The premiere of the film “The Interrupted Song” will take place at
the Central House of Cinematographers in Moscow on November 10. The
film tells about Armenian and Azerbaijani soldiers during the military
actions in Nagorno Karabakh 20 years ago.

The premiere will be attended by representatives of both Armenian
and Azerbaijani communities, outstanding Russian art figures.

Authors of the film say they did not pursue the aim of defending the
position of any of the heroes. Instead, through the dialogues the
heroes seek to find something in common that will help overcome the
difficult situation.

Les Etats-Unis ont appele a ” une solution diplomatique ” face a
la croissance des menaces d’une reprise de la guerre en raison de
l’ouverture de l’aeroport du Nagorno-Karabagh.

” Les Etats-Unis recommandent vivement aux parties de trouver
une solution diplomatique a la question touchant l’operation de
l’aeroport, conformement aux accords internationaux appropries, a la
loi internationale usuelle et la pratique actuelle entre l’Armenie et
l’Azerbaïdjan en ce qui concerne les vols civils aeriens ” a declare
le Porte-parole du Departement d’Etat Victoria Nuland.

Victoria Nuland a souligne que ” l’operation de cet aeroport ne doit
pas etre employe pour soutenir la moindre revendication de changement
de statut du Nagorno-Karabagh “.

L’Armenie et l’Iran ont lance jeudi la construction d’un barrage
hydroelectrique sur l’Araxe, rivière frontalière entre les deux pays
voisins qui cherchent a renforcer leur cooperation economique.

Le president armenien Serge Sarkissian et le ministre iranien de
l’Energie Majid Namjoo ont pose la première pierre de la centrale,
situee près de la ville de Meghri dans le sud de l’Armenie.

D’un coût de 323 millions de dollars (253 millions d’euros), la
centrale d’une puissance de 130 megawatts doit etre achevee dans cinq
ans. Elle doit fournir de l’energie a l’Iran pendant les 15 premières
annees de son exploitation avant d’etre reprise par l’Armenie.

“Cette centrale va jouer un rôle important pour assurer la securite
energetique de l’Armenie”, a souligne le ministre armenien de l’Energie
Armen Movsissian lors d’une conference de presse.

L’Armenie et l’Iran ont annonce le mois dernier vouloir developper
leur cooperation economique, notamment en augmentant leurs echanges
commerciaux et accelerer plusieurs projets communs, dont ce barrage,
une troisième ligne electrique entre les deux pays et une liaison
ferroviaire.

Erevan cherche a renforcer ses relations avec Teheran alors que
ses relations conflictuelles avec ses autres voisins, la Turquie et
l’Azerbaïdjan, ont isole l’Armenie.

L’Iran est accuse d’utiliser les institutions financières armeniennes
pour contourner les sanctions occidentales liees a son programme
nucleaire. Ces soupcons ont ete rejetes en août par la banque centrale
armenienne.

Le celèbre journaliste turc Hasan Cemal, dans son recent livre
intitule ” 1915 : le Genocide armenien ” publie le mois dernier,
raconte l’evolution de sa reponse a la question de ce qui est arrive
aux Armeniens Ottomans et qui forme la substance de ce que nous
appelons ” la question armenienne ” en Turquie. Il commence par la
première colonne qu’il a ecrite sur le sujet le 18 fevrier 1985,
en grande partie loyal envers la position officielle d’Ankara,
qui entretient l’idee que la question est dû a des ” massacres
reciproques ” entre des armeniens et des musulmans et finit avec la
conference qu’il a donne a l’Universite de Californie, a Los Angeles
le 31 mars 2011, dans lequel il a reconnu ” le genocide armenien
“. Le livre d’Hasan Cemal est significatif dans divers aspects. Un
aspect a un rapport avec sa position de petit-fils de Cemal Pasa,
qui etait une des figures principales dans le gouvernement du Comite
Union et Progrès (CUP) qui a pris la decision de d’expulser par la
force presque l’entière population armenienne de l’empire et qui a
ete abattu par vengeance par des nationalistes armeniens dans Tbilisi
en 1921. Le livre cite le passage suivant des memoires de Cemal Pasa
publiees en Allemagne en 1919 : ” je ne suis pas implique avec le
problème des deportations et des massacres des Armeniens. Je n’ai pas
participe aux discussions qui ont mene a la decision des deportations
et ont abouti aux massacres. J’ai fait de mon mieux pour aider les
deportes. Aurais-je approuve la decision des deportations si j’avais
ete a Istanbul et participe aux discussions, avec connaissance des
evenements dans les provinces Orientales d’Anatolie et derrière le dos
de l’armee ? Je ne peux pas repondre a cette question maintenant. …

Non, messieurs, non ! Vous ne devez pas injustement accuser ces deux
nations. Le reel blâme est a porter sur la politique russe qui de
facon perfide les a incite a s’attaquer. … les Russes ont provoque
l’armenien contre le turc. Et le turc a conclu qu’il etait necessaire
de tuer l’armenien pour survivre “.

Un renseignement interessant fourni dans le livre a un rapport avec
Ilhan Selcuk, un commentateur du quotidien Cumhuriyet qui a une grande
valeur pour les Kemalistes. Il n’a jamais apparemment parle de sa mère
armenienne. C’est tout a fait un exemple remarquable de comment l’etat
Kemaliste n’a pas seulement essaye de dissimuler des faits historiques,
mais a aussi incite des citoyens a cacher leurs origines ethniques.

Un autre aspect important du livre est qu’il indique comment les
intellectuels de la Turquie audacieuse peuvent participer a la
destruction des tabous de l’etat de Kemaliste. Que le livre soit deja
parmi des best-sellers montre l’interet grandissant parmi le public
en general de la question armenienne. Le livre n’a pas encore fait
face a des poursuites. On pourrait dire que cela est indicatif de la
situation paradoxale dans les medias turcs où d’un côte les medias
de l’opposition sont sous pression et harcèlement du gouvernement du
parti Justice et Developpement (AKP) tandis que la Turquie se deplace
pour ne laisser aucun tabou non viole de l’autre.

Est-ce qui est arrive aux armeniens Ottomans un genocide intentionnel
ou la plus grande des tragedies experimentees au cours de la
dissolution de l’Empire Ottoman ? Est ce que ce que les Unionistes ont
fait aux armeniens pendant la Première guerre mondiale est comparable
avec ce que les Nazis ont fait aux Juifs dans la Deuxième Guerre
mondiale ? De telles questions seront sûrement debattues pendant une
longue periode de temps a l’avenir.

Pour ma pare, j’exige que la Republique de Turquie fasse des excuses
de la Grande Tragedie qui est arrivee aux armeniens Ottomans en raison
des decisions prises par leur gouvernement, paye des indemnites pour
leurs proprietes confisquees et offre la citoyennete aux membres
des familles qui ont survecu. Je considère, cependant, l’insistance
que cette tragedie soit reconnue comme un genocide comme un obstacle
serieux pour que la societe turque puisse se pencher sur une des pages
les plus sombres de son histoire. Je considère aussi l’occupation
continue par l’Armenie d’un cinquième du territoire de l’Azerbaïdjan,
avec près d’un million d’azeris refugies dans leur propre pays comme
un autre obstacle.

Hrant Dink, un journaliste turco-armenien, qui est tombe victime d’un
complot raciste en 2007, m’a dit, ” Ni dementi, ni reconnaissance
d’abord, mais la connaissance “. Je crois que ces mots sont toujours
appropries.

L’ex vice-ministre azeri de la Defense, Isa Sadekov qui vit
aujourd’hui en exil en Norvège vient de declarer que tout le monde ne
prend plus au serieux les declarations repetees de menaces de reprise
de la guerre avec l’Armenie proferees par le president Aliev. I.

Sadekov a effectue cette declaration après le discours d’Ilham Aliev a
Bakou lors de l’inauguration d’un monument dedie a Byoubyul en
declarant que les azeris feteraient bientôt la victoire et la
reconquete des territoires. ” Tous, y compris l’ennemi rient sur nos
autorites. Le peuple d’Azerbaïdjan entend depuis 18 ans deja ce meme
discours. Haydar Aliev donnait egalement des promesses similaires.

Aujourd’hui c’est son fils qui effectue les memes promesses. Ce sont
des mensonges et des promesses vides de sens. Un jour il nous dit que
nous devons baisser le rythme de notre developpement economique car le
monde entier nous envie. Un autre jour il dit avoir cree 700 000
nouveaux emplois. Aujourd’hui il nous parle de la victoire. Il ne fete
ses victoires que sur son peuple desarme et qui a faim en le battant,
en l’emprisonnant et en l’assassinant. Voila la victoire de leur
leader ! Il faut demander a ce peuple de quelle victoire parle Aliev !

Ankara: An Armenian Cargo Airplane Has Been Grounded In Erzurum

An Armenian cargo airplane carrying humanitarian aid to Syria was
grounded at Erzurum airport in East Anatolia this morning by Turkish
authorities, reported daily Hürriyet.

Ammunition experts from the Turkish Armed Forces and police have
searched the airplane with trained police dogs. Health officers have
also arrived at the Erzurum airport.

All the humanitarian aid packages will reportedly be checked in X-ray
machines. The search is expected to last until noon.

No further explanation has been announced yet. To prevent press photos,
the authorities surrounded the plane with trailer trucks.

Turkey grounded and searched another Armenian cargo airplane on
Oct. 15.

An Armenian transport plane Antonov AN 12, flying to Syria with
humanitarian aid for the local Armenians, has today landed in Turkey
according to a preliminary agreement, AIR Armenia cargo airline said
today, RIA Novosti reported.

The Turkish authorities ordered the Armenian transport plane, flying
with humanitarian aid to Syria, to land at the airport in Erzurum in
the east of the country to inspect it, local media reported. According
to the NTV Company, experts are checking the cargo. The authorities
have not made a statement in connection with that inspection.

Armenian planes have now landed in Erzurum for inspection for a
second time. The first occurred on October 15 after an eight-hour
examination on the Yerevan-Aleppo bound aircraft. Later, the plane
was allowed to continue flying.

Turkish authorities said earlier they will inspect all cargo planes
flying to Syria, to check the possible presence of weapons on board.

The second flight with humanitarian aid for Syrian Armenians was sent
by made by Syrian Airlines bypassing Turkey. The cargo was delivered
from Yerevan to Aleppo by air via Iran and Iraq.

A large Armenian community lives in Syria. According to some estimates,
around 80,000-100,000 people, of which 50,000-60,000 live in Aleppo
and the rest in Latakia, Damascus, Kesap and Al Qamishli.

The public initiative Help your brother in Armenia is collecting
humanitarian aid for the Syrian Armenians. Previously, member of
the initiative Lilit Galstyan said that the public initiative has
collected about 40 tons of food.

The conflict in Syria has been lasting from March 2011. According to
UN various sources, from 20,000 to 30,000 people became victims.

Syrian authorities say they face resistance of well-armed militants,
which are supported from the outside.

An Armenian cargo plane was finally allowed to fly on to Syria after
being grounded and searched in Turkey for several hours, Turkish
media reported on Thursday.

Earlier today, the plane destined for the city of Aleppo touched down
in the Turkish city of Erzurum for an inspection of its cargo.

The plane was eventually allowed to continue on its way after the
search confirmed that it was carrying humanitarian aid as stated by
Armenian officials.

The incident was the latest in the series of such groundings in the
past two months.

Armenian jet bound for Syria made planned landing in Turkey

The Armenian cargo jet carrying humanitarian aid to Syria’s Armenian
population made a planned landing at Turkey’s Erzurum Airport, its
owner AIR Armenia has told the press.

The An-12 plane was reportedly grounded in eastern Turkey on its
way to Syria Thursday. The landing was agreed upon, a spokesperson
with AIR Armenia said. The aircraft’s cargo was allegedly seized for
inspection. Ankara hasn’t commented on the jet’s grounding.

This is the second time an Armenian plane has been forced to land at
Turkey’s Erzurum airfield after a Yerevan-Aleppo jet was force-landed
and later released on October 15.

NTV news channel says its cargo was seized by Turkish authorities. The

This is the second Armenian plane to be grounded at Erzurum airport
following the previous incident last month.

Ankara earlier said that it would search all planes travelling to
Syria in order to prevent illegal arms supplies.

Self-mutilation by hunger-striking prisoners is raising a public clamor
in Armenia about treatment of the country’s roughly 4,800 inmates.

In an attempt to attract greater attention to demands for improved
living conditions behind bars, one prisoner sewed his eyes shut;
two others sewed their mouths. A third cut off his little finger.

As Armenia’s northern neighbor, Georgia, demonstrated last month,
prison problems can have serious ramifications for incumbent
authorities: experts say the distribution of video images of prison
abuse in Georgia was a major factor in the defeat of President Mikheil
Saakashvili’s United National Movement in the October parliamentary
elections. Although Armenia itself faces a presidential vote in roughly
four months, Justice Minister Hrayr Tovmasian’s initial response to the
hunger strike, now into their third week without food, was dismissive.

“Some of them who sew up their mouths already have the holes for it.

It has become something very common,” said Tovmasian at an October 31
press briefing. “Just like girls pierce their ears and wear earrings,
they sew up their mouths.”

Outraged, some civil society activists sent thread and needle to
Tovmasian, demanding the minister’s resignation, and that he try
sewing his own eyes and mouth shut. Human rights activist Avetik
Ishkhanian, head of the Helsinki Committee, which monitors Armenia’s
11 penitentiaries, stressed that “if [prisoners] are now talking and
resorting to extremes, that means they have hit the bottom.”

Unofficial “[p]rison rules are so strict that convicts usually keep
silent not to become outcasts,” Ishkhanian added.

Ombudsman Karen Andreasian agreed. “People resort to self-harm as an
act of ultimate despair and the minister should be seriously worried
not to let such things become common,” Andreasian told EurasiaNet.org.

In a 2011 report, a group of 10 prison observers cited “lawlessness
and prison overcrowding” as critical problems confronting Armenia’s

The report describes conditions as “humiliating” at Nubarashen,
Armenia’s largest prison, located outside Yerevan, where four of the
hunger-strikers are confined. The prison is designed to hold a maximum
of 1,200 detainees, but currently contains an estimated 1,400 people.

“The conditions are really intolerable: 20 inmates live in 30-40
square meters [of space], with not enough bedding, so that people
sleep in shifts,” said human-rights lawyer Robert Revazian, a member
of the monitoring group.

A 2011 amnesty by President Serzh Sargsyan freed 400 of Armenia’s
prisoners, “but it was a short-term solution because soon the pardoned
got replaced by new prisoners,” said human-rights advocate Artur
Sakunts, director of the Helsinki Citizen Association’s office in
the northern city of Vanadzor.

“Some 90 percent of defendants get sent to prison before a court
ruling,” said Sakunts, referring to a practice prevalent in neighboring
Georgia and Azerbaijan as well.

Armenia’s government says it is prioritizing the issue of prison
conditions, and officials contend that a four-year strategy will solve
the prison-overpopulation problem by 2017. But rights activists are
skeptical. Armenia has carried out prison reforms repeatedly since
1991, when it declared independence from the Soviet Union, with few
tangible results, they say.

First Deputy Justice Minister Grigor Muradian asserts that the coming
reforms will take “structural steps embracing all directions.” For
example, to tackle overcrowding and “help convicts reintegrate”
back into society, probation will be introduced as an alternative to
incarceration, Muradian said. In addition, the practice of pre-trial
detention will be implemented only in cases of extreme necessity,
the ministry says.

Parliament, in turn, is working on a package of reform proposals,
but details are not yet available. The reform ideas are scheduled to
be publicly presented November 20.

Prosperous Armenia Party MP Naira Zohrabian, chair of parliament’s
Committee on European Integration, one of the bodies meeting with
European monitors, agrees that “the prisons are in a sad and deplorable
state.” Zohrabian also asserts that parliament is determined to “take
the necessary steps to fix” matters. While problems with sanitation,
food supplies and adequate medical care can be resolved relatively
quickly, “structural” issues will require more time, she added,
without elaboration.

Human-rights activists aren’t necessarily cheered by such comments.

Ishkhanian and Sakunts both suggested that resolute statements about
addressing issues could just be electoral cycle rhetoric, adding that
“lawmakers’ proactive approach is only temporary.”

Armenia and Iran have begun building a joint hydroelectric power
plant along their countries’ shared border.

Armenian President Serzh Sarkisian and members of an Iranian delegation
led by Iran’s energy minister, Majid Namjoo, attended a groundbreaking
ceremony for the plant Thursday on the Aras River, near the southern
Armenian town of Meghri.

The construction of the plant is expected to take five years and will
supply Iran with energy for the first 15 years of its operation before
being handed over to Armenia.

Iran is seeking increased trade as international sanctions tighten
over its disputed nuclear program. Armenia wants to increase ties
with Tehran due to long-term political disputes with two of its other
neighbors – Turkey and Azerbaijan – which have led to an economic
blockade and closed borders for the landlocked country.

Last month, the two countries agreed to increase economic cooperation,
boost bilateral trade and speed up joint projects, including the
hydroelectric plant, a power transmission line and a railway link.
