ARMENIAN PRESIDENT HELD A MEETING ON THE ISSUES RELATED TO THE PRELIMINARY INVESTIGATION OF THE CRIMINAL CASES

YEREVAN, OCTOBER 29, ARMENPRESS: Armenian President Serzh Sargsyan
held a meeting on the situation of preliminary investigation of
the criminal cases with the participation of representatives of law
enforcement bodies in Armenian prosecutor’s office. As Armenpress was
informed from the presidential press office, President highlighted
all the developments and reforms made in this sphere but at the
same time referred to the negative phenomena which occurs nowadays,
including the negligence or vicious actions of the prosecutors.

“In general, prosecution remains to be in the list of those state
institutions which has some positive results. The evidence is that
international institutions recorded the progress of our country in
the fight against money laundering and trafficking. The activity of
military prosecutor has also improved in some level. Such examples come
to prove that there are still a lot of fair and honest prosecutors who
are devoted to their mission. But at the same time I have to refer to
a priority issue of negligence or vicious actions of some prosecutors”
noted the President.

Serzh Sargsyan referred to the situation of preliminary investigation
of the criminal case and underlined some cases when officials
conducting the investigation had fabricated the proofs, advocated
the criminals and concealed the crime instead of clarifying the
circumstances of the case. President Sargsyan also informed the
presents about the observation which were made and the irregularities
which had been found.

expert Richard Giragosian has characterized the rivalry between the
Republican Party of Armenia (RPA) and Prosperous Armenia as vivid.

As he told a news conference, the rivalry will become more vivid
after the nomination for president.

“The upcoming elections will be different from the past ones. With
fake candidates nominated before, the 2013 race will have no nominees
like Artashes Geghamyan,” the expert said, adding that Prosperous
Armenia’s decision on presidency won’t affect the rivalry with RPA.

“There is no alterative candidate,” the expert said, deeming both
the ruling party’s administrative resources and the absence of
the alterative as the reasons behind the forecasted victory of the
current president.

Mr. Giragosian further voiced skepticism over the possible cooperation
between the Armenian National congress (ANC) and Prosperous Armenia.

FAIR LAWN, N.J. – On Friday, October 5, more than 400 friends and
admir- ers of longtime community activist Hirant Gulian paid tribute
to him during a celebratory banquet sponsored by the Diocese of
the Armenian Church of America (Eastern). Along with attendees from
throughout the New York-New Jersey region, well- wishers from six
foreign countries and 10 US states participated in the tribute. To
accommodate the overflow crowd at St. Leon Armenian Church, a large
tent was set up outside the parish’s packed Abajian Hall, where
additional tables were laid out for guests. The Diocesan Primate,
Archbishop Khajag Barsamian, presided over the occasion.

In the course of the evening Gulian received three honors: an
encyclical and medal sent from Karekin II, the Catholicos of All
Armenians; a medal from the Republic of Armenia’s Defense Minister
Seyran Ohanian and an award from Artsakh’s President Bako Sahakian. A
special proclamation from New York Senator Charles Schumer was also
presented to the honoree.

Among the special guests at the tribute were Archbishop Aram Ateshian,
Vicar of the Armenian Patriarchate in Constantinople; Archbishop
Yeghishe Gizirian; Archbishop Vicken Aykazian, the Diocesan Legate and
Ecumenical director; Bishop Mikael Mouradian of the Armenian Catholic
Church, clergy from throughout the region as well as Barsamian.

Gulian, who has organized the Times Square Martyrs Day gatherings for
30 years, is a leader and supporter of numerous Armenian causes. And
for this tribute, it seemed as if every major community organization
had sent a repre- sentative: the Knights and Daughters of Vartan
(with several and past Grand Commanders and Matrons present), the
AGBU, Hamazkayin and Tekeyan cultural organizations, the Armenian
National Committee, Constantinople Armenian Relief Society (CARS),
the Essayan-Getronagan and Tibrevank alumni associations, the Gomidas
Choir, Shushi Dance Ensemble and Hye Doon.

Following the invocation by Aykazian, the hon- orary co-chairs of
the banquet, Harry and Suzanne Toufayan, in a toast to “our amazing
friend for many years,” congratulated the hon- oree who “will do
anything for the Armenian cause.”

Masters of Ceremonies were Vartan Abdo, director of the Armenian Radio
Hour, and Karen Toufayan Nargizian. “Tonight we are saying thank you
for the many decades of service you have given to the Armenian-American
communi- ty, to Armenia and to Artsakh,” they said.

Ateshian recalled that his friend of many years came to America
“to love and to be loved.”

While finding a home in America, Gulian felt “he still had work to
do in Dikranagert,” Ateshian recalled – and in recent years he ful-
filled that work by becoming instrumental in the restoration of the
ancient St. Giragos Armenian Church of that city.

Calling the honoree “an exemplary individual,” Nazarian recalled that
an early fundraiser of Armenia’s United Nations mission was held at
the Gulian home.

Artsakh Representative Robert Avedissian paid tribute to Gulian’s
dedication to the soldiers and cause of Artsakh. “Since the first days,
he was in the forefront of the Artsakh struggle.”

Keynote speaker Dr. Mary Papazian, speaking after a video presentation
of her inauguration last month as the new president of Southern
Connecticut State University, noted the “brilliant record” of Gulian’s
life: from his earliest days as a young church deacon “with a beautiful
voice,” to his present leadership of the Armenian Jewelers Association.

She recited a long list of causes close to his heart, which includes
Hye Doon, the Armenian Diocese, the Knights of Vartan, the Artsakh
movement, earthquake relief, Armenia Fund USA, Armenia’s UN Mission,
congressional fundraising events and his leadership of the Times
Square Genocide memorials.

A heartfelt video prepared by Gulian’s daugh- ter, Anoush, and son,
Haig, revealed both the familial and community life of the honoree,
with many of his friends and Armenian community representatives
extolling his many virtues. These included past Knights of Vartan
Grand Commander Haig Deranian, Gomidas Choir director Kris Kalfayan,
and Gulian’s niece, Christine Kuchukian, who related some sweet
personal memories.

In his remarks, Barsamian reflected on how the honoree is present at
nearly every Armenian function and is a supporter – often behind the
scenes – of every worthy endeavor.

“What strikes me most,” he said, “is that in all of our community
activities, Hirant is always at home. His home is anywhere our people
come together, to celebrate our culture, to advance our cause, to
pray to our Lord. That’s where Hirant Gulian belongs; that’s where he
feels most at home. And our community life over the past generation
has prospered because of his presence.”

The Primate made special mention of the hon- oree’s wife, Ruby,
calling her “the perfect partner for his life,” and noting that
the two “perfectly complement each other, and bring out the best in
the other.” He expressed his satisfaction at seeing their children
carrying on the family lega- cy as they embark onto adulthood.

Commenting on “the other pillar of Hirant’s character: his devotion to
our church and peo- ple,” the Primate spoke of the honoree’s voca- tion
as a deacon, and “the love Hirant devotes to his service on the altar –
for which all the other deacons look up to him and respect him.”

On behalf of Catholicos Karekin II, Barsamian presented Gulian with
the St. Nersess Shnorhali Medal, in whose accompanying encyclical the
catholicos commended Gulian as “a servant of the Lord’s Holy Altar,”
who has “been helpful to our nation and church, thus earning the
Lord’s blessings for yourself, your family, and our entire people.”

dynamics of the democracy, head of Regional Studies Center (RSC) says.

As Richard Giragosian told October 29 news conference,
Armenian-American relations will remain unchanged regardless of the
poll results.

Dwelling on the U.S. – Azerbaijani ties, the expert stressed the
importance of the oil factor, noting that the Republicans are more
inclined to develop the energy business and strengthen relations
with Baku.

“Mitt Romney is more dangerous in downplaying the significance of
Artsakh issue,” Mr. Giragosian said.

French Foreign Minister Lauren Fabius is planning an official visit to
Azerbaijan, SalamNews reports, citing France’s ambassador in Baku.

Pascal Maunier has said that the tour, scheduled for the first quarter

According to the diplomat, the French minister will have meetings with

Implementation of the EU-funded programmes in Nagorno-Karabakh is the
first step on the hard road of recognition of the NKR’s independence
by the EU, ex-foreign minister of the NKR Arman Melikyan said at a
press conference in Yerevan.

“In general, I positively assess the EU’s efforts on cooperation with
Karabakh, and sooner or later this cooperation will rise to the
official level. European structures will cooperate with the President,
Government and Parliament of Artsakh at the official level”, Melikyan
said.

He also stressed that all the alternative approaches of the
international structures to the NKR problem are doomed to failure. He
thinks it is necessary to take into account the reality, and the
reality is that now the NKR is an independent state having a power
elected by the people.

To recall, Oct 26 the European Union announced the launch of a second
phase civil society programme, aimed at supporting the peace-building
efforts concerning the conflict over Nagorno-Karabakh. The European
Partnership for the Peaceful Settlement of the Conflict over
Nagorno-Karabakh (EPNK) is a consortium of five European NGOs, which
seeks to work with local partners in the South Caucasus on a wide
range of peace-building projects to improve framework conditions
conducive to positively impacting the Nagorno-Karabakh conflict
settlement process. The EU-funded programme promotes a dynamic
dialogue between a broad range of policymakers, media and civil
society from all sides of the conflict. It also supports a wider
participation of conflict-affected people in the peace process,
including women, youth, internally displaced persons and refugees. The
activities are arranged around three main themes: media, public
policy and conflict-affected groups.

The EPNK programme will last three years and is a continuation of a
programme launched in 2009 under the Instrument for Stability. The
European Union’s Instrument for Stability is a special financial
instrument created to support the peaceful settlement of conflicts,
de-escalation of tensions and post-conflict rehabilitation world-wide.

circles are well aware of the true motives behind the former foreign
minister Vartan Oskanian’s case. Besides the political motives, the
case also aims to disgrace Prosecutor General Aghvan Hovsepyan.

In response to the authority concerns over the inability to bring the
case to an end, an opinion was voiced by a high-ranking official that
Hovsepyan will prove his professional disqualification and thus will

Guy Arcizet, the Grand Master of the Grand Orient de France, a masonic
lodge, who visited Armenia last year stated in an interview that there
were 15-20 members of their lodge in our country. He also said that
those people would not be revealed, since there was no lodge in
Armenia yet. Arcizet stated that he had come to Armenia to examine the
possibilities of establishing that lodge. There were articles
published, according to which in order to establish and to recognize
the Armenian masonic organization called the Grand Lodge of Armenia,
the approval of at least three countries was needed. And according to
the same source, the masonic organizations of the US, Russia and
France approved of having the Grand Lodge of Armenia. According to
some articles in the mass media, Armenian Freemasons have even
acquired land in the Vahagn neighborhood and wish to build a masonic
temple.

The subject of Freemasonry has been actively discussed in the press
and on social networks again recently – the issue of the 2013
presidential election in Armenia will be discussed in the Grand
Masonic Lodge of Armenia or the Grand Lodge of Freemasons in the short
run and even the candidate will be `outlined.’ Among the influential
figures of the meeting reportedly was Armenian American lawyer Armin
Janyan, director Ruben Gevorgyants, the president of the Association
of Armenian Cinematographers, and Levon Rukhkyan, a former Minister of
Agriculture. inquired of the Association of Armenian
Cinematographers president which schools had Armenian Freemasons
provided computers with and had supported financially, as he had
stated in an interview given to the Law and Investigation newspaper.

`It is classified information, I can say nothing,’ Mr. Gevorgyants who
doesn’t conceal his being a Freemason said.

In response to another question of ours whether nationalism was
compatible with Freemasonry, since he was an extreme nationalist, the
president of the Association said, `There is no such thing, what
newspaper wrote that? It only seems to them that they are not
compatible with each other.’

Shortly afterwards, he stated once again that Armenian Freemasons were
engaged in charity, `We give scholarships… not scholarships,
educational fees… we have done different things at different times, we
have paid the educational fees of 2-3 people this year.’ Has there
been any support in terms of cinema? `Our mission has nothing to do
with cinema,’ the head of the Cinematographers’ Association rushed to
answer.

For what qualities have you been included in the masonic lodge, what
is the principle that you correspond to and adhere to? In response to
this question of , Ruben Gevorgyants said again, `It is
classified information, but everything that is necessary is on the
web, connect and read, yet there are many lies written in the press.’

Let us remind that in an interview given to Aravot in 2008, Hovsep
Seferyan, a member of Rotary International, not ruling out that there
were Freemasons in the Rotary Club, stated that, for example, on the
occasion of the 90th commemoration of the Genocide, the Armenian
National Opera Theater had staged the Gayane ballet in Turkey and all
the expenses had been covered by the Turkish Rotarians.
