An Agriculture Ministry official on Friday unveiled plans for importing
52 tons of clover seeds to Armenia and selling them to villagers at
subsidized prices.

“The Ministry is from now on taking steps towards increasing the food
production and is going to import melilot and clover seeds to help
meet the animal food demand,” Ashot Hovhannisyan, the head of the
Ministry’s Animal Breeding and Veterinary Department, told reporters.

Commenting on earlier reports for selling the pastures of Syunik
region to Iran, he said the document authorizing the deal is just a
contract between two individuals, not an official agreement.

Hovhannisyan said the Ministry is interested in breeding sheep and
selling them to the Islamic Republic.

“We have a surplus of sheep but Iran and other countries wish to buy
a limited quantity,” he added.

Le blasphème n’existe que du point de vue du croyant. En France,
en automne 2012, un débat avait pris naissance autour de la notion
de blasphème a propos de la publication par Charlie-Hebdo de
caricatures censées représenter Mahomet. J’avais été étonné du
ton adopté par certains médias de grande diffusion, qui posaient
la question a peu près en ces termes : ” Peut-on autoriser le
blasphème dans l’expression publique ? ”. C’était oublier que
la notion de blasphème n’existe pas dans le droit francais ; le
code pénal, comme la déclaration des droits de l’homme, tout en
garantissant la liberté d’expression, prévoient sa limitation pour
troubles éventuels a l’ordre public. Le blasphème est une notion
subjective inapplicable dans le droit d’une société laïque. Dans
la définition de la liberté d’expression et de ses limites (dès
la Déclaration de 1789), le point délicat est la notion d’ ” ordre
public ”. Bien souvent, c’est le groupe qui s’estime outragé par un
prétendu blasphème qui est lui-même fauteur de troubles a l’ordre
public lorsqu’il réagit violemment a l’ ” outrage ”. Car ceux
qui s’estiment outragés par un ” blasphème ” sont souvent tout
simplement intolérants et supportent pas que leur sens du sacré,
ainsi que les limites qu’ils définissent a ce sacré, ne soient pas
partagés par tout le monde. Toutes les religions sont concernées,
toutes ont leurs extrémistes qui ne supportent pas un point de vue
différent du leur 1.

Un autre point délicat est la notion de provocation. Au moment
de l’affaire des caricatures, le directeur de Charlie-Hebdo avait
déclaré que ces dessins ” choqueraient ceux qui [allaient] vouloir
être choqués en lisant un journal qu’ils ne lisent jamais 2 ” ;
déclaration hypocrite, car le but de cet hebdomadaire est justement
de choquer et d’atteindre des cibles qui ne font pas forcément partie
de son lectorat régulier.

La question du respect mutuel est donc au centre de la notion de
blasphème. Respect des croyances lorsqu’elles ne se veulent pas
hégémoniques, respect des non-croyants, de leurs critiques et de
leur éventuelle impertinence.

Bref, le blasphème n’est reconnu comme tel dans le débat public et
dans la confrontation politique que lorsqu’un groupe religieux est
hégémonique et estime que son point de vue doit prévaloir, que les
valeurs qu’il tient pour sacrées doivent être tenues pour telles non
seulement par les croyants mais par l’ensemble de la société ; et que
dans le cas contraire les contrevenants doivent être sanctionnés,
non pour injure publique ou mise en danger de l’ordre public, mais
spécifiquement pour blasphème. Pour de tels groupes, le droit canon
et l’autorité religieuse doivent se substituer a l’autorité publique,
ou se confondre avec elle.

What’s the latest?

Mkhitaryan has been at Shakhtar since 2010, but after achieving
virtually everything he can at the club by winning the Ukrainian
League and Cup, he now says he is ready to move on to a major European
League. Liverpool are believed to be keen on bringing him to Anfield.

Did you know?

1) Mkhitaryan’s career started off at Pynik FC in his native Armenia.

His time there was fruitful, with four league title wins along with
a domestic cup part of his trophy haul. In his final season with the
team in 2009, he scored an astounding 13 goals in 13 games.

2) The attacker made the move to Metalurh Donetsk in 2009, and scored
a respectable 14 goals in 28 appearances during his first season
there. By August 2010, he had done enough to catch the attention of
the big guns, with Shakhtar signing him for £4.9m.

3) The Armenian made his Champions League debut in September 2010
against Sporting Braga, and it proved to be a year of unprecedented
success, with Shakhtar winning the Ukrainian League, Cup and Super Cup.

4) Mkhitaryan continued to excel in his second year with the Ukrainian
giants, scoring 11 goals from midfield and being voted player of the
season by the club’s fans. This year, his goals tally has soared to
20 in all competitions, with 18 of those strikes coming in the league.

That may explain why he is keen to find new challenges.

5) The Shakhtar man made his Armenia debut against Panama in January
2007, and to date, his 10 goals for his country makes him their second
highest goal scorer of all time.

He says “For every player it’s a dream to play for the strongest clubs
in the world. I’ll do everything possible to move to a different team
this summer.”

Councilman Rafi Manoukian’s committee against a ballot measure that
would make the city treasurer’s position an appointed rather than
elected position is in debt to the tune of $10,865.

Manoukian, the sole candidate for treasurer, has spent $12,965 on
mailers, advertisements, signs, phone calls and voter lists, but has
raised just $2,100 – all of it from himself and his parents, according
to the latest campaign disclosure forms filed last week.

Manoukian said a fundraiser he had after the disclosure forms were due
should cover much of the expenditures, which are all on credit cards.

`Once this is over, I’ll eat whatever I overspent,’ he said.

While Manoukian contends that the push for an appointed treasurer is
motivated by political opposition toward him, the current treasurer,
Ron Borucki, has said that the best person to do the job can’t be
found through the electoral process.

Borucki and Councilman Dave Weaver have pushed for the treasurer to be
an appointment, which would be the case if Measure A passes.

Similar ballot measures have failed three times previously.

As part of the full-time job, the treasurer mostly invests Glendale’s
$372-million portfolio in bonds. The portfolio has struggled in recent
years due to low interest rates set by the Federal Reserve.

Supporters of the measure say it would take popularity out of the
equation for what they consider to be a highly technical
position. Opponents say the top investor of public money should answer
directly to the voters, not the city manager.

Manoukian has filed forms promising to spend less than $1,000 on his
own campaign. No committee in support of Measure A has submitted
financial disclosures.

European soccer boss Michel Platini is opposed to the resurrection of
the old Soviet league, including elite Russian and Ukrainian teams.

“It’s a very difficult issue but I’m not very much in favour of it,”
Platini told a news conference on Thursday after Uefa’s executive
committee meeting in Sofia.

In December, several top Russian clubs including champions Zenit St
Petersburg, big spenders Anzhi Makhachkala and CSKA Moscow unveiled a
plan to break away from Russia’s top flight and start a multi-national
league of up to 16 teams next year.

The plan called for six or seven elite Russian clubs such as Zenit,
Anzhi, CSKA and their Moscow rivals Spartak, Dynamo and Lokomotiv to
join four or five top Ukrainian teams including Shakhtar Donetsk and
Dynamo Kiev, plus one or two from Belarus, Armenia or Azerbaijan to
make up the new CIS league.

“Certain leagues are in deep financial difficulties and it’s a matter
of survival for them,” said Platini. “They want to develop their
football and have a better chance to sell their commercial rights.

“But that is not the case with Russia,” the 57-year-old Frenchman
added. “Russia is very strong.”

The proposed merger is a direct response to Europe’s top leagues
growing in strength and the Russians remain convinced that unification
is the only way they can compete.

Supporters of the new league, including companies like Gazprom, say it
would drive enhanced sponsorship and television revenues, allowing
teams to better meet Uefa’s financial fair play rules.

European soccer’s governing body has allowed Belgium and Netherlands
to hold a combined women’s championship known as the BeNe-League on an
experimental basis this season.

“We made a test in Belgium and Netherlands with a women’s league and
we have to wait for one or two years to see how it works and then a
decision will be taken by the executive committee,” Platini said.

A similar plan was announced by clubs from Croatia, Serbia, Bosnia,
Slovenia, Macedonia, Montenegro, Hungary and Bulgaria at a meeting in
Sofia in 2011, but progress has fizzled out as they wait for approval
from Uefa.

Plans for a Czech-Slovak league also appear to have hit the buffers.

YEREVAN, Armenia – Armenia’s national airline, Armavia, has declared
the start of bankruptcy proceedings.

The carrier said in Friday’s statement that it will halt flights next
week. Armavia currently has 14 aircraft conducting more than 100
flights a week to 20 countries.

Russia’s civil aviation authority said Armavia has an outstanding debt
of $1.4 million to Moscow’s Vnukovo airport and smaller debts to two
other airports in southern Russia.

Armavia’s owner, Mikhail Bagdasarov, announced his intention to sell
the company last year, but has failed to find a buyer. Bagdasarov
attributed Armavia’s troubles to the global economic downturn and
losses from using a new Russian-made Sukhoi superjet.

The landlocked ex-Soviet nation’s economy has been hobbled by the
longstanding closure of its borders with Azerbaijan and Turkey over
the conflict Nagorno-Karabakh.

One of the oldest rituals in Christendom is enacted each year at the
Holy Sepulcher in Jerusalem, the traditional site of Christ’s burial
and resurrection, on the Saturday before Orthodox Easter – which
falls, this year, on May 4. In the morning, the clergy of the four
eastern Christian churches – Greek, Armenian, Coptic and Syriac –
gather in the Church of the Holy Sepulcher. All lights in the
cathedral are extinguished. Dressed in splendid priestly robes and
carrying crosses, banners, relics, censers and liturgical books, the
Greek Orthodox priests and monks circumambulate the tomb in a grand
procession, chanting hymns and reciting passages from the four
gospels. Thousands of eastern Christians gather for the ceremony, each
holding bundles of thirty-three unlit candles, symbolizing the
thirty-three years of Christ’s earthly life.

Hundreds of Israeli police and soldiers block all roads leading to the
Holy Sepulcher, attempting to limit the numbers entering the
cathedral. Shouts and arguments can occur as irate worshipers demand
to know why they’re not being allowed to go to their church and
pray. No answer is given. Some, desperate to see the ceremony, might
be physically restrained and carried off by the police. Ingenious
pilgrims nonetheless sometimes find a way. With the aid of helpful
monks and priests, some make their way through back doors of
monasteries. Others, finding the road blocked by police, enter a
corner store by a door on one side of the roadblock, exiting by an
alternate door on the other side and quietly joining a procession of
priests.

The cathedral is always filled with worshipers, overflowing into the
large courtyard where hundreds wait for hours in the hot noon sun. The
Greek Orthodox patriarch of Jerusalem is divested of his patriarchal
vestments, clothed only in a white robe (paralleling the white robe
worn by the ancient Jewish high priest when he entered the holy of
holies of the temple). After being inspected for matches and other
means of lighting fire, the patriarch enters the sepulcher of Christ
alone. This is the mystical moment. The faithful wait in tense silence
for the miracle: from the empty tomb, with no source of fire, a divine
flame will miraculously appear. Some pilgrims come year after year to
witness the Easter ritual. Convinced that the flame is divinely
ignited each year, people claim to have seen lamps and candles
miraculously burst into flame in the cathedral. Only once in history
has the miracle failed, when the Crusaders conquered Jerusalem and
expelled the Greek Orthodox patriarch from the Holy Sepulcher. The
Latin patriarch entered the tomb, but the fire did not come. The
Crusaders quickly restored the Orthodox privileges in the cathedral
and the miracle resumed the next year.

A few moments after entering the tomb, the holy fire is passed by the
patriarch through a hole in the wall of the tomb, where it is quickly
transferred to large torch-like candles that flash and spark like
flares. The patriarch emerges from the tomb, encircled with the flames
of these blazing torches as he blesses the people. The crowds jostle
each other to light their candles from the shimmering flames; as each
person’s candle is kindled, he or she turns and passes the flame to
the next. Within moments the cathedral glows as a wave of fire and
light surges in concentric rings like those that spread from a stone
dropped in water. The bells of the cathedral reverberate joyously as
the crowd shouts and claps in ecstasy. Some weep, while others brush
their hands through the flames of candles, ritually washing their
faces in the holy fire. Flashes of intense heat from hundreds of
candles accompany sprays of hot melted wax. Then, in a moment, it is
over. The crowd begins to disperse as many embrace and shake
hands. Priests from all the eastern denominations carry candles and
lamps to light the lamps of their churches throughout the city with
the renewed holy fire. Many of the faithful take their candles home to
light family Easter candles.

Symbolically, the descent of the holy fire commemorates the moment of
the resurrection, when the light of God descended into the darkness of
the tomb of Christ, transforming death into life. As each person
shares the fire of his or her candle with another, the power of the
light and resurrection of Christ is symbolically spread throughout the
world, and the hope of Easter is renewed.

Synopsys Armenia CJSC, Karabakh Telecom CJSC and Artsakh State
University today signed a cooperation agreement to promote education
in micro-electronic circuitry and systems of the communication means
in Nagorno-Karabakh Republic (NKR).

Using a successful and proven educational model of cooperation
the program will make it possible to provide NKR’s workforce with
industry-ready graduates, who have the required knowledge and practical
skills to quickly become productive in the industry.

Within the agreement “Microelectronic Circuits and Systems”
inter-university chair will be created at Artsakh State University,
providing bachelor’s and master’s degrees in “Micro-Electronic
Circuitry and Systems of the Communication Means” specialization.

The chair will be equipped with state-of-the-art hardware and software
infrastructure and provided with curricula and instructional materials
that meet international standards, as well as qualified teachers,
trained at Synopsys Armenia Educational Department.

In the frames of agreement Karabakh Telecom CJSC allocated AMD 28
million drams to repair the auditorium, specified by Artsakh State
University, in accordance with state-of-the-art education standards
and requirements, to equip it with modern computers, and to cover
the faculty salaries and other additional payments.

Synopsys Armenia will provide Artsakh State University with
60 licenses of Synopsys software tools required for preparing
qualified specialists, as well as comprehensive educational materials,
including complete methodological materials for all courses, lecture
presentations, labs, practical materials and course projects, homework
and exams. In addition, the faculty will be trained at least once
every six months.

According to the criteria agreed on by the parties, Artsakh State
University will establish the inter-university chair, will hold daily
educational activities and conduct selection of the undergraduates
in the given specialization from the pool of bachelors students,
who have completed the second year of theirs studies. The best
undergraduate students will have an opportunity to continue their
education pursuing master’s degree.

said today it will halt flights from April 1.

“A decision was made to halt flights and begin bankruptcy procedure.

The company thanks all its passengers who used its services over
12 years of its operation and wishes them all well,’ it said in a
press release.

Armavia was founded in 1996. In 2005 all its shares were acquired by
businessman Mikhail Baghdasarov. The company operated more than 100
flights a week to over 40 destinations in 20 countries. It owned and
ran Airbus, CRJ, Boeing, as well as Sukhoi Superjet aircrafts. -0-

Narekavank Tour is sorry to report that as of yesterday the General
Directorate of Civil Aviation of Turkey officially suspended
Van-Yerevan-Van direct flights yesterday

These flights had to be operated by Armenian Tour Operator Narekavank
Tour, Turkish Borajet Airline and Ayanis Travel Agency, based in Van.

The major goal of the flight was to develop regional tourism and
cultural interactions between people, along with contributing to
economic and business cooperation.
