BAKU: Georgia needs good relations with Azerbaijan

Georgia needs good relations with Azerbaijan

Sat 24 November 2012 11:21 GMT | 11:21 Local Time

Nika Chitadze

News.Az interviews Nika Chitadze, Georgian political scientist.

What changes can be expected in Georgian foreign policy with
Ivanishvili? Can the general strategic course of the country for
European integration sustain changes?
Despite the fact, that new authorities of Georgia have declared about
the fact, that foreign policy priorities of Georgia would not be
changed, there are some factors, which can prevent the further
Euro-Atlantic integration of Georgia. Particularly, in this case
should be mentioned about agitation from the western leaders,
including of the Secretary General of NATO and President of European
Parliament etc. about pressure on local authorities, public channel
and arresting of some former high – rank officials from the Ministry
of Internal Affairs and Ministry of Defense.

How can Georgian policy develop with other South Caucasus countries?
I think that new authorities will try to keep the good relations with
the South Caucasus States because of long history of the neighborhood
relations with Azerbaijan and Armenia. I hope that new authorities
also understand that Georgia needs good relations with Azerbaijan, the
country, which exports energy resources to Georgia and is involved in
the construction of Baku-Tbilisi-Akhalkalaki-Kars railway and is one
of the main investor to the economy of Georgia.

The new Georgian government sympathizes the project of railway
communication with Russia via Abkhazia. Is this idea real?
It is very difficult to implement this project. From technical point
of view, it should be reconstructed Zugdidi-Gali line of railway, but
at the same time, Abkhazian de-facto authorities (under the pressure
from Moscow) will be against of this project. They already did the
announcement on this fact.
If Georgia really wants the establishment of railway connection with
Russia, it will be possible via territory of Azerbaijan. At the first
stage, to transport goods from Georgia to Azerbaijan by railway, and
after from Azerbaijan to Russia.

If this idea is implemented, what will happen with the
Baku-Tbilisi-Kars project planned soon?
The project Baku-Tbilisi-Kars will be implemented, because the
railway will go to other direction, toward Turkey and it will increase
the transit potential of Georgia.

Armenian authorities are likely interested in the opening of the
railway communication between Georgia and Russia no less that new
Georgian authorities are. Observers in Baku suppose that in case of
opening of this road, Yerevan will become even more incompliant in
Karabakh issue. Do you think the new leadership will be able to worsen
ties with Russia without worsening them with Azerbaijan?
Yes, if railway connection with Russia is implemented via Azerbaijan.

Levon Shirinyan: Gagik Tsarukyan will run for president

Levon Shirinyan: Gagik Tsarukyan will run for president

14:26 24/11/2012 » ANALYSIS

Prosperous Armenia Party chairman Gagik Tsarukyan will run for
president, according to political scientist Levon Shirinyan.

Prosperous Armenia has proclaimed itself as an `alternative force’,
which is called by political scientists `opposition,’ Shirinyan told
reporters in Yerevan.

`The `alternative force’ is opposition in the classical sense. But it
is not street opposition. I would like Prosperous Armenia to have its
candidate in elections, advancing political processes and boosting the
state’s development,’ said the expert.

Referring to Prosperous Armenia’s proposal on transition to a
parliamentary system of government, Levon Shirinyan said, `Armenia
very much needs to have a multi-party parliamentary system of
government as well as modernization.’

The political scientist does not rule out the possibility that the
opposition may announce a common presidential candidate.

YEREVAN. – The pre-election promises in Armenia are not usually kept,
political scientist Levon Shirinyan said during a press conference on
Saturday.

`The opposition will run in the [2013] presidential elections with a
single candidate, but his chances for success are not great because
the ruling [Republican Party] RPA is very organized and it has
influential resources in the country’s politics,’ Shirinyan noted.

In the analyst’s view, as a rule, the pre-election pledges do not
become a reality in the Armenian scene. `This, simply, is somewhat of
a political technology aimed at winning the people’s trust. The
political arena in Armenia is nothing but an enormous field of
intrigues,’ Levon Shirinyan stressed.

YEREVAN. – The diplomacy of independent Armenia should have pushed
forward the Armenian people’s collective view a long time ago, and
this should have been done especially in Baku, Istanbul, and Ankara.
Armenia’s opposition Heritage Party MP Zaruhi Postanjyan stated this
on the air of the country’s state-run Public Television, and
reflecting on Heritage Chairman Raffi Hovannisian’s statement made in
Baku, where he attended and addressed the International Conference of
Asian Political Parties (ICAPP).

`He [that is, Hovannisian] made public, for the first time in Baku,
the Armenian people’s collective conviction that Artsakh
[Nagorno-Karabakh] is an independent republic. Also, he noted that all
refugees in the region must be able to return to their places of
residence.

Raffi Hovannisian basically announced in Baku that we, as a small
country, won the war that was forced upon us. Our small country, with
its military force, will be of major importance in this geographical
area, and its support by any other country will be in the latter’s
interest,’ Zaruhi Postanjyan said.

AIBA YOUTH WORLD CHAMPIONSHIPS HOST NATION READY FOR GLORY

The Armenian boxing squad will be competing with a full 10-member team
in the forthcoming AIBA Youth World Championships in its capital city
of Yerevan. The Armenian Boxing Federation has put in maximum effort
to ensure that requirements are met to have a top-quality event that
will showcase the very best of the local hospitality. They are also
confident that their athletes can make a mark and use the atmosphere
generated by performing in front of the home crowd to collect medals
come the business end of the tournament.

Armenia organised the successful AIBA Junior World Championships in
2009 in which their boxers claimed one gold, two silvers and four
bronze medals in the same venue, the Karen Demirchyan Sport Complex.
They are aiming for a similar return at youth level now.

The Armenian national team prepared for the event by competing at the
Pavlyukov Youth Memorial Tournament in Russia and at the Klitchko
Brothers Tournament in Ukraine. Facing some extremely strong
opponents, they did well in both events.

Top Light Flyweight (46-49kg) Hayrik Nazaryan, who has been boxing
since 2002 and advanced to the quarter-finals of both the 2011
European Junior Championships and 2011 AIBA Junior World
Championships, is now ready to make the step into medal territory now
that he has the experience of international tournament pressure.

Armenia has always been famous for its boxers in the lowest weight
classes and Flyweight (52kg) star Henrik Mokoyan is in the mould of
his famous predecessors. The 18-year-old athlete secured silver medals
in the 2010 European Junior Championships in Lviv, Ukraine, and at the
2008 European Schoolboys Championships in Novi Sad, Serbia, so he
knows what it takes and what it would mean for his nation.

Multiple-National Champion Zaven Ayvazyan will be representing the
Caucasian nation in the Bantamweight (56kg) class. The 18-year-old
athlete from the Lori region of the country and has been competing in
the international level since 2008 therefore he is a another bright
medal hope for Armenia.

New Lightweight (60kg) sensation Armen Darchinyan defeated Russia’s
AIBA Junior World Championships bronze medallist Artem Melkonyan at
the Pavlyukov Youth Memorial Tournament in April and that victory has
given him the self-confidence needed to go for gold on home soil.

Gor Yeritsyan, who has been trained by coach Martun Melikyan at the
Dynamo Sport Company since 2005, is the spearhead of the current youth
squad. The Light Welterweight (64kg) boxer claimed a bronze medal at
the 2011 European Youth Championships as well as at the 2010 European
Junior Championships. Now his target is to reachthe top of the podium
in Yerevan.

Light Heavyweight (81kg) No.1 Nikol Arutyunov, born in Russia from
Armenian parents, competed in the previous editions of the Russian
National Championships at both junior and youth level but has now
pledged allegiance to the country of his ancestors. Arutyunov won the
qualification event in Armenia and as a result will compete for the
host nation in the AIBA Youth World Championships.

Welterweight (69kg) Yurik Mikayelyan, Arkadi Harutyunyan at
Middleweight (75kg), Heavyweight (91Kg) European Junior Championships
bronze medallist Rafayel Simonyan and National Youth Champion Tigran
Abrahamyan are also involved with the squad.

With the opportunity of competing on home soil in front of raucous
crowds, expect the Armenian boxers to come to the fore during the two
weeks of competition in Yerevan. The action gets underway on 25
November with finals scheduled for the 7 December.
