LE GOUVERNEMENT ARMENIEN APPROUVE LE PLAN D’ACTIONS POUR AMELIORER LA SITUATION DEMOGRAPHIQUE EN 2013

Le gouvernement armenien a approuve un plan national d’actions
pour ameliorer la situation demographique en 2013, et une liste de
mesures pour sa mise en ~uvre. Le but du programme est de prevenir
les tendances demographiques negatives.

Selon les chiffres officiels, 43 340 bebes sont nes vivants en Armenie
en 2011, soit 1485 de moins qu’en 2010.

Entre janvier et juin 2012 quelques 19 183 bebes sont nes, soit 4,1%
de moins qu’un an auparavant.

L’un des facteurs a l’origine du faible taux de natalite est le nombre
decroissant de mariage. En 2011, le nombre de mariages, par rapport
a l’annee precedente, a augmente de 1722 a 19706, et le nombre de
divorces a augmente de 6,4%, a 3188.

Entre janvier et juin 2012, le nombre de mariages a diminue de 147
par rapport a 2011.

Le Parti Au Pouvoir En Armenie Envisage La Nomination De L’ex-Maire

LE PARTI AU POUVOIR EN ARMENIE ENVISAGE LA NOMINATION DE L’EX-MAIRE EN TANT QUE PREMIER MINISTRE

Le Parti republicain d’Armenie (RPA) a commence a discuter du
changement possible de Premier ministre, le candidat presume est
l’ancien maire d’Erevan Karen Karapetyan, qui est actuellement
vice-president de Gasprombank selon le quotidien Zhoghovurd (les gens).

Se referant a ses sources au sein du Parti republicain, le journal
affirme que c’est la raison pour laquelle Karapetyan etait de retour de
Moscou a Erevan et avait eu plusieurs reunions avec les representants
du parti quelques jours auparavant.

Toutefois, le parti n’a pas encore pris de decision a ce sujet selon
le journal.

Le chef de la faction du parti republicain Galust Sahakyan a refute
les allegations d’une discussion sur poste de Premier Ministre.

” Nous ne parlons pas d’une telle question “, a dit Sahakian, cite
par le quotidien Zhoghovurd.

En vertu de la Constitution armenienne, le president accepte la
demission du gouvernement lors de la journee d’investiture (50 jours
après l’election). Le president nomme un nouveau premier ministre
qui beneficie de la confiance de la majorite au Parlement dans les 10
jours suivant l’acceptation de la demission. Et enfin, le gouvernement
sera forme dans les 20 jours suivant la nomination du premier ministre.

survenues a l’etranger aux fins de son execrable propagande raciste
anti-armenienne qui, si elles choquent de moins en moins les armeniens,
n’en demeurent pas moins nuisibles pour un public non averti et a
certains parlementaires donnant quitus a cette dictature negationniste,
“championne en matière des droits de l’homme”, mais a laquelle on
accorde credit en vertu du benefice de l’exploitation d’un sous-sol
de bas-fonds, plus proche de celui d’un cul-de-basse-fosse.

YEREVAN, MARCH 5, ARMENPRESS: In accordance to the information of
the Syrian Armenian First Aid Body for Emergencies over 90 Aleppo
Armenians have already been kidnapped because of one year ongoing
clashes in Aleppo. The Press Secretary of the Armenian National
Prelacy in Aleppo Jirair Reisian told Armenpress that fortunately the
majority has been released. The number of wounded Armenians exceeds 87,
the number of victims is being clarified. Presumably their number is
about 4 dozen. Two servicemen Khajak Abelyan and Ghazar Karapetyan are
missing till now. First Aid Body for Emergencies has allocated over
3500 parcels to the Aleppo Armenians. Conditioned by ongoing clashes
in Aleppo in a year, about 12-13 thousand Armenians had left the city.

In accordance to UN earlier published data the overall death toll
in Syria surpasses 70 thousand people. The number of Syrian refugees
reaches 940 thousand. Turkey has absorbed 300 thousand Syrian refugees,
200 thousand Syrians found shelter in Jordan.

All those who claim that there are no specific steps, are not sincerely
concerned, they just try to divert attention from what happened on
February 18, said Stepan Safaryan at today’s rally.

“We have not stormed at Baghramyan 26, we haven’t gone on hunger
strike, but we have won,” he said. The remaining steps should also
be in this logic, and this is what disturbs the authorities’ peace,
said Safaryan.

“In the end, the candidate of the government canceled his victory
rally at the square, because the people deprived him of the right and
pleasure,” said Stepan Safaryan. He said there is no need to repeat
what the old movements genuinely tried to do.

“We must take steps to plunge power in the minority,” said Safarian,
saying that as soon as they will withdraw from the axis of resistance,
people power, they will lose.

“You have to realize that it is a struggle of will and perseverance,
fighting of nerves,” he said. Safarian said that it is necessary to
ensure that the government itself raises the white flag, and appears
with it in front of the public.

Expert of the Center for Armenian Studies, “Noravank” Foundation It
is very difficult to underestimate the influence of the intellectual
potential on the practical politics. In the world’s leading countries
the bodies, organizations and other political actors carrying out state
policy, while implementing it, take as a ground the elaborations and
analysis of academic organizations as well as analytical centers and
think tanks. In other words, very often, the intellectual production of
the academic and expert community conditions the essence and content
of the decisions taken by the authorities.

The considerable part of the Armenian intellectual resources is
outside the Republic of Armenia and Nagorno-Karabakh Republic. Living
in different countries of the world, including the leading powers, the
intellectuals of the Armenian origin are a part of those countries’
academic and analytical organizations. They play important roles
in the analytical and academic institutions and think tanks in the
U.S., Russia and countries of Europe and CIS. Many of them achieved
considerable success; e.g. the president of the U.S. Carnegie
Foundation Vartan Gregorian, the Dean of the Baruch College Ervand
Abrahamian, Professor of Massachusetts Institute of Technology Daron
Acemoglu, the Director of the Institute of the World History of the
Russian Academy of Science Aleksandr Chubaryan, etc.

The rational usage of the Armenian intellectual resources abroad
(in both academic and expert spheres) can bring tangible benefit to
both Armenia and Diaspora. Being a part of the academic and expert
communities of the world’s leading powers:

they are better informed about the political, domestic and foreign
policy processes and tendencies in their countries, the moods of the
authorities and opposition, etc., which if not directly but influences
the political situation in our region, including the regional standing
of Armenia; many of them have better chances to be informed about the
global processes, events in any region or country in the world that
are taking place or going to take place than the Armenian academic
or expert circles; and under the current globalizing conditions the
developments in different parts of the world and especially global
processes cannot but impact political and economic situation in
Armenia; The academics and expert from the Diaspora are the bearers
of the academic and expert culture and experience of their countries
(American, Russian, European, etc.) and adoption or import of these
cultures and experience to Armenia can considerably enrich the
local academic and expert culture, thus essentially expanding the
intellectual potential of Armenia’s newly formed expert school.

The efficient usage of Diaspora’s intellectual potential for good of
the national interests implies some work with this potential which
is based on the detailed researches and analysis. Here two key steps
are important:

1. Assessment of the potential – Its goal is to make clear idea
of the Armenian academic and expert community in the Diaspora, its
intellectual capabilities;

2. Elaboration of the mechanisms of its efficient usage – Its goal
is to make the Armenian academic and expert community’s potential
of the Diaspora serve the national interests. It implies uniting of
the Armenian academics and experts working in different countries,
organizations and spheres under the same roof and elaboration of
the institutional and non-institutional mechanisms directed to the
establishment and strengthening of the ties and connections between
them and academic and expert community of Armenia in different formats.

It should be mentioned that in the Armenian reality some researches
directed to the assessment of the Armenian intellectual potential
abroad has been carried out. E.g. the research of “Noravank”
Foundation on “The Issues of Self-Organization of the Armenian
Communities in the South Russia” (2010) is remarkable. Hence there
has been no comprehensive research carried out till now.

Unlike many researches directed to the exposure and “inventorying” of
the Armenians involved in academic circles, the intellectual potential
of the Armenian expert community has not yet been studied. There are
no mechanisms which would allow to use this potential for the good
of the Armenia and Armeniancy with maximum efficiency.

The goals of the potential assessment

The solution of this issue implies:

Revelation of the academic and expert resources of the Diaspora. The
goal of this sphere is to reveal the Armenian specialists involved
in the academic and analytical structures abroad in the sphere of
humanities – political scientists, sociologists, economists, lawyers,
historians, etc.

Assessment of the academic and analytical potential of the Diaspora
in the sphere of humanities. This implies creation of a database of
the Armenian specialists, their classification in accordance with
their academic degrees, countries, fields, academic and analytical
organizations, etc.

Organizational issues

Since its establishment (in 1918) the Republic of Armenia has carried
out the policy of consolidation of the intellectual potential of the
Armeniancy and placed it in a service of the national interests. With
this purpose in both first and second republics the programmes on the
“repatriation” of the representatives of the intellectual, military
and other circles of the Armenians from abroad had been initiated. For
example, initiated by A. Myasnikyan repatriation of a part of the
intellectual resources of the Armenians from abroad to a newly formed
Soviet Armenia and his great contribution to the development of the
republic is one of the vivid examples of such policy.

Modern world realities imply supplementing the traditional forms
and ways of consolidation of the potential of the Armeniancy by the
new ones. The growing role of the network structures in the social
life, conditioned by the development of means of information and
communication, obliges the appropriate bodies of the third Republic
of Armenia to implement appropriate mechanisms of consolidation and
efficient usage of the potential of the Diaspora. This task demands
serious studies and detailed analyses, but in this regard some
preliminary observations can be made.

To place the intellectual potential of the Armenians from abroad in
service of the Armeniancy, it is necessary to take into account a
number of realities which are inherent in modern conditions:

The Armenians who attained high place in the intellectual sphere are
rent from the community life and at the same time they are fully
and directly integrated in the societies of these counties. The
results of their intellectual activity are completely placed in
service of the national interests and state and political bodies of
these countries; Their mass repatriation (returning and residence)
in Armenia is unrealistic, taking into consideration on the one hand
their deep integration into the life of their countries and on the
other hand not very conductive environment in Armenia.

Taking into consideration the aforementioned realities it is reasonable
to lay emphasis on the remote operation with the Armenian academics
and experts from abroad and this process can be manifested in the
following ways:

Commission of the individual studies. High-quality researches on the
subjects interesting for Armenia and Armeniancy can be commissioned
to the Armenian experts from Diaspora.

Commission of collective researches. The collective researches,
in which the experts and academics from Diaspora will be involved,
on the same subjects can also be commissioned. In other words working
groups of Armenian experts from the Diaspora will be formed.

Organization of the meetings and discussions in different formats.

Meetings and discussions (academic and research conferences,
seminars, round tables, etc.) with the participation of the Armenian
academics and experts from Armenia and Diaspora on definite issues
(Nagorno-Karabakh issue, Armenian-Turkish relations, strategy of
development of Armenia, etc.) can be held from time to time.

It should be mentioned that the All-Armenian forum of the political
scientists and experts in international relations1 organized
in November 2012 by the Ministry of Diaspora of Armenia, YSU and
“Noravank” Foundation was the first step taken in this direction. The
subject of the forum was “Challenges of the 21st Century and the
Issues of Security of Armenia” which was natural for the first such
forum. But while organizing such forums it is more reasonable to
concentrate on more specific questions.

Simplification and improvement of the effectiveness of the remote
operation with the Armenian academics and expert community from abroad
also inevitably implies creation of the institutional structures which
should be of network character. It is also reasonable to establish
in the status of NGOs the associations of the Armenian experts in
different countries (U.S., Russia, France, etc.). It is obvious that
working with such organizations can be more efficient than the activity
of separate experts. The network structure implies consolidation
of the Armenian experts from separate countries with regional and
all-Armenian associations. Organization of the intellectual potential
of the Diaspora in this case will take a shape of a network structure;
the number of the nationwide structures will increase by one unit
and the work with them will make the cooperation between Armenia and
Diaspora even more efficient.

The Armenian Research Network Institute (the first Armenian research
network in Armenia) established in 2012, can be considered as the
first step in this direction.

It is three years since the solemn ceremony of sanctification of the
foundation stone of St. Virgin Russian Orthodox church took place in
Stepanakert yet no work has so far been performed there.

“The construction of the church was delayed because of having no
sponsor. But it seems they have found a sponsor though I do not know
who he is. I also do not know when the construction of the church
will begin. We asked the government authorities for a church and they
promised to build it,” chairman of the “Russian Community of Nagorno
Karabakh” non-governmental organization Galina Somova said in her
interview to Karabakh-open.info.

Deputy Minister of Municipal Engineering Armen Lazarian is not also
well informed about the construction of the church. “The territory
of the church to be built has been enclosed lately, but the project
has not been finished yet. We are not aware when the construction
will begin and who the work will be financed by.”

At the moment the area of the church is being fenced in by a few
workers who also do not know anything about the construction of
the church.

Three years ago the sanctification of the foundation stone was
performed by representative of the Patriarchate of Moscow Father
Alexander. Immediately after this ceremony the organization
“Azerbaijani community of Nagorno Karabakh” of Azerbaijan and the
bishop of Baku sent a letter of complaint to the Patriarchate of
Moscow saying that for the construction of a church they should have
the permission of Azerbaijan.

GLENDALE – An overflow crowd of community members at St. Mary’s Armenian
Church hall on Sunday pledged to join the popular movement, attending
the `Rally for Armenia. With our People, For our People,’ during which
opposition presidential candidate Raffi Hovannisian addressed the
gathering live via Skype to thunderous applause.

The crowd was decisive in its message. The anger that the people of
Armenia are feeling today as a result of widespread fraud and election
violations was echoed loudly in Glendale, as the community united its
voice with the thousands who have demonstrating in Armenia following
the presidential elections on February 18.

Hovannisian greeted the crowd with `Barev, or Parev’ in a message that
included harsh criticism of the government for allowing widespread
election violations, and condemnation of foreign leaders who have
rushed to validate the elections in Armenia.

The opposition leader vowed to continue the movement in the name of
the people of Armenia, who lived a reawakening of sorts on election
day when their votes tipped the scales in favor of the people.

Organized by the Armenian Revolutionary Federation Western US Central
Committee and the All Armenian Student Association, the Armenian Bar
Association, the ARF Shant Student Association and the Armenian Youth
Federation, the rally featured musical performances by popular singer
Harut Pamboukjian.

ARF Western US Central Committee chairman Dr. Viken Hovsepian was
clear in his message that those who conjecture that this movement will
die down are mistaken, because the movement is `pure, clean, bright
and nationalistic.’

`This movement will revolutionize our homeland. Let no one criticize
or intimidate [the movement] by throwing in the threat of
destabilization,’ said Hovsepian. `Those destabilizing the country are
those who violate the right to free expression and vote of the people
of Armenia.’

`We have joined the movement so that finally, after struggling for 21
years, we can achieve our right to have truly just leadership, which
pursues national ideals,’ said Hovsepian.

Also speaking at the rally was Armenian Bar Association president Garo
Ghazarian, who was in Armenia during the elections and witnessed some
of the rampant violations going on in precinct after precinct.

He recounted his meetings with international polling monitors, who he
said, would privately admit to the violations but went on to
publically validate the vote.

Ghazarian said, however, that the movement that was sparked after the
election will endure, because the people of Armenia are not afraid and
will stand firmly for their rights and fight for justice.

`The people of Armenia, in the name of securing their rights, instead
of being threatened by a long struggle, on February 18, through some
super human strength have risen to say `NO’ to the violations being
forced upon them,’ said Ghazarian.

`The people affirmatively heeded Raffi’s call and rose up to take
ownership of their voice,’ added Ghazarian.

Attorney Edvin Minassian, the former president of ArmenBar, touched on
President Barack Obama’s validation of the Armenian elections.

`We as American Armenians have been deeply saddened and disappointed
with President Obama, who has sent a congratulatory message to Serzh
Sarkisian,’ said Minassian.

`The United States in the past has also saluted `fine’ leaders such as
Fulgencio Batista (the corrupt and brutal dictator of Cuba), Shah Reza
Pahlavi, Somoza, Manuel Noriega, Pinochet, Zia of Pakistan and Suharto
of Indonesia. The regrets have come after significant price was paid,’
said Minassian.

The program began with Pamboukjian singing the Armenian National
Anthem, after which Master of Ceremonies Tro Krikorian welcomed the
crowd and explained the importance of joining our voices with the
people of Armenia.

Davit Arakelyan, a student activist and the former chairman of the
Armenian Youth Federation, touched on the importance of the youth and
student movement that has sprung up in Armenia.

By encouraging the students, who after rising up to demand justice,
have been faced with harsh resistance from police and school
administration, who have initiated a lock-down of state institutions,
Arakelyan loudly proclaimed the `we join with the student movement in
Armenia to create a better future for our homeland.’

The AYF’s Caspar Jivalegian also spoke of the youth’s commitment to
the popular movement and voiced his solidarity with the young
generation in Armenia.

Tamar Shahabanian Voskanian, an international affairs expert with
years of experience in Bosnia and Armenia, provided a first-hand
account of the election violations that have been rampant in Armenia,
especially during the February 18 presidential elections.

She did express hope that the popular movement has demonstrated that
the people of Armenia are willing to stand up for their rights and are
fed up with the government continued efforts to stifle the voices of
its citizens.

Hard-hitting Armenian super middleweight Arthur Abraham will defend
his WBO belt on March 23 against Robert Stieglitz, the man he
dethroned by unanimous decision in August of last year in Germany, in
a bout that will be televised on EPIX.

A 33-year-old former IBF middleweight titleholder, Abraham (36-3, 28
knockouts) is coming off the first defense of his crown, an
eighth-round stoppage of Mehdi Bouadla in December.

A 31-year-old who had made six defenses of the belt he won by
11tth-round knockout over previously unbeaten Karoly Balzsay in August
of 2009, Stieglitz (43-3, 24 KOs) is coming off last month’s
third-round knockout of Michal Nieroda.

The telecast will begin at 4:30 p.m. ET and 1:30 p.m. PT on EPIX, and
