The Feb 18 presidential elections in Armenia are the continuation
of the May 6 rigged parliamentary elections, Rouben Tovmasyan, First
Secretary of the Central Committee of the Communist Party of Armenia,
said at today’s press conference.

He said that the same fraud technologies will be applied at
the presidential elections. Tovmasyan severely criticized the
socio-economic policy of the Armenian authorities. “Today the Armenian
authorities have raised anti-Communist hysteria instead of developing
the state”, he said.

He pointed out that the forthcoming presidential elections will not
change the situation in the country. Moreover, he forecasted an abrupt
decline in the material state of the citizens, large-scale migration,
as well as growth in the gas prices after the Feb elections. Tovmasyan
said that only the socialist system is capable to restore Armenia.

Tovmasyan said that the Communist Party has not yet decided whether
it is going to nominate a candidate or not. The relevant decision
will be taken in early December.

YEREVAN, November 29. /ARKA/. The issue related to Armenia’s Nairit
synthetic rubber plant must be discussed on the highest level,
Nikolay Ryjkov said.

Nikolay Ryjkov is a co-chairman of interparliamentary cooperation
commission between Armenia’s National Assembly and the Federal Assembly
of the Russian Federation, as well as a member of the Federation
Council of Russia’s Federal Assembly.

“I think the presidents will discuss these issues. At least, I think
these issues deserve to be discussed on the highest level,” he said
Thursday at a news conference following the commission meeting.

It is necessary to fully use the potential of the plant, he added.

“Of course, it makes no sense to lose such plant. At its best period
Nairit had contacts for different deliveries with 700 plants. Of
course, chemical production development was negatively influenced as
the plant closed,” Ryjkov noted.

Nairit plant was closed in 1989 for ecological reasons, but resumed
partial operation in 1992-93. In 2006 some 90 % of its shares were sold
to a British-registered Rainoville Property Limited at $40 million. The
Armenian government has a 10 percent stake in the Soviet-built company,
which has repeatedly changed owners over the past two decades. Minister
Movsisyan would say that the plant’s reconstruction may cost up to
$400-500 million.-0-

YEREVAN, NOVEMBER 29, ARMENPRESS: Hostile rhetoric, lack of trust
and communication between Armenian and Azerbaijani society impede any
progress in the NKR negotiations. As reports Armenpress referring to
1news.az Philippe Lefort EU Special Representative for South Caucasus
and Crisis in Georgia noted in Baku.

“EU doesn’t consider NKR Negotiations to be frozen. Only its solution
is frozen” Lefort said noting that EU is interested in the peaceful
settlement of the conflict. According to EU representative it is
necessary to continue the negotiation process where both sides will
be reasonable and ready for compromising.

Lefort urged to spare no efforts for uniting the two societies
underlining that the clue of the agreement was to break stereotypes
and reach peace. When speaking about EU priorities in South Caucasus
Lefort noted the prevention of war, transferring regional energy
resources to Europe, spreading European values over the region as well
as coming together against the terrorism, trafficking and cybercrime.

Lefort pointed out that he found no other solution for the conflict
but based on Madrid principals.

regional security in South Caucasus” organized by the Institute for
National Strategic Studies of the Ministry of Defense of Armenia and
Political Science Association of Armenia, kicked off in Yerevan Nov
29, with rector of Kadir Has University (KHU) Prof. Mustafa Aydın
representing Turkey.

As Mr. Aydın noted at the event, no progress is seen in
Armenian-Turkish ties, with the issue not even included on Ankara’s
agenda.

Mr. Aydın cited recent developments in Near East behind the fact,
with Turkey currently focused on solving internal issues. “Prime
Minister Erdogan aiming to enter 2014 presidential race, constitutional
changes are now in progress, with Kurdish issue also left among those
unresolved,” he said.

The event also featured former co-chair of OSCE Minsk Group Vladimir
Kazimirov who prepared a report on alternative routes of Karabakh
conflict settlement.

The adviser to Defense Miniser, Hayk Kotanjyan hailed the academic
format of the event allowing to voice alternative views on solutions
of problems.

for Mexican capital Mexico City. As Armenpress was informed from
the public relations department of the Ministry of Territorial
Administration (MTA) Armenian Deputy Prime Minister will participate
in the inauguration ceremony of President Enrique Peña Nieto. Enrique
Peña Nieto is the President-elect of Mexico. He is a member of the
Institutional Revolutionary Party (PRI) and the former governor
of the State of Mexico from 2005 to 2011. Peña Nieto was declared
President-elect after the Mexican general election was declared
valid by the Federal Electoral Tribunal. He will take office on 1
December 2012.

Another Armenian was killed in explosion in Damascus, Syria, Tigran
Balayan, Spokesperson of the Armenian Foreign Ministry, told ArmInfo.

The Syrian political crisis began in March 2011 and spiraled into a
civil war between the authorities and the Syrian Free Army. Thousands
were killed, with hundreds having become refugees.

This year, boxers born in 1994 and in 1995 are the ones eligible to
compete in the AIBA Youth World Boxing Championships Yerevan 2012.

Joining the host nation in battling for medals with full squads will
be Australia, Belarus, China, Cuba, DR of Congo, Germany, India,
Kazakhstan, Russia, Turkey, Ukraine and Uzbekistan. It means that
this current edition will be the very first in which at least one
nation from each AIBA confederation will be competing with a full
10-member team.

Azerbaijani Foreign Minister Elmar Mammadyarov received PACE Monitoring
Committee co-rapporteurs Pedro Agramunt Fonta de Mora and Joseph
Debono Grech, the Foreign Ministry said on Tuesday.

At the meeting, the sides exchanged views on ways to resolve the
Armenian-Azerbaijani conflict and noted that this unresolved conflict
creates serious impediments to the development of the region.

The minister informed the co-rapporteurs that the Armenian side is
pursuing a policy of ethnic cleansing against Azerbaijan, at the same
time evading negotiations on the Nagorno-Karabakh conflict.

The co-rapporteurs noted that they understand the concern of
Azerbaijan, and added that the issue of Nagorno-Karabakh will be
included in the report, which they will prepare.

Mammadyarov said the activities of Khojaly airport and flights are
illegal, and emphasized that it is detrimental to the peace process.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Baku. Anakhanim Hidayatova – APA. The Armenia office of Russia’s
Migration Service announced that it stopped to accept the applications
of the Armenian citizens for permanent residence in Russia.

APA reports quoting Armenian media that the Russian Migration Service
carried out program “Resettlement of Compatriots” in Armenia. The
citizens of Armenia were granted immigrant status and the ability to
work in Russia within the program.

The program, started since 2006, aimed to resettle the citizens of
the CIS countries in less populated areas of Russia. Armenian Prime
Minister Tigran Sargsyan considered the program as “unacceptable”.

ASA INC EXTENDS DEADLINE FOR “ARTHUR HALVAJIAN MEMORIAL” ARMENIAN
POETRY PROJECT
COMPETITION TO DECEMBER 31ST

WARWICK, RI—The Armenian Students Association, Inc. (ASA Inc.) announced
that it is extending the deadline to submit entries for the “Arthur
Halvajian Memorial” Armenian Poetry Competition. The deadline for
submissions is now December 31, 2012. Competition winners will be announced
in February 2013.

The competition is sponsored by the ASA Inc. with the Armenian Poetry
Project. The deadline was extended to allow more time for individuals to
submit their entries during the holiday season.

The Armenian Poetry Project, led by Lola Koundakjian, is a research and
documentation site of 19th to 21st Century Armenian poets and poetry.
Whether it is through its website/blog, Facebook, or iTunes presence –
which features podcasts of recited works – the Project brings together
writers from all walks of life across the world.

All residents of the United States and Canada are invited to submit their
work, in English or Armenian (preferred) for the third annual competition.
Entries should be e-mailed to [email protected] with the
subject heading “Halvajian ASA/APP Poetry competition”. Individuals may
only submit one poem for the competition.

The competition groups submissions into three categories; students (ages
12-17), college age (ages 18-22), and adult (ages 23 and older). A top
prize will be awarded for each of the categories in the amounts of US $50
(students), $100 (college age), and $250 (adult).

Each poem submitted for the competition must be accompanied by the author’s
full name, age, home address/telephone number, school name, and sponsoring
teacher’s telephone number. Those in the college age category need not
include a sponsoring teacher. Those in the adult category need not include
school information.
