Panorama.am talked to RPA Vice Chairman Galust Sahakyan about political
processes in the country and potential foreign intervention into them.

Mr Sahakyan said that Armenia’s ruling power shares serious
relationship with different countries, however “influence or any kind
of intervention of a foreign state on our country’s interior affairs
is excluded.”

“At least in recent years we’ve proved that not a single state can
change our credo concerning Armenia’s interests,” said Mr Sahakyan.

It is not a secret that one of the main obstacles to the development
of the Armenian economy is the lack of technological modernization.

This issue can be effectively solved in competitive conditions
because in the condition of the economy divided between oligarchs
and monopolists, the businessmen have no interest in modernization
and innovations.

Why should a businessman take care of investments if he or she can
gain huge profits through their monopolies or oligopolies if what it
takes is political adaptability or reproduction of the government?

The main stimulus for technological modernization of the business world
– the economic competition – is absent in Armenia due to the lack of
political will which for its part is absent because of the too high
level of coalescence of business and government, a major businessman
is government, a high-ranking official is a major businessman.

It is like a chain tied up around the hands and legs of the Armenian
economy.

On these days, the U.S. ambassador to Armenia John Heffern met with
the leadership of Free Democrats. The official message runs they had
dwelt on the importance of the development of the IT sphere and the
necessity to promote it.

Systemic changes and first of all changes in the current situation,
mentality and culture of the political system are required to Armenia
to ensure modernization of the economy, innovative economy. But
political resistance is strong. The government, realizing the deadlock
of the current situation and social risks, cannot run another risk of
trying to enter into a conflict with the oligarchs. This controversy
is present between separate officials, government groups but there
is no basic conflict and, if there is, it is only in the strategic
sphere when the interests of the oligarchy and the so-called de jure
political government contradict each other because in this case either
the oligarchy should be eliminated or the government.

But there is also the second option – to dismantle the system through
alternative systems, and the idea discussed during the meeting of
the Free Democrats and the U.S. ambassador on the development of IT
sphere is, perhaps, one of the expressions of this logic.

The political totalitarian system can be dismantled only through the
formation of alternative systems or a common one. Without this, the
oligarchic system will be more effective because it has penetrated
into almost all the spheres of public life. Meanwhile, the citizen
is oriented with the help of the systems because the theoretical
declaration of values is not enough for complete mobilization. In
order to join the dismantlement of the oligarchic system, the citizen
needs to be offered concrete things.

Otherwise, the economic pyramid can also be dismantled when alternative
economic systems are formed around it which would be new planes of
business culture, new economic behavior and thinking, new economic
values.

For example, such tries have been established by Russia-based Armenian
businessmen who managed to report serious economic success in the
international business culture and thinking. Ruben Vardanyan, Daniyl
Khachaturov and other businessmen were advertized in Armenia who,
at the same time, made investments in the economy of Armenia.

Nevertheless their systems were not alternatives to the oligarchic
system of Armenia but they fit into their logic, and no accident,
these businessmen stopped presenting in Armenia as examples of new
business thinking. Or, being the first wave of this process, they were
unable to maintain the speed in case there was not a second wave and
new examples.

The new examples need not be from Russia but from the Western
business sphere where the traditions and modernization culture has
deeper roots and can give more dynamic course to the formation of
alternative business systems in Armenia.

Though, in the end, much comes to the will of the power since only
the government’s will can create opportunities for major investments
and formation of other systems and activities in the monopolistic
and oligopolistic economy in Armenia. Moreover, when we know that the
oligarchic system in Armenia, in its relations with the competitors,
is deprived of rational brakes. In addition, this system did not seem
to have legal brakes just from the beginning.

Nevertheless, in this situation, it is easier for the political
government to ensure a process of strategic revision in the sense
that there is no direct attack on the oligarchs and consequently
there is direct resistance and conflict. Instead, the formation of
alternative systems could impart public legitimacy to the economic
policy and strategy which could become a great resource for the
government for the dismantlement of the oligarchic system and the
institutionalization of the new system.

The main issue is whether the so-called government is ready to refuse,
being part of the oligarchy though otherwise it will have to reject
the idea of being part of the civil society and the government.

In this case, it is also important to guarantee the right to property
even for the oligarchy the elimination of which is a vital issue
for the state. Simply, the guarantee for the right to property will
ensure solution of another issue because otherwise the dismantlement
of the oligarchic system may escalate into a civil war or terror,
which is the most undesirable version.

The establishment of systems based on new economic culture and thinking
may result in a quick and effective change of the situation but,
at the same time, it is a good way to avoid terror and civil war.

YEREVAN. – The airport of Nagorno-Karabakh Republic (NKR) capital,
Stepanakert, finally will be put into service this summer. NKR Civil
Aviation Department Chief of Staff Tigran Gabrielyan informed this
on Tuesday, Haykakan Zhamanak daily writes.

“In his words, initially a daily flight will be carried out in the
Yerevan-Stepanakert-Yerevan direction. Subsequently, several daily
flights will be conducted.

The Stepanakert Airport was to be put to service on May 9, 2011. At
that time [Armenia’s President] Serzh Sargsyan had stated that he
will be the first passenger of the first Yerevan-Stepanakert-Yerevan
flight. But the Airport’s operation was postponed several times for
technical reasons.

According to some information, the cause for the postponement was the
Azerbaijani Civil Aviation Department’s threat that the aircrafts
conducting flights to Stepanakert will be destroyed,” Haykakan
Zhamanak writes.

Orange Foundation and Shen NGO are continuing to implement charity
projects directed to the development of remote rural communities
of Armenia. The key beneficiaries of these projects are children –
their education, health, pre-school and physical preparation.

>From now on the renovated kindergarten of Lusakunk village in
Gegharkunik region will host its 30 pupils in a beautifully furnished
building. Lusakunk village has 1289 residents and this kindergarten
plays a vital role in the organization of the everyday life of the
local people. It enables not only to provide children with pre-school
education and get integrated into society from early years, but also
provides working places for the women of the village.

“Children have always been in the center of attention of the Orange
Foundation. We highly prioritize the issues related to children,
their education and cultural development in the life of the country,
as future achievements of each country depend on the attention we
show towards our children today. This is the 8th kindergarten which
has received the support of the Foundation. I am proud to also note
that Orange Armenia employees have collected books and toys that
will be distributed in different communities which are beneficiaries
of our partner “Shen” charitable organization” said Bruno Duthoit,
the Chairman of the Board of Orange Foundation.

The kindergarten of Lusakunk was renovated recently by the means of the
rural community. World Vision and Shen NGOs also had their contribution
in partial furnishing of the kindergarten, and the village municipality
has renovated the building of the kindergarten by its means.

To furnish the kindergarten Orange Foundation has allotted around 2
million AMD.

chess open tournament in 2014. Armenpress was informed about this
from Armenian chess federation. Armenian chess federation will present
relevant application to European chess Union.

The holding this tournament in Yerevan in 2014 will coincide with
the events dedicated to 85th anniversary of legendary Armenian chess
player Tigran Petrosyan who was world champion during 1963-1969.

Such tournament has never been held in Armenia and the rich experience
of holding international chess tournaments guarantees that it will

Armenia Tree Project (ATP) has recently completed its spring programs
after planting a total of 233,466 trees throughout the country. The
total includes 140,366 seedlings planted in the town ofSaratovkain
northernArmenia, 51,100 seedlings that were provided to communities
to establish new forested areas, and 42,000 fruit and decorative
trees planted at 118 sites in 11 regions.

ATP continues to cooperate with new programs established inArmenia. In
April, ATP provided seedlings and professional expertise in planting
trees and shrubs in the yard of the newAybHigh SchoolinYerevan’s
Kanaker-Zeytun district. Teachers, students, friends, and parents
joined ATP to plant 905 trees and shrubs on the school grounds.

“TheAybHigh Schoolcombines the best of Armenian schooling traditions
and contemporary learning technologies. The school has built a
new culture of learning to raise the competitiveness of Armenian
education. This ambitious initiative is deeply valued by ATP, as
it shares our mission of educating younger generations,” explains
Community Tree Planting program manager Arthur Harutyunyan, who led
the tree planting at the school.

One of ATP’s other exciting projects was joining the Barekamavan
Development Project on the Tavush border. “BarekamavanVillageis on the
Azeri border and is extremely poor. From 200 families, only half still
live in the village, so it was a priority for us to start working in
this village,” notes Harutyunyan.

With the help of the Armenian communities inIrelandandDubaiand the
support of organizations such as AGBU and Macademias, three greenhouses
were built for families in Barekamavan. “With the income they get from
the crops, they will be more encouraged to stay in the village, raise
their children here, and ensure a strong presence in this strategic
border community,” adds Harutyunyan.

ATP provided 206 pear, apple, almond, and cherry trees to families in
Barekamavan, and 30 evergreens were planted around the local church
yard. “ATP has made it a priority to provide the majority of its fruit
trees to people in the poorest and most disadvantaged communities,”
Harutyunyan emphasizes. ATP also provided fruit and nut trees to needy
communities in Ghursali, Nerkin Khndzoresk, Lernamerdz, and Teghenik.

ATP’s SEEDS team established new forest areas in the northern community
of Saratovka, located several miles from Stepanavan. ATP launched
an exciting program in 2011 known as SEEDS, or “Social, Economic,
and Environmental Development for Sustainability.”

“There were no trees or forested areas near Saratovka. Therefore,
we hope the people here will make use of the fruit trees and enjoy
the greenery in their community,” notes SEEDS program manager Vardan
Melikyan. The new forest was established with oak, pine, ash, apple,
and pear trees. It is located near a lake which will create beautiful
scenery and serve as a shelter for various water birds.

The planting in Saratovka was implemented by seasonal workers hired by
ATP from Vanadzor and neighboring villages, many of whom were Armenian
refugees fromAzerbaijan. Within the framework of ATP’s community
forests program, 41,100 tree seedlings were provided for planting in
Teghenik, Karenis, and Tsakhkunq, and another 10,000 seedlings were
provided to the city ofChambarakin the Gegharkunik region.

ATP’s mission is to assist the Armenian people in using trees
to improve their standard of living and protect the environment,
guided by the desire to promote self-sufficiency, aid those with the
fewest resources first, and conserve the indigenous ecosystem. ATP’s

Turkey has condemned Greece for holding its annual Pontic Greek
genocide commemoration, arguing that the ceremony is not based on
historical reality and is morally problematic.

The statement released by the Turkish Foreign Ministry on Friday reads:

Activities held in Greece once more this year under the banner of the
so-called `Pontian Greek Genocide Commemoration Day’ are based on
allegations incompatible with historical facts, and on an unscientific
and ethically problematic approach. We condemn and reject these
activities and their underlying mindset. Such initiatives undermine
the efforts to improve relations and cooperation between Turkish and
Greek peoples.

Journalist of the American Time Journal website William Lee Adams
shared his thoughts on why the Armenian delegation would feel `a
little uncomfortable’ if it were to visit the capital of Eurovision
2012 – Baku.

According to him, every journalist was handed out a brochure in which
it was stated about the `multi-partial democratic system’ and the
Karabakh Conflict, `during which Armenian separatists started a bloody
war as a result of which almost one fifth of Azerbaijan’s territory
was occupied’.

`Fans and journalists left Baku having understood why Armenians would
not have felt comfortable at all. On regional maps, which hang all
over Baku, Azerbaijan’s neighbor countries were listed but Armenia was
left out,’ the reporter writes.

The reporter also mentions that the authorities prohibited the DJs of
the Euroclub, where the fans were gathering, to play Armenian music,
which was amongst the most popular.

`During a party I talked to 20-year-old fans under loud music. I told
them I was American. `Armenian?’ they asked frowning their brows (as
they confused American with Armenian under loud music),’ the
journalist wrote.

After French Senators Sophie Joissains, Phillippe Marini and Bernard
Fournier visited Stepanakert, before they would reach Yerevan, their
future way to Baku in any case was already closed.

Azerbaijan’s decision to declare the Senators persona no grata was not
a surprise for them and didn’t worry them much. They say they have
responded to the invitation of NKR’s authorities and taking into
consideration the fact that France is one of OSCE MG co-chairing
countries, they decided to see with their own eyes what is going
there.

`As we know the territory is not closed and many other parliamentary
delegations have visited there before us and we think that the French
Senate can also be its part and see personally what is going there,’
this is the answer of the French Senator in a briefing in Yerevan.

Before that in Artsakh they had meetings with NKR’s leadership and
representatives of the civil society. And they have powerful
impressions.

`We were happy to see a people in that country, who are very
courageous and devoted to democratic values and who work despite the
difficult conditions. The Armenian population has been living in that
territory for centuries and the people of that country will do their
best for the country to live in peace, be as much harmonious as before
that,’ this is Senator Joissains’s opinion.

The RA president has also highly praised the Senators’ visit to
Artsakh during their reception in the presidential seat. He expressed
confidence that unbiased and comprehensive understanding of the issue
is a key prerequisite for the resolution of the NK conflict.

Serzh Sargsyan underscored that numerous visits on the parliamentary
level promote the understanding on behalf of the international
community that the people of the Republic of Nagorno Karabakh, just
like other nations in the world, have the right to master their own
destiny, to live free and secure on their own land.

The Senators noted that their visit to Artsakh was pretty useful and
now they know in detail the history of the NK conflict and hail
Armenia’s constructive position at the peace negotiations.

In Yerevan the Senators first visited Tsitsernakaberd Memorial to the
Armenian Genocide victims, paid a tribute to their memory. The
Senators are sure that the bill criminalizing the denial of the
genocide will be adopted in France. The French newly elected president
Francois Hollande will pursue its adoption.

Their impressions will later turn into political speeches in the
French parliament.

Ginosyan said a person in Armenia is not being brought up as a
citizen.

Speaking to reporters today, the art figure stated that we are not
bringing up citizens we are just giving knowledge. Nothing is being
done for the formation of a citizen of Armenia.

`The idea of bringing up a citizen lacks in Armenia while it is the
biggest mission of each state. We do not know what generation we are
bringing up, we cannot say what state we will have,’ Ginosyan
stressed.

The art figure said the school is not teaching the subject to solve
the issue of upbringing the country’s citizens. The television, school
and kinder-garten should work in that direction.

`During the Soviet years the children in kinder-gartens were sowed
what the Soviet needed. Today there is a need to conduct upbringing
classes in higher educational establishments as well,’ he said.
According to him, the state should have an important role in it and
exert efforts in that direction.
