left Armenia and are not back is 90.800. This figure was published
by RA State Migration Service.
At the same period of the last year, number of people left was 75.200.
Thus, this index increased by 20,7% as compared to the previous year
in case when arrival of 500 Syrian-Armenians was registered.

YEREVAN, SEPTEMBER 18, ARMENPRESS: On the occasion of the Azerbaijani
President Ilham Aliyev’s official visit to France the Coordination
Council of Armenian Organizations of France (CCAF) held a protest
action at the local Armenian Church in Marseilles against the pardoning
of the assassin Ramil Safarov. As reported by Armenpress, quoting
Nouvelles d’Armenie, the action was attended by about 200 people,
including political and public figures. The Head of the Coordination
Council of Armenian Organizations of France Elian Kazanjian (Marseille
chapter) announced that the President of France Francois Hollande
will be transferred a letter signed by a number of officials, which
appeals to make clear actions to establish justice in the issue of
the Azerbaijani assassin Ramil Safarov’s punishment, who axe-murdered
the Armenian officer Gurgen Margaryan.
The action was attended by the initiator of the bill criminalizing
the negation of the Armenian Genocide, Deputy of the French Senate
Valerie Buaye, Deputy Mayor of Marseilles Roland Blum, members of
the Marseilles Town Hall Council Didier Parakyan, Frolans Mars, etc.

Shamasyan announced that their struggle would be long-term. “We
are appealing to the defenders of human rights and protectors of
democracy to express their anger concerning the incident and condemn
the Azerbaijan’s actions”, – said Shamasyan.
On September 18 at 18:00 local time in Paris a large-scale rally will
be held in front of the Azerbaijani Embassy and the Armenians will
express their indignation towards the Azerbaijan’s policy and the
decision to receive Aliyev in France. Armenpress was earlier informed
about it by the Head of the French Office of the “Armenian Cause”
of France Hrach Varzhapetyan. France is a country of human rights,
justice and democracy and it should not receive the Azerbaijani
President after the murderer Ramil Safarov’s release in a country like
France. “This time we should express our discontent more franticly.
The action will be attended by many Armenians, who will act with
united behaviour and trait”, – said Hrach Varzhapetyan.

YEREVAN. – Iran must offer Armenia something in return for deepening
cooperation, Regional Studies Center Director, political analyst
Richard Giragosian stated during a press conference on Tuesday,
commenting on the current phase of international talks on the Iranian
issue.
In his view, Armenia has a great potential to play a more tangible
role as a broker in these talks.
“Christian Armenia is Islamic Iran’s sole neighboring country which
has stable relations with it. But we shouldn’t forget that Iran itself
is interested in that brokerage. If it wishes to deepen its ties with
Armenia, it-and not [official] Yerevan-must make the corresponding
efforts. We must see what it offers in return.
This is the same in case of Turkey, too. Armenia should be open for
proposals, but let those who are interested make the first move,”
Giragosian added.

YEREVAN. – The Government of Armenia has not achieved success in
the last five years, former FM and currently Prosperous Armenia
Party MP Vartan Oskanian wrote in his Facebook account, reflecting
on the Government’s recent meeting and the assessments made during
this consultation.
“The flaws are not solely in the domain of public procurements,
but in all domains,” Oskanian added.
To note President Serzh Sargsyan held a meeting at the Government
on September 15, and the heads of executive bodies, led by the PM,
attended the consultation, during which the President made harsh
assessments on the country’s current economic situation and the
misappropriations.
ANCA SHOCKED TO SEE ARMENIA ON SECURITY ALERT LIST

PanARMENIAN.Net – Armenian Americans nationwide were justifiably
shocked to see reports on September 12 on top U.S. news sites
spotlighting Armenia as one of seven countries, including Burundi,
Egypt, Kuwait, Sudan, Tunisia and Zambia, in which U.S. embassies
issued security alerts after the tragic attacks on the U.S. Embassy
in Benghazi, Libya just a day earlier, said the Armenian National
Committee of America (ANCA).
The raising of alarms in Armenia, an overwhelmingly Christian-populated
nation, in response to a wave of anger in the Muslim world over
offenses against the Prophet Mohammed made no apparent sense, either
to Armenians or observers worldwide. Armenia has no modern history of
religiously-oriented violence or anti-American demonstrations, and
no ties to any of the groups leading protests in the Arab countries
in which U.S. embassies have been targeted.
Since the story first broke, seeking answers and accountability,
the ANCA reached out to the U.S. State Department and the AP reporter
who wrote the initial article on this subject.
The ANCA was informed by Department of State sources, later confirmed
publicly by State Department Spokeswoman Victoria Nuland, that on the
night of September 11, after the Benghazi attacks, the State Department
“sent a message to every diplomatic mission in the world asking them
to again review security and take the necessary measures.
Some of you will have seen that there were increased emergency
warnings or security warnings that were also issued to Americans in
some 50-plus missions around the world since that went out.”
On September 12, the U.S. embassy in Armenia was among the first
seven countries to send emergency messages to Americans travelling and
residing in their respective countries. The Armenia alert called on
U.S. citizens to “remain vigilant, ” in light of recent anti-American
violence following recent events in Egypt and Libya. It noted, however,
that “the U.S. embassy in Yerevan has no specific information to
indicate that these events will affect security in Yerevan.”
The Zambia alert, like Armenia, indicated no specific threat reports.
Burundi was even less specific. Egypt, Kuwait, Sudan and Tunisia
referenced reports of times and places of possible demonstrations.
These emergency alerts were emailed out to U.S. citizens in their
respective countries, were posted on embassy websites, and on a
central State Department alert site maintained by the Bureau of
Diplomatic Security:
The AP reporter, Matthew Lee, who broke the story, saw the list of
the seven initial alerts and ran with it. He could have made the
distinction that Armenia, Zambia and Burundi had no specific threat
listed in their notes, while the other four did. However, he stands by
his reporting that the U.S. embassies in these seven countries acted
first, perhaps believing that their specific situations were serious
enough to merit posting an Emergency Alert to American citizens. He
confirmed that list had been expanded to some 50 countries since then.
A number of pressing questions remain unanswered.
Why was the U.S. embassy in Armenia, a Christian country with no
record of Islamic protests, among the first countries to send out
an emergency alert to U.S. citizens? Neighboring U.S. embassies in
Azerbaijan and Georgia have yet to post any type of warnings either
on their websites or in the Bureau of Diplomatic Security page. An
alert was finally posted on the U.S. embassy of Turkey on September
15, regarding credible reports of demonstrations, with the Bureau of
Diplomatic Security site posting it a day after.
The ANCA will continue to press for honest answers and governmental
accountability regarding this highly sensitive matter for all
Armenians.

The statement came from Azerbaijani President Ilham Aliyev at a joint
press-conference with Turkish Premier Recep Tayyip Erdogan.
Answering the question of one of the journalists about the
facilitation of visa regime between Azerbaijan and Turkey, the
Azerbaijani leader said: “As you know, recently the Turkish state
abolished visa regarding citizens off all Turkic speaking states. So,
citizens of all Turkic speaking states can go to Turkey independently,
and we are thankful for this decision. As for Azerbaijan, this issue
has been discussed today. A decision was made to achieve it gradually.
An easier visa regime may be applied on people of a certain category –
businessmen, people of science and well known people. In general, our
certain mechanisms and internal procedures have not been completed
yet. After completion of these procedures, of course, Turkish citizens
will also be able to come to Azerbaijan free of visa. We are working
on this issue. This issue was discussed. The Turkish side understands
Azerbaijan’s position on this issue. With joint efforts we will make
important steps towards the solution of this issue.”

How can Hungary save its face?

`Many rallies have been organized in different parts of the world in
connection with Safarov’s extradition to Azerbaijan. The rallies,
however, did not influence the Hungarian authorities,’ said political
scientist Narek Galstyan today.
Condemning is not enough, we should put stresses, `We shouldn’t expect
that Hungary will change its decision, but we should demand from the
Hungarian authorities to demand from Azerbaijan to return Safarov and
to announce Aliev persona non-grata. By this step the Hungarian
authorities will save their face.’
`The RA authorities and the Diaspora should have a clear plan
concerning this issue. It’s a global problem which needs to have a
precise strategy. We should define our strategy and combine all our
forces around it,’ N. Galstyan stressed.

La crise déclenchée par les tractations douteuses entre les
gouvernements hongrois et azerbaïdjanais pourrait avoir des
conséquences gravissimes.
Il est rare que la Hongrie fasse la une de la presse internationale
pour une affaire diplomatique. L’extradition d’un assassin [le soldat
azéri Ramil Safarov, qui avait décapité un soldat arménien de l’Otan à
Budapest, où il était condamné à la prison à perpétuité], la
perspective d’empocher quelques milliards de dollars [de la part de
Bakou] contre des obligations d’Etat et l’indignation d’un pays de 3
millions d’habitants ne suffisent pas à l’expliquer. C’est que la
Hongrie s’est fourrée dans un véritable guêpier.On aurait dû se poser
la question : quelles réactions allaient susciter le geste, hautement
symbolique, du gouvernement hongrois, consistant à extrader vers
l’Azerbaïdjan l’assassin d’un Arménien.
Dans le contexte des relations entre l’Azerbaïdjan et l’Arménie*, le
premier ne pouvait que faire libérer le condamné. Ce que la seconde ne
pouvait pas regarder sans broncher. Si l’un ou l’autre pays avait agi
autrement, leurs gouvernements auraient été balayés par la vindicte
populaire. L’homme politique incapable de saisir cela doit exercer ses
talents ailleurs.Ce scandale laissera des séquelles. On espère
seulement qu’il ne conduira pas à une escalade de la haine. Cette
affaire n’aide pas à restaurer l’image déplorable de la Hongrie au
niveau international. Les explications confuses, du type “deux jours
plus tard on s’est rendu compte qu’on nous avait bernés”, n’y feront
rien. Le gouvernement hongrois a réalisé une opération déplorable et
immorale, digne d’une équipe de dilettantes. Dans une affaire aussi
délicate, les dirigeants hongrois n’ont visé que l’intérêt immédiat,
sans tenir compte des éléments qui auraient dû les inciter à la
prudence. Ces événements brossent un portrait inquiétant de Viktor
Orbán et du fonctionnement du NER [le ministère des Ressources
nationales]. Ceux qui demandent la tête de Martonyi [le ministre des
Affaires étrangères] ou de Navracsics [le garde des Sceaux] se
trompent totalement. Le problème résulte de la mentalité provinciale
et du comportement agressif du NER, qui veut ignorer une réalité
complexe pour atteindre son objectif coûte que coûte. Face à l’Arménie
[qui a rompu ses relations diplomatiques avec la Hongrie] et aux
conflits au Caucase, nous sommes impuissants. Mais, concernant notre
naïveté, révélée par l’affaire Safarov, il est urgent de prendre le
taureau par les cornes.Nota bene : à la lumière des faits, il est
intéressant de rappeler qu’il y a un an la Hongrie a posé sa
candidature pour devenir membre du Conseil de sécurité de l’ONU. Un
fait prouve que nous ne sommes ni assez vertueux ni assez finauds : le
pays qui nous a devancé dans cette course n’est autre que
l’Azerbaïdjan.

OSLO – L’avocat d’Anders Breivik, le célèbre tueur norvégien, a déposé
à l’ambassade d’Azerbaïdjan à Oslo, une demande d’extradition de la
part de son client. Breivik justifie sa décision de solliciter son
extradition puis de demander la nationalité azerbaïdjanaise par le
fait qu’il partage avec le régime actuel de l’Azerbaïdjan la même
philosophie et les mêmes valeurs.
L’assassin norvégien, qui a ôté la vie à 69 personnes en 2011 lors
d’une fusillade à Oslo, a fait une annonce scandaleuse vendredi. Il y
a appelé le gouvernement azéri à traiter sa demande d’extradition.
Breivik a fourni un dossier qui décrit en détail son expérience et ses
qualifications en matière de meurtres de sang-froid.
L’avocat de Breivik pense que son client a tous les droits et les
qualifications nécessaires pour être un fier citoyen de l’Azerbaïdjan.
« Nous espérons que l’Azerbaïdjan va faire preuve de cohérence en
termes d’accélération d’extraditions et de grces accordées aux
meurtriers sans pitié. Il est entendu que dans le cas de M. Breivik,
aucune hache n’a été utilisée, mais le fait est que des gens innocents
ont bien été massacrés et il y a de grandes chances que certains
d’entre eux n’aimaient pas l’Azerbaïdjan », a déclaré l’avocat.
La réaction de Bakou n’a pas tardé, portant un coup aux espoirs placés
dans cet appel. Dans une interview à la Télévision Publique de
Norvège, le président azerbaïdjanais, Ilham Aliev, a déclaré : « La
demande d’extradition d’Anders Breivik vers l’Azerbaïdjan est
absolument ridicule. Pour commencer, il n’a pas assassiné un seul
Arménien. Deuxièmement, les 69 victimes assassinées par Breivik
étaient toutes réveillées. Et troisièmement, la Norvège a de grandes
ressources pétrolières et de gaz qui rendent l’extradition trop
compliquée. »
Cependant, en Azerbaïdjan les opinions divergent sur la question. Le
directeur du révéré centre analytique « Tophique » pour l’analyse
stratégique, Tophique Aliev, a affirmé que Breivik peut encore rendre
des services utiles en Azerbaïdjan. « On ne peut pas juger quelqu’un
sur juste une erreur. S’il a tué 69 personnes sans blesser un seul
Arménien, cela ne signifie pas qu’il ne pourra pas le faire à
l’avenir. Ce qui compte, c’est que sa philosophie générale sur la vie
est conforme à la nôtre. »
L’avocat de Breivik a aussi expliqué que ce n’était pas la faute de
Breivik si dans une foule de plus de cent personnes, il n’y avait
aucun Arménien. « L’Azerbaïdjan doit comprendre que c’est un défi
significatif pour un assassin de s’assurer de l’origine ethnique des
victimes lors d’une fusillade meurtrière. Certes, aucun Arménien n’a
été tué là, mais, hé – ce genre de chose arrive ! Ce serait bien que
M. Aliev puisse avoir une vision plus globale de tout ceci et
apprécier le potentiel de mon client pour l’avenir. »
Bien que l’Azerbaïdjan n’ait pas pris de décision définitive sur
l’affaire de l’extradition, les grands analystes politiques pensent
que pour recevoir le soutien de l’Azerbaïdjan, Breivik devra fournir
de solides garanties que ses futurs massacres incluront au moins 80 %
d’individus d’origine arménienne.
Coïncidence : d’après certaines sources, un groupe de vieillards
vivant en Argentine, avec un fort accent allemand, a également adressé
des demandes de naturalisation et de résidence permanente à
l’Azerbaïdjan.
Nota CVAN : Pour ceux qui ne l’auraient pas compris, cette information
est bien entendu fantaisiste. Anders Breivik, tueur islamophobe et
investi d’une mission « pour sauver l’Europe chrétienne », ne risque
pas de solliciter une extradition vers un pays musulman. Pourtant,
mieux que toute analyse sérieuse, cet article étonnant de justesse met
en lumière sur un mode humoristique ce qu’est le régime azéri.
L’Azerbaïdjan aurait payé 3 milliards d’euros à la Hongrie pour
récupérer le militaire azéri Ramil Safarov, un assassin d’Arménien(s),
vénéré dans tout le pays depuis son acte prémédité en 2004. Ce
meurtrier au discours raciste, avait alors décapité de 16 coups de
hache un officier arménien dans son sommeil, à Budapest, dans le cadre
d’un stage de l’OTAN : « racheté » par le dictateur azerbaïdjanais
Ilham Aliyev (qui sera reçu officiellement en France à partir de ce 18
septembre !), extradé de Hongrie vers l’Azerbaïdjan, Ramil Safarov a
été célébré en héros le 31 août 2012 à son retour à Bakou où il s’est
vu offrir un appartement, une promotion au grade de commandant et 8
années d’arriérés de salaire, en récompense de son acte patriotique…
C’est avec délectation que l’on goûte l’humour cinglant anglo-arménien

de la minable mais inquiétante fausse lettre de l’ASALA diffusée (en

Decision of the Prime Minister of Hungary to extradite Ramil Safarov
is the decision of the government, Hungarian Foreign Minister Janos
Martonyi told journalists, the Hungarian edition Rolitics.hu reported.
“The decisions of the prime minister and the government are the same.
Otherwise, the government would organize debates on this issue,”
Martonyi said.
According to the Foreign Minister, the issue of his resignation is
not discussed and he is loyal to the office of Prime Minister.
Ramil Safarov was born on August 25, 1977 in the Jabrail region
of Azerbaijan. Safarov 34, who participated in NATO exercises in
2004 in Hungary, was charged with the murder of Armenian officer
Gurgen Margaryan, who insulted the Azerbaijani flag. As the result
of the verdict by the Budapest court, Safarov was sentenced to life
imprisonment without the right of pardon during 30 years.
Immediately after the Azerbaijani officer’s release, Armenian President
Serzh Sargsyan announced that Armenia suspends diplomatic relations
and all official contacts with Hungary.
The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.
Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. –
are currently holding peace negotiations.
Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.
