YEREVAN, NOVEMBER 29, ARMENPRESS. Annual three-day international forum
“Dynamics of Regional Security in the South Caucasus” kicked off in
Yerevan. A number of experts from the USA, Great Britain, Israel and
Turkey participate in the forum this year. As reports “Armenpress”
during the opening of the annual international conference the welcoming
addresses of the President of the Republic of Armenia Serzh Sargsyan,
the Minister of Defense of the Republic of Armenia Seyran Ohanyan
and the Minister of Foreign Affairs of the Nagorno Karabakh Republic
Karen Mirzoyan have been introduced to the participants.

The Consultant to the Minister of Defense of the Republic of Armenia,
Major General Hayk Kotanjyan stated that relations between Armenia and
Azerbaijan occupy an important place in the agenda of the conference.

In frames of the annual international forum the Deputy Minister of
Foreign Affairs of the Republic of Armenia Ashot Hovakimyan made
opening remarks and underscored that Armenia has always supported
peace in the world and region and Armenia will always adhere to this
position. The presence of the Armenian peacemaking units in Kosovo
and Afghanistan is to prove this. In the course of the negotiations
for the regulation of the Nagorno Karabakh conflict Armenia always
highlighted the priority of the peaceful settlement of the conflict.

Among other things the Deputy Minister of Foreign Affairs of the
Republic of Armenia Ashot Hovakimyan stated: “Notwithstanding,
neighboring Azerbaijan threatens security of the region. This
very country refuses the mechanisms of peaceful regulation of the
aforesaid conflict put forward by the OSCE Minsk Group; this very
country violates the ceasefire regime and performs acts of vandalism
to the Armenian cultural monuments inside of its present territory.”

Le fonds armenien pour la science augmentera d’un milliard de
drams l’annee prochaine a 11,1 milliards de drams a declare Samvel
Harutyunyan, le president du Comite D’etat pour la Science du Ministère
de l’Education nationale d’Armenie. Il a dit que cela represente
environ 1 % des depenses du budget.

Selon Samvel Harutyunyan, l’augmentation du financement augmentera
les occasions pour la promotion de la science et la prevention de
l’exode des cerveaux.

Samvel Harutyunyan a dit qu’avant la fin de l’annee le Comite a
l’intention d’organiser quelques competitions universitaires afin
d’encourager le travail scientifique des etudiants de troisième cycle
et des jeunes scientifiques.

Une equipe de responsables americains et britanniques militaires a tenu
une serie de seances d’information concernant les depenses militaires
armeniennes pour aider les reformes en cours qui sont censes apporter
les forces armees armeniennes en plus grande conformite avec les
normes de l’OTAN.

Dans un communique, le ministère armenien de la Defense a declare
mercredi que le groupe d’experts mixte est arrive a Erevan dimanche
et a depuis eu une reunion avec les fonctionnaires du ministère et les
differents officiers de l’armee. Le groupe comprend des representants
du ministère americain de la Defense, Marine Corps, Resources Defense
Management Institute et le ministère britannique de la Defense.

Le communique ajoute que les seances d’information mettent
specifiquement l’accent sur le recrutement, la formation et le rôle
des sous-officiers aux Etats-Unis et les militaires britanniques
ainsi que les règles et procedures regissant leur service.

En visite a Erevan le 29 octobre, le secretaire americain de la Marine
Ray Mabus a dit que les Marines americaines ont organise un certain
nombre d’exercices avec les troupes armeniennes cette annee.

Des liens plus larges entre l’Armenie et l’OTAN ont ete renforces de
manière significative dans le cadre du Plan d’action individuel pour
le Partenariat (IPAP) lance en 2005.

BRUSSELS – The recent revelation that Azerbaijan has pursued a policy
of bestowing gifts of caviar on parliamentarians and officials at
the Council of Europe comes as no surprise to those who follow the
interactions of the Council of Europe’s Parliamentary Assembly (Pace)
with the Caspian petro-state.

Amid growing evidence of Azerbaijan’s deteriorating human rights
record and entrenching authoritarianism, voices continue to speak
out in favour the regime.

A recent Pace vote to define “political prisoners” in response to
Azerbaijan’s obfuscation on the issue came down to a knife-edge after
intensive lobbying by the government trying to magic away the problem
with the help of its allies among the elected assembly.

A sorry tale when we consider that the Council of Europe – whose work
is based on the European Convention on Human Rights – has a specific
role as guardian of European standards in this field.

Officials in the EU, which conducted a human rights dialogue with
Azerbaijan last week, admit privately that caviar has also been on
the menu in Brussels. Whilst there has been no concrete evidence of
bribe-taking linked to policy outcomes, Azerbaijan’s relations with
parts of the European Parliament are cosy.

The largest political grouping in the parliament, the European
People’s Party, held a February conference attended by Azerbaijan’s
foreign minister during which some of its leading members extolled
the virtues of Azerbaijan’s political reforms and the fact it “has
made clear its intention of building democracy.”

In comparison to other neighbours, the EU appears to practice a form
of exceptionalism towards Azerbaijan.

Catherine Ashton, the EU’s first High Representative for Foreign
Affairs, recently released two widely contrasting statements on
Belarus and Azerbaijan within days of each other.

Though both feature side by side in various democracy indices and
ongoing repression in the two countries is in many ways comparable,
Belarus comes in for censure while Azerbaijan receives fulsome praise.

Ashton’s congratulatory statement on Azerbaijan confirms the argument
that the European Union is taking a different posture towards its
neighbours depending on whether or not they have energy to sell.

In the event, Ashton welcomed the release of nine political prisoners
under amnesty but neglected to mention that a further 60 remain
behind bars.

Following May’s Eurovision song contest, pressure on activists has
intensified. Arrests continue, including blogger Zaur Garbanli on
drugs charges, days after he criticised the inclusion in school text
books of a poem by the president’s daughter eulogising her grandfather
and former president.

Senior government officials have targeted democracy activists and
independent media calling for a campaign of public hatred against them.

Activists involved in the recent Sing for Democracy campaign point
to arrests of their colleagues on politically motivated charges,
including photo-journalist Mehman Huseynov, who was targeted as a
warning to others.

Two journalists – Avaz Zeynalli and Hilal Mammadov – have been
sentenced to prison terms on trumped up charges, bringing the number
of journalists in detention to nine, according to the Baku-based
Media Rights Institute.

Repression is also being stepped up in the regions, away from
international scrutiny and the recent UN Internet Governance Forum,
held in Baku, offered further opportunity for arrests and intimidation.

With intensive diplomatic efforts underway by the EU to secure a
Southern Energy Corridor, Baku – presenting itself as a kingmaker
in the initiative – poses a policy challenge to EU officials and
parliamentarians, sharpened by the economic crisis and Europe’s
strategic interest in energy diversification.

Commissioners travel to Baku to pay court or scold, depending on
their portfolio.

This is often, and incorrectly, framed as a values-versus-interests
dilemma.

The Arab spring demonstrated that when it comes to EU foreign policy
towards its neighbours, values and interests are deeply intertwined,
rather than mutually exclusive.

Azerbaijan may be riding high on new gas discoveries at Shah Deniz
and other fields which will likely fill the shortfall in hydrocarbon
revenues as its oil output declines. But as much as the EU remains
hooked on foreign gas, energy-dependent Azerbaijan, which sources 90
percent of its revenues and 47 percent of annual GDP from hydrocarbons,
also craves legitimacy.

Besides Eurovision, its overtures to join key international bodies,
such as the UN Security Council, its failed bid to host the future 2020
Olympics and its attempt (with the help of a bribe) to secure a boxing
gold medal at the recent London Olympic Games, attest to this need
to seek the appearance of having met the standard – whatever it takes.

Both in Brussels and Strasbourg a more vocal response to abuses and an
end to the indulgence of Azerbaijan’s ever increasing authoritarianism
is needed.

For the EU this means putting its new “more for more” policy into
meaningful practice by spelling out that it expects Azerbaijan to
improve basic human rights and fight corruption in return for more
direct investment and closer economic ties with the 400-million-strong
consumer market.

The EU’s human rights dialogue can play a role, by establishing
benchmarks against Azerbaijan’s performance on core rights issues,
and by making them public – following the example of commissioner
Neelie Kroes’ critical speech to the Internet Governance Forum in Baku.

For the Council of Europe, the continent’s premier rights institution,
it means putting an end to the caviar-fuelled farce and showing
Azerbaijan the door.

Sydney. Elmin Ibrahimov-APA. Australian Ambassador to Turkey Ian
Biggs, who is also accredited to Azerbaijan and Georgia, has met with
the members of Azerbaijani and Turkish communities in Sydney.

APA reports that the parties discussed a range of issues of mutual
concern, including the recent efforts for the development of economic
and political relations between Azerbaijan and Australia, and the
opening of Azerbaijan’s embassy in Canberra from early next year.

Imametdin Kassoumov, President of Azerbaijani-Australian-Turkic Unity,
brought to the attention of Mr. Ambassador the 25 October 2012 motion
moved by the Hon. Marie Ficarra on “Declaration of Independence of the
Republic of Nagorno-Karabakh Twentieth Anniversary”.

The aforementioned motion has been abusively mispresented in some mass
media outlets, especially by Armenian press as the recognition by the
New South Wales of the independence of internationally unrecognized
Nagorno Karabakh, an area of a protracted, armed, fragile regional
conflict between two former Soviet Union (USSR) countries of
Azerbaijan and Armenia, which claimed over 30 000 lives and still
killing hundreds of people each year.

It has been noted that the smear lobby campaign, exercised by ANCA
here in Australia, is designed to mislay the international community,
delay peaceful negotiations process, and damage deep-rooted close
relations of Azerbaijani-Turkish community of Australia in the NSW.

Mr. Biggs hailed the opening of Azerbaijan’s embassy in Canberra as a
sign of development of relations between the two countries.

As to the motion in the NSW Legislative Council, the ambassador said
he has visited Azerbaijan before and is aware of the Nagorno Karabakh
conflict, and the situation on refugees and IDPs in the country.

He added that his country recognizes Azerbaijan’s territorial
integrity within its internationally recognized borders and supports
peaceful negotiations on the settlement of the Nagorno Karabakh
conflict within international law.

At the end of the meeting Mr. Biggs was presented with a book,
“Unreconciled Differences: Turkey, Armenia and Azerbaijan” by
well-known Canadian journalist Scott Taylor.

Note that the conflict in Azerbaijan’s multi-cultural southwest region
of Nagorno Karabakh erupted towards the end of Soviet rule in 1988
when Armenian military secessionists, using the chaos amid the loss of
government control, started to drive out non-Armenian ethnic groups to
proclaim an ‘independent country’.

The conflict still remains one of the most dangerous, fragile unfrozen
conflicts in the post-Soviet Europe.

The UN Security Council has to date issued 4 resolutions (#822, #853,
#874, #884) on unconditional withdrawal of Armenian troops from the
occupied lands of Azerbaijan, in addition to the repeated resolutions
by the UN General Assembly and other international organizations

Baku, Fineko/abc.az. President of the International Chess Federation
(FIDE) Kirsan Ilyumzhinov, president of the Azerbaijan Chess Federation
(ACF) Elman Rustamov and Youth & Sports Minister Azad Rahimov signed
today in Baku the agreements for holding of the World Chess Cup in
2015, the Chess Olympiad and FIDE General Assembly in 2016 in the
capital of Azerbaijan. Since the beginning of this week finalizing of
the agreements was conducted by FIDE and AGF vice presidents Georgios
Makropoulos and Mahir Mammadov.

“Azerbaijan and FIDE want to hold the best-in-the-history Chess
Olympiad – with maximum number of participants. Holding of the Olympic
Games in Baku is recognition of Azerbaijan’s uniqueness: the world’s
only country that adopted the State Chess Programme. It is assumed
that World Cup 2015 will be organized with participation of 128 best
players of the world, and Azerbaijan, as the organizer, will be able
to nominate three chess players, regardless of their international
ranking, for participation in it. At Chess Olympiad 2016 Azerbaijan
will also be able to present its children’s team along with the main
and youth national teams,” Ilyumzhinov claimed.

According to Makropoulos, participation in the Chess Olympiad in
Baku will involve teams of more than 170 countries and over 3,000
participants.

“It is an indicative fact that the FIDE members chose unanimously
Baku for Chess World Cup and the Chess Olympiad, although the Armenian
delegation had questions about the security,” Makropoulos said.

Already on 18-20 January 2013 in Yerevan the FIDE Presidential Board
will review issues of the preparation for the World Chess Cup and
the Chess Olympiad.

Repatriate-settled Darbnik village gets U.S. help for school
infrastructure

YEREVAN – The Darbnik community in the Ararat province has a large
ethnic Armenian refugee population from Iraq and Azerbaijan. On
November 16, U.S. Ambassador John A. Heffern and the U.S. Embassy’s
Office of Defense Cooperation joined Mayor Azat Khachatryan and
community members at a ribbon cutting ceremony to mark the completed
renovation of the local community center.

This center will serve as a focal point for the town’s residents,
providing healthcare services and a social meeting space. The U.S.

European Command Office of Defense Cooperation Humanitarian Assistance
project contributed $245,000 to the renovation effort, which includes
new walls, windows and doors, upgraded heating, electrical and plumbing
systems, and a repaired roof.

The U.S. Army Corps of Engineers oversaw the project and CESCO
Corporation, a local Armenian construction company, performed the

The U.S. Embassy previously helped renovate the Darbnik school
facilities.

Just ten miles from Yerevan, Darbnik was previously known as Malye
Demurchi and was an Azerbaijani-populated village until November 1988.

Today, Darbnik has a population of about 1,000 most of them Armenians
who fled Azerbaijan in 1988-90 and more recently also by Armenian
families displaced from Iraq.

Zvartnots is one of five facilities in the CIS to fight for Emerging
Markets Airports Award, the airport’s spokeswoman Gevorg Abrahamyan
said today. Zvartnots airport’s bid was submitted by Arabian Reach.

Other competitors from CIS are Domodedovo and Sheremetyevo airports in
Moscow, Pulkovo airport in St. Peterbugs and Manas airport in Bishkek,
Kyrgyzstan. The best airport in CIS will be determined by an on-line
voting. The award will be handed to the winner in 2013, he said.

The prize was founded by Arabian Reach with the support of German
Airports Technology Equipments, Netherlands Airports Technology
Group, British Airports Group, and Middle East Aerospace Consortium &
Local Government Authorities. The main purpose is to determine the
best companies and aviation industry specialists in the Middle East,
Africa, India, Russia, CIS and the Baltic countries.

Armenia – International Airports operates Zvartnots airport in
accordance with the 30-year concession agreement, signed with the
Armenian government in 2001. The company is owned by Argentinean
American International Airports, which belongs to the Argentine

There is a strange silence on the eve of the presidential election in
Armenia but there is a backstage activity. The possible participants
of the election process are trying to define their plans.

As of now, only the Republican Party has announced about its nominee.

There is no news from other camps, though Prosperous Armenia leader
Gagik Tsarukyan said he has a decision about which will announce soon.

The Armenian National Congress has not decided yet. According to
published information, the Congress is considering nomination of its
own candidate or supporting the PAP nominee. But it is not ruled out
that part of the Congress will support their candidate and the other
part will support the PAP.

The Heritage leader Raffi Hovannisian is in a difficult situation. He
has finally received his Armenian passport and a certificate stating
that he lived in Armenia for the past ten years but his wish of
the first and “triumphant” nomination is offset by his ambiguous
behavior during and after the parliamentary elections. Raffi has
lost his resource and either will have to endorse another candidate
or become an “ordinary” nominee.

The ARF’s behavior is also uncertain. We can see that this party will
support the candidate who will safeguard government and business
quotas. Or, which is less likely, it will promote a nominee to be
able to bargain later.

The present political class of Armenia could not avoid this situation.

Everyone understands that this is the “last election” for the system
so they are trying to stay “afloat” at least for another five years.

The point is that the political class of Armenia is not adjusted
to the present home and foreign realities, it has failed to present
vital and acceptable ideas so it has appeared in a phase of inertia
which will be followed by its withdrawal from the political field.

Instead, we can see a stream of self-organization of the public which
is trying to restore its constitutional rights, including the right to
form government. The vice-president of Free Democrats Anush Sedrakyan
is a possible nominee for president, a representative of the civil
sector Andreas Ghukasyan is another possible nominee. The nomination
of these figures will be a “bang” marking the start of establishment
of constitutional Armenia. Against this background, the intrigues of
the current system, backstage agreements and hysterical propaganda
will just mark the end of this system.
