`anti-NATO’ for its pro-Russian stance. The session was attended by
all heads of member states, including Belarus’ Alexander Lukashenko,
Kazakhstan’s Nursultan Nazarbayev, Armenia’s Serzh Sargsyan,
Tajikistan’s Emomali Rahmon, Kyrgyzstan’s Almazbek Atambayev and
Uzbekistan’s Islam Karimov.

In his opening keynote address, Putin lauded the results of the CSTO’s
work, its increased influence on the global arena and its role in
upholding collective security in the post-Soviet region, urging member
states to further enhance coordination. `We have very similar
approaches to the basic problems of international and regional
security,’ he said, adding that the role the CSTO plays in the world
`will continue to increase,’ while Belarusian President Alexander
Lukashenko said the organization has gone `far beyond the limits of a
classical defence bloc’ in a short period of time, being `capable of
reacting to virtually any threats at this stage.’

The geographical scopes of NATO and CSTO
The CSTO was established in 2002 on the basis of the Collective
Security Treaty signed in Tashkent ten years before at the initiative
of Uzbek President Islam Karimov, at that time concerned over the
possible consequences of the civil war in the neighbouring Tajikistan
and the rule of the mujahideen in Afghanistan. The Collective Security
Treaty Organization, whose current members include Armenia, Belarus,
Tajikistan, Kyrgyzstan, Kazakhstan, Russia and Uzbekistan, operates a
3,500-soldier force with a structure resembling that of NATO and whose
role is likely to increase under Putin’s new reign.

After the summit, the CSTO members produced a joint declaration within
which they expressed their dismay over US plans to build a missile
shield in Europe, saying that it could cause `damage to international
security.’ The leaders of the seven states part of the alliance said
that they were prepared to make joint efforts with NATO to oppose the
proliferation of ballistic missiles on certain conditions. The
provisions of the CSTO – like NATO’s – include a chapter that an
attack on one of the organization’s members constitutes an attack on
all. This implies that Moscow may use its nuclear umbrella as a means
to consolidate its position in Eastern Europe, through Belarus, and
the Caucasus, through Armenia.

Minsk feels itself threatened by NATO presence in neighbouring Poland,
Lithuania and Latvia, and has already manifested its readiness to host
Iskander missile systems on its territory as a retaliation to US plans
for a missile defence shield in Europe. Internationally isolated,
Belarus shares with Russia (and Kazakhstan) the membership to the
Customs Union, and intends to become the Western bastion of a powerful
Eurasian bloc. For its part, Armenia is constantly facing the threat
posed by the Turkish-Georgian-Azeri axis, which is part of a greater
game aimed at expanding US geopolitical control over the Caucasus and
the Caspian Sea regions, taking them away from Russia. For this
reasons, there is perhaps no alliance in the world more natural and
strategic than the one between Moscow and Yerevan.
Nevertheless, the country that more than any other one may turn the
`NATO of the East’ into a powerful means of containment of the
Atlantic Alliance is Nazarbayev’s Kazakhstan. In a recent interview
with Russia’s state-run television Rossiya 24, the Kazakh leader
chided the West for trying to influence other countries through mass
and new media, echoing positions long held by the Kremlin. After two
decades of multi-vector foreign policy, which sought to advance
Kazakhstan’s national interests by balancing those of the West,
Russia, and China, Nazarbayev is now openly tying his country’s future
to Russia.

On military issues, he described NATO’s role in the post-Cold War as
`entirely unclear,’ lauding instead the anti-terrorism orientation of
the CSTO. Nazarbayev’s changed stance on East-West relations might be
dictated by both US planned withdrawal from Afghanistan and Western
increased criticism of his rule. What is certain is that the
Astana-Moscow axis is rapidly becoming the core of a new security
architecture for Eurasia, of which the CSTO appears to present itself
as the most appropriate tool. The challenge for NATO and its Eastern
counterpart is now to avoid that the latest developments may trigger a
new arms race between the United States and Russia, seeking instead
the way to work together in the pursuit of common goals, in Eurasia as
well as worldwide.

in a series of biographical `lifestyle accounts’ that highlight the
remarkable life of Sir Catchick Paul Chater, an Indian Armenian
businessman, during the late 19th and early 20th centuries has now
been published.

This particular book ”Marble Hall Hong Kong – A Pictorial Review”
also includes other residences associated with Sir Paul including his
town house in Caine Road Hong Kong, Chater’s Bungalow in Kowloon and a
feature on Buxey Lodge the home of Sir H.N. Mody who was a business
partner and life long friend of Sir Paul in Hong Kong.

Conflit ouvert entre Tbilissi et Bakou autour du monastère géorgien de
David Karedj…qui se trouve en territoire aujourd’hui azéri

Le monastère de David Karedj à la frontière entre la Géorgie et
l’Azerbaïdjan fait l’objet d’un litige entre Tbilissi et Bakou. Les
scénarios les plus pessimistes évoquent un conflit armé entre les deux
pays si une solution n’est pas trouvée. Le monastère se trouve à 60 km
de Tbilissi mais de l’autre côté de la frontière en territoire azéri.
Les gardes-frontières Azéris ne permettent pas aux fidèles Géorgiens
de se rendre sur ce lieu de culture du patrimoine géorgien. Le 20 mai
une marche de protestation contre les agissements de l’Azerbaïdjan
s’est déroulée dans les rues de Tbilissi. Selon le politologue
géorgien Sosso Tsindzadzé, l’origine géorgienne du monastère de David
Karedj ne fait aucun doute et le lieu situé à la frontière entre
l’Azerbaïdjan et la Géorgie appartient au patrimoine géorgien. Sosso
Tsindzadzé réfute les arguments des Azéris qui se prétendent être les
descendants des Aghvans caucasiens chrétiens.

« Cela ressemble fort aux déclarations des Turcs qui se déclarent être
les descendants des Byzantins » dit S. Tsindzadzé et ajoute « les
Azéris n’ont aucun lien avec les Aghvans et même ces derniers n’ont
aucun lien avec ce lieu de culte géorgien ». Ce bout de territoire
frontalier fait l’objet de disputes depuis le 18e siècle entre
Géorgiens et Tatars (devenus Azéris au 20e siècle). « Sur les murs du
monastère, partout, nous voyons des écritures avec l’alphabet géorgien
et ces lieux font partie du patrimoine national géorgien, cela n’a
rien avoir avec les Aghvans » dit le politologue géorgien. Les Azéris,
comme les Turcs ont une étonnante capacité à s’approprier les éléments
du patrimoine étranger et de les présenter comme leur propre
patrimoine en brodant des argumentaires fabriqués.

Funding for youth, senior programs slashed

Demand for Pasadena grants rises even as the amount available gets smaller.

Agencies that care for some of the city’s most vulnerable people are
hurting after seeing federal grant funds reduced this week.

Every year Pasadena hands out millions of dollars in federal Community
Development Block Grants to groups that assist the poor, seniors and
children with everything from housing and healthcare to tutoring. This
year the city had about $3.2 million in CDBG and housing grant funds
to hand out, down $717,000 over the past two years.

Even as the funding has fallen, the demand has increased. Twenty-three
eligible groups applied for public and human services grants this
year, including eight first-time applicants. Ten did not receive any
funding.

`CDBG has been hit at one of the hardest rates,’ Pasadena Housing
Department Director Bill Huang said. `We’re definitely in a
perfect-storm situation.’

El Centro de Accion Social received funding for its senior program and
repairs to its building in Pasadena’s Central Park, but executive
director Randy Jurado Ertll saw his request for $25,000 for youth
programs rejected.

Ertll said his program helps more 200 low-income youth throughout
Pasadena. The city has funded both the senior and youth programs for
the past 14 years.

`I know it’s tough times, but I don’t think youth education programs
should be cut,’ Ertll told the council this week. `We need the city to
support longstanding, well known nonprofits that do effective work.’

The Armenian Relief Society, which was funded for the past 20 years,
also will not receive the $25,000 it requested.

Sona Zinzalian, director of the society, told the City Council that
her organization is a one-stop shop for low-income residents, seniors
and political refugees of Armenian descent.

`We see an ever-growing need, we are the bridge between the community
and society at large,’ Zinzalian said. `We strongly encourage you to
reconsider.’

Councilman Victor Gordo and Councilwoman Margaret McAustin suggested
the city help organizations that were not awarded grant money to
recover funds through other means.

`The programs at both El Centro and Armenian Relief are important and
we should provide whatever technical advice we can to help make up the
dollars that are being lost,’ Gordo said.

Meanwhile, the city is considering changing its formula for awarding
grants. This year the city set out to make fewer grants, but to make
them go farther by offering the full amount requested to the agencies
that ranked best in meeting the city’s priorities.

The possible shortcomings of that policy surfaced immediately, as
Neighborhood Housing Service of Los Angeles County, which
rehabilitates homes for low-income residents, requested $250,000 and
scored the highest in city rankings. If the city funded Neighborhood
Housing Service’s entire request it would use up about 80% of
available housing funds.

City officials identified an additional federal grant that would allow
it to provide the full $250,000 to the Neighborhood Housing Service
this year, and decided to revisit its overall grant funding policies
next year.

Ankara souhaite que l’arrivee de Francois Hollande au pouvoir en
France donne un nouvel elan aux relations entre la Turquie et l’Union
europeenne.

Paris et Ankara font un pas l’un vers l’autre. Le nouveau chef de
l’Etat francais, Francois Hollande, et son homologue turc, Abdullah
Gul, doivent se rencontrer en marge du sommet de l’Otan qui s’ouvre
dimanche a Chicago. Cette prise de contact indique une volonte de
part et d’autre de revivifier les relations bilaterales. Plombees
par l’opposition de Nicolas Sarkozy a l’entree de la Turquie dans
l’Union europeenne et la susceptibilite turque, elles etaient devenues
execrables.

De source francaise, on indique que cet entretien americain ” est
un signal important de l’interet francais a relancer la cooperation
sur l’ensemble des sujets qui interessent les deux parties : l’Union
europeenne, la Syrie, la lutte contre le terrorisme… ” Côte turc, les
autorites ont multiplie les declarations sur les attentes suscitees par
l’arrivee d’un nouveau locataire a l’Elysee. ” Nous esperons tous que
l’arrivee de M. Hollande au pouvoir donne un nouvel elan aux relations
entre la Turquie et l’Union europeenne “, a declare Ahmet Davutoglu,
le ministre des Affaires etrangères.

Signe d’un changement d’humeur en Turquie, l’agenda poli­tique a
repris des couleurs europeennes, cette semaine. Plusieurs propositions
de loi ont ainsi ete envoyees devant le Parlement. Elles concernent
notamment les droits de l’homme – l’etablissement d’un ombudsman est
prevu – et etaient reclamees par Bruxelles de longue date. Jeudi,
Stefan Fule, le commissaire europeen charge de l’Elargissement,
se trouvait egalement a Ankara pour enteriner la mise en place de
” l’agenda positif ” avec Bruxelles. Cette appellation designe
un mecanisme visant a conduire des reformes techniques meme si un
chapitre de negociation n’est pas formellement ouvert.

Relations plus fluides Le president francais reste très prudent sur
une eventuelle adhesion de la Turquie – il a evacue le sujet pendant
la campagne en declarant qu’elle ne serait pas d’actualite sous son
mandat, mais le gouvernement turc souhaite enclencher une dynamique
vertueuse qui permettrait de sortir les negociations de l’impasse.

Ankara espère que Paris lèvera son veto sur certains chapitres.

L’ouverture du dernier remonte a juin 2010.

Un changement d’atmosphère dans les rapports bilateraux est d’ores
et deja perceptible dans la capitale turque. Depuis la victoire
de Francois Hollande, les diplomates francais obtiennent les
rendez-vous qu’ils sollicitent auprès des autorites. Ces derniers
mois, ils etaient souvent condamnes a attendre une reponse… qui
arrivait rarement. Lorsqu’il a telephone a Francois Hollande pour
le feliciter de son election, le chef du gouvernement, Recep Tayyip
Erdogan, a appele de ses v~ux l’instauration d'” une nouvelle ère
” entre Paris et Ankara.

En depit de cette detente vi­sible, la presse n’a pas manque de
souligner deux possibles pommes de discorde. Le quotidien Milliyet
presente Laurent Fabius, ministre des Affaires etrangères, comme un
” ennemi de la Turquie ” en raison de ses prises de position passees
en faveur d’un partenariat privilegie. Et une nouvelle loi penalisant
la negation du genocide armenien pourrait relancer les hostilites.

FRENCH EXPERTS OPTIMISTIC ABOUT TURKEY-FRANCE RELATIONS DURING HOLLANDE’S PRESIDENCY

International relations experts of France are hopeful and optimistic
about reactivation of better bilateral relations during Hollande’s
presidency.

Bilateral relations of France had came to a standstill during Nicolas
Sarkozy presidency.

French experts are optimistic about France’s being positive over
Turkey-EU relations, however they foresee that Armenian allegations
regarding incidents in 1915 will continue for a while.

Didier Billion who works as a researcher at Institute for International
and Strategic Relations (IRIS) said that he believed during President
Francois Hollande’s era the bilateral relations between France and
Turkey would get calmer and better.

Billion replied the question of AA related to the subject and said
that the Hollande and his government would consider following the
normalizing and reforming policies in order to improve the bilateral
relations of France.

Billion said, “At least, Hollande is not against Turkey’s membership
to the EU from the intellectual point of view. I guess that chapters
that were prevented by Sarkozy will open in Holland’s period. Billion
also stressed that the Armenia issue between Turkey and France will
continue being a problem.”

Dorethy Schmidth who is a researcher at French Institute of
International Relations (IFRI) said that the political atmosphere
would be calmer in future. French researcher underlined, “Hollande
might annoy Turkey about the southeastern issue, women’s rights
and intellectual freedom. Opposite to Sarkozy, Hollande will not be
against Turkey’s membership to EU because of cultural differences
or so. However, Hollande might bring forward the issue of democracy,
might criticize Turkey’s politics over Israel and Iran.”

Schmidth also highlighted that both countries should keep having close
relationship over international issues such as Syria issue. Schmidth
warned that the Armenia issue would not be off the agenda. Schmidth
said that Hollande might try and work on finding social and diplomatic
consensus.

First Monograph On Lake Sevan’s Ecological Issues To Be Published In

FIRST MONOGRAPH ON LAKE SEVAN’S ECOLOGICAL ISSUES TO BE PUBLISHED IN ARMENIA SOON

YEREVAN, May 17. /ARKA/. “Integrated assessment of ecological state
of Lake Sevan” monograph, intended to be a complete and detailed
exposition of Sevan’s ecological problems, will be published in
the nearest future, Chairman of Association for Sustainable Human
Development/UNEP National Committee Karine Danielyan told ARKA.

“Sevan constantly needs to be studied in such a complex format. Within
the recent years it is the only monograph containing the results of
the latest lake study,” Danielyan said.

According to her, the authors used a complex approach to the monograph
that also embraced the viewpoint expressed by independent experts.

“The purpose of the study is to research and assess the genesis and
evolution of Sevan’s ecological issues, conduct work directed to
restoration of the ecological balance of the lake and its basin and
compile a plan for further activities,” the ecologist said.

She also added that the monograph covered the results of the two-phase
ecological expedition of 2011.

The expedition showed that the state of the lake has quite improved
due to the activities coordinated by the Commission on the Lake Sevan,
Danielyan clarified.

At the same time, the monograph expands upon the urge for further
research of the negative impact caused by mining development in the
basin and working out solutions restricting such activities.

Danielyan stated the reported scientific research was made in the
framework of the Association for Sustainable Human Development/UNEP
National Committee in association with UNEP GRID Arendal.

The project participants were ecologists, experts from NAS research
institutes, Armenia’s Ministries of Nature Protection, Emergency,
Health.

The monograph was reviewed by the Head of president-affiliated
Commission on Lake Sevan Vladimir Movsisyan, Deputy Minister of Nature
Protection Simon Papyan, director of Armvodoproekt Yury Djavadyan,
Armvodoproekt senior engineer Aleksey Tarverdyan, ecological coalition
of water issues expert Knarik Hovannisian.

The list of the research reviewers also included Chair of
Social-Economic Geography Department at Yerevan State University,
Aram Avakyan and Association for Sustainable Human Development/UNEP
National Committee member Tigran Sargsyan.

The monograph will be published in three languages- Armenian, Russian
and English, and its circulation may reach 500 samples.

Lake Sevan is one of the largest mountainous lakes in Europe
and Asia located in the Armenian highland with a height of 1,914
meters. Sevan attracts tourists with its beauty and is famous for
its fish, particularly, trout, that is called “ishkhan”(which means
“prince”) by Armenians.

As of January 1, 2012, its water level is 1,900.1 meters that is
equal to the indicator of 1963.

The lake stretches from north-west to south-east more than 70
kilometers. Its area of water table reaches 1,500 square meters. It
is the main resource of drinking water in the region. By 2030 the
lake level will be increased to optimal 1,903.5 m.

YEREVAN. – Liberal Party of Armenia made a decision to quit opposition
Armenian National Congress (ANC) bloc.

The party believes that the ANC had a serious role in Armenia’s
political-public life, in the formation of the political agenda,
in the process of establishing civil society and in overcoming the
environment of fear. However, the bloc’s actions became passive and
unclear for everybody. Yet, it is not time for stating faults, but
each political force or figure should ponder on it individually and
arrive to conclusions.

The main reason to quitting the ANC is acceptance of 7 MP mandates
by the congress. The party believes that the bloc should reject them
and not enter Parliament.
