Unity, Disunity, Power and Destiny

Armenians have talked and worried about unity throughout their history
because they have suffered much as a consequence of disunity. It is
ironic that the more they talk about the need for unity, the less
unified and more fragmented they become.

However, we are united in pain and suffering but divided when we
face leadership and the pursuit of future goals. Today we are united
in helping our brothers and sisters caught in the crossfire in the
Syrian civil strife. Yet, we are divided in most spheres of Armenian
life. We finally were blessed in having a free and independent Armenia,
and we are at a loss as to what to do about it. People who aspired to
independence are now abandoning independent Armenia. The leadership
at home and abroad is divided. We are witnessing a leadership crisis.

Our church is still divided for no reason. It seems as though a people
who had emancipated themselves from centuries of foreign domination
would seize the historic opportunity and rebuild Armenia and unify
the church. But there is general apathy throughout the diaspora
and Armenia and people are no longer alarmed when confronted with
existential dangers.

There is too much talk about the depopulation of Armenia, but almost
no movement to reverse it. Turkey and Azerbaijan have deliberately
blockaded Armenia to strangulate the last historic portion of Armenian
existence.

Armenians are individualists, born out of centuries of oppression which
have shaped our individual will for survival. Yet we are individualists
at the expense of our collective goals and a common future. As we try
to broaden individualism, the most we can achieve is partisan pride,
countering our universal goals.

Many “deeds of valor” have been recorded in our church, in the words
of our historian Moses of Khoren. But it seems that those achievements
are intended to outdo other levels of hierarchy in the church. For
example, under His Holiness Catholicos Aram I, crucial projects are
being developed at the Catholicosate of Antelias, like the publication
of scholarly books, symposia to preserve the Western Armenian language
and prizes to encourage writers, etc. But all these endeavors seem to
be intended to bring credit to Antelias, rather than to the overall
church, since the leadership in Antelias is in competition with the
Mother See of Echmiadzin, determined to challenge its authority.

In Istanbul, the Turkish government has been holding the Armenian
Patriarchate hostage to use it for its own political ends.

The authorities used and abused whatever authority Patriarch Mutafian
had by sending him to European capitals to lobby for Turkey’s admission
into the European Union.While they were using his credibility,
they cynically terrorized him as well, driving him into near
catatonia. Indeed, bombs falling in the Patriarchate’s neighborhood
and Hrant Dink’s assassination proved to be the straws that broke the
camel’s back. And today, by forbidding the election of a new patriarch,
their goal is to keep the status of the patriarchate in limbo.

A different scenario has been playing out in Jerusalem, one of the
political nerve centers of the world. After the loss of Archbishop
Torkom Manoogian, the Brotherhood of St. James convened and elected
Archbishop Aris Shirvanian as Locum Tenens. The aging and frail cleric
knows as well as the other members of the brotherhood that the burdens
of the Patriarchate are too heavy a responsibility.

Yet the Brotherhood could not manage its responsibilities properly with
a wisdom commensurate to the awesome challenge that the Patriarchate
is facing. Hopefully, come January 2013, a more circumspect outlook
will enlighten the brotherhood in order to bring the most capable
spiritual leader to the throne.

Here again, the Supreme Patriarch of the Armenian Church as well as the
government of Armenia were kept in an observer position, in deference
to the independence and the legal authority of the brotherhood, while
all the powers in the region have been exerting their influence to
bring an outcome in line with their political interests.

The Israeli and Jordanian governments as well as the Palestinian
Authority have more to say than the heads of the Armenian Church and
the Armenian government. To demonstrate how deeply the above parties
are involved in defining the fate of the Armenian Patriarchate in
Jerusalem it suffices to say that one of the sticking

points in the failure of the Camp David accord was the status of the
Armenian Quarter in Jerusalem. Israel demanded to have the Armenian
Quarter under its jurisdiction and Yasser Arafat refused.

This outside meddling, barring Armenian authorities from intervening,
is encouraged by the very by-laws and disposition of the Jerusalem
brotherhood.

Thanks to their creative talents, Armenians deserved to become a great
nation, yet we have ended up with a miniscule homeland. At one time,
during the reign of Tigranes the Great, the Armenians built an empire.

Unfortunately that empire fell victim to Tigranes’ arrogance; indeed,
it is recorded that when the Armenian king saw the Roman army advance
under Lucullus, he said: “If these are the delegates, they are too
many; if they are the troops, they are too few.” Yet the Romans
arrived and defeated his empire, with the help of his own son, a
story of betrayal that has been a familiar refrain in Armenian history.

The Armenian kingdom in Cilicia, which lasted from the 11th to the
14th centuries, was the setting of rivalries and betrayals among the
Armenian princes, until the Mamluks overran the kingdom in 1375.

As we study Ottoman history, we find that the Turks were able to
preserve a united state by upholding the absolute power of the ruler.

However, the sultans themselves have been able to maintain that
absolute power not only through ruthless elimination of any dissent
by subject nations, but also by eradicating any political challenge
to authority within their own circles.

Recently a Turkish historian published the history of the Ottoman
rulers, revealing that each and every Ottoman sultan, from Fatih
Sultan Muhammad to Abdul Hamid, had murdered his own children upon
ascending the throne, to forestall any challenge to their rule.

The first sultan who murdered both his son and his brother was Sultan
Murat. The historian has mentioned only one sultan who had spared
his progenies, Orhan Ghazi (1288-1359.) It is said that Suleiman the
Magnificent had his children killed before his own eyes by throwing
them into boiling water.

Incidentally Suleiman the Magnificent is much admired in the West
for his conquests and his patronage of the arts.

In The Prince, Machiavelli defined the prerequisites and parameters
of power in the most cynical terms. We Armenians have always lacked
that cynicism, to our own detriment.

That has been our destiny.

Armenian National Congress And Prosperous Armenia Unlikely To Nomina

ARMENIAN NATIONAL CONGRESS AND PROSPEROUS ARMENIA UNLIKELY TO NOMINATE SINGLE CANDIDATE FOR PRESIDENCY

YEREVAN, November 14. / ARKA /. Tigran Sargsyan, Armenian prime
minister and deputy chairman of the ruling Republican Party of Armenia,
told journalists today that the opposition Armenian National Congress
and the Prosperous Armenia party are unlikely to nominate a single
candidate in the 2013 presidential election, Novosti-Armenia News
Agency reports.

Earlier, Levon Zurabyan, coordinator of the Armenian National Congress,
didn’t rule out that the Congress and the Prosperous Armenia may put up
a single presidential candidate. He, however, refrained from revealing
names of probable candidates saying only that such revelations can
affect consultations between the two parties.

“I don’t think that things may take such an unexpected twist,” the
premier said.

He also reiterated his opinion voiced earlier that Republicans may
seal a new coalition agreement with the Prosperous Armenia. “Other
scenarios are possible as well,” he added.

Commenting on the political consultations the Prosperous Armenia is
conducting now with other parties, including opposition, Sargsyan
said that the Prosperous Armenia is no longer a member of the ruling
coalition – it means “the style of its activity should change, and
we see this”.

On Monday, representatives of the Congress and the Prosperous Armenia
met in the office of the People’s Party of Armenia, a member of the
Congress, to discuss ways for Armenia’s transition to parliamentary
republic and to election only through party lists without individual
races.

On Saturday, the Prosperous Armenia discussed the matter also with
the Armenian Revolutionary Federation /Dashnaktsutyun.

Prosperous Armenia, a moderate centrist liberal-leaning party, was
established in April 2004 by Gagik Tsarukyan, who is a member of
National Assembly, the head of Armenian National Olympic Committee
and the president of Multi Group Concern.

The party has 36 members in the National Assembly.

Before this year’s parliamentary elections the party was a member of
the ruling coalition. It had four ministerial seats and the position
of the parliament speaker.

After the parliamentary elections, the party rejected membership
in the ruling coalition with the Republican Party of Armenia and
Orinats Yerkir.

The Armenian National Congress, opposition parties’ bloc established
in August 2008 is headed by the first president of independent
Armenia, Levon Ter-Petrosyan. The bloc comprises 18 parties and
organizations. The Congress has seven members in the parliament. -0-

Natural Gas Talks Between Armenia And Gazprom To End Soon, Minister

NATURAL GAS TALKS BETWEEN ARMENIA AND GAZPROM TO END SOON, MINISTER SAYS

YEREVAN, November 14. / ARKA /. Negotiations with Russian Gazprom
on the price of natural gas to Armenia will be completed in the
near future, Armenian energy and natural resources minister Armen
Movsisyan said in a written response to an inquiry from parliament
member Hovhannes Margaryan.

According to the minister’s reply, which Margaryan read out during
a Q&A parliament session today, one the negotiations are over the
government will report immediately on a possible change in gas prices
for consumers.

Earlier had of Armenia’s Public Services Regulatory Commission (PSRC)
Robert Nazarian the price of natural gas supplied to Armenia by Russia
will be revised.

During an August visit to Moscow Armenia’s President Serzh Sargsyan
said Russia and Armenia had reached mutual understanding over the
price for Russia’s natural gas being exported to Armenia.

Sargsyan highlighted that the price should be set with taking into
account the real market price multiplied or divided into the necessity
of providing Armenia with natural gas at a price commeasurable
with regional prices as well as the necessity to maintain Armenian
economy’s effectiveness.

According to some speculations in media, natural gas price in Armenia
may rise to $280 per 1,000 cubic meters from 1 October 2012, and $320
per 1,000 cubic meters from 1 January 2012. Currently, Armenia buys
gas for $180 per 1,000 cubic meters from Gazprom.

ArmRosGazprom is the only company dealing with import and distribution
of Russian natural gas coming to Armenia from Russia via Georgia. It
was established in 1997. Russian Gazprom holds 80 percent in it,
the rest is owned by Armenian government. -0-

On November 14 Armenian Defense Minister Seyran Ohanyan received Deputy
Director of Plans, Policy and Strategy,United States European Command,
Rear Admiral Mark Montgomery.

Rear Admiral Mark Montgomery~Rs aimed at summing up the results
of cooperation between the Armenian Ministry of Defense and the
US European Command in 2012 and determine the main directions of
interaction in 2013.

The American side informed that the European Command views Armenia as
a reliable partner both within the framework of bilateral military
cooperation and the peacekeeping operation in Kosovo. Rear Admiral
Mark Montgomery said the European Command intends to further deepen
the cooperation in the coming years and prolong the term of Armenia~Rs
involvement in the peacekeeping operation in Kosovo.

Seyran Ohanyan thanked for the effective cooperation, noting that
Armenia is ready to continue to develop the cooperation with the US
European Command with a view of expanding the training of Armenian
troops within the framework of international drills.

Samvel Balasanyan has been sworn in as new mayor of Armenia’s second
largest city of Gyumri. The city’s “Hoktember” Cinema also hosted
the swearing-in ceremony of the newly elected members of the Council
of Elders.

The newly-elected mayor of the city, famous cultural and art figures,
scholars and the eldest member of the city council addressed the
meeting participants.

Bishop Michael Ajapahyan, the Primate of Shirak Diocese of the
Armenian Apostolic Church, handed over the symbolic key of the city
to Samvel Balasanyan.

Construction of a new building to house the Institute-Museum for
the Armenian Genocide has been launched in Yerevan, according to the
establishment’s director.

“Armenian President Serzh Sargsyan has approved the project, with
the construction works already underway,” the director, Hayk Demoyan,
told PanArmenian.Net.

Demoyan said the new building has been designed by leading architect
Sashur Kalashyan, who is also the co-author and architect of the
Genocide Memorial Complex at Tsitsernakaberd.

The new building is expected to be inaugurated ahead of the Armenian
Genocide centennial to be marked on April 24, 2015.

“The main building of the museum will be used for showcasing archival
documents. The number of the Genocide archives has doubled in the
past four years,” said Demoyan.

President: Armenia Interested In Enlargement Of French Capital

PRESIDENT: ARMENIA INTERESTED IN ENLARGEMENT OF FRENCH CAPITAL

YEREVAN, November 13. /ARKA/. Armenia is interested in enlargement
of French capital, Armenian President Serzh Sargsyan said at a news
conference on Monday after he met French President Francois Hollande
in Paris.

The Armenian president met his French counterpart as part of his
three-day official visit to France.

“We indeed want to enlarge French capital in Armenia, since today
Armenia needs this,” Sargsyan was quoted by the president’s press
office as saying. “Besides, this is maybe not a big, but a good
opportunity to eliminate consequences the global financial and
economic crisis.”

The president also said that Armenia is proud of the fact that about
500,000 Armenians live in France and take part in development of
this country.

“They are Armenians and French people equally, they love both Armenia
and France, and we should use their potential for preserving our
friendship for ever,” he said.

Earlier, Armenian Foreign Minister Edward Nalbandyan said that
160 companies with French capital function in Armenia’s banking,
telecommunication, agriculture and other sectors.

According to the National Statistical Service of Armenia, trade
turnover between the two countries amounted to $39.7 million in the
first half of this year against $50.1 million at the same period a
