MOSCOW — An Armenian presidential candidate was wounded in a shooting
attack Thursday night that disrupted campaigning in the former Soviet
republic less than three weeks before the election.

Paruyr Hayrikyan of the moderate opposition National Self-Determination
Union party was about to enter his house in Yerevan, the capital,
about midnight when a stranger approached him from behind, a party
spokesman said. The 63-year-old politician was shot twice as he turned
to face his attacker.

“One bullet went wide and the other bullet went through [Hayrikyan’s]
chest and stuck in his shoulder without touching any vital organs,”
Karo Egnukyan, the spokesman, said in a telephone interview Friday.

“We rule out all other motives except somebody’s malicious desire to
disrupt the democratic electoral process in the country.”

Hayrikyan underwent surgery Friday morning and was recovering after
the bullet was extracted from his shoulder, Engukyan said.

“A thorough investigation is being conducted,” Armenia’s police
chief, Vladimir Gasparyan, said to Interfax on Friday amid reports
that authorities had a suspect or suspects in mind. “Let’s draw
conclusions later.”

Although polls and analysts have suggested that Hayrikyan is not
among the three top contenders in the presidential race, he is widely
viewed as a well-respected politician. He spent over five years in
Soviet prisons for his dissident activities, went into exile in the
late 1980s and lived for a time in the United States before returned
to Armenia after the breakup of the Soviet Union in 1991.

“Who else but some marginal political outsider would want to try to
kill the symbol of Armenian independence, the man who stood at the
roots of a new Armenia emerging?” Hrant Melik-Shakhnazaryan, head of
the Center for Strategic Studies, a Yerevan-based think tank, said in
an interview by telephone. “These forces behind the attack obviously
want the presidential election to be postponed and the authorities’
image marred.”

The presidential elections can be delayed by two weeks if a candidate
is impeded from conducting his campaign, the analyst said. Egnukyan
said the party not yet decided if it should request a postponement.

President Serzh Sargsyan of the ruling Republican Party is seen as
the front-runner in the race. The two candidates trailing him most
closely in in the polls are former Foreign Minister Raffi Hovannisian
of the Heritage Party and ex-Prime Minister Hrant Bagratyan of the
Freedom Party.

The differences between the political platforms of the candidates
are not as pronounced as they were during the 2008 campaign, when
supporters of then-candidate Levon Ter-Petrosian clashed with the
police and their opponents in violence after the vote that left 10
people dead and dozens injured and arrested.

Hovannisian calls for immediate recognition of Nagorno-Karabakh, a
troubled enclave that is controlled by Armenia but surrounded by and
widely considered internationally to be part of Azerbaijan. Sargsyan,
who is popular for reforms in recent years that granted more freedom
to political parties and promoted freedom of speech, doesn’t insist
on the immediate recognition of the enclave’s independence. He argues
that this step could hurt the government’s ongoing political dialogue
with Azerbaijan.

Bagratyan’s campaign has focused on the economy.

Armenia, with its population of over 3.2 million, is Russia’s
staunchest ally in Caucasus, where Georgia has had no diplomatic
relations with Russia since the 2008 armed conflict between the two
countries and Azerbaijan is suspicious of Moscow for its close ties
with Armenia.

Russia still has a major military base in Armenia, its last in
the region.

Moscow is checking information on an air strike by the Israeli Air
Force on facilities in Syria and states that if such attacks continue
that will be the violation of the UN Charter.

“Moscow is deeply concerned about the reports of an attack by Israel’s
Air Force on Syrian facilities near Damascus.

If this information proves true, then we deal with unsanctioned
strikes on targets in the territory of a sovereign state, which is
a blatant violation of the UN Charter and is unacceptable no matter
what reasons are behind the attack,” the Russian Foreign Ministry said
in a statement posted on the ministry’s official website on Thursday.

“We are taking urgent measures to clarify the situation in detail,”
the statement reads.

The Russian Foreign Ministry has again called to end “any violence
in Syria, to prevent any external interference and to launch a
pan-Syrian dialog on the basis of Geneva agreements dated June 30,
2012,” it reads.

Russia, Armenia Set Up Joint Defense Enterprises

MOSCOW, February 1 (RIA Novosti) – Russia and Armenia are to establish
joint defense enterprises under the Collective Security Treaty
Organization (CSTO), the post-Soviet security body’s head Nikolai
Bordyuzha said on Friday, following a visit to Yerevan in late
January.

“The key purpose of my trip there, with a big delegation of Russian
arms-industry sector bosses, was to work out measures to integrate
Armenia’s military-industrial enterprises with similar activities in
Russia,” Bordyuzha said.

“These include establishment of armament repair service centers, joint
armor enterprises and air-asset repair enterprises,” he said. “Some
eight or nine military-industrial joint ventures are to be created,”
Bordyuzha added.

The CSTO’s current members are Armenia, Belarus, Kazakhstan,
Kyrgyzstan, Russia and Tajikistan. In December 2012, Uzbekistan
officially suspended its CSTO membership.

putting an end to Syrian crisis and said

During the meeting, Sheikh Maim Hassan lauded the efforts made by
the Islamic Republic of Iran in resolving political crisis in Syria.

On Syrian developments, he said they want the issue be resolved
through political means and all call for restoration of tranquility
and stability to the country as soon as possible.

Regarding significant role of Iran and its outstanding stands in
regional developments, he said Iran plays leading role in resolving
the issue through political means.

The Armenian authorities are responsible for the assassination attempt
on Paruyr Hayrikyan, says a statement by the campaign headquarters of
presidential candidate, the leader of Azatutyun Party Hrant Bagratyan.

“You have created an atmosphere of terror in the country. You have
mobilized all of your administrative resources, you control the mass
media and are spreading misinformation. You must be doing it for fear
that your candidate will not secure enough votes for a run-off. But
don’t hurry to turn your end into the end of the country. You can
still save yourselves if you quickly find the criminals and eradicate
the atmosphere of terror in the country,” says the statement in its
address to the Armenian authorities.

The leader of National Self-Determination Union, presidential candidate
Paruyr Hayrikyan was shot in the shoulder Wednesday night and taken
to hospital. The police are investigating the case.

on some details of the incident during interview with limited number
of journalists.

“My only wish is to let people know I feel good and continue to work,
as I always do. Doctors say, full recovery needs a long period of time,
therefore I will do my best in order not to postpone elections,” he
said, adding that anyways he was constrained to accept possibility
to postpone elections for 15 days.

“I have some suspicions that this assassination attempt was initiated
by secret services from abroad which have pursued me for years. My
suspicions are based on their practice, as I was rather drastic when
saying there is no way, we will go to Europe and Europe is our future.

I guess with this emphasize some forces activated, seeing the increase
of the votes. I, personally, have no rivals, “Hayrikyan said.

“I have seen the committer. If I see him again I will definitely
recognize him. I saw a man who came closer and put something wrapped
in a cloth to my chest. At the time there was another problem. I had
to find a way. I started to defend myself. And even after shot I knew
I shouldn’t stop and started to move. I was screaming for help. He
wanted to shoot me in head. Neighbors came out started to scream. At
that time I understood I should reach home to call. Seconds later
neighbors called emergency. I didn’t manage to pray for the last time.

I prayed today, before operation, “Hayrikyan told.

“What I spoke with president. It is not a secret. Serzh Sargsyan
said all measured would be taken. I said that I have no intention
to postpone elections for 40 days. But 15 days are unavoidable. I am
constrained to accept delay for 15 days,” Hayrikyan concluded.

YEREVAN.- Armenia-Turkey border is an issue of bilateral relations
between Yerevan and Ankara, CSTO chief Nikolay Bordyuzha said during
Moscow-Astana-Kyiv-Minsk-Baku space bridge.

CSTO is trying not to interfere with such sensitive issues. He recalled
that one must have full information to settle similar prblems.

At the same time the bloc is actively engaged in strengthening external
borders, first of all it refers to the border between Tajikistan
and Affghanistan.

Turkey continues blockade of the border with Armenia. Protocols on
normalization and establishment of diplomatic relations have not been
ratified so far due to Ankara’s non-constructive stance.

Talking to Tert.am, ex-minister of the interior Ashot Manucharyan
proposed that all the presidential candidates suspend their election
campaigns for a few days.

According to him, they can resume their election campaigns after one
of them, Paruir Hairikyan, recovers.

With respect to the domestic situation in Armenia, he pointed out the
need for preventing shocks. The best is not to postpone the
presidential election.

By suspending their election campaign, the other presidential
candidates will create equal conditions for Paruir Hairikyan, who is
in hospital now.

If anything serious is behind the assassination attempt against Paruir
Hairikyan, a second step should be taken as the “mastermind” expects
different political forces to speculate on the incident. However, Mr
Manucharyan said, there is not such a need now.

He also welcomes the fact that Armenia’s National Security Service is
investigating the case. The case needs a “confidential political
analysis” to prevent certain forces from taking advantage of this
fact.
