VERY INTERESTING VOTING IN ARMENIAN VILLAGES

The presidential vote on February 18 was very interesting in Norashen
village of Ararat Marz. The village has two constituencies. In the
first one, Raffi Hovannisian received 390 and Serzh Sargsyan received
337 votes. In the second constituency, Raffi Hovannisian received 35,
Serzh Sargsyan received 905 votes. Similarly “controversial” voting
might have been in other villages too. According to the CEC results,
in 14 villages of Aragatsotn, Gegharkunik and Syunik Marzes people
voted unanimously for Serzh Sargsyan.

According to the CEC results, Raffi Hovannisian won in 52 villages
of Armavir, Aragatsotn, Ararat, Armavir, Gegharkunik, Lori, Shirak,
Syunik, Vayots Dzor and Tavush marzes. In Kotayk Raffi did not win
in any village.

Raffi Hovhannisian’s Election Headquarters Demand Suspension Of Vote

RAFFI HOVHANNISIAN’S ELECTION HEADQUARTERS DEMAND SUSPENSION OF VOTE RECALCULATION PROCESS

Raffi Hovhannisian’s election headquarters have submitted a written
application to the Central Election Commission (CEC) demanding
immediate suspension of the recalculation of the votes initiated upon
the application presented by Raffi Hovhannisian.

The demand comes after the process launched without informing
Hovhannisian about it.

In the issued statement, the headquarters report that Raffi
Hovhannisian applied to a number of election commissions on February
19 demanding recognition of election results in a number of precincts
invalid. The demand is to be satisfied with the recalculation of
votes during which the candidate’s proxies, reporters and observers
have right to be present.

“The application presented to the election commissions clearly includes
the phone number of Raffi Hovhannisian’s headquarters and the candidate
was to be informed about the time when the recalculation starts to
ensure the presence of proxies. While despite informing it a number
of commissions started recalculation today from 11 am. We strictly
criticize this violation and officially demand suspension of the
process of recalculation of votes initiated upon Raffi Hovhannisian’s
application and demand doing it with the presence of proxies, reporters
and observers,” the statement runs.

On 20 February President of the Artsakh Republic Bako Sahakyan received
the delegation of the National Assembly of the Republic of Armenia
headed by its deputy speaker Hermine Naghdalyan.

Issues related to the cooperation between the two Armenian republics
in the legislative field were discussed during the meeting.

Both sides emphasized the necessity of deepening and widening ties
between the National Assemblies of Artsakh and Armenia on a continuous
basis. According to Bako Sahakyan it is significant both from domestic
and foreign policy perspectives.

NKR National Assembly vice speaker Arthur Tovmasyan, adviser to the NKR
President, permanent representative of the President in the National
Assembly Vassily Atajanyan were present at the meeting.

towards Genex film on Armenian Genocide is conditioned by two major
factors: reportedly world premiere of the film is scheduled on hundred
year anniversary of Armenian Genocide, 2015, April 24. Hollywood
superstars namely Natalie Portman and Armand Assante feature the
chacters in the film. “Genex” term coined by Raphael Lemkin consists

reporter had a briefing with film’s author, director, producer and
screenplay co-author Artak Sevada about the film lately so much

The Genex significantly differs from the rest movies on Armenian
Genocide. To reporter’s question how he conceived the film Sevada
was quoted as saying.” Frankly speaking I was the first who opposed
“Ararat” film. This made me to indulge in seeking answers to many
questions. The start was acquaintance with Sally, after then it was a
matter of imagination. I began to rummage in the past, then involved
Allan Katsi to works, he immediately absorbed in the initiative. He
was aware of what was going on.

The cast of the film was much discussed. Reporter wonders besides

Financial negotiations are ongoing with American stars. American
actor Jean Mano will feature Komitas, who is worshiped by real Sally.

Natalie Portman raves about Sally Soghomonyan. Armenian actors namely

In the 1990s, the aftershocks of the Soviet Union’s collapse kept on
coming in the fractious southern Caucasus.

Georgia fought two separatist wars. Russia battled Chechen rebels. And
the tiny disputed enclave of Nagorno-Karabakh exploded into conflict
between Armenia and Azerbaijan.

In the 21st century, two out of the three – Georgia and Chechnya – went
back to war. And this week – on the 25th anniversary of a vote that
launched two decades of unresolved ethnic strife in Nagorno-Karabakh,
a leading expert on the little known region says it could be next.

“The risk may seem relatively low,” said Thomas de Waal of the Carnegie
Endowment, “but the only thing that is stopping a war is the leaders’
own calculation.”

Nagorno-Karabakh was shared for centuries by Muslim Azeris and
Christian Armenians. But after the First World War, the newly-formed
Soviet Union created a largely Armenian autonomous region of
Nagorno-Karabakh within the republic of Azerbaijan. In February 1988,
the local Soviet parliament for Karabakh voted to join Armenia,
touching off an inter-ethnic explosion.

Some 30,000 people died in conflicts that left ethnic Armenians
as victors, who occupied new territory in Azerbaijan to create a
buffer zone and corridor linking Karabakh and Armenia. The enclave
was declared an independent – but unrecognized – republic.

War broke out again, and pogroms of Armenians and Azeris forced both
groups to flee their homes. A Russian-brokered ceasefire ended the
fighting in 1994. But more than 1 million ethnic Azeris and Armenians
still cannot return home.

Since then, the tiny territory of about 160,000 people – one-fifth
the area of Nova Scotia – has become a “frozen conflict” zone despite
rounds of peace talks to settle its status.

Meanwhile, said de Waal, Azerbaijan has become an economic oil giant
in the region, but with a democratic deficit. President Ilham Aliyev’s
regime is using its new-found wealth to equip and expand the army. It
is also ratcheting up tensions with anti-Armenian rhetoric.

In one of the most extreme cases, 75-year-old writer Akram Aylisli
was burnt in effigy for a book he wrote to heal relations between
ethnic Azerbaijanis and Armenians, and a pro-government party offered
a $13,000 bounty for cutting off his ear.

“Azerbaijan doesn’t want a compromise with people who ‘stole our land,’
” de Waal said last week at University of Toronto’s Munk Centre. “It
spends $4 billion a year on its army.”

As Karabakh Armenians see themselves losing the arms race, some favour
a “knockout blow” against Azerbaijan before the point of no return
is reached.

“There’s also the possibility of an accidental war started along the
ceasefire line – one day someone could lob a mortar shell across it,”
said de Waal. In an uneasy neighbourhood that includes traditional foes
Iran, Turkey and Russia, a renewed conflict could have a ripple effect.

Both sides routinely attend sporadic peace talks and say they want a
peace deal. But with Azerbaijan demanding a return of Karabakh, with
some autonomy, and Armenia insisting on independence, it’s unlikely
to happen soon.

“There are perfectly sensible plans for peace, but there have to be
basic levels of trust,” de Waal said. “Now there’s a lack of both
trust and interaction.”

Armenian Kidnapped In Aleppo Suburb

ARMENIAN KIDNAPPED IN ALEPPO SUBURB

YEREVAN, FEBRUARY 21, ARMENPRESS. An Armenian was kidnapped in one of
the Aleppo suburbs in the evening on February 20. The Press Secretary
of the Armenian National Prelacy of Aleppo Jirair Reisian stated this
in a conversation with “Armenpress”. In addition he said that the
kidnapped Armenian is 60-year-old Nerses Aghayan. He was kidnapped
from the public transport, when the militants stopped the transport,
checked out the passports, and after they took Nerses Aghayan to
unknown direction. Also Jirair Reisian noted that the kidnappers
demand a ransom to set him free.

Among other things the Press Secretary stated that there is no
information about the kidnapped Armenian priest and Gevorg Karagulyan,
who was kidnapped on his way to work few days ago.

In accordance with the UN data clashes lasting about 23 months in
Syria caused death of over 70 thousand people, including more than
four dozens Armenians.

L’argent peut aider a resoudre des problèmes, mais il ne les resout
pas tous. Et parfois, c’est meme contreproductif !

L’Azerbaïdjan est le parfait exemple d’un pays plein aux as qui utilise
ses milliards de petrodollars pour rallier des hommes politiques et des
individus de tous les horizons, dans l’espoir d’ameliorer sa piètre
image dans le monde entier. De fait, le terme ” diplomatie du caviar
” a ete specialement invente pour decrire les ” petits cadeaux ” que
les responsables azeris distribuent regulièrement et genereusement,
dans le but d’atteindre leurs objectifs sinistres.

Par exemple, Baku a verse 5 millions de dollars a la ville de Mexico
pour qu’elle renove un parc, a condition que la statue de l’ancien
president Heydar Aliyev soit exposee dans cet endroit important. Des
activistes mexicains ayant pris conscience de ce projet deplace,
la statue du dictateur a ete demontee, puis remisee sans plus de
ceremonie.

Les responsables azeris sont en train de decouvrir que tout le monde ne
peut pas etre achete et qu’il existe encore des personnes honorables
que l’on ne peut corrompre sur cette terre ! Une personne possedant
cette parfaite integrite est Peter Savodnik du New York Times. Au
debut de ce mois-ci, le journaliste americain a ete invite a Bakou
par le multimilliardaire azeri, Ibrahim Ibrahimov, dont l’objectif
etait d’obtenir que The New York Times ecrive un article ronflant
sur son projet de construction gargantuesque.

Peu impressionne par les excès des nouveaux riches de l’oligarchie
azerie, Savodnik a ecrit un article très critique, ridiculisant la
vision grotesque d’Ibrahimov. Voici quelques brefs extraits du long
article du journaliste :

Ibrahimov prevoit de construire ” un complexe tentaculaire en forme de
homard, appele Khazar Islands — un archipel de 55 îles artificielles
dans la mer Caspienne, avec des milliers d’appartements, au moins
huit hôtels, un circuit de Formule 1, un club nautique, un aeroport et
le plus grand edifice du monde, la Tour Azerbaïdjan, qui s’elèvera a
1050 mètres. Lorsque le projet global sera acheve, 800°000 personnes
vivront a Khazar Islands, et il y aura des chambres d’hôtels pouvant
en accueillir 200°000 autres. Le coût total est d’environ 100 milliards
de dollars. ”

Savodnik relate que la veille de son arrivee en Azerbaïdjan,
les representants d’Ibrahimov se sont envoles pour Moscou pour lui
remettre en main propre un livre et un DVD concernant le projet Khazar
Islands. Une fois a Bakou, le journaliste a ete frappe par le style
de vie somptueux de l’oligarchie – ” assis sur le siège arrière d’une
Rolls-Royce noire, tandis qu’elle traversait a toute allure l’île Nr.

1 de l’archipel d’Ibrahimov, sur le point d’etre construit. Nigar
Huseynli, son assistante de 23 ans, etait assise sur le siège avant,
vetue d’une jupe noire et blanche a motifs floraux, de collants noirs
et des lunettes de soleil rectangulaires noires. Elle semblait etre
vaguement inquiète, toujours. Elle etait abondamment parfumee, et le
parfum, a-t-elle dit, venait d’Italie. ” Quand il est en Azerbaïdjan
“, a declare Huseynli, ” M. Ibrahimov conduit toujours sa Rolls-Royce
noire. À Dubaï, il a toujours la rouge. ”

Portant ” des chaussures bleues Stefano Ricci, en peau de crocodile,
assorties a son jean bleu Stefano Ricci, une veste bleue Zilli et une
chemise bleue boutonnee Zilli “, Ibrahimov a declare a Savodnik que
la Tour Azerbaïdjan serait immanquablement dans le Livre Guinness des
records. Si les Saoudiens ou les Emiratis, ou quiconque, tentaient de
construire une tour plus haute, Ibrahimov a dit qu’il en construirait
une encore plus elevee !

Savodnik ecrit que l’oligarchie azerie a decrit le president Ilham
Aliyev, le Boss de tous les Boss, en termes de ” grand partisan,
un allie, le fils du sauveur du peuple de l’Azerbaïdjan. ” Lorsque le
journaliste du NY Times a pose des questions a Ibrahimov ” sur d’autres
caracteristiques de son regime : le manque de transparence, le manque
de libertes civiles, la detention des activistes de l’opposition
“, sa reponse a ete la reponse typique de tous les oligarques :
” Je n’y connais rien en politique. ”

Le journaliste americain a hardiment descendu Ibrahimov et son pays :
l’Azerbaïdjan ” ne construit rien que ne veuille le reste du monde et
il n’a pas d’universites reconnues internationalement. Cependant, il a
effectivement du petrole. ” Dans un article suivant, Savodnik a conclu
: ” Sous tout ce verre, cet acier et ces neons, il [l’Azerbaïdjan]
est toujours un Etat autoritaire. ”

Ce n’est pas la première fois que The New York Times publie un article
exposant l’Azerbaïdjan. Dans son editorial du 27 octobre 2003, le
journal avait ecrit : ” Ilham Aliyev, homme d’affaires, playboy et
homme politique novice, a recu un beau cadeau de son père – le pays
d’Azerbaïdjan. Heydar Aliyev a gouverne l’Azerbaïdjan pratiquement
sans interruption pendant 34 ans, premièrement en tant qu’agent du
Politburo sovietique, puis en tant qu’autocrate de son propre droit.

Lorsqu’il a ete trop malade pour continuer, il a appointe son fils,
afin qu’il soit candidat a la presidence a sa place. Ilham Aliyev a
mene une campagne truquee, usant de tous les pouvoirs de l’Etat, puis
il a celebre sa victoire en arretant la majorite de l’opposition. ”

The New York Times a conclu son editorial très critique en exhortant
les Etats-Unis a maintenir le president Aliyev ” a distance et a
eviter de reproduire la malheureuse histoire de leurs soutien aux
autocrates assis sur des richesses petrolières. ” Malheureusement,
cet avertissement a ete ignore par les Administrations americaines
successives.

Le leader du parti Heritage, qui a obtenu 36,8% des voix, s’est
dit, lors d’une manifestation sur la place de la Liberte, le vrai
gagnant de l’election presidentielle et a donne un jour au President
Sarkissian, soit jusqu’a mercredi soir, pour le rencontrer et discuter
du ” transfert du pouvoir “. Il a annonce qu’il utilisera, le cas
echeant, tous les ” moyens constitutionnels ” pour que les resultats
officiels du scrutin soient annules. ” Je suis le President elu de
la Republique d’Armenie. Je ne laisserai pas les autorites voler
ma victoire “, a-t-il lance devant la foule. Raffi Hovhannissian a
appele a une nouvelle manifestation ce mercredi 20 fevrier a 17h. Il
a par ailleurs pretendu avoir obtenu 80% des voix des electeurs. Les
quotidiens relèvent que la foule de quelques milliers de personnes
” manifestement nostalgiques ” des rassemblements de rue a demande a M.

Hovhannissian de tenir des sit-in permanents, ce qu’il aurait refuse.

Plusieurs quotidiens se demandent si le scenario de 2008 pourrait se
reproduire et rappellent que depuis 1996, aucun candidat presidentiel
malheureux n’a accepte sa defaite.
