Amnesty International est profondément préoccupée par les
déclarations du Premier ministre turc Recep Tayyip Erdogan annoncant
de nouvelles dispositions législatives sur l’avortement qui, si
elles étaient adoptées, restreindraient l’accès des femmes et des
filles a des soins de santé dont elles ont besoin, en violation de
leurs droits fondamentaux.

Lors d’une récente manifestation publique, le Premier ministre
a comparé l’avortement a un meurtre et a demandé au ministre de
la Santé de faire adopter une nouvelle loi en la matière, plus
restrictive.

L’avortement est autorisé en Turquie depuis 1983. Les femmes peuvent
décider d’interrompre leur grossesse durant les 10 premières semaines
de celle-ci. Passé ce délai, l’avortement ne peut intervenir
légalement que dans les cas où la vie ou la santé de la femme
enceinte sont en jeu, ou lorsqu’il y a malformation du fÅ”tus.

Santé maternelle mise en danger

Restreindre l’accès a l’avortement va a l’encontre de l’intérêt
médical et met la vie et la santé des femmes turques en
danger. Celles qui ont besoin d’avorter devront en effet se tourner
vers des solutions illégales, et donc généralement dangereuses. Pour
l’Organisation mondiale de la santé, plus la législation sur
l’avortement est restrictive, plus l’avortement est susceptible
d’être dangereux et d’entraîner la mort.

Restreindre l’accès a l’avortement et priver les femmes de la
possibilité d’interrompre leur grossesse dans la légalité et
en toute sécurité constitue aussi une violation des droits
fondamentaux des femmes garantis dans de nombreux instruments
internationaux contraignants. La Turquie est partie a plusieurs
traités internationaux relatifs aux droits humains – notamment le
Pacte international relatif aux droits civils et politiques, le Pacte
international relatif aux droits économiques, sociaux et culturels et
la Convention sur l’élimination de toutes les formes de discrimination
a l’égard des femmes – qui garantissent tout un éventail de droits
fondamentaux liés intrinsèquement a la possibilité pour chaque
femme de décider si elle veut être mère, a quel moment, avec quel
partenaire et combien de fois dans sa vie. Les organes d’experts des
Nations unies habilités par les Ã~Itats a interpréter ces traités
ont a plusieurs reprises demandé que les femmes et les adolescentes
aient accès a un ensemble de services de santé sexuelle et de santé
reproductive, y compris, lorsque nécessaire, a l’avortement.

Amnesty International demande au gouvernement turc de faire en sorte
que les droits fondamentaux des femmes soient pleinement protégés
et qu’aucune mesure restreignant l’accès des femmes a un service
d’avortement sÔr et légal ne soit mise en place.

L’Armenie a remporte sa medaille aux Championnats d’Europe masculin
de gymnastique artistique a Montpellier (France). Haroutioun Merdinyan
a gagne une medaille de bronze dans les comptetions du cheval d’arcons.

Dimanche 27 mai, H. Merdinyan (25 ans) qualifie pour les Jeux
Olympiques de Londres a realise 15,300 points a Montpellier prenant
la 3e place. L’Armenien est derrière Krisztian Berki (Hongrie, 15,958
points) et Louis Smith (Grande-Bretagne 15,775 points). Aux anneaux,
un autre representant de l’Armenie, Vahakn Davdyan a termine a la 8e
place avec 14,400 points. En concours general Arthur Davdyan egalement
qualifie pour les J.O. de Londres s’est classe 5e.

Les Turcs Doivent avoir le Droit de Desavouer l’Heritage du Genocide
que les Jeunes Turcs leur ont Laisse

La Turquie est a la croisee des chemins et les Turcs sont en face d’un
dilemme. D’une part, ils se sentent de plus en plus contraints de ne
concevoir le futur qu’après avoir expie de leur crime. D’autre part,
il realisent les effets d’un lavage de cerveaux organise par l’etat
pendant des decennies, poussant sous le tapis les pages noires de
leur passe genocidaire. Les ouvertures recentes du ministre turc des
affaires etrangères Ahmet Davutoglu en direction des Armeniens ont
amplifie ce debat interne turc.

Passer d’une situation où ils ont sur les bras un genocide a celle où
il s’agit de gerer les consequences de ce genocide, donc se liberer
de la charge d’un passe criminel, devient pour eux une necessite. Et
cela peut se produire en ce moment : des Turcs vertueux qui sont deja
eux-memes parvenus a la paix interieure en reconnaissant le Genocide
des Armeniens, leur donnent des eclaircissements et les inspirent.

Aucun etre humain ne devrait etre force de s’enfermer lui-meme dans
la negation simplement parce que son propre gouvernement nie depuis
près d’un siècle.

Les Turcs doivent s’encourager mutuellement a prendre leurs distances
avec les criminels Jeunes Turcs et desavouer l’heritage du Genocide.

Les Turcs d’aujourd’hui, specialement ceux de la nouvelle generation,
devraient prendre le droit de condamner le regime criminel et
l’ideologie des Jeunes Turcs a la vitesse de la lumière ; et imiter
en cela Mustafa Kemal Ataturk (père de la Turquie) :

Dans une entrevue d’août 1926 au Los Angeles Examiner, Ataturk avait
declare que ceux qui avaient appartenu au gouvernement Jeune Turc
devraient etre tenus responsables des Genocides des Armeniens, des
Grecs et des Assyriens. ” Ceux qui, anciens adherents du Parti Jeune
Turc, auraient dû etre tenus responsables des millions de nos sujets
chretiens brutalement chasses de leurs maisons et massacres en masse,
sont aujourd’hui inquiets sous le regime republicain “, a-t-il dit.

Dès lors, comment le processus que la Turquie devra engager pour
mettre en lumière les faits du Genocide Armenien peut-il s’accorder
avec les demandes urgentes armeniennes de Restitution, de Reparations
et de Retablissement ?

Pendant des siècles avant le Genocide, plusieurs peuples souverains
tels les Syriens, les Libanais, les Grecs, les Bulgares, les Serbes,
les Arabes, les Kurdes, les Syriaques-Assyriens et les Armeniens
ont ete forces de faire a l’Empire Turc Ottoman des concessions
territoriales et de lui payer un tribut humain. Lorsque le processus
de decomposition de l’Empire a commence, plusieurs peuples, sujets
ottomans, sont parvenus a la liberation totale de leurs territoires.

Des terres occupees par les Turcs ont ete retournees a leur
proprietaire en droit. Mais tous n’on pas eu cette chance.

Et en consequence de ce processus incomplet de decomposition de
l’Empire Turc Ottoman, les Kurdes, les Armeniens, les Grecs, les
Assyriens et les Syriaques-Assyriens se voient refusee la liberation
de leurs terres ancestrales. – les Kurdes et les Syriaques-Assyriens
des regions de Mardin et de l’ancienne Mesopotamie ; les Armeniens de
l’Armenie de l’Ouest et de Cilicie ; et les Syriens de ” Al-Iskenderun
” (appelee ” Hatay ” sous l’occupation truque) ; tandis que les
Grecs continuent de souffrir du maintien de l’occupation turque de
la grecque Constantinople, de la grecque Smyrne et du Pont grec.

Tandis que le gouvernement turc a interdit toute possibilite de
discuter librement du Genocide, l’ancien Secretaire de la Commission
des Droits de l’Homme des Nations-Unies, le professeur Alfred de
Zayas, de l’ Ecole de Diplomatie de Genève, a declare recemment :
” Du fait du caractère perenne du crime de genocide, en termes de
fait et de droit, la reparation par restitution n’a pas ete forclose
par le passage du temps. Ainsi, les survivants du genocide subi par
les Armeniens, individuellement et collectivement tout a la fois,
sont fondes a revendiquer la restitution. Cela a ete le cas avec les
survivants juifs de l’Holocauste, qui ont obtenu la restitution de
biens confisques par de nombreux Etats où ils se trouvaient. Chaque
fois que cela est possible, le ‘restitutio in integrum’ (restitution
totale, restauration aux conditions precedentes) devrait etre accorde,
en sorte que soit retablie la situation telle qu’elle existait avant
que la violation n’ait ete commise. ”

Pour en revenir aux developpements les plus recents qui ont eu lieu :
si de serieuses negociations devaient se tenir entre la Turquie et
les Armeniens, ” la delegation mixte armenienne pourrait demander a
la Turquie, pour attester de sa bonne foi, de :

1) Dedommager toutes les victimes du Genocide ; 2) Reconstruire et
restituer tous les sites religieux au Patriarche Armenien d’Istanbul ;
3) Restituer tous les biens prives et ceux de la communaute a leur
proprietaire armenien ; 4) Donner a la Republique d’Armenie un accès
special au port turc de Trebizonde a des fins commerciales ; 5)
Donner aux Armeniens un droit sans visa d’entrer en Ararat, a Ani,
et aux autres sites historiques armeniens en Turquie ; 6) Lever le
blocus contre l’Armenie ; 7) Mettre fin a la politique officielle de
la Turquie de negation du Genocide des Armeniens et annuler l’article
301 du code penal turc ; 8) S’abstenir de toute politique hostile
dirigee contre l’Armenie et contre l’Artsakh (Karabagh), ” ecrivait
Harut Sassounian editeur du California Courrier.

L’article de Sassounian represente un magnifique plan d’action et
une plateforme realisable pour toutes les parties concernees.

Le 29 mai, l’ecrivain et editeur Ragip Zarakolu a reitere ses critiques
envers la politique turque de negation : ” Ma generation savait ce
qui c’etait passe et s’est efforcee de le cacher. Mais les nouvelles
generations doivent croire a ce mensonge, dans une atmosphère encore
pire. … La Turquie est devenue aveugle et sourde.

… Mon pays s’est transforme en un cimetière de muets, ” a declare
Zarakolu avant d’ajouter que la Turquie doit parvenir a comprendre que
reconnaître le Genocide et demander pardon est devenu une condition
prealable a l’installation d’une societe democratique dans le pays. ”
La Turquie doit accepter la verite historique. C’est la seule facon
pour elle de retrouver la verite en elle-meme. Reconnaissance, pardon
et restitution – cela ne fera jamais revenir tout ce qui a ete perdu,
” a-t-il note.

Un abandon absolu de l’ideologie Jeune turque, accompagne de
restitutions et d’une expiation collective peuvent transformer
la Turquie.

Turks Must Be Allowed to Disown Criminal Young Turks’ Dark Legacy
of Genocide

Turkey is at a crossroad and Turks are faced with a dilemma. On the
one hand they feel increasingly compelled to build an atoned future.

On the other hand, they feel the effects of decades-old Turkish
state-sponsored brainwashing to push under the rug the dark pages of
the genocidal past. However, Turkish Foreign Minister Ahmet Davutoglu’s
recent ‘overtures’ to Armenians has amplified this intra-personal
Turkish duel.

The trajectory from being saddled by responsibilities of dealing with
the consequences of Genocide, to being totally free of the burdens of
a criminal past has become a necessity. And it can start when Turks
receive inspiration and enlightenment from righteous Turks who have
already achieved inner peace by acknowledging the Armenian Genocide.

No human being should be required to burden himself with denial just
because he was lied to by his own government for nearly a century.

Turks need to actively encourage one another to distance themselves
from the criminal Young Turks, and to disown their dark legacy of
Genocide. Today’s Turks and especially the new generation should
be empowered to condemn criminal Young Turk regime and ideology at
the speed of light ; and to emulate Mustafa Kemal Ataturk (father
of Turkey).

In an August 1926 interview with The Los Angeles Examiner, Ataturk
stated that the remainders of the Young Turk government should be held
accountable for the Armenian, Greek and Assyrian Genocides. “These
left-overs from the former Young Turk Party, who should have been
made to account for the millions of our Christian subjects who were
ruthlessly driven en masse, from their homes and massacred, have been
restive under the Republican rule”, he said.

So how can the Turkish trajectory to enlightenment on the facts of
the Armenian Genocide be fine-tuned and synchronized with the urgent
Armenian demands for Restitution, Reparations, and Recovery ?

For centuries before the Genocide, several sovereign peoples such
as Syrians, Lebanese, Greeks, Bulgarians, Serbians, Arabs, Kurds,
Syriacs-Assyrians and Armenians, were forced to make territorial and
human “contributions” to the Turkish Ottoman Empire. When the process
of the dissolution of the Empire began, several Ottoman subject
peoples achieved total liberation of their territories. A host of
Turkish-occupied lands reverted to their rightful owners. But not
all were so lucky.

And as a direct result of the incomplete process of dissolution
of the Turkish Ottoman Empire, Kurds, Armenians, Greeks, Syrians,
and Syriacs-Assyrians continue to be denied the liberation of their
ancestral lands – The Kurds and Syriacs-Assyrians in Merdin region
and parts of ancient Mesopotamia ; Armenians in Western Armenia and
Armenian Republic of Cilicia ; and Syrians in “Al-Iskendrun” (called
“Hatay” under Turkish occupation) ; whereas Greeks continue to suffer
because of continued Turkish occupation of Greek Constantinople,
Greek Smyrna and Greek Pontus.

While the Government of Turkey has been suppressing free discussion
of the Genocide, Former Secretary of the UN Human Rights Committee
, Professor Alfred de Zayas, Geneva School of Diplomacy, recently
stated : “Because of the continuing character of the crime of
genocide in factual and legal terms, the remedy of restitution has
not been foreclosed by the passage of time. Thus the survivors of the
genocide against the Armenians, both individually and collectively,
have standing to advance a claim for restitution. This has been
also the case with the Jewish survivors of the Holocaust, who have
successfully claimed restitution against many States where their
property had been confiscated. Whenever possible ‘restitutio in
integrum’ (complete restitution, restoration to the previous condition)
should be granted, so as to re-establish the situation that existed
before the violation occurred.”

Fast forward to the most recent developments : Should serious
negotiations materialize between Turkey and Armenians, “the joint
Armenian delegation could ask Turkey to take the following preliminary
actions to show its good faith :

1) Compensate all Genocide victims ; 2) Rebuild and return all
religious sites to the Armenian Patriarchate of Istanbul ; 3)
Return all confiscated private and community properties to their
Armenian owners ; 4) Provide the Republic of Armenia with special
access to the Turkish port of Trabzon for commercial purposes ; 5)
Give Armenians visa-free entry to Ararat, Ani, and other Armenian
historical sites in Turkey ; 6) Lift the blockade of Armenia ; 7)
End Turkey’s official policy of denial of the Armenian Genocide and
annul Article 301 of the Turkish Penal Code ; 8 ) Refrain from all
hostile policies directed against Armenia and Artsakh (Karabagh),”
wrote Harut Sassounian Publisher of The California Courier.

Sassounian’s article represents a magnificently crafted course of
action and a viable platform for all parties involved (see here)

On May 29, Turkish writer and publisher Ragib Zarakolu renewed his
criticism of the Turkish policy of denial : “My generation knew what
happened and tried to conceal it. However, the younger generation had
to believe this lie under certain conditions, which is even worse. …

Turkey has gone blind and deaf. … My country has turned into a
cemetery of the dumb,” Zarakolu stated adding that Turkey must come to
understand that recognizing and apologizing for the genocide has become
a precondition for establishment of democratic society in the country.

“Turkey must accept the historic truth. This is the only way for Turkey
to restore the trust in itself. Recognition, apology and reimbursement
– these will never bring back what has been lost,” he noted.

Comprehensive abandonment of Young Turks’ ideology, coupled with
restitutions and collective atonement can transform Turkey.

Armenian Experts Rule Out CSTO Peace-Making Mission In Syria

If the Collective Security Treaty Organization (CSTO) decides to get
involved in the peace-making mission in Syria, it will actually be an
agreement with international agencies, the expert Artsrun Hovhannisyan
told Tert.am.

“The CSTO and NATO may form a joint peace-making mission to put an
end to the civil war in Syria,” he said.

“Otherwise, if the CSTO and NATO forces enter the country from opposite
directions, it will certainly be war,” Hovhannisyan said, theorizing.

The political scientist Hrant Melik-Shahnazaryan told Tert.am he does
not think the CSTO peace-making forces are likely to enter Syria. In
this context he pointed out a number of military tasks within the CSTO.

“For example, it may be an Armenian-Azerbaijani war. I do not
think CSTO peace-makers’ involvement in Syria is likely. It was
nothing but a political discussion proposed by Russian experts,”
Melik-Shahnazaryan said.

YEREVAN. – Heritage party will have snap congress on Saturday
to discuss the issue of MP mandates, the party secretary Hovsep
Khurshudyan told Armenian News-NEWS.am adding the party MP list may
undergo changes.

“The congress also will elect new administration. In addition, issues
on Heritage further participation format in the Parliament will be
discussed,” he said.

Asked whether the party will actively participate in the Parliament,
Khurshudyan said he does not rule out the possibility of boycotting
the Parliament. To note, Heritage party MPs has not yet taken their MP
mandates from the Central Electoral Commission, while Free Democrats
party representatives Khachatur Kokobelyan and Alexander Arzumanyan
did it.

The ruling Armenian Republican Party nominated the only candidate,
Ovik Abraamian, to be the chairman of the National Assembly at its
first session on Thursday.

Abraamian’s candidacy was proposed at a Wednesday evening session of
the party’s executive body.

“I can imagine what role a National Assembly chairman plays, and I
am prepared for it,” Abraamian said at the government session.

Abraamian chaired the National Assembly from 2008 to November 2011,
when he resigned to head the Republican Party’s campaign staff.

The Republican Party led by President Serzh Sargsyan garnered 44.05%
of the vote in parliamentary elections on May 6, which guaranteed its
majority at the parliament and enabled it to form a new government
on its own.

The faction of the Armenian National Congress led by former President
Levon Ter-Petrosian is not taking part in the first parliamentary
session.

The faction of the Armenian Revolutionary Federation Dashnaktsutyun
said earlier it would not take part in the elections of the
parliamentary speaker and deputy speakers.

The Armenian Republican Party, led by President Serzh Sargsyan,
and the Orinats Yerkir (the Rule of Law) party, headed by National
Security Council Secretary Artur Bagdasaryan, will support Sargsyan
as their candidate in next year’s presidential election as part of a
coalition memorandum signed by the two parties in Yerevan on Wednesday.

“The parties agreed to support incumbent President Serzh Sargsyan
as their candidate in the presidential elections,” Republican Party
spokesman Eduard Sharmazanov told journalists.

The new memorandum was signed in line with the two parties’ coalition
agreement, dated 2008, he said.

In this document, Orinats Yerkir pledged to back Sargsyan in the 2013
presidential elections, after which it will be given three ministerial
posts, Sharmazanov said.

The Republican Party nominated Ovik Abramyan as the speaker of
Armenia’s National Assembly (parliament), he said.

“Ovik Abramyan was nominated for the post of parliament speaker,
and Eduard Sharmazanov and Ermine Nagdalyan were named candidates
for the post of deputy speakers,” he said.

All of these people are members of the Republican Party. Abramyan
officially resigned as parliament speaker on November 14, 2011,
following a decision to appoint him to head the party’s election
campaign ahead of the parliamentary polls.

On May 24, businessman Gagik Tsarukyan’s Prosperous Armenia party,
which came in second in the May 6 election, refused to form a coalition
with the Republican Party, which won the election, receiving 44.05%
of the vote.

Prosperous Armenia won 30.20% of the vote, and Orinats Yerkir 5.49%.

Before the parliamentary election, the Republican Party, Prosperous
Armenia, Orinats Yerkir and Dashnaktsutyun were members of the
country’s ruling coalition. Dashnaktsutyun subsequently pulled out of
the coalition, citing its disagreement with the Armenian government’s
policy toward the normalization process with Turkey.

Armenia’s new parliament is due to hold its first session on May 31.

Ovik Abramyan has been elected speaker of the new Armenian parliament.

Abramyan was parliament speaker from September 2008 through November
2011. He was the only candidate at the Thursday voting on the
speaker’s candidacy as the republic’s National Assembly met for its
first session. The lawmakers voted for Abramyan 102-4. Four ballot
papers were recognized as invalid.

Ovik A.Abramyan was born in the village of Mkhchyan, Artashat district,
Armenian SSR, on January 24, 1958. In 1984, he graduated from the
correspondence department of the Yerevan road construction college as
technician/mechanic, and in 1990s, he graduated from the correspondence
department for accounting and economic activity analysis under the
Yerevan-based institute of national economy with a degree in economics.

1987-1991 — a member of the Communist Party. A member of Armenia’s
Republican Party since 1998.

1977-1979 – army service.

1995-1998 – chairman of the Artashat Town Council, Mayor of Artashat
1999-2000 – head of the administration of the Ararat region 200-2008 –
minster for territorial management. He 2005, he took up the function of
coordinator minister 2007-2008 – deputy prime minister of the republic.

He headed the presidential staff from April through September r0308.

In 2008-2011, he was speaker of the republic’s parliament. He
resigned in order to lead the election headquarters of his party at
the parliamentary polls on May 6.

The first session of Armenia’s new parliament was led by the eldest
lawmaker, Mkrtich Minasyan, 66.

“We have a vigorous parliament; where the main influential political
forces have the floor,” Armenian President Serzh Sargsyan said in
his address to the parliament.

“Having various levers of power, including the parliament, gives the
means to reach the objectives – which are important to all of us —
strengthen Armenia, sharply increase its standard of living, stop
emigration, and enhance the country’s defense capability.

“All of us, including the lawmakers, face the mission to form new
traditions of political struggle and activity, the traditions which
will rule out or reduce to the minimum the possibility of upheavals
in our country in the next few years and decades,” Sargsyan said.

The president thanked all the political forces and residents of
the republic for conducting, through joint efforts, “quite mature
elections.”

“Every election in Armenia should be considerably better than the
previous ones,” he said.

The Armenian Opposition did not attend the first session.

To note, Nver Poghosyan has been Gegharkunik region governor since
2007. The Governor of Vayots Dzor Sergei Bagratyan, also a PAP member,
will present his resignation on June 4.

After the parliamentary elections of May 6, PAP leader Gagik
Tsarukyan announced that they do not consider it convenient to create
a coalition, which means that PAP will not have ministers and governors
in the newly formatted government.

TWO CANDIDATES TO COMPETE FOR YSLU PRINCIPAL POST

YEREVAN. – Two applications were presented for the competition on the
Yerevan State Linguistic University (YSLU) Principal post on Friday.

The competition was announced by the Armenian Ministry of Education
and Science.

As the press service of the Ministry of Education and Science informs
Armenian News-NEWS.am, the candidates are Professors Vagharshak
Madoyan and Gayane Gasparyan. Former principal Suren Zolyan who was
fired earlier is not among the candidates.

The candidates must present their development programs to the YSLU
board and the board members will select the new principal through
secret voting.

The competition is scheduled for June 12. The due date for applications
was Friday, June 1.

To remind, the principal post of YSLU was vacant as Suren Zolyan was
dismissed from his post under the order of Minister of Education and
Science Armen Ashotyan. Zolyan has filed a complaint considering the
dismissal illegal but has not achieved any results.
