Navigating the Future: NATO-South Caucasus Partnership September 20, 2012

At the recent Chicago Summit, NATO made sure to prioritize partnerships
on its agenda. The South Caucasus region is one that can greatly benefit
from NATO partnership, especially where security and justice are concerned.
NATO’s efforts in the region should aim at resolving frozen conflicts,
including the Nagorno Karabagh conflict.

In May 2012, more than five dozen delegates gathered in Chicago at the
largest summit in the history of NATO to discuss the challenges of the
transatlantic community. The summit recognized the importance of existing
cooperative frameworks as well as further engagement with multiple
partners. It has become a priority to look at how partner countries
progress in their relationships and deal with significant problems,
especially when they are engaged in conflicts, seemingly unimportant,
irresolvable and thus, frozen.

NATO has been strengthening its partnerships significantly by offering
partner states cooperation in various spheres and providing each with a
range of opportunities corresponding to the countries’ needs. The same
structurehas
been applied to the South Caucasus trio: Armenia, Azerbaijan, and
Georgia, the latter of which remains enthusiastic with aspirations to be
incorporated into the official NATO family. In President Saakashvilli’s
words “there
is no more transformative role [for Georgia] than becoming a member of
NATO.” However, Georgia will need to improve its relations with Russia
first, before it can be considered as transformed and ready for official
membership into the community.

Resolving existing conflicts must be part of world leaders’ agendas,
especially for those who represent military and political alliances and,
more importantly, possess the necessary resources to positively affect
conflicts. The Nagorno Karabagh (NK) conflict is regarded as frozen because
there has been no real resolution progress following the ceasefire of 1994.

Turkey is an important member in NATO; Azerbaijan is an important partner
for Turkey, whereas Armenia’s only true ally in the region is considered to
be Russia, who is engaged in its own misunderstanding with NATO. The chain
of conditions that developed over time hinders the very nature of any
decision making in the region. However, any decision making becomes even
more complicated when one of the parties in a conflict demonstrates open
hatred or zero willingness to negotiate peace and through its actions,
endangers security in the region. The recent deal between Hungary and
Azerbaijan followed by the Azerbaijani president making a national hero out
of a murderer is an example of this
case
.

The sustainable work of the OSCE Minsk Group as a mediator to the NK
conflict has been appreciated in the region. However, the process has led
to what is called “the best way out”, which has since been the proclamation
of the status quo as the best outcome. Today Azerbaijan feels free to show
ignorant hatred toward Armenia and demonstrate zero respect toward all the
parties that have somehow been involved in the age-long NK conflict
resolution process.

The cheap and short-sighted stance of Azerbaijan and the important
involvement of Turkey in NATO should not permit the abovementioned states
to pursue their own policies in their immediate neighbourhood. A powerful
and influential organization should not be about looking at certain
interests of individual states within the alliance but rather subjecting
them to certain pressures if they insist on advocating their own beliefs.

One of the most significant activities that an influential military
organization can partake in is the transformation of the usually long-term
status of a frozen conflict. NATO activities have not been occupied with
mediation but rather with intervention. It is a military and political
organization ready to fight and to defend. But what happens to support and
advocacy in case there are available resources to be enacted for a defined
purpose?

The recent visit of NATO Secretary General to the South Caucasus has
confirmed the importance of partnerships for the Alliance. However, not
addressing an international iniquity will hardly result in advocacy for
better security. Any international error must encounter a greater barrier
of power and influence; most of the time these are important prerequisites
for ensuring security and establishing justice.

It is hard to change history and the geography of countries caught in
potential conflicts, but it is possible to make amendments to the former
and to prioritize the latter, by not renewing conflicts but by generating a
stronger policy that would secure more peace in the region. The determined
involvement of an influential body, for example a transatlantic political
and military alliance, will be essential in contributing to this change and
navigating a better future.

WASHINGTON-On Wednesday, Oct. 3, ANCA Eastern Region Executive
Director Michelle Hagopian communicated the concerns and support of
Eastern Region ANC chapters to legislators on Capitol Hill. She was
in Washington, D.C. all week for ANCA business and meetings with
local community members.

Hagopian with Rep. Jim McGovern “Spending the day on the Hill was a
great way to communicate issues important to Armenian Americans in the
Eastern Region to their legislators. Without these basic connections,
it would be difficult to put faces to names and push forward the Hai
Tahd agenda,” Hagopian said. “The Eastern Region office will schedule
many constituent meetings with legislators in their respective
districts following the November congressional elections.”

ANCA Legislative Affairs Director Raffi Karakashian accompanied
Hagopian on the Hill.

The pair visited the offices of seven Congressional offices in a
day-long session on the Hill, which included five Eastern Region
states: Illinois, Massachusetts, New Jersey, New York and Rhode Island.

Offices visited include: Sen. Scott Brown (R-Mass.), Rep. Nita
Lowey (D-N.Y.-18), Rep. Albio Sires (D-N.J.-13), Rep. Scott Garrett
(R-N.J.-5), Rep. Jim McGovern (D-Mass.-3), Rep. Robert Dold (R-Ill.10),
and Rep. David Cicilline (D-R.I.-1).

Hagopian and Karakashian conveyed the importance of certain issues,
such as Nagorno-Karabagh recognition and Azeri aggression, to
legislators and followed up on action items offices have taken in the
past. They also thanked those members who have cosponsored genocide
or return of churches resolutions.

Head of the Heritage parliamentary group Rubik Hakobyan thinks the
stripping of MPs of immunity has an interesting regularity.

The authorities deprive the oppositional members of parliament of
immunity before or after the presidential elections. As a rule,
exceptionally oppositional members are stripped of immunity, said
Hakobyan during the parliamentary hearings.

Rubik Hakobyan says that it is impossible not to see that Oskanian’s
case was of political nature. If law enforcers could wait for two
years, why they didn’t wait for another five months to launch the
proceedings after the presidential elections, wonders Hakobyan. He
added that what happened is directed only against Vartan Oskanian and
not PAP. Each member of parliament is a potential Vartan Oskanian. We
are all potential Vartan Oskanian.

Azerbaijan has decided to reveal the people who have any relationship
with Armenians. Recently Azerbaijani well-known political scientist
Cumsun Duriev will present a list of such people.

Olaylar.az web site says, the list will include well-known Azerbaijani
figures and MPs.

The website sources claim at least 10 MPs are included in the list.

Robert Kocharian won’t be running for president were confirmed.

According to earlier reports, Kocharian planned to enter the
presidential race as a Prosperous Armenia party candidate.

“The absence of Prosperous Armenia party leader Gagik Tsarukyan
at parliamentary debate over stripping ex-Foreign Minister Vatran
Oskanian of deputy immunity was the last straw to strengthen the
“wall of misunderstanding” between Kocharian and Tsarukyan.

Tsarukyan considers himself an independent player, and has long been
trying to free himself from the influence of Kocharian. That stance
was further fortified by the experts and image makers who led him to
believe that his funds will allow him to start his own game, free of
Kocharian and Serzh Sargyan’s influence,” the paper said.

“Harvest and Vayots Dzor Traditional Cuisine” festival and opening
ceremony of the first bed &breakfast facility in rural area of Vayots
Dzor was held on October 4th in Hermon village of Vayots Dzor Marz.

The event was organized by “Work and Motherland” NGO – the Oxfam’s
partner in Vayots Dzor within the framework of Oxfam’s “Sustainable
Livelihoods” Programme.

The “Harvest and Vayots Dzor Traditional Cuisine” festival was
celebrated in the garden adjacent to Hermon’s resident Sahak
Hovhannisyan’s house. Within the framework of Oxfam’s “Sustainable
Livelihoods” Programme and with the financial support from the “New
Horizon” Fund, Sahak Hovhannisyan was able to renovate his house
and turn it into a hospitality facility thus contributing to the
development of agro tourism in the rural communities of Vayots Dzor.

More than 30 representatives of 5 women’s cooperatives operating in the
villages of Yeghegis, Hermon, Gomk, Zedea and Azatek targeted by the
programme participated at the event and exhibited products and goods
grown in their villages, as well as presented opportunities of agro
tourism development in their villages. Each village presented a dish
typical to their local cuisine. The guests enjoyed traditional lavash
baking ceremony. Children’s dance ensembles performed at the event.

injustice of poverty. Present in Armenia since 1994 Oxfam implements
various humanitarian and development programmes in around 165 distant

YEREVAN, October 4. /ARKA/. Armenian government has declined
Zharangutiun (Heritage) party’s initiative on recognition of
Nagorno-Karabakh Republic’s independence, Novosti-Armenia reported
on Thursday.

Deputy Foreign Minister Shavarsh Kochayan, speaking today at a
regular Cabinet meeting, said he found it not reasonable to discuss
the matter now.

Talk about the necessity of official recognition of Nagorno-Karabakh
Republic’s recognition by Armenia intensified in early September after
Hungary extradited Lt. Ramil Safarov who had hacked Armenian officer
Gurgen Margaryan to death with an axe when the latter was sleeping.

Both officers were attending the NATO-sponsored language course in
Budapest in February 2004. Safarov was sentences by Hungarian court to
life in prison but after the extradition was pardoned by Azerbaijani
President Ilkham Aliev.

In early September, the party’s faction asked the Parliament to
consider the bill on recognition of Nagorno-Karabakh Republic, but
the bill was rejected.

Zharangutiun has repeatedly come up with this initiative. In December
2010, the majority of Armenian National Assembly voted down a similar
bill. Only 13 MPs voted for it.

Zharangutiun (Heritage), a national liberal party, was founded in
2002 by Raffi Hovhannisian, a former foreign minister. Now the party
has some 5,000 members. In the 2012 parliamentary elections the party
won five seats in the National Assembly.

Karabakh conflict broke out in 1988 when Karabakh, mainly populated
by Armenians, declared its independence from Azerbaijan.

On December 10, 1991, a few days after the collapse of the Soviet
Union, a referendum took place in Nagorno-Karabakh, and the majority
of the population (99.89%) voted for secession from Azerbaijan.

Afterwards, large-scale military operations began. As a result,
Azerbaijan lost control over Nagorno-Karabakh and the seven regions
adjacent to it.

Some 30,000 people were killed in this war and about one million
people fled their homes.

On May 12, 1994, the Bishkek cease-fire agreement put an end to the
military operations.

Since 1992, talks brokered by OSCE Minsk Group are being held over
peaceful settlement of the conflict. The group is co-chaired by USA,
Russia and France.

Karabakh conflict settlement, Greek ex-foreign minister and former
OSCE chairperson-in-office said.

“Though Karabakh resolution seemed quite probable once, the process
has unfortunately come to a standstill,” Dora Bakoyannis said during
the second Baku humanitarian forum.

She further stressed the need to solve the conflict in coordination
with OSCE Minsk Group efforts and international community, Trend

Deputy foreign minister of Armenia Shavarsh Kocharyan stated that
the authorities are not going to deploy military objects of non-CSTO
states.

The deputy foreign minister announced this during the discussion
in the parliament which ratified the protocol on the deployment of
military objects on the territory of CSTO member states. According
to the protocol, the decision to deploy non-CSTO military object in
the territory of CSTO member states may be made only if other CSTO
members agree.

The document was ratified with 70 in favor to 5 against and 2 MPs
refrained.

Earlier, Member of Parliament from Heritage group Alik Arzumanyan
stated that the protocol limits Armenia’s sovereignty and is
humiliating. But the parliamentary majority, in the face of the
Republican and OYP groups, voted in favor of this humiliating decision.

Shavarsh Kocharyan says the government is not going to deploy military
forces of other countries in Armenia. What is the time profile of
the deputy minister’s statement? After all, the authorities announce
about the European orientation of Armenia, they accelerate the Euro
integration process, they don’t refuse partnership with NATO. Isn’t
it evident that at acceleration moment, they will have to think about
more integrated relations with NATO and about the withdrawal of the
Russian base?

If the authorities are sure no “foreign” military object will be
situated in Armenia, this mean, the whole European talk is a lie.

Serzh Sargsyan’s political experts know that the European rhetoric may
be the only advantage in the election period in case the pro-Russian
orientation may be a disadvantage especially considering that his
possible competitors are “pro-Russian”. The political experts should
also know that it is impossible to be a little pregnant and if you
choose the European path, then you should be so kind not to bind
yourself with CSTO new obligations.

Sure, the parliament can recall the protocols whenever necessary but
first of all, they will clash with diplomatic bureaucracy, and second,
the ratification of the protocol already causes mistrust toward Serzh
Sargsyan’s European course.

Several more arguments and the European rhetoric may play against
Serzh Sargsyan because you can’t tell people they are taken toward
the West while you escape to the North or stay where you are.

Armenia, in the nearest future, will most likely clash with the
protocol, because the events in our region are very dynamic. No one
knows what will happen tomorrow with Turkey, when Georgia will join
NATO, what will be organized against Iran, how the Karabakh issue
process will go on. It should not be ruled out that for the protection
of Armenia’s and Karabakh’s sovereignty, it will be necessary to turn
to NATO and not to CSTO member states. It is interesting to know
what if a Western company wants to use the Stepanakert airport for
civil or military aims, will it need the permission of Tajikistan
and Kirgizstan?

Le gouvernement turc a demande lundi au Parlement de renouveler pour
un an son feu vert pour mener des raids contre les positions des
rebelles kurdes en territoire irakien, en pleine recrudescence des
combats entre l’armee et le Parti des travailleurs du Kurdistan (PKK).

Le Parti gouvernemental de la justice et du developpement (AKP,
issu de la mouvance islamiste) a depose formellement une motion
auprès de l’Assemblee turque qui sera debattue en priorite au cours
de la nouvelle session qui debute ce lundi, a-t-on appris de source
parlementaire.

Son approbation est attendue dès ce jeudi, a-t-on precise de meme
source.

Depuis 2007, le Parlement approuve regulièrement ces motions
gouvernementales, qui permettent a l’armee turque de bombarder les
caches du PKK sur le sol irakien et d’intervenir si necessaire au sol.

Debut septembre, l’aviation d’Ankara a ainsi bombarde plusieurs sites
separatistes kurdes sur le territoire de l’Irak voisin.

L’actuelle autorisation expire le 17 octobre.

Le conflit kurde connaît un net regain de violence dans le sud-est
de la Turquie depuis le debut de l’ete, marque par la multiplication
des attaques armees du PKK, des operations militaires de represailles
et la repression du mouvement politique kurde par les autorites.

Le Premier ministre turc Recep Tayyip Erdogan a affirme la semaine
dernière que 144 membres des forces de securite et 239 rebelles kurdes,
qui ont pris les armes contre Ankara depuis 1984, avaient ete tues
depuis le debut de l’annee.

Par ailleurs, le chef de la diplomatie turque Ahmet Davutoglu s’est
entretenu lundi a Ankara avec des dirigeants Kurdes d’Irak pour obtenir
leur soutien dans la lutte menee par les forces turques contre le PKK.

Selon Ankara, quelque 2.000 rebelles sont retranches dans les montagnes
d’Irak, d’où ils s’infiltrent en sol turc pour y mener leurs attaques.

Le president du Kurdistan irakien Massoud Barzani, qui a assiste
dimanche au congrès du Parti de la justice et du developpement (AKP)
au pouvoir, et l’ancien Premier ministre du Kurdistan irakien Barham
Saleh ont evoque la cooperation anti-terroriste a l’heure où Ankara
connaît des frictions avec le pouvoir central irakien, dirige par le
chiite Nouri al-Maliki.

Les relations entre l’Irak et la Turquie se sont fortement degradees
ces derniers mois, notamment en raison du refus d’Ankara d’extrader le
vice-president irakien Tarek al-Hachemi, refugie en Turquie et condamne
a mort par contumace a Bagdad pour avoir commandite deux meurtres.

Le Premier ministre irakien Nouri al-Maliki a decline l’invitation
de son homologue turc a assister dimanche au congrès de son parti.
