ARMENIAN AIRLINE SUSPENDS OPERATIONS

Armenia’s national carrier, Armavia, has suspended all operations,
after filing for bankruptcy.

According to the carrier, it has suffered financial problems over
the past three years, mainly due to the world’s economic crisis,
The Australian reported.

“Over the last three years, the owner of Armavia airline has been
investing finances from other businesses in order to support the air
carrier,” Armavia said in a statement.

“However, the current situation makes it impossible to continue
working this way.”

Russia’s aviation authority has said the airline owes up to US$1.3
million to airports in Russia.

Armavia was founded in 1996 and operates one Airbus A320, three Boeing
737 and four medium-range planes to nearly 48 destinations in Europe,
Asia and North Africa.

Recent documents have revealed Turkey’s involvement in Syria, using
the Syrian rebels to burn the shops and homes of the Armenian Christian
community in Aleppo.

According to the documents, Turkey hopes to deport 60,000 Armenians
in Aleppo to ensure Islamic forces remain dominant in the region. Six
Armenian churches have been burned down leaving only one left and
forcing Armenians to leave the country for safe haven.

According to the Ad-Diyar newspaper, a secret Turkish commando unit
along with Turkish gunmen went on a violent rampage against the
Armenian community. Previously, Armenians were given safe haven
during the massacres of the 1915-1923 Armenian Genocide, whereby
up to 2 million Armenians were slaughtered and another million were
forcibly moslemized or fled to other lands.

Turkey has yet to recognize its past government’s genocide of
Armenians, Greeks, and Assyrians and make reparations to those people.

The Russian parliamentary newspaper has removed excerpts from the
Prime Minister of “Nagorno-Karabakh Republic” Arayik Harutyunyan’s
interview given to Reuters from its official website.

The parliamentary newspaper recently published excerpts from
Harutyunyan’s interview given to Reuters, in which the Nagorno-Karabakh
has been represented as an independent state.

The Azerbaijani Foreign Ministry today expressed concern over the
official publication of information where Nagorno-Karabakh has been
represented as an independent state.

Azerbaijani Foreign Ministry spokesman Elman Abdullayev said in
an interview with the media that the Azerbaijani embassy in Russia
will receive detailed guidelines for the proper reaction to these
publications in the Parliamentary newspaper.

On April 2, President of the Nagorno-Karabakh Republic Bako Sahakyan
visited the NKR Ministry of Foreign Affairs and participated in the
meeting dedicated to the summing up of the Ministry’s activity in
2012 and the plans for 2013.

In his report, NKR Foreign Minister Karen Mirzoyan noted that the
key directions of the Foreign Ministry’s activity in 2012 were the
political settlement of the conflict between Azerbaijan and Nagorno
Karabakh and the international recognition of Artsakh. Noting the
lack of progress in the negotiation process, the Foreign Minister
emphasized that the basic obstacle for the peaceful settlement of the
conflict remained the extremely destructive position of official Baku.

At the same time, the Minister highlighted the positive processes on
the international recognition of the NKR.

Karen Mirzoyan noted that the efforts on the full-fledged involvement
of the NKR in the negotiation process under the aegis of the OSCE Minsk
Group co-chairmanship and on the presentation of unbiased information
on Artsakh and on the Karabakh issue to the international community
would be continued in 2013. The bilateral cooperation with different
countries and with the Armenian Diaspora will be developed.

During the meeting, the problems faced by the Foreign Ministry in its
activity were also discussed. The President, in particular, noted
that the issues of improving the working and social conditions of
the Ministry’s staff would remain in the focus of attention of the
authorities. President Sahakyan gave corresponding instructions,
noting that the Ministry had generally fulfilled its tasks for the
reporting period.

The fixed intangible assets of Armavia Company – flights and the
market – belong to the government and it must reserve them, the
former prime minister and candidate for president of Armenia Hrant
Bagratyan writes on his Facebook page commenting on termination of
the air carrier’s flights starting April 1.

“Armavia Company grounded flights,” Bagratyan writes. “They want to
sell the company without paying salaries and debts to suppliers.

However, to sell the company means to sell its non-material assets
belonging to the government: offices and aircrafts, especially the
boards that may not belong to the company, I mean that they may
be leased. Potential market of air transportation of Armenia is
passenger flow that is 5-6 million annually. It is not Delta level
(110 million passengers), of course, but it is comparable with
Aeroflot Company having over ten-year history and is nearly twice
as much as the Georgian market,” Bagratyan writes. There are two
sectors bringing it additional rent: aviation and communication, as
there are more Armenians abroad and inside the country, the former
premier writes. If the right to flights belongs to te government,
Bagratyan believes that the government must immediately declare that
it recalls the given right from the company. This will be the right
decision from the legal and economic point of view. However, Bagratyan
highlights that the decision adopted under his premiership in 1993 when
the functions of air carrier and airport were separated was justified.

“Order was established. I’d not like them to rejoin on the quiet
taking advantage of the current situation,” Bagratyan writes.

Earlier, Mikhail Baghdasarov, the owner of Armavia, told ArmInfo the
company’s total debt does not exceed $50 million, which is mainly
current debt. Bagdasarov set up Armavia in 1996 and sold it to Russian
S7. In 2005 pressured by the Armenian tax authorities, S7 gave the
company back to Bagdasarov. Today Armavia carried out over 100 flights
to over 40 destinations in 20 countries. It was the first to exploit
SSJ-100. In autumn 2012 Sukhoi Civil Aircrafts reported that Armavia’s
debt for exploitation of SSJ-100 was over $4 million, inclusive of the
underfinanced transactions on the aircraft, debt for service and spare.

The leadership of Zvartnots International Airport, under concession of
Argentinean businessman Eduardo Eurnekian’s structure, has repeatedly
declared that it has no intention to buy Armavia Company.

Deputy Minister: 32,000 Tons Of Fruits And Vegetables Exported From

DEPUTY MINISTER: 32,000 TONS OF FRUITS AND VEGETABLES EXPORTED FROM ARMENIA IN 2012

YEREVAN, April 3. /ARKA/. Armenia exported 32,000 tons of fruits
and vegetables in 2012, Armenian Deputy Agriculture Minister Robert
Makaryan said.

“This is more than in 2011, when 16,800 tons were exported,” he said.

The deputy minister also said that the export of fruits and vegetables
in Jan-March 2013 grew as well, compared with the same period a
year before.

“Some 1,042 tons of fresh fruits and vegetables were exported in the
first quarter of 2012, and 4,000 were exported in this year’s first
quarter,” he said. “It means the export volumes grew four times. If
things go this way also in the next months, we’ll record considerable
success.”

Makaryan said potatoes dominated the export in the first quarter –
about 500 tons were sent abroad in Jan-March 2013 against 25 tons at
the same period a year earlier.

Answering ARKA News Agency’s question, he said that Armenia exports
its vegetables and fruits mostly to Russia, Georgia and Ukraine.

“Some 24,300 tons were exported to Russia, 6,000 tons to Georgia and
660 tons to Ukraine in 2012,” the deputy agriculture minister said.

He said that Armenia has already sent 3,300 tons of fruits and
vegetables to Russia, 564 tons to Georgia and 80 tons to the United
Arab Emirates since the beginning of this year. -0-

Political Tug-Of-War In Armenia

POLITICAL TUG-OF-WAR IN ARMENIA

The outcome of the February 18 presidential election is still
in dispute. The founder and leader of the Heritage Party, Raffi
Hovannisian, continues to challenge the election results. To dramatize
his campaign, he has resorted to his traditional tactics, namely a
hunger strike.

For a long time, he was not clear on why he had chosen that particular
kind of protest, to what end or when he would end the hunger strike.

But finally, during Holy Week, he made it clear that his hunger strike
would end on Easter Sunday, when he would attend church services with
his family. Therefore, as we go to press, Mr. Hovannisian has resumed
his food intake to intensify his campaign.

His contention is that President Serge Sargisian’s reelection was
flawed, therefore, he has to transfer power to Hovannisian, or rather
to “the people.” He has equated himself with the people, which may
be interpreted in two ways: either he is very humble to claim victory
on behalf of the people or he is conceited enough to think he is the
only candidate who can speak on behalf of the people.

Politics abhors a vacuum. When former president Levon Ter-Petrosian’s
HAK coalition lost its position as a viable opposition force, all of
the discontented groups rallied around Hovannisian.

As a populist politician, he is conducting a very flexible campaign,
having carefully studied the underlying reasons which led to
Ter-Petrosian’s failure. The former president had cobbled together
a coalition of 18 discontented groups with different ideologies and
interests. He had rallied those groups around some maximalist demands.

The ultimate goal of HAK (Armenian National Congress) was to
“dismantle” the “kleptocracy.” He never budged from his extremist
position. Additionally, his subordinates used abrasive language, while
he was continuing it in his professorial rhetoric. He has tolerated or
even encouraged his supporters in the media to poison the political
atmosphere to the point of no return. He did not allow any room for
rapprochement or compromise with the authorities, who continued to
ignore him, while undermining his coalition in an underhanded way.

Eventually HAK disintegrated and its die-hard disciplinarians were
rewarded with six seats in the 131member parliament to become a
negligible opposition faction.

On the other hand, Hovannisian has been conducting his campaign on
a more civilized level, some ultimatums not withstanding. He also
began with maximalist demands, asking the reelected president to show
up at Liberty Square – where he has set up shop – and turn over the
presidency to him.

He soon realized the satirical parameters to his demand and he
toned down his rhetoric; actually, he took the time to show up at
the presidential palace to have a very courteous exchange of ideas
with Sargisian.

It looks like the president’s entourage has determined to kill the
opposition leader with kindness. Any aggressive demand is met by the
administration’s very tolerant approach.

As a shrewd politician, Hovannisian realizes the president’s
patronizing approach to his demands are playing into the hands of the
administration, especially in the eyes of the international political
community, for whom his public discourse seems to be intended.

Epistolary demands are being exchanged between the two parties. The
original demands of the Heritage leader – outright surrender of power
– are being watered down. The demand to open the ballot boxes for a
recount was presented after the deadline without legal due diligence
for which Hovannisian has apologized.

His demand for early parliamentary elections in a new format was turned
down. Also his demand to punish five regional governors was ignored.

He realized that his maximalist position has been eroding. Therefore,
he has already come to a turning point – either power surrender
or power sharing – and since the first alternative does not seem
realistic, he is opting for the second one.

The administration is well disposed to power sharing, but not on
the terms that the opposition has been demanding. It looks as if the
political power play is entering into a period of horse-trading, which
could wear down the parties and take the wind out of Hovannisian’s
sails.

Throughout this game, Hovannisian is proving to be an effective
and prudent tactician, with his sights set on the next presidential
election, five years down the road.

In the meantime, upcoming Yerevan municipal elections will provide a
real opportunity for Mr. Hovannisian to make his mark on the political
scene, especially when five other parties will be clamoring for
victory in those elections.

Should the Heritage Party achieve some impressive results, Hovannisian
will stay a major player for the long haul.

Hovannisian empowered the young and educated masses. Even if he
cannot achieve his goal in the immediate future, he will be credited
with introducing a new political culture, which in time may yield
quantitative results.

He is also mindful of what degree of power sharing he may achieve.

Should he settle for some face-saving positions for himself and his
party members in Armenia’s power structure, he will deny Armenia’s
political system the benefit of credible opposition.

At this time, the tug-of-war is continuing, hopefully with some
positive outcome for Armenia.
