La Commission Electorale Centrale (CEC) a appele a l’abolition des
timbres speciaux qui sont censes empecher le vote multiple frauduleux
lors des elections qui se tiennent en Armenie.

Sous le Code Electoral amende l’annee dernière, les personnes tenant
le bureau de vote doivent apposer des timbres sur les cartes des
electeurs dans les bureaux de vote. Les cachets restent visibles au
moins 12 heures.

Cependant, les cachets s’effacaient quelques minutes après le vote
lors des elections du 6 mai. Les leaders de l’opposition ont pretendu
que cela a ete fait deliberement pour permettre aux armeniens qui
soutiennent le parti Republicain (HHK) de voter dans deux ou plus de
bureaux de vote.

La CEC, des loyalistes au gouvernement, avait nie ces allegations a
l’epoque. Il a blâme le problème sur une pretendue mauvaise qualite de
l’encre et son utilisation incorrecte par les agents du bureau de vote.

La CEC a preconise l’abolition de l’article du Code Electoral imposant
les cachets dans un rapport consacre aux elections parlementaires
qui a ete soumis au Parlement armenien et rendu publique jeudi. Elle
a pretendu que les cachets peuvent facilement disparaître grâce aux
reactions chimiques naturelles et qu’il est impossible de trouver
un type d’encre qui resterait intacte ” dans toutes les situations
et les circonstances “. Le Code Electoral contient en autre, des
sauvegardes plus efficaces contre le vote multiple a dit la CEC.

L’opposition a rapidement condamne la proposition de la CEC et la lier
avec la prochaine election presidentielle en Armenie en fevrier. ”
D’abord ils ont fait quelque chose que l’on a suppose avoir un
certain impact positif, mais ils l’ont detruit et l’ont discredite
” a dit Nikol Pashinian du Congrès National Armenien (HAK). ” Ils
veulent maintenant supprimer [l’encre] pour recourir a la fraude du
vote plus facilement lors des elections presidentielles “.

” Je considère que s’est une nouvelle preuve que le système electoral
et le gouvernement d’Armenie considèrent la fraude comme la seule
voie d’assurer leur reproduction ” a dit Nikol Pashinian au service
armenien de RFE/RL (Azatutyun.am).

Le HAK et d’autres groupes de l’opposition disent que le vote multiple
en faveur du HHK est devenu une forme clef de la fraude electorale en
Armenie. Ils pretendent qu’avec la manipulation par le gouvernement
des registres des electeurs, cela permet au parti dirigeant de gagner
les elections. Le HHK a nie cela.

En 2004, un officier azeri assassine a coups de hache un militaire
armenien lors d’un ” partenariat pour la paix ” organise a Budapest.

Huit ans après les faits, extrade de Hongrie, il a ete accueilli en
heros national dans son pays natal.

A 5 heures du matin, il fait encore nuit noire a Budapest, ce jeudi
19 fevrier 2004. Au deuxième etage du dortoir de l’universite de
la defense, de jeunes officiers, la plupart etrangers, dorment. Ils
participent a un stage d’anglais de trois mois, organise par l’Otan
dans le cadre de son ” Partenariat pour la paix “, un programme qui
concerne surtout les anciennes republiques sovietiques.

Couche dans la chambre 2189, le Hongrois Kuti Balazs est reveille par
des bruits sourds. Il se retourne et apercoit, près du lit de ” Gougo
“, son camarade de chambre, un homme, une hache a la main, couvert de
sang. ” Arrete ! Que fais-tu ? ” crie-t-il, en se levant d’un bond. Le
lieutenant azeri Ramil Safarov, 27 ans, vient d’assassiner Gougo,
le lieutenant armenien Gurgen Margaryan, 26 ans.

Safarov explique a Balazs qu’il n’a rien a craindre, puis assène au
moins deux autres coups de hache a sa victime – qui vivait encore,
mais respirait a grand-peine, quasiment decapite par son agresseur. ”
Avec l’air d’avoir accompli quelque chose d’important “, se souvient
Balazs, Safarov jette son megot sur le torse de l’Armenien puis quitte
la pièce. Il se dirige vers la chambre d’un autre officier armenien,
mais trouve porte close. Il tente, sans succès, de l’enfoncer avec
sa hache, avant d’etre arrete par la police hongroise. Il n’opposera
aucune resistance. L’enquete etablira que Ramil Safarov a inflige 16
coups a la tete, au cou, et a la poitrine de Gougo, a l’aide d’une
hache achetee la veille.

Russian Liberal and Democratic Party Vladimir Zhirinovski’s calls on
Armenians for terror acts against Azerbaijan and Azerbaijanis.

APA reports quoting the parliament’s website that the statement says
member of the Russian State Duma Vladimir Zhirinovski has chanted
offensive words against Azerbaijan and Turkey: “Everybody knows his
political face. “This clown’s opinion is not a surprise for anybody.

The opinions of this disguised juggler, who introduced himself as
“liberal democrat” in the rally on September 14, in Moscow by
“Russian-Armenia Union” against Ramil Safarov, show his personality.

The recent events show that, Zhirinovksi is not only clown, but also
a vulture”

Vladimir Zhirinovski made immoral, graceless and irresponsible
statements against Azerbaijan, which is contrary to the
Azerbaijani-Russian friendship.

Z. Asgerov said that Zhirinovski confirmed once more that he is one
of those politicians that support terrorism:” there is no parliament
that a member of it obviously declares that he wants to kill the
representatives of a definite nation?

Zhirinovski also threaten the territorial integrity of Georgia and
calls Armenians in Javakhetia to struggle for their lands.

This man who supports terrorism and separatism, calls for a war,
doesn’t respect the territorial integrity of any states shouldn’t
be a member of Russian parliament. Doesn’t this man know what to
do? What does he want with calling for a terror against Azerbaijan
and Azerbaijanis in the center of Moscow?

Actually, he will not be able to harm the relations between Azerbaijan
and Russia with his crazy thoughts. But this clown must not be allowed
to misuse democracy and word freedom. The Russian government stays
on a quite high level in compare with such a person.

YEREVAN. September 17, 2012: The Russia-led Collective Security Treaty
Organization (CSTO) has launched large-scale military exercises in
the South Caucasus nation of Armenia.

Around 2,000 troops from Armenia, Belarus, Kazakhstan, Kyrgyzstan,
Russia, and Tajikistan are conducting five days of war games.

Armenian Defense Minister Seyran Ohanian said the aim of the exercises
was to create a “regional force that can neutralize potential threats.”

The war games could prove unsettling to two South Caucasus neighbors —
Azerbaijan, which remains in a hostile dispute with Armenia over the
disputed territory of Nagorno-Karabakh, and Georgia, which fought
a brief war with Russia in 2008 and still views the Kremlin as a
military threat (RFE/RL).

Armenian Youth Leading Change In Their Communities

ARMENIAN YOUTH LEADING CHANGE IN THEIR COMMUNITIES

Counterpart International brought together young leaders from Armenia’s
41 Youth and Community Action Centers (Y/CAC) and transformed three
ordinary hot summer days into a celebration of youth, community
and action. The 2012 Youth Leadership Summer Camp (2012 YLSC) was
a learning and sharing adventure for the young leaders from across
the country.

The goal of the 2012 YLSC was to further cultivate leadership qualities
and skills among young people in communities where Counterpart works,
to build on their knowledge and experience in leading change, and to
more effectively demonstrate the real role that young people play as
civic leaders today and in the future.

During their three-day adventure the 41 young leaders discussed
their role in sustaining the three pillars of Y/CACs: ~Upromotion
of volunteerism (civic activism) ~Ubuilding on strengths of their
communities (asset based community development) ~Userving as a gateway
of knowledge and progress (information management)

The participants also defined outcomes of community engagement
through the action planning process. Young leaders brainstormed on
how to better engage community youth in the coming year based on past
achievements and discussed lessons learned. Future plans include
intercommunity exchanges and sustainability projects for buildings
that were renovated under Counterpart’s grant programs.

“Before the camp we were mainly thinking about needs and difficulties
that youth in our communities must overcome. It was exciting to learn
about asset based community development concepts as we began to think
about how much we can contribute to make our community a better place
to live,” noted Marine Harutyunyan, a young leader from Lchashen.

Camp participants explored the impact of community volunteerism
on their own career paths through a discourse led by Peace Corps
Volunteers (PCVs) and Armenian parliamentarian Edmon Maroukyan,
who began his career as a civic activist. After these inspiring
discussions, one of the young participants, rephrasing a PCV, stated
that one of the greatest revelations for him during the camp was,”it
is my duty as an Armenian citizen to ensure that my personal and
professional development also add value to my community.”

SARATOGA SPRINGS – Elaine Damron-Peltekian got a call Monday that
left her with mixed feelings.

For more than two years, her family had been embroiled in a campaign
against Saratoga Springs Justice Court Judge Keith Stoney. They
battled him in court, on ballots and in front of the state Legislature.

They were preparing for a hearing next month on complaints she and
her son Ryan filed with the Utah Judicial Conduct Commission.

But on Monday, she was told that an agreement has been reached between
the conduct commission and the judge. Stoney will retire on Dec. 31.

Investigations into any pending complaints – the agreement only states
that there are one or more – will be suspended. After his retirement,
the complaints will be dismissed.

“I just felt like justice really hasn’t been served,” Damron-Peltekian
said. “Although we were successful in taking down a judge, he just
gets to step down and retire and collect his pension from taxpayers.

But he really hasn’t been disciplined.”

According to the agreement, which was signed Sept. 11 but made public
on Monday, Stoney will retire from the bench and seek no future
judicial appointments. Stoney, who presides over justice courts in
Saratoga Springs and West Valley City, did not respond to a request
for comment.

“The negotiations that culminated in the written agreement commenced
before (Stoney) announced his retirement,” said Colin Winchester,
executive director of the Judicial Conduct Commission.

Damron-Peltekian’s life, and those of her family members, crossed with
Stoney’s in 2010 after Ed and Elaine Peltekian left Ryan Peltekian’s
dog in the care of Ed’s sister-in-law, Ann Bieker. The dog got loose
and Bieker, Ed Peltekian and Ryan Peltekian were ordered to appear
before Stoney in Saratoga Springs Justice Court on misdemeanor charges
related to the incident.

On Aug. 27, 2010, Damron-Peltekian was in Stoney’s courtroom in support
of her son, who was asking that his charges be dismissed, when a court
volunteer noticed that Damron was recording the court proceedings on
her cellphone and notified a security officer, according to a ruling
written by 4th District Judge Claudia Laycock.

The officer informed her she couldn’t have her phone out. Damron
pushed stop and stored the phone in her purse.

The woman pulled it out again three minutes later, but stored it
again when the officer approached.

Russia’s president Vladimir Putin will attend on Monday the first
round of Caucasus 2012 exercise at the Rayevski military polygon in
Krasnodar. The CSTO CRRF is underway in Armenia in the same period.

The minister of defense of Russia Anatoly Serdyukov was said to arrive
in Armenia to attend this event.

It will take only a few hours to fly to Armenia on a glider from
Krasnodar. Will Putin arrive in Armenia or has he given up this idea
for some reason?

Experts expected certain “reference points” from this visit. If Putin
arrives in Armenia, he might insist on proposals to join the Eurasian
Union and indirectly call to support in the upcoming presidential
elections the candidate which will advocate Armenia’s integration
with Russia. If Putin does not come, this may be a sign that he sees
no meaning and no hope to persuade Armenia to leave the European path
and Serzh Sargsyan’s election. Nothing is so simple, but obviously
there are some expectations from the visit or refusal. Moreover, the
“national” Eurasian movement is growing in Russia. Tajikistan will
apparently agree to keep the Russian military base in its territory
for free for another 20 years, while in Armenia there are rumors on
the deployment of “military units of other countries”, though there
is an act banning such a possibility without consulting the CSTO.

“PR of the President will not have its effect, if it we do not see
actions of Ministers affected by it.” said “Free Democrats” party
member, political scientist Anush Setrakian to “First News and
Analyses”, referring to the President’s press conference on Saturday.

She noted that it’s not that important for politicians to have PR,
especially such speeches and actions should be undertaken by the
country’s leaders.

“As for the formal PR, at least one had to keep the spirit of PR,
because formally it was not so successful. Of course, the fact that
the president rebukes to the government is a good PR, but not with
that expression, “commented Anush Sedrakyan.

The latter tends to think that changes should be made in Armenia,
which is an inevitable process.

“The government tends to keep the public speaking to show that the
government has absolutely no control,” noted Anush Sedrakyan.

Recall that during the meeting, which took place on Saturday, the
President strongly criticized the government.

86 year-old Hovhannes Manoogian, from America, has been living in
Armenia for the past 8 years. His wife has remained in the States
along with their four sons.

On April 24, 2004, Hovhannes purchased a plot of land near the village
of Griboyedov in Armavir province.

Ever since then, Hovhannes only sees his family when he returns for
the winter.

“They all complain that I moved here. They keep asking why did I
leave my wife, four sons and eleven grandchildren back in the States.

They say that eight years is enough already and that my grandchildren
have no clue about their grandfather in Armenia,” says Hovhannes.

All the sisters and brothers of his father and mother were killed in
the Genocide. Hovhannes is the elder son born in Lebanon. He says the
family was poor and that he only attended school with financial aid.

Hovhannes attended the Apkarian High School in Lebanon and later the
Mkhitarist College, followed by the Armenian Catholic school. He then
worked with his father as an ironmonger.

Mr. Manoogian says he decided to get an education because he would
be of no help to the family as a common laborer.

He pursued his education at the Nshan Palanjian Jemaran and later
became a professional engineer-surveyor who went on to draw maps for
the irrigation system of salt fields in Iraq. He was the top engineer
working with international companies in Iraq and Iran.

In 1960 he returned to Beirut since the Lebanese government was looking
for top quality professionals like himself. He was then appointed
the chief engineer for the Lebanese road construction program.

When the Lebanese civil war broke out in 1975, he relocated the family
to the United States.

Hovhannes says that the rest of his family have reached positions of
respectability in American society and have no intention of moving
to Armenia.

His eldest son Rosdom is an electrical engineer that is responsible
for pensioner homes in the States. Raffi, his second son, is a member
of the Glendale city council and was elected mayor of the town a few
times. Glendale and Kapan became sister cities during Raffi’s tenure
as mayor. His number three son Razmig is a civil engineer and Nigol,
the youngest, is an attorney.

“None of them can fathom why I came here, especially at my advanced
age, when I could have lived like a king back there,” Hovhannes
confesses.

Hovhannes told me that his moving to Armenia was the fulfillment of
a promise he made to his teachers at Palanjian Jenmaran.

“They always wanted to relocate to Armenia but it was impossible for
them during the Soviet era because they were political people. So
they urged their students to move to Armenia when it became possible
in the future,” says Mr. Manoogian.

“I remembered their words to us students and when I turned 70 the idea
hit me to relocate. The nation educated me and made me what I am. I
would have a pang of conscience if I didn’t carry out my obligation
to those people,” says Hovhannes.

He has willed his land in Griboyedov to the Hamazkain Cultural Union,
a group affiliated with the ARF. Hovhannes says he was born a Tashnak
and will die as one. Nevertheless, he exclaims that Armenia must be
above partisan part politics.

Back during the Soviet era, Hovhannes Manoogian’s 109 hectare plot
was one of Armenia’s largest pig farms. Every month it would send
30,000 to Russia. Today, only five of the sheds remain standing.

Hovhannes says he purchased the land to plant wheat to send to the
freedom fighters in Artsakh if war were to break out again. He proudly
relates that the first harvest netted 33 tons of wheat but that it
was all stolen by the workers.

He planted clover for the next six years and sold it to the villagers
as livestock feed. Today, he leases the land to local villagers in
plots ranging from 2 to 20 hectares. He says that farming is much
more productive on larger plots that local residents just don’t have.

Unfortunately, the harvest of the various crops grown on the land
hasn’t been good this year. Hovhannes plans to sow clover once again.

“Sadly, villagers are hit with taxes and penalties. They can’t work
the land like it should be. The people of Armenia have a right to
live and eat. The downtrodden villager goes hungry. And a hungry
people will go to any lengths. They’ll leave the country en masse.

The government has to step in and facilitate conditions favorable
to the common folk. Instead, the government hits them with even more
taxes. A hungry person can’t pay taxes, ” says an irate Hovhannes.

A few years back, Hovhannes received some hate mail allegedly signed
by 123 residents of adjacent villages. The disparaging letter, also
sent to the prime minister, demanded that the sheds and fields owned
by diaspora Armenia be handed over to local villagers for a period
of five years.

The mysterious poison letter wasn’t signed nor stamped, leading
Hovhannes to conclude that it was written by one person with a personal
grudge or some other underlying motive to besmirch his good name.

Hovhannes says nothing ever came of the letter and that he never heard
from the prime minister. He told me he never went to the courts to
resolve this and other issues that have cropped up during his stay
in Armenia.

Today, Hovhannes is working on his autobiography entitles “My Life”.

“I can sincerely say that my life has been a topsy-turvy and complex
affair. I can’t fit it all into just one volume. I will write it all
down, including my time in Armenia. I will be portray the country
objectively so that future generations will be better prepared. If
things continue as they are, the country is heading for a fall.”

Hovhannes has also written four volumes of poetry under the pen-name
Alakyaz.

The CSTO military drills were important not only for Armenia but
Russia as well, Richard Giragosian, director of Regional Studies
Center, told the reporters on Tuesday.

He said for Armenia they were significant from two points of view.

“First of all they were important for being a message to Azerbaijan
about Armenia being the strongest military state in the region. It
was also a reminder for Azerbaijani officials that in case they start
war they will lose,” he said.

The second reason, is that the drills showed Armenia being an important
country for Russia. “It shows that Armenia is Russia’s sole reliable
ally. The issue is that Russia should treat Armenia as equal,” he said.

Referring to Georgia’s concern over the military drills, Giragosian
said, their concern is justified. “The fact is that Russian military
divisions located in Gyumri as well as Abkhazia and South Ossetia
armed forces participated in the military exercises. It shows that
Russia intimidates Georgia,” Giragosian said, adding that in this
respect the military drills stem from Russia’s interests as well.

At the same time the analyst said Armenia should be able to maintain
the balancing position in relations with both Georgia and Russia and
should realize that Georgia is as important ally for the country as
Russia is.
